Brazilian Inventory Guidelines
Purpose: Determine the better alternative to explore the hydropotential of a river basin, maximizing the generated energy with the minimum cost and the lowest environmental impacts.
ELETROBRAS/MME’s Inventory Manual provides guidelines for:
 Engineering Studies
 Energetic Studies
 Economics Studies
 Social and Environmental Studies
Water’s Multiple uses and Availability Studies

INTEGRATED ENVIRONMENTAL
ANALYSIS
- Possible Chains of Powerplants- Preliminary Cost and Environmental Impacts Evaluation (secondary data)
- Preliminary Selection of Chains of Powerplants
- Selection of the best sequence of Powerplants- Chosen head division of Powerplants is detailed
- Cost Estimative and Scheduling- Data Collection and Surveys (Geology, Hydrology, Cartography, Topography)
- Evaluate the changes at the environmental system by receiving the selected chain of powerplants
Planning
• Dam site selection
Topographical, Hydrological, Geological and Geotechnical Conditions
Environmental and Physical limitations
• Dam height selection
According to Topographical, Geological and Environmental conditions of each site
• Sustainable Full use of Hydropotential
Full use of head +
Environmental Restrictions
Cartographic Studies
• Aerophotogrammetry
• Reservoir’s Restitution
- Definition of Depth-Area-Volume Curves- Base for socio-environmental studies
• Longitudinal Profile
- Identify Falls, Rapids, bridges, ferries, etc.- Identify Protected Area and Amerindian Land’s boundaries, Urban Cores, etc.
Topographic Studies
• Cross Section at the dam sites
- Abutment’s morphology and Surrounding Areas Configuration to base the Arrangement studies
- Boreholes’ Location

• Daily water lever measurements
• Liquid flow measurements
• Solid flow measurements
• Particle Size Distribution of river bed sediments
Madeira River
Costs Estimative
• ELETROBRAS Standard Budget (OPE)
- Huge amount of lay-outs and Limited Information- Simple and uniform sizing, quantitative and budgets
• CBI – Cost Benefit Index (R$/MWh) for each power plant
• Eliminations of uncompetitive power plants: CBI > RC (Reference Cost)

Integrated Environmental Analysis
Provide technical tools to guide planning and decision making related to future actions
To evaluate the river basin socio-environmental situation
Estimating changes associated with the possible implementation of a chain of hydroelectric power plants
Propose guidelines and recommendations for public and private actors aiming at river basin sustainability
Increase dialogue with various sectors of society, publicizing their results and providing information to the interested public
Brazilian Inventory
The hydropower plants of the selected alternative will be classified as already inventoried and thereafter they could be integrated on Brazilian’s electrical system expansion plan.
Conclusions
• The Brazilian Master Plan is a well established tool to maximize the generated energy with the minimum cost and the lowest social and environmental impacts.
• Our team in Brazil has already studied more than 40 GW within the last 50 years.
• The integration of our Brazil and Local Teams can provide the best fit solution for hydro power studies in Africa.
• Similarities on social-environmental aspects as well as climatic characteristics;
• Regional methodology / Cross Border;• Regional data can be obtained / applied;• Easily used for any river basin
