Balanced Scorecard Foundations: Measurement and Leadership This opening session recapitulates why financial measurements alone are insufficient for managing today’s complex private and public sector enterprises. The BSC provides a comprehensive and robust system for measuring the performance of enterprises in all sectors of the economy. But more than just a measurement system, leaders have seen how to use the BSC system to drive their change agendas. This session establishes the measurement and leadership foundation for the new strategy execution system.

The New Strategy Execution Management System & Stage 1: Develop the Strategy Managing strategy execution should be a permanent part of an executive’s job. This requires a management system. Most organizations have pieces of this system, such as budgeting and goal-setting, but the pieces are isolated and incompatible. Further, most organizations do not have a formal process to translate the strategy, test it, and align the organization. This session describes the six stage management system and reviews best practices of how leading organizations formulate their strategies, including mission, values, vision statements, PESTEL and SWOT analysis, and the strategic change agenda.

Stage 2a: Translate the Strategy: Strategic Objectives and Themes This session describes the latest innovations in strategy mapping. Discover how to choose the right strategic objectives directly from the strategy and construct a strategy map around four to six themes that link human capital and process objectives to customer and shareholder objectives.

Stage 2b: Translate the Strategy: Targets and Strategic Initiatives The discussion of Stage 2 continues by showing how to set targets for strategic themes and objectives, the process to select portfolios of strategic initiatives, and the new funding mechanism of strategic expenditures (StratEx). The role of theme owners and theme teams for managing the execution of cross-functional and cross-business strategic themes will be introduced.

Stage 3a: Align Organizational UnitsMost enterprises consist of multiple business and functional units. For the full execution premium to be earned, the enterprise must achieve both vertical and horizontal alignment in each unit’s strategic objectives. Stage 3b: Align Human Capital and EmployeesUltimately, strategy is executed by employees, not the senior leadership team. But employees cannot help implement a strategy that they are unaware of, do not understand, or have little motivation to execute. This session covers the important processes needed to communicate strategy, motivate employees, and align the development of employees’ capabilities and competencies to strategic objectives.

Stage 4: Linking Strategy to OperationsWhile alignment creates value, the benefits cannot be sustained unless the strategy is integrated into the operational processes of the business. This linkage constitutes Stage 4 of the BSC system. Several dimensions of the linkage process will be explored including: 1. linking operational process improvements to strategic objectives such as the role for performance improvement programs (TQM, Six Sigma, Lean) and designing operational dashboards of KPIs that drive continuous improvement; and 2. linking to resource management such as sales planning and rolling forecasts, resource capacity planning, and developing dynamic budgets and pro forma profitability statements.

Stages 5 & 6: Monitor, Learn, Test, and Adapt the StrategyStrategy is a hypothesis on how to satisfy shareholder/stakeholder objectives. A management system must not only define these hypotheses (accomplished in Stages 1 through 4) but also monitor, adapt, and test these theories based on real world experiences. The BSC management system achieves this objective at several levels including conducting operational and strategy review meetings as well as statistical testing of the strategy.

Making Strategy Management a Core Competency The new BSC strategy management system does not manage itself. This session will discuss how a new competency and a new organization, the Office of Strategy Management, has emerged to play this role. Discussions will address your performance management philosophy and management system – static or dynamic / silos or platform.

Learn how to set a strategic destination for your organization, decompose it into manageable components, create a value proposition, select a strategy, and then articulate it inside the framework of the strategy map. Palladium’s most recent cases will be incorporated while hands on exercises will give participants invaluable experience with tools and techniques ensuring learning points are fully understood and can be translated into each unique situation.

Workshop Outline

I. Develop the StrategyDelegates will be quickly immersed in the strategic development process and learn how each of the steps builds upon one another in creating an integrated strategy. Creating effective visions and missions are covered as is the “value gap.” The discussion will review different value propositions, how they are created, and how they are used to determine the type of strategy an organization chooses. The module will wrap up with a presentation of generic strategies and illustrate how they are translated into an organization’s value chain and ultimately the framework of the strategy map.

Exercise: Decomposing the value gap

II. Translate the StrategyWith the key aspects of the strategy developed, participants will learn how to translate the strategy into the architecture of the strategy map. Perspectives, themes, and linked objectives will be discussed. Participants will be given an opportunity to review and discuss a variety of different strategy maps as well as compare and contrast key variations.

III. Align the OrganizationOnce the strategy map is built, alignment is achieved by cascading the parent level strategy map to subordinate business and support units. In this module, participants will learn about the three key methods to cascading the strategy as well as the tools and meetings used to gain and maintain alignment in organizations. Participants will review cases of successfully cascaded strategies and discuss their own alignment situations.
