August 2017, Dear Parents/Guardians: Welcome to Mary D. Coghill Charter School! As the Principal of Mary D. Coghill Charter School, I am looking forward to great school year. It is my privilege to have the opportunity to take part in the education of your children and I take their education very seriously. Our theme this year is, The staff at Mary D. Coghill Charter School is committed to ensuring that every child is provided the opportunity and encouragement to work to their fullest potential. The combination of a talented staff, motivated students, and caring involved parents helps make Mary D. Coghill Charter School an exceptional school. We have made a few changes to the staff this year to help support your child even more. Our staff has divided the school into three academies. Your child will be afforded exceptional learning opportunities, age appropriate incentives, and more targeted, individualized learning experiences from staff specially trained for the respective grade level. We are excited about the leaders chosen to lead these academies:

Each Academy Head comes to Coghill with a wealth of knowledge and a commitment to student achievement. As teachers, each leader has delivered results in closing the achievement gap for some of the most challenging students. Through their leadership, your child will develop academically, socially, and emotionally. We have adopted a new reading program this year, Success for All (SFA). This program is research based and has proven results for closing the achievement gap for students. Your child will need to read to someone at least 20 minutes per night. Students will summarize their reading on the designated reading logs. Please encourage and support your child through the implementation of this program. Reading is the subject that opens the doors to all other. We understand and know that reading is fundamental to your child’s success and have committed ourselves and resources to developing this needed skill. I encourage each of you to be an active part of the Coghill PTA. We are looking forward to having an active PTA this year. We cannot do the wonderful work we do without dedicated and committed parents. Whatever your talent is, please give back to the Coghill Community through serving on the PTA. We will need leaders, room parents, and volunteers to make this year’s theme a reality. Becoming a member of the PTA is a great way to get to know your children’s friends and their parents. If you have any questions or concerns during the school year, please feel free to call, send an email or stop by. A key to a successful year is having open communication between parents/guardians and staff. It will help your child experience success at school if we are all headed in the same direction. Mission Statement The mission of Mary D. Coghill Charter School is to educate, empower, and motivate children within Orleans Parish to be future leaders by infusing the latest technological resources while creating an educational environment that fosters academic excellence, encourages social competence, and challenges young minds to exceed the highest levels of educational expectations in every academic field.

Vision Statement Our vision for Mary D. Coghill Charter School is to unite with parents and the community to create and maintain a safe quality learning environment. We will continue to build a culture that will partner parents, children, and teachers by providing various activities. These activities will address the development of parental knowledge about the school’s curriculum and the level of expectations the school community requires for student performance. Mary D. Coghill Charter School is focused on preparing our students for high school, college, and beyond. Section 2 - General Information Attendance Expectations Regular attendance in each class by every student is expected, unless illness or an emergency exists. Mary D. Coghill Charter School, in accordance with Louisiana law, records and reports the daily attendance of each student enrolled. The school shall notify parents/guardians by the end of the school day if their child has an unplanned absence. Attendance Policy Louisiana requires students to attend school for a certain number of days to be promoted to the next grade and earn credit for a course. Under the law, students must attend school from age 7 to 18 or until they graduate from high school. Students are required to attend school regularly and must attend at least 167 days to earn credit and be eligible for promotion to the next grade. When a student misses school, their absence falls under four categories:

● Exempted and Excused: The student is allowed to make up the missed work and the absence is not counted against the attendance requirement. Examples are extended illness documented by a doctor or to celebrate religious holidays. There is no limit to these absences.

● Non-Exempted and Excused: The student is allowed to make up the missed work but the absence is counted against the attendance requirement. An example is personal or family illness documented by a parent’s note. The number of non-exempt and excused absences is based on the number of school days offered. Schools are required to offer 177 days of school, which means a student can be absent ten days. If more school days are offered, then the number of absences also increases.

● Unexcused: The student is not allowed to make up the missed work and the absence is counted against the attendance requirement. An example is skipping school.

● Suspensions: The student is allowed to make up the missed work but the absence is counted against the attendance requirement.

Tardiness is not counted against the attendance requirement. School districts may have their own policy on tardiness. Tardy Policy Excessive tardiness is defined as being tardy more that 10% of the current school session. Students who have excessive tardiness will be issued consequences based on the Mary D. Coghill discipline code.

Parents must sign students in when tardy. * No admittance into school after 10 a.m. unless a doctor’s note is presented. After 8:00 a.m. students are tardy. After five tardies, parents MUST meet with the social worker or counselor. Please schedule doctor or other appointments for after school hours. If a student is unable to attend school due to an emergency or for a valid reason, please write a letter to the student’s

teacher with the nature of the absence. Daily RoBo calls are generated for any absent student.Students must attend 167 days of school. Students cannot miss more than 10 days in a school year. Excerpt from Louisiana Truancy Law R.S. 17.233

B.(1)(a) A student shall be considered habitually absent or habitually tardy when either condition continues to exist after all reasonable efforts by any school personnel, truancy officer, or other law enforcement personnel have failed to correct the condition after the fifth unexcused absence or fifth unexcused occurrence of being tardy within any school semester.

(b) The parent or legal guardian of a student shall enforce the attendance of the student at the school to which the student is assigned.

(c) The principal of the school, or his designee, shall notify the parent or legal guardian in writing on or before a student's third unexcused absence or unexcused occurrence of being tardy, and shall hold a conference with such student's parent or legal guardian. This notification shall include information relative to the parent or legal guardian's legal responsibility to enforce the student's attendance at school and the civil penalties that may be incurred if the student is determined to be habitually absent or habitually tardy. The student's parent or legal guardian shall sign a receipt for such notification.

Sixth - Eighth Grade Field Trips Field Trips may be scheduled for educational, cultural or other extracurricular purposes. All students are considered to be “in school” while participating in school sponsored field trips. This means students are subject to the school’s student conduct rules, applicable Board Policy and other such rules as may be deemed appropriate by the field trip supervisor. When possible, field trips will be noted in the monthly newsletter and calendar. Field Trip Permission Slips Permission slips must be signed and returned (along with any money due for the trip) on time by the parent/guardian. In instances when money has been collected and a student is absent due to illness, an emergency or suspensions, monies paid are non-refundable. At this point, busses and the event have been paid for in advance and cannot be refunded. Students Remaining at School Students who remain at the school during a field trip will be provided an assignment with student learning outcomes that are the same as those addressed during the field trip. Field Trip Chaperones Parents may participate as chaperones and must have a current background clearance on file with the school. Background Clearances cost $5.00 and can be completed at:

Cash or money orders are the only acceptable means of payment. This process must be renewed each school year. Participating as a field trip chaperone is a responsibility. Therefore, babies and siblings are not allowed on the trip, even if they are enrolled at Coghill. For safety reasons students may not be checked out from the field trip. ALL participants must return to the school using the same transportation both ways (to and from) the trip. Failure to follow these guidelines will prohibit future field trip participation. There may be occasions when parents of children with special needs or circumstances are asked to accompany or have a chaperone for their child on the field trip. In this case, the parent will be given enough notice in order to obtain a background clearance or have their designee obtain a background clearance to go on the field trip. Teachers have the authority to request a mandatory chaperone for field trip participation in the instances of behavior that is non-compliant to school and/or class rules or behavior that may endanger the student or others. Section 3 - Curriculum and Instruction Focusing on Results Mary D. Coghill Charter School focuses on the results of our students. This is done by:

● raising expectations for students ● focusing curriculum and instruction on higher standards built on basics ● holding students accountable for achieving the standards through rigorous assignments

and assessments ● using the community as a learning resource ● forging a new working partnerships among the school, parents, and community

Standards for Learning Homework Homework should be an application or practice of effectively taught skills or concepts and should not be assigned for disciplinary purposes. Homework assignments will vary with each teacher and individual need of students. Reasons for homework may be:

● to complete work started in class but not finished - students should ask for help if they do not understand an assignment;

● to expand or enrich assigned class work; ● to make up work missed due to absence; and ● to build interest or promote increased ability.

Ways parents can support children are:

● encourage good study habits and provide a learning environment at home; ● provide a place for homework and help your child budget their time; ● take an active interest in what your child is doing at school; ● ask for an explanation of assignments; ● compliment and encourage good work/improvement; ● guide your child with homework but under no circumstances should parents complete

homework for the child; and ● contact your child’s teacher with any concerns you may have.

Assessment Mary D. Coghill will hold students accountable for achieving high standards through work samples, benchmark assessments, and state assessments. All students entering kindergarten will take the Developmental Skills Checklist (DSC) Assessment. All students in grades kindergarten through third grade will take the DIBELS Next Reading Assessment. Students in grades 3 - 8 will take the LEAP 2025 assessment for English Language Arts, mathematics, science, and social studies. All students will take Success for All (SFA) reading assessments to determine current reading level. Section 4 - Reporting Student Progress Grading System The Mary D. Coghill grading system consists of a progress report mid-quarter and a report card issued at the end of each 9 week grading period. The nine-week grade will be based on many assignments and assessments. Each assignment students complete can be categorized using the following categories:

Parent Conferences Mary D. Coghill Charter school believes that parents are our partners. Parent conferences are scheduled three times per year after the first, second, and third grading period. In addition to schoolwide conferences, open communication with parents is important to the school community. We have developed the following systems to support an open communication with parents: School to Parent Information is available via our school’s website – www.Coghillelementary.org. A monthly MDC Parent Newsletter and Calendar will be sent home. As needed, the school will use our automated call system to send calls and emails with important updates and reminders. RoBo calls are automatically dialed from our PowerSchool database. It is the parent’s responsibility to notify the counselor in order to keep the information accurate and current in our database. Parent meetings, Open House, special events and the PTA provide good opportunities for learning more about the school. Teacher to Parent Teachers will communicate about student progress through Powerschool, School website, emails, and phone calls, Mid- Quarter Progress Reports/Quarterly Report Card Conferences. Parent/Student/Teacher Conferences may be scheduled during the teacher’s planning period. Please understand instructional time is sacred. Teachers will not be removed from teaching a class for a parent conference. Teachers provide their email address in their syllabus and are expected to respond to email correspondences within 48 hours; urgent matters should be communicated via phone call to the school. Parental Concerns Mary D. Coghill Charter School staff welcomes the feedback of our parents. Parents may send notes or emails as forms of communication. The parent must make an appointment with the teacher during their planning period if there are additional concerns to discuss. If a concern still exists, make an appointment with the front office and Academy Head. All parent concerns will be addressed within 48 business hours. Promotion, Retention, and Placement of Students Students are promoted to the next grade on the basis of academic, social, physical and emotional growth and development. Exceptions may be made when in the best interest of the student. All parents of in danger of failing students will be notified by letter and a conference scheduled to discuss the student progress and interventions to avoid retention. Promotional Subjects

Section 5 - Programs and Services Breakfast and Lunch Programs Mary D. Coghill Charter School provides meal services to our students through the Healthy School Food Collaborative. The Healthy School Food Collaborative's mission is to reduce child and adult obesity rates by providing students, families and communities access to nutritious and affordable food sources; sustainable, healthy meal choices; and promoting healthy lifestyles. The goal of the collaborative is to change the way we eat and think about food while maintaining the culture of our communities. The Healthy Food Collaborative provides high quality nutritional standards (no fried food, no fructose corn syrup, etc.). Healthy School Food Collaborative ensures that food being served meets or exceeds nutritional standards. Parents must notify the School Nurse, Teachers, Cafeteria Manager, and the Principal of any food allergies by submitting a completed allergy form signed by the pediatrician. This document is required and must be on file with the school nurse for the cafeteria to make menu accommodations. If your child brings his or her lunch, please make sure it is in accordance with healthy food guidelines. Parents may check with our Cafeteria Manager for clarity. No fast food or soft drinks are allowed to be consumed in the cafeteria. After School Extra-curricular Activities

In order to remain eligible for organizational activities (clubs, athletic teams, cheerleaders, majorettes, color guard, etc.) the students MUST earn a C or better letter grade in any subject, and MUST maintain satisfactory behavior.

a. Eligibility Requirements: 1. No student will be allowed to participate in any event while the student is on

suspension. 2. All work missed by the student while participating in an extracurricular

Coghill is committed to the academic success of all students. Students who are limited in their English usage will be assigned a teacher that will work on the acquisition and developing proficiency using the english language. The goal is to ensure academic success in the classroom. This will include pull out sessions as well as immersion in the regular class settings. Curriculum for programming will be chosen upon the recommendation of a certified ELL teacher. Guidance Programs Mary D. Coghill Charter School will access available resources to promote students’ social, emotional, and academic growth. The school may do this on an individual basis or in small groups. The school has on staff a guidance counselor and social worker to assist families with social concerns. Library and Media Centers The library media center supports school curriculum by providing instructional materials such as films, kits, and a complete library of books. Most of these materials are available for student checkout. Students are responsible for the care of materials they check out. Oral and/or written reminders will be given for overdue books/materials. Any person whose materials are damaged will be billed for that damage at the discretion of the school librarian. Materials lost or damaged beyond repair will be billed at replacement cost of the materials. McKinney-Vento Homeless Assistance Act The McKinney-Vento Act’s Education for Homeless Children and Youths Program ensures that homeless children and youth are provided a free, appropriate public education, despite lack of a fixed place of residence or a supervising parent or guardian. The guidance counselor is the homeless student liaison and will provide direct assistance to homeless families and unaccompanied youths to access and achieve in school. Notice of Intent to Comply with Title IX It is hereby made known that Mary D. Coghill Charter School intends to comply with Title IX of the Education Amendments of 1972 as amended by Public Law 93-568, effective July 21, 1975, and the Americans with Disabilities Act. Special Education The Exceptional Children’s department at Mary D. Coghill Charter School uses a variety of strategies to meet the individual needs of our students according to their IEP’s. (Individual Education Plans). This IEP is developed and updated on a yearly basis by a team of parents, teachers, and related service providers. We utilize the pull-out models for the younger students where they will receive small group instruction in a resource room. For the older students we use a push-in model where the special education teacher works in the regular classroom with the students. Our goal is to ensure academic success for all students according to their level of ability and understanding. We have Adapted PE, Occupational and Physical Therapy as well as Speech and Language Services available for students who are identified by their tri-annual

evaluation. RTI Process Mary D. Coghill Charter School has a Response to Intervention (RtI) Committee to review and address the needs of all students. This would include students who are identified as struggling in the general curriculum because of academic and/or behavior issues. It can also include students who qualify for the Gifted/Talented program. The RtI committee is a problem-solving, decision-making entity that meets monthly; and will include the Principal or an appointed designee, a pupil appraisal professional, a regular teacher, and a special education teacher. Other professionals (service providers) can participate as deemed necessary on a case-by-case basis including a speech pathologist, school counselor, reading specialist, nurse, and/or social worker. Referrals can be made by teachers, parents, and other school professionals. A standard referral form will be available for in-school referrals, while parents will be able to make a written request for services. The committee will meet to decide a course of action. The parent will be included in all meetings at which decisions are being made regarding the referred child. The RtI committee will review information that has been gathered about the child including the following:

● results of interventions initiated in the general education classroom to address the academic and/or behavioral issues (all interventions must be tracked for nine weeks)

● the child’s social history provided by the parent ● the child’s educational history ● results of hearing and vision screenings performed by the school nurse ● results of speech/language screenings.

After reviewing all of the pertinent data, the RtI committee will determine the most beneficial learning opportunities for the child, with the parent present and participating in the decision-making. These options include:

● referral for an individual multidisciplinary evaluation by qualified evaluators to determine if the child has an exceptionality that makes him/her eligible to receive special education services

● an evaluation to determine eligibility for a 504 Accommodation Plan under Section 504 of the Rehabilitation Act of 1973

● supplemental instructional interventions to address academic issues, and/or behavior plans established in the classroom to address behavioral issues

● school counseling or social work services ● referral for community services, if indicated

If it is determined that a child needs an initial Multidisciplinary Evaluation (MDA), the school will obtain parental permission to conduct the evaluation. If a parent does not consent to the evaluation, the school will make no further attempts to evaluate the student. All proceedings will be documented in the student’s RtI file. The evaluation will be conducted by a team of examiners who are certified by the Louisiana

Department of Education. This service will be contracted by the Sun Center. The evaluation will consist of a review, examination, and interpretation of intervention efforts; test results; interviews (parents and teachers); observations; relevant functional and developmental information; and other assessment information. The evaluation will aide in determining if a student has an identified exceptionality that may qualify him/her for special education services. Upon completion of the evaluation, the team will review all the information and write a summary report. The report will contain:

● a determination of whether the child has a disability ● a determination of whether the child qualifies for the Gifted/Talented Program ● the basis for the determination ● notes on the child’s observed behavior ● educationally relevant medical findings or test results, if any ● the team’s conclusion about the effect of the child’s disability on his/her academics ● the team’s conclusion about whether the gap between the child’s ability and

achievement is correctable without special education ● the team’s determination about the effects of the child’s environment, culture, or

economic disadvantage, if any The parent will receive a copy of the completed evaluation. The evaluation will be kept confidential. If it determined that the child qualifies for special education services, an IEP (Individual Education Plan) will be written within 30 days of the evaluation dissemination date. The IEP will be written by a team consisting of the parent, the Principal or a designee, a special education teacher, a general education teacher, any necessary related services providers, and the student, if appropriate. It will outline a plan that places the student in the “least restrictive environment” that will facilitate learning, and will include him/her in the regular classroom to the maximum extent possible. The parent will sign and receive a copy of the initial IEP, along with a copy of procedural safeguards in place to protect special education students under state and federal law. Once the parent approves, the services outlined in the IEP will be implemented within 10 days. The IEP will be reviewed by the team on an annual basis. If a team member feels the need to make changes to the IEP prior to the annual review, that team member must submit a written request to convene the IEP team, along with documentation to support the requested change to the Special Education Chairperson. By following the strict RtI protocol and enlisting the services of qualified professionals during the evaluation process, Mary D. Coghill Charter will provide a safeguard to ensure that students are not misidentified as needing special education services.

Supplemental Academic Support Programs Supplemental academic support programs are available for all students. This can include academic intervention placement, extended learning, extended day and extended year programs. These programs provide extra assistance and alternatives to qualifying students. Talented and Gifted Program Mary D. Coghill Charter School’s Talented and Gifted program is designed to meet the needs of exceptionally gifted students. Eligible students are provided with opportunities to participate in

Title I - A Reading and Math and Title I Compact Title I is a federally-funded program. It is designed to assist eligible students in designated school to meet the state’s content and performance standards in math and reading. Mary D. Coghill Charter School has 100% of students and families that qualify for free and reduced lunch benefits. This qualifies our school to receive additional funds from the Federal Government called Title I funds.

Congress and the President authorize the release of these Federal Title I funds through legislation that is revised every four to eight years. This legislation outlines specific rules and regulations for schools and for the use of these funds as outlined in the Elementary and Secondary Education Act (ESEA) and reauthorization in the Every Student Succeeds Act. (ESSA)

Parental involvement is an essential part of ESEA/ESSA, and there are several parent communication requirements for schools that receive Title I funds. One of the requirements of the ESEA/ESSA is that schools that receive Title I funds must notify parents that they may request information regarding the professional qualifications of their student’s classroom teachers and paraprofessionals.

Coghill supports this requirement and has on file the information regarding the qualifications of our teachers and paraprofessionals. This information may be requested in writing from the school’s principal.

Bullying Prevention Program Bullying is not tolerated at Mary D. Coghill Charter School. Consequences for bullying behavior can range from detention to suspension or expulsion. Bullying behavior must be reported to the teacher/administration. The Office of Children and Young People’s Services’ Anti-Bullying Strategy defines bullying as a persistent, deliberate attempt to hurt or humiliate someone.

If a student’s attire is distracting to the learning environment, the student will need a change of clothing or the student will not be allowed to remain at school that day. NO EXCEPTIONS Section 7 - School Procedures Animals at School Animals may visit school only with adult supervision and when arranged in advance with the student’s teacher and school administrator. Pets, such as dogs, brought to school must remain on leashes. Animals found loose on the school grounds are referred to the local animal control service. Arrival and Departure Parents should not drop students off before 7:25 a.m. Parents should pick students up at 3:45 pm for regular school days and 5:15 during After School Activities. Habitual early arrivals and late pick-ups will be referred to administration. No student shall be released from school on the basis of a phone call. ALL transportation changes MUST be in writing. Students are not allowed on the campus (or school property) before the school starts. There is no supervision for the students prior to 7:25 a.m. The cafeteria and bus terminal will be opened when it is time for breakfast – 7:25 a.m. Students are not allowed to leave the school building after arriving on campus. There should be no students in the building after dismissal unless:

● They have a document indicating they are staying with a teacher for tutoring or detention.

Parents who drop their child/children off and pick them up are expected to be on time every day. There will not be staff available to monitor students after before school or after dismissal. Students who are habitually dropped off early and/or not picked up on time will be referred to administration. Child Abuse MDC follows state regulations regarding mandated reporting of child abuse and neglect. In accordance with the Louisiana Child Abuse or Neglect reporting law, (L.A.R.S. 14:403), all staff (teachers, social workers, paraeducators, administrators and all other staff) who know or suspect that a child under the age of 18 has been the victim of abuse or neglect must report this information to the Department of Children and Family Services. When an investigation is deemed appropriate, it is then the responsibility of the Department of Child and

Family Services to contact the parent. Mary D. Coghill is required to provide annual training of all school employees “on the prevention and identification of child abuse,” as well as mandatory reporting obligations. “Abuse” means any acts which seriously endanger the physical, mental or emotional health and safety of the child. “Neglect” means the unreasonable failure of a parent or caretaker to supply the child with necessary food, clothing, shelter, care, treatment, counseling for injury, illness, or condition of the child as a result of which the child’s physical, mental, or emotional health and safety is substantially threatened or impaired. (www.dcfs.la.gov) Failure to habitually bring a student to school on time or failure to pick up a student on time will be reported. Child Custody/Restraining of Students from School Occasionally, parents/guardians of a student(s) attending Mary D. Coghill Charter School request that parents, grandparents, domestic partners either be allowed or not allowed to pick up students from school. Although we may be able to accommodate your requests, there are some specific legal restrictions and rights schools are required to follow. By law, we are required to treat both parents equally. Students may be picked up from school by either custodial or noncustodial parents and are entitled to have access to their students school records and school communications unless:

1. a signed and documented Custody Agreement states otherwise, or 2. a signed and documented Restraining Order is actively in effect (this affects contact

only, not access to educational records unless specifically stated), or 3. a signed and documented Court Order is active and in place identifying specific

guardianship, or revoking parental rights. The noncustodial parent has the right to be listed as the second person to be contacted in the case of an emergency and to authorize care if the custodial parent is, for practical purposes, unavailable. The custodial parent cannot override that right. Staff is not in the position to enforce special parent/guardian requests unless copies of legal paperwork (listed above) are presented to the school secretary and/or principal. It is solely the parent/guardian responsibility to make these available to the school. Mary D. Coghill Charter School staff should not be put in a domestic violence position with students’ families during domestic disputes. Our focus remains on providing students with a quality academic education in a safe and nurturing learning environment. Early Release Mary D. Coghill Charter School recognizes the right of parents to check students out of school. Students MUST be officially signed out in the office. Students may only be signed out early by parties designated on the Emergency Contact List. Office staff will request identification from the party signing out the student, witness the signature in the book, and note it in PowerSchool. ALL changes and updates to PowerSchool are the sole responsibility of the parent/guardian. The parents MUST notify the counselor of any changes prior to the request for early release. Emergency Closure of School

This decision is made by the school district administration after consultation with the weather, highway, emergency and/or transportation people. Since a natural disaster cannot be anticipated, school officials will work with city and state officials to ensure student safety. Our primary concern is the safety of our students. It is our intention to hold school whenever possible. However, should weather or other emergency conditions cause school closure; the following is our plan to inform you. In the event of a natural disaster or incident forces us to close school or makes bus transportation unsafe, students will be kept at school or other supervised location until you or your designee can pick them up. The school will inform you of the place to meet and wait pick up. Please make sure your personal and emergency numbers are kept up-to-date and that you inform emergency designee of the school’s plan. If it is decided not to open school or to dismiss school early announcements will be made periodically throughout the day beginning at 6 a.m. or whenever the decision is made for closure. Mary D. Coghill Charter school will follow the closure plan of Orleans Parish Public schools, unless otherwise stated. Emergency closures will be listed on our website and parents will be contacted by phone and email using our parent notification system. During an emergency, your cooperation in not calling the school is greatly appreciated. The phone lines need to remain clear for other calls related to the closure. Athletic events will be automatically cancelled unless otherwise announced. Please be sure your child knows where to go and who will pick them up if an emergency is declared. Making arrangements with a close neighbor or friend is a good idea. Emergency Phone Numbers It is imperative that we have up-to-date emergency and work phone numbers for parents, guardians, friends or relatives who can be contacted in case of an emergency with your child. Please help us by remembering to let us know if you change home or work phone numbers as well as emergency numbers listed on your child’s file. Freedom of Expression A student is entitled to express verbally his/her personal opinion in an acceptable and respectful manner. The use of inappropriate language or actions is prohibited and may result in disciplinary action. Fundraising Student organizations, classes, athletic teams, outside organizations or parent groups may occasionally be permitted to conduct fundraising activities. An application for permission must be made to the principal before the event. All fund collected by or for school-approved activities will be accounted for in accordance with Louisiana law and used for the purpose of supporting the school’s programs and its students. Internet Use and School Computers Computers are available for students to use at school for school-related purposes. All students must have an Acceptable Use Policy (AUP) on file in order to use Better Choice Foundation

technology. Better Choice Foundation incorporates filtering software on all computers. However, no filtering software is perfect and responsibility also rests with the student to use the Internet appropriately. Better Choice Foundation monitors online activity and internet use. Students who use the Internet for non-educational purposes may have their Internet privileges revoked for a minimum of one week. Students who attempt any hacking, virus planting or vandalism on school computers or networks will face severe disciplinary action that may include suspension or expulsion. Internet use is monitored. As outlined in the Child Internet Protection Act (CIPA), our students will receive instruction and education on how to interact appropriately with others while using online Social Networks and CHat Rooms. Students will also learn how to report and respond to cyberbullying. Internet Use Agreement We are very proud to be able to offer this service to students. We require all parents to read and sign the use agreement to allow your child to participate. A copy of the form is in the appendix. An actual “Internet Use Agreement” form will completed during the first week of school. Late Pick-Up Parents should ensure that students are picked up from school and extracurricular activities no later than ten minutes after the end of the event (school day, club, practice, etc.) Failure to do so will result in a consequence as stated below:

1st occasion – verbal warning and notation in the late pick up book 2nd occasion - written letter 3rd occasion – recommendation for bus transportation 4th occasion – referral to the Department of Family and Children Services

Library/Media Center – Our school library/media center is a support system for classroom instruction and student assistance in our school. Students will visit the library for book checkout during the designated class time. Library skills are taught in connection with subject area skills. Lost and Found Personal property is the student’s responsibility. Please label ALL clothing or personal items with the children’s name. Lost items will be brought to the “Lost and Found” designated area. Students who lose items should check the lost/found area for their belongings. Lost and Found is located in room 2302A. Lost or Damaged School Materials or Property Parents or guardians are responsible for the cost of loss or damaged textbook or Library books. It is the responsibility of the student to take proper care of the textbooks issued by the classroom teacher. If a student transfers to another school, all textbooks must be returned or paid for in order for school records to be released. If a student loses a textbook, workbook, or library book, they MUST pay the cost to replace it within two week of receiving a notice. Make-Up of Missed Assignments It is the student’s responsibility to request missed assignments. Missed assignments include work missed as a result of absence or illness. Students must complete the missed assignments and submit them to the teacher according to the teacher’s timeline.

Newsletters and Bulletins Each month Coghill will publish a monthly newsletter and calendar listing school news, upcoming events and other information for parents about: daily schedules, activities, student recognition, volunteer opportunities, parent organization, emergency procedures, and any other information needed. The bulletin and calendar will be available on the school website, http://www.coghillelementary.org/. Personal Property/Electronics/Cell Phones

Cell phones may be brought to school to be used as a safety tool between parents and students. However, cell phones may not be turned on or used during school hours and the cell phone is to be kept in the student's’ backpack. If the cell phone is found to be on or is being used it may be confiscated and released to the parent only. Cell phones can be a handy tool for student/parent communication but also can cause a disruption during school hours. The school district is not responsible for lost or stolen phones.

Students in possession of personal communication devices not authorized as provided in this policy, or in violation of conditions for authorized possession or use, are subject to disciplinary action or loss of privilege.

1. Students must assume responsibility for the loss or damage of any school property. 2. Students are not allowed to bring any item that will distract from instruction to

school. This may include but is not limited to: iPads, cell phones, smart phones, MP3 players, tablets, notebooks, and electronic games or play gadgets. Students who fail to comply will have the item confiscated and submitted to the office. Once submitted to the office, electronic devices will only be returned to the parent or guardian.

3. The school is not responsible for personal property brought on campus. 4. It is recommended that school uniforms and outerwear are labeled on the inside of

the garment.

Recess

We frequently receive notes requesting that students be kept in from recess due to illness. In most cases, we suggest students remain at home if they are ill and unable to participate in regular school activities. If they suffer with a medical issue such as asthma, they will need a doctor’s order restricting them from activity. They may still go out for recess but may need to stay in the shade and participate in activities that do not physical actions. Students should come to school appropriately dressed to participate in outside recess and classroom or P.E. activities.

Registration

Mary D. Coghill Charter School participates in the One App process. Prospective parents report to the Family Center and fill out an application for the school of their choice. If a student is assigned to Mary D. Coghill Charter School, the parent will bring the acceptance letter along with the the required documents to the school site where registration forms are required for each student. If there are changes during the school year, the schools need to

be notified as soon as they occur.(i.e. address or phone number changes)

Registration of students living with someone other than a parent will need to provide a copy of a power of attorney or guardianship papers for the student’s file.

School Supplies School supplies are essential for a child to complete their assignments. Grade level/Content supply lists are available in the school office. Teachers will notify parents of special projects which may require additional supplies. Please make sure your child has the appropriate school supplies daily. Telephone Usage Please encourage your child to make their plans ahead of time. Due to limited phone access in the offices, we discourage students from using the office phones unless it is an emergency. Permission to stay for athletic games or to go home with friends should be obtained prior to that activity. Students will be allowed to call only when there is an emergency or the situation is considered appropriate by school personnel. Transportation – BCH School Bus Services Students who are riding the school bus are under the authority of the bus driver. In order to have a safe ride to and from school, it is most important that each student cooperate with the bus driver and practice safe bus riding habits at all times. Parents must complete a Bus Contract and Bus Registration Form annually. Violations of transportation policy may result in termination of services. Please refer to the BCF Transportation Handbook for policies and procedures regarding transportation. Visiting School Visitors are always welcome, especially parents. All visitors must first register in the office and obtain a visitor's pass. Visitors will be required to show ID such as a driver's license before being allowed access to other parts of the school. Any person who is not currently a student, faculty, or staff member of Mary D. Coghill Charter School is considered a visitor.

Parents are encouraged to visit our school. A note or phone call before school is generally advisable to be assured of visiting a class in which you have particular interest.

We do not allow visiting students to attend school with our students. It is disruptive to the learning situation to have children in a classroom who do not normally attend. Visitor Procedures and Visitor Identification

● All visitors are required to sign in at the front desk to obtain a visitor's identification pass.

● All visitors are to report to the office before meeting with personnel or visiting classrooms.

● Parents must schedule conferences in advance in order to speak with a teacher during school hours. Instructional time is sacred. It must not be interrupted.

● For school conferences with the teacher, it is always best to make arrangements in advance. Teachers frequently have meetings, duties, and other conferences before and after school hours. They will try to schedule meetings during their planning period.

Conduct of parents, other visitors, and district employees: It is the intent of the Mary D. Coghill Charter School to promote mutual respect, civility and orderly conduct among school employees, parents and the public. It is not the intent of the School to deprive any person of his or her right to freedom of expression. The intent of this policy is to maintain, to the greatest extent reasonably possible, a safe, harassment-free workplace for teachers, students, administrators, staff, parents, and other members of the community. In the interest of presenting teachers and other employees as positive role models, Mary D. Coghill Charter School encourages positive communication and discourages volatile, hostile, or aggressive communications or actions.

Authority to deal with persons who are verbally abusive:

If any member of the public uses obscenities or speaks in a demanding, loud, insulting, and/or demeaning manner, the employee to whom the remarks are directed shall calmly and politely warn the speaker to communicate civilly. If the verbal abuse continues, the employee to whom the remarks are directed may, after giving appropriate notice to the speaker, terminate the meeting, conference or telephone conversation. If the meeting or conference is on school premises, any employee may request that an administrator or other authorized person direct the speaker to promptly leave the premises. If the person refuses to leave, the administrator/designee or other authorized personnel shall seek the assistance of law enforcement and request that law enforcement take such action as is deemed necessary. If the employee is threatened with personal harm, the employee may contact law enforcement.

Section 8 - Student Health Communicable Diseases Periodically a student may have signs or symptoms of illness or disease and may need to be excluded from school until a firm diagnosis and treatment have been decided. In cases where more than 3 days are missed, a letter of recovery from a healthcare practitioner is required. Some of these conditions may include:

● fever greater than 100.5

● vomiting

● any rashes (with or without a fever)

● jaundice

● diarrhea (3 watery or loose stools in one day with or without fever)

● colored drainage from eyes, ears or nose

● pink eye

● difficulty breathing or shortness of breath; serious, sustained cough

● head lice (see below) ● scabies (may return 24 hours after treatment)

● skin lesions that are weepy (pus filled) including Staphylococcal skin infections or streptococcal infections

Designated Staff/Training

The building principal will designate trained staff authorized to administer prescription or nonprescription medication to students while the student is in school, at a school-sponsored activity, under the supervision of school personnel, in before-or after-school care programs on school-owned property and in transit to or from school or school-sponsored activities. The building principal will supervise and ensure building and activity practices and procedures are consistent with the requirements of law, rules and this regulation.

Requests for designated staff to administer medication to a student may be approved by the district and subject to the following:

● A written request for the district designated staff to administer prescription medication

to a student, if because of the frequency for the medication, the medication must be given while the student is in school, at a school-sponsored activity, while under the supervision of school personnel, in before- or after-school care programs on school-owned property and in transit to or from school or school-sponsored activities must be submitted to the school and shall include:

● The written signed permission of the parent or guardian;

● The written instruction from the physician, physician assistant or nurse practitioner

for the administration of the submitted as prescription medication to the student

including:

(a) Name of the student; (b) Dosage; (c) Frequency of administration; and (d) Other special instruction, if any.

The prescription label will be considered to meet this requirement if it contains the information listed above.

● Medication is to be submitted in its original container ● Medication is to be brought to and returned from the school by the parent; ● It is the parent/guardian responsibility to ensure that an adequate amount of

medication is on hand at the school for the duration of the student’s need to take medication.

● It is the parent/guardian responsibility to ensure that the school is informed in writing of any changes in medication instructions;

● In the event a student refuses medication, the parent will be notified immediately. No attempt will be made to administer medication to a student who refuses district-administered medication;

● Any error in administration of medication will be reported to the parent immediately and documentation made on the Medication Administration Accident/Medication Incident Report. Errors include but are not limited to administering medication to the wrong student, administering the wrong medication, dose, frequency of administration, method of administration, etc.;

● Medication shall not be administered or self-medication allowed until the necessary permission form and written instructions have been required by the district.

Handling, Storage, Monitoring Medication Supplies

a. Medication administered by designated staff or self administered by the student must be delivered by the parent to the school, in its original container, accompanied by the permission form and written instructions, as required above; b. Medication in capsule or tablet form and categorized as a sedative, stimulant, anticonvulsant, narcotic analgesic or psychotropic medication will be counted by designated staff in the presence of another district employee upon receipt, documented in the student’s medication log and routinely monitored during storage and administration. Discrepancies will be reported to the building principal immediately and documented in the student’s medication log. For such medication not in capsule or tablet form, standard measuring and monitoring procedures will apply; c. Designated staff will follow the written instructions of the physician and parent and training guidelines as may be recommended by the ODE for administering all forms of prescription and/or nonprescription medications;

d. Medication will be secured as follows:

(1) Non-refrigerated medications will be stored in a locked cabinet, drawer or box used solely for the storage of medication; (2) Medications requiring refrigeration will be stored in a locked box in the refrigerator or in a separate locked refrigerator used solely for medication; (3) Access to medication will be limited to the building principal and

designated school staff.

e. Designated staff will be responsible for monitoring all medication supplies

and for ensuring medication is secure at all times, not left unattended after

administering and that the medication container is properly sealed and

returned to storage;

f. In the event medication is running low or inadequate dosage is on hand to administer the medication, the designated staff will notify the parent immediately.

Disposal of Medications

Medication not picked up by the parent at the end of the school year or within five school days of the end of the medication period, whichever is earlier, will be disposed of by designated school staff in a non- recoverable fashion.

Liability

A school administrator, teacher or other district employee designated by the school administrator is not liable in a criminal action or for civil damages because of the administration of prescription and/or nonprescription medication as per state law.

student’s self- administration of medication, when the person in good faith assisted the student in self-administration of the medication, as per state law.

A school administrator, school nurse, teacher or other district employee are not liable in a criminal action or for civil damages, when in good faith administers auto-injectable epinephrine to a student or other individual with a severe allergy, who is unable to self administer the medication, as per state law.

A school district and the members of a school district board are not liable in a criminal action or for civil damages when a student or individual is unable to self-administer medication, when any person in good faith administers auto-injectable epinephrine to a student or individual, as per state law Parents of a student with a communicable or contagious disease are asked to telephone the school nurse so that the nurse can be alert for students who may have a particular risk and who may have been exposed. The school will follow both the state and local health authorities’ rules and regulations pertaining to communicable diseases.

Emergency Medical Treatment

First aid treatment is available for minor injuries at school. If further evaluation by a physician or health care professional is recommended, parents/guardians will be notified. In the event of serious or life- threatening illness/injury, your child will be transported by ambulance to the nearest hospital emergency room. Parents will be called as soon as possible to alert them of the situation. A staff member will accompany the child to the hospital or meet the child at the hospital and stay with them until a parent arrives or otherwise directed by supervisor. Chronic Medical Conditions If your student has a chronic health condition or requires special attention for a medical condition, please schedule a consultation with the school nurse to facilitate appropriate management for your child at school. Families are expected to complete required, health-related paperwork as soon as possible to facilitate this medical management. Immunization Information Parents must provide an official copy of a child’s immunization record before a child may enroll in school. The state immunization requirements and requires the school to review student records annually and file a report with the health department. Students with incomplete records/immunizations are subject to exclusion from school. Section 9 - Student Safety Bicycle Safety

Parents should be sure their children know and obey bicycle safety rules General rules are:

● Wear approved safety helmet – it is the law and only students who obey will be permitted to have bikes at school.

● Arrive on time, park bike in designated area immediately upon arrival and lock it during school hours

● Ride safely. Accidents

If a student is involved in an accident, he or she must report the accident to a teacher or other staff member immediately so that an accident report can be completed in a timely fashion. Parents will be notified by school personnel for severe injuries.

School Safety A. School Safety Plans The Emergency and Facility Safety Plans are in place at the school. Students, parents, and guardians can assist in the effective implementation of our safety plan by:

❖ Avoiding behaviors that put the student or others at risk ❖ Following the Code of Conduct ❖ Promptly obeying the instructions of teachers, bus drivers and other district

employees ❖ Promptly reporting safety hazards, including intruders on campus ❖ Following emergency evacuation routes and signals

Emergency/Crisis Drills

Mary D. Coghill Charter School has an extensive emergency plan and will have it posted on the school website for parent review. www.Coghillelementary.org Emergency fire, earthquake and crisis drills are held on a regular basis and monitored by the State Fire Marshall. Maps and diagrams of escape routes are posted in each room in the building. Students are expected to follow the directions of staff immediately and in an orderly manner when alarms are sounded. Please take time to talk with your child about emergency situation plans, (i.e. where should they go, who may pick them up, emergency contact information listed on their school registration, etc.) In the case there is an emergency and we have to evacuate the building, our evacuation site will be the SUNO (Southern University of New Orleans) gym. You will be notified as soon as possible if such an emergency occurs.

Students are taught and given practice opportunities for emergency procedures regarding: fire alarms, severe weather, evacuation and lockdown. In the event of an emergency, parents will be notified via school messenger and email regarding procedures and updates of the situation. Students will not be released from the school until it is deemed safe by local authorities.

Safety of Students Mary D. Coghill Charter School believes your child’s safety is of our utmost concern. We teach and review safety issues with students regularly. It is important for you to reinforce safety rules and regulations at home regarding the danger of speaking with strangers, getting into cars with strangers and accepting gifts from strangers. Use of a code word may be advisable to use with your child. Adult supervision is provided during regular school hours. This does not include early morning or following the usual student dismissal times. There are no staff available before school or after-dismissal to supervise your child. It is extremely important that you drop off and pick up your child at the designated times to ensure their safety.

Please contact your child’s school immediately should your child report suspicious occurrences or strangers attempting to interact with them on the way to or from school.

School Security Mary D. Coghill Charter School contracts with New Orleans Security to provide up to 2 resource officers in the building everyday during school hours and school activities. Our resource officers work with school staff, students and parents in the area of school safety and crime prevention. Searches School officials may search the student and his/her personal property when there is reason to suspect a student is concealing evidence of an illegal act or is in violation of the Student Code of Conduct. A general search of district facilities and properties including, but not limited to, desks, lockers and storage cabinets may occur at any time. Parents/students will be notified of searches and any items seized.

Threats of Violence in Schools The School has developed an Emergency Crisis Plan which deals with procedures for intruders, bomb threats as well as other emergency situations that may occur in the school. Teachers and students will receive training and periodic drill practice on the various types of emergencies to better equip them to be prepared in case of an incident. The Emergency Crisis Plan will be posted on the school website for review. www.Coghillelementary.org

Weapons are not allowed on District property or at school activities. Mary D. Coghill Charter will not tolerate possession of weapons including toys or “look a likes.” Weapons may include, but are not limited to knives (of any type or size), firearms, pellet guns, ammunition, fireworks, chains or any martial arts items.

Current School Board Policy states: “Students shall not bring, possess, conceal or use a weapon on district property or at activities under the jurisdiction of the District or interscholastic activities administered by a voluntary organization approved by the State Board of Education…”

Incidents of a student’s possession of weapons as defined by ORS 161.015 and Federal Law 18 USC921 will be reported to the student’s parents and shall be reported to the police. Appropriate disciplinary and/or legal action will be taken against students who possess weapons and with students who assist possession in any way. The Integrated Pest Management Plan is available for review in the office. This plan will list the chemicals used in the building and school premises. If your child has a sensitivity to any pest management chemicals please see the school nurse and provide the information on what chemicals, how they affect your child, and treatment plan recommended by the physician. Asbestos Abatement Plan The school was not knowingly built with any asbestos materials but by law we must have an Asbestos Abatement Plan on site. This plan is available for review in the school office.
