The 2017 Annual MLEFIAA Firearms Instructor Development Conference will be held

September 26 through 28, 2016. The entire conference, including the Law Enforcement

Product Expo, will take place at the Harvard Sportsman’s Club located five minutes off

both I-495 and Route 2. HSC is the premier private shooting facility in Massachusetts

featuring over a dozen ranges including a 300 yard rifle, combat pistol, law enforcement

rifle & shotgun as well as full auto ranges.

The Executive Board has worked to keep the tuition rate at an affordable $235 for

MLEFIAA members and $325 for non-members. Your tuition includes a catered lunch on

all three days.

For course selection and registration, please print and complete the form at the back

of this catalog and submit it to MLEFIAA Conference 2017, P.O. Box 253, Princeton, MA

01541-0253 with your payment.

If a member wishes to include their annual dues, the tuition is $265.

Payment must be received in order for your slot to be reserved. There will be no walk in

registrations permitted.

Please note that your seat at the conference is not

confirmed until payment is received.

For those traveling a long distance and looking for accommodations, MLEFIAA has

contracted with the Spring Hill Suites (Marriott) in Devens to provide suite style lodging

at reasonable rates. The hotel is a 13 minute drive from the range. Room rates at the

time of publishing are $147/night plus tax for Law Enforcement. You must mention

MLEFIAA and have your police ID at check-in. We strongly suggest reserving a room early

because historically the hotel is sold out the week of the conference.

Harvard Sportsman’s Club 250 Littleton County Road, Harvard, MA Harvard Sportsman’s Club is one of the largest non-commercial and premier shooting facilities in Massachusetts. With 200+ acres, a central location and over 13 ranges, HSC is the ideal location for the MLEFIAA Instructor Development & Training Conference. The HSC membership has graciously allowed MLEFIAA to use their facility for the conference since 2003. The range complex features 100, 200 and 300 yard rifle ranges, 7 action shooting pits, a law enforcement range, 2 SMG ranges, a Class III range, 7, 25 and 50 yard pistol / small bore rifle ranges in addition to the indoor pistol range. Support this great facility by joining if you live in the area.

Title of Presentation: ADVANCED COACHING & DIAGNOSTICS Presenter: Pat Sacco Agency: Syracuse NY PD Brief Overview of Presentation: Placing quick, threat-stopping hits on target is the core of all gun fighting skills. In order to accomplish this goal, firearms instructors must develop practical, fundamental skills in new officers and improve the skills of veteran officers. Once these skills are developed, instructors must challenge all officers to identify their individual skill levels in order to balance combat speed and accuracy. This class will provide the law enforcement firearms instructor with concepts, information and teaching strategies that are critical for coaching combat handgun marksmanship at all skill levels. Pistol w/ 3 magazines Duty belt Flash light Eye and ear protection Body armor Baseball hat 300 rounds of pistol ammunition *************************** Title of presentation: FIREARMS TACTICS FOR HIGH RISK ARREST SITUATIONS Presenters: Wade Johnson Agency: VT Department of Corrections Brief overview of presentation: This class is designed to provide an overview of firearms drills related to high risk arrest situations that can be adapted to the firing range. Examples include incorporating movement, introducing patrol officers to use of ballistic helmets and heavy ballistic vests (rifle plates), less-lethal shotgun/lethal cover officer teams, downed officer rescue, vehicle takedowns (with non-firing blue guns only), and response to active shooter situations. Students will be able to assess a situation to make a preliminary determination if they are dealing with a barricaded gunman or an active shooter incident, and the strategies and resources necessary to respond. In addition, students will be able to instruct firearms skills and tactics that are relevant to an active shooter response. Equipment that the student must provide: Suitable range attire Duty belt with handgun Patrol rifle or shotgun if available 200 rounds of handgun ammunition; 50 rifle or shotgun rounds. What skills and knowledge will the students obtain in your class? Students and instructors will leave with methodology, drills and practical experience using point shooting techniques. Title of Presentation: Basic Intro to the 1911 Pistol Presenter: John Collura Agency: MPTC Brief Overview of Presentation The purpose of the course is to provide a sound basis of necessary manual skills, technical and operational knowledge, mechanical functioning, capabilities and limitations, and the safe handling of the 1911 style pistol. What skills and knowledge will the students obtain in your class? The student will learn the basic method of manipulating the 1911 style pistol’s operating system, with emphasis on the engagement and disengagement of the manual and grip safeties. : Handguns with Manual Thumb Safeties: A Basic Introduction

The purpose of the course is to provide a sound foundation of necessary manual skills for the safe handling and firing of handguns with manual thumb safeties.

The student will learn the basic method of manipulating the pistol’s manual (thumb) safety, with regards to the draw and from the ready position.

Title of Presentation: CONCEALED CARRY – OFF SHIFT SURVIVAL Presenters: Cliff Alves & Jamie Griffin Agency: MPTC Brief overview of presentation: This program covers the benefits and usage of off duty weapons for the law enforcement officer. The advantages and disadvantages of various available weapons will be covered as well as developing a policy & procedure for off duty weapons for your agency. Also covered will be issues related to off duty carry such as selection of holsters, clothing and methods of carry. Required equipment: Handgun, concealment belt holster, ankle holster (optional) spare reloading devices, magazine holders, range safety equipment. Ammo: 150 rounds ************************** Title of Presentation: Single Action Pistols – The 1911, Browning Hi-Power and variants Presenters: John Pajak Agency: Mass. Environmental Police (ret.) Brief overview of presentation: This block will include an overview of the various types of single-action pistols rooted in the Browning designs and patents. Topics covered will be: Actions and safeties; Method of operation; Operator requirements; Carrying and carry configurations for duty, off-duty, and concealed; Maintenance including proper lubrication; Target engagement; and a qualification course. Required equipment: For full-size pistols, students should bring at least 200 rounds of ammo. For smaller carry guns (i.e. SIG 238, 938, Colt Pony, etc.) at least 100 rounds. Personal protective equipment (eye/hearing protection, body armor, etc.) Suitable clothing for the expected weather *********************** Title of Presentation: MODERN MEDIEVAL TACTICS – KNIFE CLASS Presenters: Mark Belliveau Agency: Hampden Co. S.O. / MPTC Brief overview of presentation: This is a comprehensive edge weapon class not only dealing with the dangers of a knife attack, but the offensive aspect of the edged weapon and how it applies to police work. During this eight hour program the officer will learn effective techniques to defend him/herself during a close quarter confrontation using both empty hand and a knife. Required equipment: eye protection, mouth piece, white tee shirt, BDU style pants, boots or sneakers, duty belt w/ training gun. Class size is limited to 16 students due to the size of the room and the nature of the class. NO LIVE /REAL FIREARMS OR AMMUNITION WILL BE ALLOWED IN THE CLASS.

Title of Presentation: Maximizing Performance with Smaller Defensive Handguns Presenters: Mike Boyle Agency: NJ Division of Fish & Wildlife Bureau of Law Enforcement Brief overview of presentation: Small revolvers and semi-automatic pistols are widely used by law enforcement officers to fill a variety of roles, including back-up, off-duty and undercover carry. More often than not, departmental firearms training programs focus entirely on the service weapon, and the smaller handguns utilized for discreet carry are given cursory treatment at best. Merely qualifying for the record is not adequate. This block of instruction will focus on the role of smaller hideout guns by law enforcement officers. Discussion will include weapon selection, terminal ballistics, support equipment and agency policy. Students will participate in a number of drills designed to enhance their performance when utilizing smaller pistols and revolvers. Required equipment: Small revolver or pistol suitable for back up, off duty or undercover work Concealed carry holster Spare magazines, speed loaders Small hand held flashlight 300 rounds of ammunition *********************** Title of Presentation: Offensive Shooting Presenters: Matt Temkin Agency: NYC Courts (ret.) Title of Presentation: The Kalashinakov for the Law Enforcement Officer Presenters: Dep. Mike Martin Agency: Norfolk Co. Sheriff’s Office Brief overview of presentation: Give the LEO a working knowledge and experience with their AK-47, AK-74 and SKS weapon platform of the Warsaw Pact Countries and are the preferred weapons of our enemies today. These weapons are easily found and sought out by shooters and others of ill will for their reliability, lethality and durability and because of this it will be around for decades to come. What skills and knowledge will the students obtain in your class? The student will operate their weapons as it was designed to operate. With modern weapon manipulation, shooting on the move and working the AK/SKS under stress. At the end of the class the student will appreciate their AK/SKS and develop a better understanding of this weapon. Required equipment: • Each student must supply their own weapon, magazines and ammunition. There will be no loaners to offer or ammunition for sale. • Students will bring their own oil and cleaning gear. • Minimum of 3 magazines - AK-47 AK-74 • Handgun with a minimum of 3 magazines. Strong side holster. • IFAK (Individual first aid kit) with a tourniquet. • Minimum of 6 stripper clips – if using an SKS • SLINGS are mandatory. • All weapons will be sighted before class. • Eye and ear protection. Electronic ear protection is recommended. • Appropriate weather permitting clothing and footwear. • Hats with a brim • Sunscreen and insect repellent. • Approximately 150 rounds of full power PISTOL & 500 rounds of RIFLE ammunition. ************************* Title of Presentation: Tactical Shotgun Course Presenters: Lt. Mike Grady Agency: Mass. Environmental Police Brief overview of presentation: Increasing proficiency in shotgun shooting fundamentals to include firing up to 50+ yards, multi-target engagement and rapid employment of shotgun from the ready position. Students will realize increased accuracy at distance, increased mechanical proficiency, and appreciation of capability of 12 gauge slug ammunition. Title of Presentation: Sighted Shooting vs. Point Shooting WHY YOU NEED BOTH! Presenters: Lt. Bill Leanos (ret.) Agency: MPTC Brief overview of presentation: There have been many discussions on the pros and cons of sighted shooting vs. point shooting. This block of instruction will examine both techniques and will demonstrate why it is important for officers to know both. Students will engage targets from a variety of distances using point shooting and sighted techniques to successfully engage encounters within close quarters. We will also look at the use of edged weapons as distraction devices during handgun retention techniques. This four hour block of instruction will be challenging and fun at the same time. Brief overview of presentation: Basic rifle drills for departments who are implementing the patrol rifle. Initial certification requirements for officers. Brief overview of presentation: Since the onset of officer worn body cameras, more and more video content is exposing the realities of gunfights. This has shown that one handed shooting techniques are often used in the gun battle. Whether moving for cover, injured or holding something, officers may be forced to utilize one handed skills to confront a suspect to protect their life or someone else. This course will provide a training platform for instructors to review one handed shooting techniques with their officers. Students will be exposed to strong side and support side one handed techniques with their dominant and non-dominant eye. They will gain the ability to smoothly transition from the strong hand to the support hand in addition to moving and shooting accurately with one hand. They will also shoot from cover with one hand. One handed reloading and malfunction clearing operations will also be discussed during the course. Title of Presentation: FORT DEVENS RANGE INCIDENT - DEBRIEF Presenters: Chief Bert DuVernay, (retired) Agency: MPTC / MLEFIAA staff Brief overview of presentation: This session is to present lessons learned during an incident in which an instructor was shot on the range. In April 2016, a Massachusetts Municipal Police Training Committee firearms instructor received a nearly fatal gunshot wound during a recruit class. He received immediate life saving treatment on scene by fellow instructors that are graduates of Massachusetts' new Law Enforcement Advance Casualty Care course and was transported by helicopter to a trauma center. Presented will be lessons learned concerning range safety, gunshot wound treatment, and emergency procedures. Required equipment: Note taking materials if desired Note: This is a two hour presentation and will be offered on Wednesday (Day 2). The morning session will be from 0900 to 1100 and the afternoon session will be from 1330 to 1530.
