Commissioner Mike Strain,D.V.M., said LouisianaDepartment of Agriculture andForestry enforcement officersarrested a Morehouse Parishwoman for allegedly stealingmore than $30,000 worth of tim-ber.

Linda Hampton, 57, 12963Crossett Hwy., Bastrop, was

arrested at the Morehouse ParishSheriff’s Office on June 3.

“The Department ofAgriculture and Forestry takestimber theft seriously and worksdiligently to see to it that justiceis served,” Strain said.

Strain said the arrest was theresult of a complaint filed byHampton’s brother, Roy Lawson

of Bremerton, Washington.LDAF Forestry Enforcement

Officer Jason Watts said Hamptonallegedly sold the timber on 43acres of land of which she and herbrother were co-owners withouther brother’s permission and keptthe money from the sale.

“We recovered records showingthat Ms. Hampton received just

over $30,000 and never forward-ed any of the proceeds to herbrother,” Watts said.

Hampton’s arraignment isscheduled for July 7.

were lost due to the storms, Strain said. Othercommodities suffered significant losses aswell.

The two programs are funded by the U.S.Department of Housing and UrbanDevelopment (HUD) through communitydevelopment block grants (CDBG), Strainsaid.

“After suffering tremendous loses followinghurricanes Gustav and Ike, pushing downrecovery funds directly to the agricultural com-munity is extremely important,” said PaulRainwater, executive director of the LouisianaRecovery Authority. “We are thankful thatHUD understands the challenges farmers facedafter being hit by four storms since 2005. Thisis the first time Community DevelopmentBlock Grant funds will be spent on agricultur-al programs, and we look forward to workingwith the state Department of Agriculture andForestry in delivering millions of dollars tofarmers to aid their recovery.”

Louisiana Farm Bureau President RonnieAnderson said his organization welcomed theannouncement of the loan program.Anderson, along with Strain, LSU AgCenterChancellor William Richardson and Lt. Gov.Mitch Landrieu, traveled to Washington in the

weeks after Hurricane Gustav to seek federalassistance for farmers hard hit by the storm.

"Many Louisiana producers thought theywere going to get nothing," Anderson said."The hurricane last year brought a lot offinancial hardships to many of our farmersand ranchers. We hope this program will helpthem as we approach harvest this year."

The funds are divided between eight disas-ter relief regions based on the agriculturallosses from the 2008 hurricanes.

and water. You’ll also want to have themtagged with identifying information – suchas collars, brands, tags or microchips – thatcan help you reunite if separated from youranimals.

Barns, fences and even homes can bedamaged in disasters, so pets or livestockmay escape from the place where you leftthem, and the possibility that your pet willescape when you travel is always there.

Plan on obtaining suitable pet carriers,leashes, halters, ropes and livestock trail-ers. A variety of other supplies also are

necessities if you plan to evacuate pets orlivestock.

Although it may be impossible to evacu-ate all animals if you must leave, Littlefieldsays you should provide the animals withas much protection as possible if they areleft behind. In those cases, pets and live-stock require somewhat different treatment.

Most cattlemen and other livestock own-ers let their livestock loose in the fields andfree to move to the safest ground possiblerather than leaving them in a barn, but thatwon’t work for pets, Littlefield said.

“Don’t turn your pets loose and expectthem to survive,” Littlefield said. “Not onlywill they be exposed to the elements, theycould become victims of exposure, starva-tion, predators, contaminated food or wateror accidents.

“And don’t leave dogs tied or chainedoutside in a disaster since that usuallyresults in death.”

Strain said 1,604 pets whose owners hadcritical transportation needs were evacuat-ed from the coastal parishes during theGustav event. Most were from Orleans andJefferson parishes, but they also came fromTerrebonne, Lafourche, St. Bernard,Calcasieu and St. Mary.

The breakdown was 200 cats, 1,400 dogs,a rabbit, bird, guinea pig and a hermit crab.

The State Fair of Louisiana facilitieshoused 1,539 pets while a location set up atLSU at Alexandria had 65.

Forty percent of the animals traveled withtheir owners on buses.

The larger animals were put in cratesassembled by the inmates of DixonCorrectional Institute in Jackson andtrainees of Forcht Wade CorrectionalCenter in Keithville. The animals not trav-eling with their owners were transported toShreveport and Alexandria pet shelters inclimate-controlled tractor-trailer rigs. Thepet transport was followed by a vet-medteam of volunteers and LDAF and LSUAgCenter employees in a trailing van.

The pet truck stopped every two hours toallow for a quick health check of the ani-

mals by the vet-med team.When the animals arrived in Shreveport

they found a well-prepared shelter withproper security. Pet owners were expectedto care for their pets as much as possible,Littlefield said.

Vaccinate your pet. If you haven't alreadydone so, get those shots now. Infectiousdiseases can become a big threat after adisaster.

Get your pet an ID tag. If a pet becomeslost or escapes during the confusion of anevacuation, proper identification willincrease the chances of a safe return home.Tag should include your cell number and, ifspace allows, the number of an out-of-towncontact. Consider having your pet tattooedor 'microchipped.'

Preheat oven to 400 degrees. Grease twelve 2-1/2-inch muffin cups.Toss blueberries with 1 tablespoon of the flour. Combine the remain-ing 1-3/4 cup flour, sugar, baking powder, baking soda, nutmeg andsalt; set aside. Beat egg, sour cream and milk; stir into flour mixtureuntil just combined (batter will be lumpy). Stir in blueberries untilevenly distributed. Fill muffin cups 2/3 full with batter. Bake about20 minutes until golden.

Blueberry French Toast Sandwich1 package (3 oz.) cream cheese,softened 1-1/2 tbsps. confectioners' sugar

1 package (about 12 oz.) frozenFrench Toast (6 slices)3/4 cup fresh blueberries

In bowl, stir together cream cheese and confectioners' sugar. HeatFrench toast as package directs. Spread cream cheese mixture onFrench toast slices. Spoon blueberries over cream cheese on 3 slices;cover with remaining slices. To serve: Place sandwiches on plates;cut diagonally. Garnish with additional blueberries and confectioners'sugar.

Prepare instant lemon pudding according to package directions, usingthe milk. In a medium-sized bowl, with an electric mixer at medium-high speed, beat cream until soft peaks form. Fold whipped creaminto prepared lemon pudding. In 4 or 6 individual serving glasses ora 1-quart bowl, spoon a layer of the pudding mixture; sprinkle light-ly with cookies and a layer of blueberries. Repeat layers one moretime, ending with the pudding. Refrigerate, covered, for about 30minutes. Garnish with mint sprigs and blueberries, if desired.

he 2008 storm season was not kind toLouisiana. Hurricane Gustav slammed intothe shoreline on September 1 and Ike fol-lowed two weeks later.

And while destruction to state agricultureand its infrastructure was severe (more than$700 million in damages), major disasterwas averted by the high evacuation compli-ance rates in coastal areas.

Part of the reason many evacuees werewilling to leave their homes and get out ofharm’s way was because plans to accom-modate the pets of Louisiana had beenhighly publicized in the wake of HurricaneKatrina.

Agriculture and Forestry CommissionerMike Strain said new pet evacuation plansfor pets owners with critical transportationneeds were implemented in 2006 and pet-friendly self-evacuating shelters were bet-ter publicized.

“We wanted to make sure that no onewould have any reason not to evacuate,”Strain said. “That meant we had to set up aplan to move pets. Some people didn’t

leave New Orleans during Katrina becausethere were no shelters that would take theirpets.

“We believe that lives were savedbecause we set up this pet evacuation pro-gram.”

Even though the state will assist pet own-ers with critical transportation needs evac-uate from threatened areas, the best plan forpet evacuations are the ones pet ownersmake for themselves, said MarthaLittlefield, D.V.M, and LDAF AssistantState Veterinarian.

“Your plans for a storm or other disastersshould include what you’ll do about anypets and livestock you own, as well as allthe other measures you take to protect yourfamily and property,” Littlefield said. “Petsor livestock owners definitely need to cre-ate their own family disaster plans and thesooner the better.

“Right now is the time to revise and finetune your evacuation plans, but the mostimportant thing to do is not wait until astorm, flood or other disaster threatens

before you plan what you will do with yourpets and livestock.”

The basic options to consider are whetheryou’ll try to take pets with you or evacuatesome or all of your livestock – or whetheryou’ll leave them at home and try to pro-vide as much protection as possible.

“You have more options with smallerpets,” Littlefield said. “You generally canbring them into a safe area of the house andkeep them with you during a storm ifyou’re staying at home.”

Littlefield suggested that pet ownersidentify motels and hotels that allow pets orcontact friends and family along hurricaneevacuation routes that will help you carefor your animals.

The LDAF has also developed plans forpet shelters located near the shelters forthose with critical transportation needs.

Shelters for residents with critical trans-portation needs and their pets will beopened as disaster needs are assessed,Littlefield said.

“People evacuating with their own trans-

portation can contact the Louisiana StateAnimal Response Team (www.lsart.org) tofind out about other shelters for dogs andcats,” Littlefield said.

There are no state-run shelters for live-stock, including horses, and livestock own-ers should develop their own plans forevacuation or sheltering in place.

“For many people, your pet is your bestfriend and you should plan accordingly,”Littlefield said. “For others, livestock maybe valuable assets to the family’s livelihoodand knowing what you’ll do with cattle andhorses before a storm is the best thing todo.”

“Pets are valuable members of the familyto many people, and livestock can be valu-able assets to the family’s livelihood,”Littlefield said. “Knowing what you’ll dowith them when it’s time to evacuate helpsyou to set the plans in motion at the righttime.”
