But I thought that it may be interesting to go backstage and review the proceedings from a new Commander’s perspective along with some of his observations and emotions. A Message from the District

Commander:

The 2010 Spring Conference & Change

of Watch are now in our D/5 history

book. But I thought that it may be interesting to go backstage and review

the proceedings from a new Commander’s perspective along with some

of his observations and emotions. As Ginny and I sat on the dais during

the Saturday Banquet nibbling at our dinners, I reflected on how well

things in general had transpired with the great hospitality suites on Friday

night, the various training and breakout sessions Friday and Saturday,

and the Saturday conference. An estimated 400 members attended

various conference activities, a number that we will never really know for

sure. I do know that 29 Commanders and more than 45 Lt Commanders

were counted at the training sessions, representing our 36 squadrons

across 5 states. The presentations were well prepared and there were

many new programs and new activities to attend.

However, knowing all this success did not put me much at ease, as the

banquet room was filled with approximately 300 people, all enjoying

their filet dinners and waiting for the program to begin. Looking to the

left, I focused on three full tables of Delhigh members, anxiously waiting

to play their roles the next morning at the Commander’s reception. To the

right sat all the members of Absecon, who put together this wonderful

Conference and Banquet and were completing a grand year supporting

their own out –going Commander Ralph and his truly great first lady,

Nance. About the only thing that crossed my mind, and I am sure

Ginny’s as well, was that these will be tough footsteps to follow. Ralph

subdued clean-up; maybe, a walk around the room might help the tension that

was building up. As I circled the room, I exchanged greetings with many

people and squadrons, some of whom had entertained us with their marvelous

hospitality during our visits in the previous months. The typical question was

“ARE YOU READY?”, and that really didn’t help very much! Returning to

the table, the “this is it bell” was sounded to start the ceremonies for the

evening.

Our emcee P/D/C Bill Selden commenced the ceremony as he has done many

times. Although the rhetoric of past commanders is usually comforting,

“butterflies” were flying about….Or maybe it was the turtles, that I have been

receiving of late for some reason beyond my comprehension. Awards were

presented to many squadrons for their accomplishments, and my new found

brother, Ralph, gave his departing speech. My thoughts drifted to “Is my

speech good enough, and will I be able to deliver it the way I want?”

The Change of Watch Ceremony began. Although there were a few glitches

like my reading of the emcee’s script instead of my own, and my asking to

raise the bridge officers’ flags when they were already up, all went well. As I

pledged my service to USPS, I felt a lot more comfortable with our new first

lady, Ginny, by my side, as we are truly together in this adventure. Her

“together” in the past few years has been unbelievable. As I finished the oath,

I could not believe the standing applause we received from the audience, as

we really haven’t done anything yet. However it was tremendously comforting

and gave me the courage, confidence, and conviction to go forward and be

extremely excited about serving this great group of people.

Sleep was slow to come and erratic. On Sunday morning when the house

phone rang and I heard the words from my hard-working Flag Lt. Michael

Lebeduik, “We are ready for you!”, those butterflies rose again. Arriving on

the third floor after my cold windy walk from the condos, and turning down

the hallway, I was blown away with the view of 28 Delhigh members all in a

row and dressed in their blue shirts..…all with the biggest smiling faces I have

ever seen. They had created their own personal receiving line to greet the new

D/5 commander and the bridge as they arrived to enter the reception suite. As

I passed each member to hug or shake hands in gratitude, tears could not be

held back. This was beyond doubt one of the greatest emotional moments in

my life. Then, I passed through the huge Red and Green buoys, big as life,

with the names of our squadrons and the names of our new bridge, imprinted

boldly for all to read. Delhigh’s creativity and execution during the balance of

the morning, with the décor, the food, the drinks, and their presence was a

sight to behold.

Ginny and I are so very proud of all D/5 and its members. Grass is neither

Greener in another pasture, nor the Sunset Redder at another twilight. We

have experienced the Bluest of Skies and the best days right here and now.

NUN CAN DO BETTER turned into NUN CAN BE BETTER than the

moments we experienced. What a way to begin “Navigating the Future”, the

year, the decade, than with our 2010 Spring Conference weekend. We are so

proud and humble to represent the wonderful D/5 membership.

Meet our new Administrative officer

Jeff is that can-do go-to person for whom we can always be grateful. Highly organized

by virtue of having oodles of “executive functioning” skills that make jobs a snap to get

done . . . No fuss No muss.

Jeff was drawn to boating in his formative years in San Francisco, CA and Frederick,

MD. His first command was a leaky rowboat at age 8. From there he graduated to

skippering water-ski boats, canoes, and small sailboats like Sunfish. Even as Jeff served

in the Air Force from 1976 to 1986, he managed to make time for sailing. He sailed his

proudly acquired 14' Puffer while stationed in Wichita Falls, TX, and other boats while

stationed Germany as often as time permitted.

After leaving the Air Force and moving back to the Frederick, MD area, Jeff’s time was filled with family life, career,

volunteer firefighting, and competitive figure skating. Like many of us, those years left little time for boating and water

activities. And sadly, Jeff’s first wife passed way in 1999. With his children grown, Jeff ventured forth to start the next

chapter in his life.

While continuing to skate competitively, he met and later married his wife, Karen. Jeff wanted to start sailing again, so

approached his bride on the matter. Karen had little experience on the water, but her parents (who are members of the

Patuxent Sail and Power Squadron) had a boat and she wanted to see what the attraction was. In 2004, they bought a

Catalina 250 - first, and enrolled Karen in a week-long sailing class in Florida the following summer – second! After

cruising the bay in the 250 for one season, they decided they needed a bigger boat. Not ones to waste a golden

opportunity, they set out shopping for something bigger and bought their current Event Horizon, a Catalina 34 Mk II, in

2005.

Back during the fall of 2004 Jeff also learned about the United States Power Squadrons and took the Boat Smart Course

with D5’s Assistant Treasurer, Chip Yost, as his instructor. Realizing how much more he needed to know about boating,

Jeff joined Rockville the last night of class in October 2004. He then completed seamanship, piloting, and advanced

piloting classes in a back-to-back series of classes with a group of boisterous mates that have come to be known as the

“usual suspects”.

Jeff’s administrative and organizational skills

were recognized immediately. He was asked

to take on a leadership role and he has served

the squadron with distinction since. In bridge

year 2005 - 2006, Jeff became the Assistant

Membership Chair and earned the rank of AP.

During bridge year 2006-2007 Jeff served as a

Member-at-Large and Membership Chair,

obtained his instructor certification, and won

the squadron’s esteemed Donje Award. In

bridge year 2007-2008 Jeff served as the

Executive Officer, VSC Chair, and earned the

rank of JN. In 2008-2009 Jeff became the

Commander of Rockville and

Katie and Ryan, then Immediate Past Commander in 2009-2010. He was asked to work at the District level as a D/

Lt for Sail Activities including the D5 Sail Regatta last October. In March he won the squadron’s Kay Johns

Award for sustained outstanding service.

Currently, Jeff is completing the Navigation class and looking forward to earning the rank of Senior Navigator

soon. He and Karen are planning their next sailing adventures to include some overnight cruising on the bay and

the ocean. This will be an exciting year for Jeff, Karen and for the District. As is his habit, Jeff will not waste a

moment to use all his skills for the benefit of the district. Please welcome Jeff to his new position.

2010 Spring Conference Wrap-UpCdr Apryl Bernard, P

Despite the unfavorable gift from MotherNature, the District Spring Conference heldon 25 – 28 March in Ocean City was a greatsuccess. If only we could have had theweather the week before!

Over 300 squadron members descended uponthe new location of the event, the ocean CityClarion Fontainebleau Hotel. Almost 100came to the members’ luncheon and 280+attended the dinner.

Despite a case of laryngitis, P/D/C RalphBernard conducted all meetings and gave hisfarewell speech like a trooper! R/C Ken Link,

JN and his lovely wide Sheila represented national with style.

The squadrons adapted nicely to the change in venue of the Hospitality Suites, ranging fromVessel Safety Checks, Jeopardy games, Boating with the Stars, Ocean City, MD, history ofPotomac River, delicious Maryland Crab soup, and a fishing contest with the winner of theevening, Delaware River and the Vessel Safety Checks. Good job by all.

The luncheon featured a speaker, R/C Horst Boettage, of the National Co-op Chartingcommittee, who was on the Coast Guard training ship, Eagle when it was still a German vessel.He presented a interesting PowerPoint presentation of a voyage he made in 2008. The dinneron Saturday evening was delicious and the Change of Watch ceremony dismissed P/D/CBernard and installed D/C L. Chris Brown, JN, accompanied by his lovely wife, Ginny.

The reception on Sunday morning was a great reflection of the hard work by Delhigh PowerSquadron.

From what I have heard all had a great time and Absecon Island outdid itself by making sureeveryone was accommodated either by rooms, seating and last minute requests. Kudos to theentire group from Absecon Island who made the event run smoothly.

EMERGENCY MEDICAL RECORD

Before we left for our trip to Florida to bring The Miss Kelsey III home to the Chesapeake, one

of the duties I assigned myself (as First Mate) was to remind "the crew" to have on board a

complete listing of their medications and other medical information.

The captain and I both filled out the Medical Emergency Record form provided by the District. It

was quick and thorough and little did we know it would become invaluable.

During the trip, the captain had a medical emergency and I must admit that even though I

remained calm throughout the whole episode, listing the names all his medications and dosages

was not something I could have done.

The whole hospital experience was made so much easier by having the medication information

the doctors and nurses needed right at hand. I can't tell you how many times we were told by

them how much they appreciated dealing with people who were organized and prepared. It made

their jobs so much easier and getting help for the captain so much faster.

The Emergency Medical Record forms are free. Make sure your boating family and friends have

an Emergency Medical Record filled out prior to any boating event or excursion. Actually, they

should be carried at all times in the event of an emergency on or off the water.

& fishing contests, weekend raft ups, cruises, marina meet ups, pig

roasts, etc.

Learn more about the D/5 Boating Activities Collaboration by signing

email list. Invite a fellow boater to join you at one of these events.

establish a liaison betwen your squadron and your marina where your boat is docked. To the

extent possible your squadron should offer Vessel Safety Checks, Skill Seminars, Exhibits,

Demonstrations and America’s Boating Course. This event is sponsored by the Association of

Patuxent River wins

Snyder Award

Patuxent River Sail and Power Squadron won the first

place Snyder Award presented at the banquet at Spring

Conference. It is the first win for Pax River in this century

although “True Readings” has been in the Top Ten several

times. Second place newsletter was Kent Narrows while

Absecon Island took third.

Others in the Top Ten, in alphabetical order, are : Cam-

bridge, Ocean City, Patapsco River, Richmond, Rockville,

Virginia Beach and Wilmington. Snyder Committee

awards were presented to Absecon Island for a particularly

relevant Commander’s Message in the September/October

2009 issue of “Absecon Light”; to Miles River for best

black and white pictures; to Mainline for a continuing story

of a trip on the ICW; to Dundalk for having a membership

application in every issue and to Miles River, Patuxent

River and Virginia Beach for having a safety column in

every issue.

All squadrons are invited to submit at least four issues per

year to the Snyder committee to be included in the judging. Names

and addresses of current committee members can be found in the

district roster.

Information Technology Team Lead Established

Hello. With the start of the 2010 – 2011 District 5 Bridge, the leadership created a new position in the

Secretary's Department to function as the team lead for the various offices charged with collecting,

maintaining, disseminating, and reporting information across our district, component squadrons, and up

to National. I was asked to assume this role, and after some discussion, accepted the position. I am an

electronics engineer and have spent most of the past twenty-five years working with large information

systems. I am a member of the Rockville Sail and Power Squadron where my wife, Denise, is the

newly installed commander. The District 5 Information Technology Team consists of D/Lt Richard

Williams, P, D/Lt John Hall, AP, D/Lt Robert A. Beltz, JN, D/Lt Gail M. O'Donnell, AP, and D/Lt

Thomas Reichard, P.

So what to tackle first? To begin, we want to hear from the District 5 membership. We want to hear

about the processes that work well and more importantly, those that do not. Or you may have a manual

process that would be more efficient if it were automated. Are there forms you wish that you could fill

out online then submit electronically? Do you want scrap booking tools to generate electronic scrap

books that your membership could look at at their leisure and are not stored in someone's closet? Would

secure access to rosters and tools to print your roster be of interest? What can we do to help you in the

squadrons (going away does not count...)? Second, a recurring theme at the Spring Conference as I

visited various breakout sessions was the number of separate databases maintained by individuals so a

squadron could maintain corrected mailing addresses and email addresses, or people important to the

squadron, but were not members of USPS. There were many other examples given.

The first areas of focus for our team will be the establishment of an authoritative database for our

records, improvement of our calendar including access, tools, and content, and creation of new ways to

view our information. As we hear from you, the membership (and by membership I mean everyone

whether you have just joined this week, Sea Scout members, Life Members, squadron and district

officers, all of you), I plan to use whatever space the editor of the Mark 5 will allocate to report back

what we are hearing and how we propose to address it. We are here to make use of the new

technologies available to provide new and hopefully more responsive resources to our membership and

build upon the foundations established by those who volunteered before us.

We are lucky to have a terrific group of volunteers at District and I look forward to tapping the talents

of others in our squadrons as we move forward. Areas of interest include: LDAP, Python, Apache,

OpenSSL, firewalls, Plone, GIS, IBM's MQ series messaging, user interface design. This is not an

exhaustive list, but is indicative of the talents we need. This is not meant to be a lifetime commitment, I

will be grateful for whatever you can offer. While I have multiple email addresses, for this effort, I

would ask that the [email protected] be used.

Vessel Safety Check Committee

I would like to take this opportunity to welcome D/Lt

Andrew (Andy) Petruska, AP, as the District 5 VSC

Chairman. Many of the squadron members in the

District know Andy and his involvement on the District

Vessel Safety Check Committee. The VSC Committee

is an outstanding group of individuals who answer

questions, supply decals and are there for each and every Vessel Examiner in all Squadrons in D/5.

I know all Squadron VSC Chairs and VSE’s will give him their full support as the 2010 – 2011 year begins, just

as you have given me over the past five years.

I would like to thank all 235 VE’s in District 5 for their outstanding years of continued dedication and support

in this important “National VSC Program”, by helping educate the public about boating laws, safety equipment

and operation of a vessel in a safe manner, this has made our waterways safer, one boat at a time.

District 5 has completed 25,568 Vessel Safety Checks between 2000 to the end of December 2009. Very

impressive and —— ‘YES – We do make a Difference.’

Vessel Safety Chairs, please take time with the VE’s in your squadron to review ‘ALL’ of

the vessel safety check list items on the forms and discuss any issues that need to be made clear. Every VE in

District 5 should be on the same page conducting VSC’s.

Let’s make this year the best ever.

Tax exempt status was the subject of a recent question to the Law Committee,

followed by a discussion at our committee’s meeting at the D5 Spring Conference in Ocean

City, Maryland. While we are not tax lawyers and are not qualified to give legal advice on

tax matters, there are some general principles we can share with you.

There are two major aspects to tax exempt status, federal and state, and they are

generally related.

On the federal level, tax exempt organizations are described generally under section

501(c) of the Internal Revenue Code. Subsection (3) of that section covers “corporations . .

. organized and operated exclusively for religious, charitable, scientific, testing for public

safety, literary or educational purposes . . . .” No part of the net earnings of the organization may inure to the benefit of any private

shareholder or individual. No substantial part of its activities may be to carry on propaganda, or otherwise attempt to influence

legislation, and it may not attempt to participate or intervene in any political campaign. Organizations that qualify are exempt from

federal income taxes. There is a huge body of law relating to 501(c)(3) organizations and a tax specialist should be consulted in

connection with specific questions.

Qualification for exempt status on the state level depends on the law of the particular state in which the exemption is sought.

Here again we cannot render tax advice but can discuss certain general information.

For example, in Pennsylvania the federal exemption from income taxes usually will be recognized as adequate to exempt the

organization from state income taxes. Often squadrons seek exemption from sales taxes, and in Pennsylvania that requires the filing

of an application for sales tax exemption. The application requires, among other things, that there be attached a copy of the Internal

Revenue Service determination letter granting federal tax exempt status and a copy of the applicant organization’s articles of

incorporation specifically including a provision prohibiting the use of any surplus funds for private inurement to any person in the

event of a sale or dissolution of the organization. Information also is required detailing the organization’s affiliation with another

institution. If approved, the organization will receive a sales tax exemption certificate, a copy of which may be provided to vendors

so that the squadron does not have to pay sales tax on what it purchases. But that generally will not exempt the organization from

collecting and remitting sales tax on items

that it resells to non-exempt purchasers.

Here again specific questions should be

submitted to qualified tax practitioners.

In the case of the United States

Power Squadrons®, the IRS has issued a

letter dated May 29, 1979, recognizing

USPS and its subordinates as exempt from

federal income tax under section 501(c)(3)

of the Internal Revenue Code. That

covers the subordinate units named in the

application and requires an annual

statement listing, among other things,

information about units that have been

added or deleted during the prior year.

National headquarters will provide a letter

to squadrons certifying to each squadron

its standing as an active subordinate unit,

in good standing, of USPS.

Nothing in this article is intended

to give specific tax or legal advice, and all

specific questions should be referred to

qualified tax or legal professionals.

The plan for the Northbound route for the 2010 D5 Annual Summer Cruise, as developed by the D5

Northbound Cruise Coordinators, is finally in place.

Each vessel captain must contact each marina and make his/her own reservations. Most dock masters

require vessel name; captain’s name, address, phone number and credit card information; vessel length,

beam, and draft; electric power requirements (single 30amp, double 30amp, or single 50amp). The

captain should indicate he/she is part of the USPS D5 cruise when making the reservation.

luck/covered dish dinner, also on the dock. Visit downtown Hampton.

The Summer Rendezvous,

which is being held in the

Solomons, has a cruise heading

from both directions, south and

north. The southbound cruise will

start at Fairlee Creek and Great

Oak Landing on August 6, 2010

and we will stay there until Sunday

morning, August 8. This will give

all an opportunity to either anchor

out or stay at the Marina. The plan

is to have some type of gathering

there but we are waiting to find out

how many boats and or members

we will have.

We will then travel to Inner

Harbor East Marina during the

morning of August 8th and stay

there two days. We have many

different plans for people to do.

Depending on the response, D/Lt/C

Bernie Karpers has a sightseeing

tour of places in the city of Baltimore and the Chicago White Sox are playing the Orioles at Camden Yards on

Monday, August 9. For those planning to be at the stop, please let us know what your plans are.

After Baltimore, we are going to Knapps Narrows Marina for two days, August 10th and 11th, where you

have fantastic restaurants and if it is possible we can book a ride on a Skip Jack. Of course we will have some

type of picnic there also.

The morning of August 12th we travel

to the Solomons for the Summer

Rendezvous at the Holiday Inn

Conference Center.

The distances are 23NM, 40NM, and

28NM respectively so it is easy for all

types of boaters, sail, trawlers and the

cruisers. This is a great way to interact

with other District 5 members and have

a great time for a weeks vacation.

Greetings to all of District 5. Perhaps you have heard that USPS/ District 5 will be involved (as in the year

2005) with the National Boy Scouts 100th ANNIVERSARY JAMBOREE at Fort AP Hill Virginia –26 JULY

THRU 4 AUGUST 2010. This will be the last year the Jamboree will be held at the Fort.

I have been asked to seek and coordinate the volunteers of District 5.

P/R/C Roberta Dougherty sent me the APPLICATION form - well, close to it.. One current drawback is the

$35 / day required to participate as shown on the form. There are initiatives underway to seek a waiver or a

grant to offset this financial requirement. However, I do want to get the process started and it is only fair to

let folks know of the “current rules”.

If we can get volunteers to put the date/dates of their involvement on their calendars, we are off to a great

start.

There are many facts/ planning considerations still underway. I will keep all advised of those developments

reported to me as time goes by.

What I ask now is that Squadron publications / the Districts outstanding Mark 5, District Bridge and

committee members, the Esteemed Past Commanders, and others put the most positive enthusiasm behind

our support for this event… your own early volunteering would provide a firm base and incentive for others

to add their names.

At dawn on July 26, 2010, dew on the empty fields shimmers in the growing daylight. And then … here they come! By noon, throngs of Scouts are carrying gear and tents, and gateways begin to emerge from the empty ground. By dusk, the landscape has been transformed into a bustling city of 18,000 tents, 3,600 patrol kitchens and 43,000 Scouts and leaders. This transformation occurs in mere hours, making Jamboree City the fastest growing city in Virginia, if not the world.

Since the April ONLINE issue is the last one before the big event I

wanted to provide an update for everyone on our progress to date.

First, the prizes for the poker run are starting to fill our tables. Our grand

prize is a classic, like new Foos Ball table. So whether you have grand

kids or you remember how to play, it’s a great prize; donated by

Riverside Heating and Air. We have a sit in kayak that is fully

accessorized, a Dooney and Burke Purse and Wallet combination and

much more to be announced later from West Marine, Bass Pro, Weems

and Plath and others. Keep in mind we accept all types of donations for

the benefit of The Virginia Institute for Marine Science (VIMS). So even

if you don’t want to get into the water just yet, you can still have a

tremendous affect on the work being done that supports the Chesapeake Bay. We’ll take nautical books and junk, attic

treasures, garage junk, jewelry and anything else you are able to donate. We’ll have tables set up at Salt Ponds where

we’ll sell these items to help raise more money for VIMS, one of the best kept secrets on the Bay. So don’t be bashful.

My truck always has a full tank and I will gladly come to you for easy pickup.

Recently we added a special feature that allows you to buy a hand of cards for the Poker Run so you can participate from

the comfort of your own home or office. You can mail a check to CSPS for $20.00 or more to P.O. Box 5601

Williamsburg, Virginia 23188. Just include a note on your check indicating you want to buy a hand or two. You can

access our registration form on line by going to www.usps.org/localusps/colonial/ or by fax just call 800-554-4581 and

ask for Bill, I’ll fax you one or e-mail me at [email protected]. We will also have Dinghy Poker Run t-shirts for

sale on run day. There is still time to have your squadron burgee flown proudly on the event t-shirt. If you have a

company or business, we’ll place their logo as well. All you have to do is get ten squadron members or friends or

associates to purchase a hand ($20.00 donation to VIMS) and your squadron or group will be a co-sponsor. Deadline is

April 7th, 2010, so deal yourself some cards quickly. You will be notified by e-mail or fax of your hand and all winners

not present will be contacted on April 17th. We anticipate good weather but should we be rained or snowed out, we’re

backed way up till Saturday June 5th. We hope we go off on April 17th without a hitch.

Lastly the Mermaid Portrait has been finished. The original will be on display on Run Day at Salt Ponds Marina. The

original will go to VIMS for display at their facility this year. Later the original will be auctioned off at a gala event in

support of VIMS. Very, very limited prints are currently being mounted. These will be the prizes in each division for the

Squadron, group or individual or company who raises the most money for VIMS in each of our divisions. The categories

are Paddle (canoe and kayak), Motor (dinghy and small craft), Quickies (Jet ski, regular boat) and Commercial (table or

business). One additional print will be raffled off to help raise more money.

There are a million ways you can participate and a million more ways you can help us support our beloved Chesapeake

Bay. Support the Virginia Institute for Marine Science.

Our biggest little poker run ever will take place on Saturday, 17 April 2010, and the fun will runfrom 1000 until 1600 that day. The poker run serves the dual function poker run and a fund raising“walk on water” benefiting the Virginia Institute for Marine Science (VIMS), a major force in working tosave our Chesapeake Bay. You can enter a dinghy or kayak or Jet Ski or any craft and registration isjust $20.00. You then solicit donations to support your entry with all proceeds going to VIMS. You oryour club or group can, if you would rather, rent a table to be set up all around the basin at Salt PondsMarina and sell chili or nautical junk or promote your club, all benefiting VIMS and supporting allprograms that support our Bay and Coastal waters. The event will take a course through protected waters to five local area marinas: Salt PondsMarina, Southall Landing Marina, Bell Isle Marina, Wallace’s Bait and Tackle Shop and DandyHaven Marina, all of which are located in Hampton, VA. You can sell ads you wear or signs youdisplay on your boat. You can sell the products of your sponsors, all in good fun and all to benefitVIMS. We hope to pit dock against dock, marina vs. marina, fraternity vs. sorority all in support of ourChesapeake because VIMS truly is a great way to support the Bay. 33rd Annual Coop Charting WorkshopThe 2010 NOS-USPS Cooperative Charting workshop will be held at the Atlantic Marine Center,

Norfolk, VA, on the weekend of April 30 and May 1. This will be the 33rd joint NOS and USPS

annual workshop. Like last year, it will feature a dual-track training approach wherein one track

will emphasize the non-technical cooperative charting activities and the second track will

emphasize depth surveys. Both tracks will cover planning an outing, data gathering requirements,

data collection, and submission of a report using CCWeb (Cooperative Charting Website).

When asked about the value of USPS cooperative charting efforts, Douglas Harpine, Senior

Cartographer, Nautical Chart Branch, NOAA responded saying, “If we didn’t do the work, the work

would not get done.” Cooperative Charting is an area where USPS can make a difference in the

safety of all recreational boaters.

Plan on joining us Friday evening for the traditional kick-off reception at the Governor Dinwiddie Hotel located in

downtown Portsmouth, VA. See attached registration form. Saturday morning we will gather at the NOS facility in Norfolk (a short

drive across the river) to begin a day full of fun and learning.

For the traditional, non-technical, cooperative charting activities, the workshop will cover all the required updates to Coast

Pilot books, nautical charts, small craft chart and facility updates. Emphasis will focus on entering your report into CCWeb.

For those wanting a more dedicated and hands-on experience in using Depthwiz and entering data into CCWeb, the

Depthwiz track is designed for them. In this track, route planning, equipment set-up, running the route, and data preparation for

submission will using CCWeb will be discussed.

Bring a friend or a new member. Cooperative charting is something you can do year-around and a squadron activity anyone

can do immediately after becoming a member.

Ocean City Power Squadron

Swims for Hospital

In an effort to expand its civic service mission, the Ocean City Power Squadron fielded its first teamfor the annual Atlantic General Hospital “Penguin Swim” which was held on 1 January 2010.

The sky was overcast and the temperatureswere cold (air - 37 degrees; water - 44degrees) as about 600 hundred “penguins”assembled on the beach at the PrincessRoyale Hotel in Ocean City, Maryland, priorto jumping into the Atlantic Ocean. TheOCPS team was made up of then Lt/C FredStiehl, P, Lt/C Marilyn Strait, Carolyn Byers,Mary Doyle-Finn, and Phil Curro. Acontingent of not-so-hearty membersshowed up to support the team.

The OCPS effort raised $2,295 for thehospital and will, hopefully, become a yearly

project for the squadron.

YOUTH POSTER

CONTEST

The theme for the 2010 Boarman

National USPS Youth Poster Contest is

“WATER SMARTS: BOAT SAFE

AND CLEAN.” There are three age

categories: 6-8, 9-11, 12-14 years. The children do not have to be affiliated with a squadron to enter. This can be

fun to do with your children, grandchildren, neighbors or if you know of a classroom of kids in a school, Church,

Synagogue, or perhaps a scout group, they can all enter a poster.

The contest rules are:

· The entry may be vertical or horizontal in orientation.

· The entry must be on 15"x20" or 14"x22" poster paper.

· Participants may sketch the design lightly with pencil, but the end result must be a color poster.

· There is no limit to the type of media used except professional illustrations, photos or copyrighted material,

or computer generated art may not be used.

· Do not fold poster.

· The poster will be judged for the idea presented more than artistic ability.

· One entry per person.

· All entries become the property of the USPS which reserves the right to display or otherwise use the

submission and modify any poster for future reproduction.

THE CONTEST ENTRY FORM MUST BE COMPLETED IN FULL, LEGIBLY PRINTED, AND PASTED ON

THE BACK OF THE POSTER.

Entry forms along with additional guide lines can be found on web site www.USPS.org/youth poster entry form

2009-2010.

Prizes: $150 to Grand National winner in each age group; $100 and $75 for first and second runner-up in each

division.

The posters should be judged at squadron level before forwarding the 1st, 2nd, and 3rd place posters in each age

category to me by 25 July. I will then take those to the D/5 Summer Council in the Solomons, MD. After judging

the three top winners in each age category, they will be forwarded to National to be judged at the USPS Annual

Meeting in February 2011 in Orlando, Florida.

Last year there were eighteen posters judged at the Summer Council. Let’s try to get even more participants this

year.
