The proposed project would place a tower and equipment shelter at the site. Table 1: Marshell Communication Site Surrounding Land Uses The site is located in a semirural area with residential homes on large lots, and plant nurseries scattered throughout the area. A water tank operated by the Eastern Municipal Water District (EMWD) is located immediately adjacent to the site. Two homes are located approximately 200 feet from the site to the south and the west. Topography and Vegetation The area is composed of rolling hills, with larger mountains further south of the site. The site has been highly disturbed by activities associated with the adjacent water tank. Vegetation on the site is sparse, but surrounding areas contain a coastal scrub community comprised of buckwheat and black sage. Land Ownership and Applicable Habitat/Land Management Plan The study area is privately owned and operated and is subject to the WRMSHCP. The study area is located within the “Lake Mathews/Woodcrest” Area Plan, but does not fall within a Criteria Cell. Additionally, the site is located within a fee area under the Western Riverside County Stephens’ Kangaroo Rat Habitat Conservation Plan (SKRHCP). Road Access The site may be characterized as a parking area for the water tank facility. Access from Rocky Bluff Road is readily available. Commercial Power Access Commercial power is available from a pole line that runs along Rocky Bluff Road, immediately adjacent to the site.
