Today’s Take-Aways

1. A knowledge of the pilot’s parameters2. A recognition of the role of competition and

rewards in driving Multi-Family Residential (MFR) behavior.

3. An understanding of the data requirements for the implementation of an MFR behavioral program.

4. An understanding of the challenges and successes in the large-scale MFR pilot

Communities for Conservation (CfC) Large-Scale MFR Pilot

www.Res-Intel.com 3

• Energy-Water Nexus – Reduce electricity and gas consumption by 10% and water by

>10%• Hard-to-reach MFR segment

– Lower income– Low levels of participation in utility efficiency programs– Low-efficiency capital stock– High energy burden for tenants

Page 4: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Behavioral Competition

www.Res-Intel.com 4

• Reduces the MFR split incentive problem: – Aggregate common area + tenant meters =

whole complex energy & water usage – Engage owners/managers and tenants

• Reduces informational failures: – Provide peer usage comparisons

• Competition for prizes

– Intuitive, easy to understand information• Reduce “choice-overload” for participants

– Increases the salience of energy and water usage• Limited attention bias

• Large Scale:– ~1,900 complexes, 63,000 residential and non-residential

electricity meters

CfC Design

www.Res-Intel.com 5

• Randomized Encouragement Design (RED)– 2 treatment and 1 control

group – Randomly assigned

• ~1,100 MFRs in control• 650 MFRs receive Energy Report mailers• ~160 receive mailer + on-site marketing• Baseline mailer (3/2017) + 4 quarters

CfC Competition

www.Res-Intel.com 6

• Multiple Competition Categories– To level the playing field between:

• Climate zones• Complex size

• Most Efficient: Energy and Water Benchmark Scores (1-100 “grade”)– Uses statistical model to evaluate efficiency

• Most Improved: % change from baseline• Largest Saver: kBTU change from baseline

A Data Intensive Pilot

www.Res-Intel.com 7

• Estimate complex-wide energy + water for peer comparisons

• Aggregate real-estate data into complexes• Aggregate customer billing data for 3 resources• Create Energy & Water Use-Intensities (per FT2)• Include weather normalization for LA, SB Counties

Page 8: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Data Intensive Mailers

www.Res-Intel.com 8

• Multiple data points per report• Multiple addresses per complex

– Common area / “master” meters– Tenant meters

• Optimized master meter customer information• SCE customer service department handling pilot

project inquiries– 2nd quarter had 0 inquiries, 0 returned mailers

Results Q#2 2017

www.Res-Intel.com 11

• Strong relationship between Energy and Water efficiency

Page 12: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Results To Date

www.Res-Intel.com 12

• Group weather-normalized energy-use intensities mixed– Baseline mailer– One competition mailer

• Water-use intensity has decreased significantly

Page 13: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Concerns

www.Res-Intel.com 13

• The lack of reductions for T1 & T2 – 2-3 months (minimum) for MFR behavior changes

• Customized, ”Micro-targeted” recommendations based on real-estate and energy usage data

Page 14: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Quarterly Recognition of Leaders

www.Res-Intel.com 14

• Each quarter leaders get recognition from water agencies and SCE and SoCal Gas– Weather normalized results– Project dashboard tracks exclusions and pilot savings in “real-time”

Page 15: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Lessons Learned

www.Res-Intel.com 15

• Mass-scale benchmarking is possible for programs– Reduce transaction costs and labor hours

• Real estate data is of varying quality– Limited MFRs to “perfect” match between # of meters and # of

apartment units• Utility billing practices vary: heaps of billing periods with 0

usage– Developed algorithms to identify bad data vs closed meters

• Data and analytical triangulation on the the “truth”

• Mass-scale water benchmarking made possible through GIS remote sensing– Pools and irrigable area measured

Page 16: Mass-Scale, Multi-Family Benchmarking and Conservation ...eedal2017.uci.edu/wp-content/uploads/Thursday-23... · Reduces the MFR split incentive problem: – Aggregate common area

Next Steps

www.Res-Intel.com 16

• Q#2 Mailers to be sent out this month• Impact evaluation scheduled for Q#2

2018 • Rolling out Mass-Scale benchmarking

for 2+ unit MFRs to entire SCE service territory

• Help with regulatory compliance– California AB802– Low-Income Energy Saving Program– Related to Directives on Energy Performance

of Buildings (2010/31/EU)• Looking for strong partners to extend the

software tool
