Introduction of the organization

According to (Suruhanjaya Pilihanraya Malaysia, 2015), the Election Commission of Malaysia was established on 4 September 1957 in accordance with Article 114 of the Federal Constitution. During the establishment of the Election Commission consists of a Chairman and two Members.The first Chairman of the Commission is Y.Bhg. Dato 'Dr. Beverly Mustafa bin Haji Hassan, while members consist of Mr. Lee Ewe Boon and Mr Ditt Singh.Following the formation of Malaysia in 1963, the number of members of the Commission added to 3 people. Additional members of either of Sabah or Sarawak who are appointed by rotation. Y.Bhg. Datuk Abang Haji Marzuki bin Nor from Sarawak became the first member representing the two states. In 1981, an amendment to Article 114 of the Federal Constitution was made to allow the appointment of a Deputy Chairman. Mr. Abdul Rahman bin Abu Hassan was the first person to fill the position of Deputy Chairman. In 2002, amendments to the Federal Constitution approved to increase the membership of the Election Commission to 7 persons namely a Chairman, a Deputy Chairman and five members, including one member of a member of Sabah and Sarawak. To enable it to carry out its functions, the Election Commission establish a Secretariat headed by a Secretary. The Secretary acts as the administrative head of the secretariat concerned. Appointed first secretary was Mr. H. Cassidy who served from 1957 to 1958.

Since its inception in 1957 until 1978, the Commission Headquarters located at Bangunan Sultan Abdul Samad, Jalan Clark, Kuala Lumpur. From 1978 to 1985 the Election Commission operates at Yayasan Selangor Building, Jalan Bukit Bintang, Kuala Lumpur. In 1985 he moved to Ah Tong Building, Jalan P. Ramlee and operated there until 1988 before moving on to the Level 5-8, Development Bank Tower, Jalan Sultan Ismail, Kuala Lumpur. In November 2000 Commission Headquarters moved to its present location in Putrajaya.

Introduction on the campaign

The campaign of Mari Mengundi 2013 is to inform, promote and persuade the publics to participate as voters to fulfil their responsibility to the 13th Malaysian General Election.

Firstly is to urge publics to register as voters. This is very important because list of voters is important to determine whether or not a citizen is eligible to vote, although he has conditions are eligible to vote (Malaysia Kita, 2008). A voter cannot vote in any polling station on polling unless there is a name in the register of voters voted. This Regulation is been implemented to prevent voters from voting more than once for a constituency (Suruhanjaya Pilihanraya Malaysia, 2015)

Secondly, this campaign also plays as a main role to inform the publics especially about when are you allowed to register to become a voter vote for the general election. Information such as the rules and regulation on Voting is a right of a citizen to choose the party that will lead our system of government. According to the Constitution, voters who are citizens of Malaysia and 21 years of age are eligible to vote, (Suruhanjaya Pilihanraya Malaysia, 2015) This is information is very vital and if this information is not been send out this can lead to failure of this campaign.

Furthermore it also give the information to check their status as voters through online, sms, and through fixed line to ensure they is no confusion and also it play as the advisor to the publics such as urging to come and vote early, dress properly which they make it clear not to wear any cloth that display the parties logo. The information that been provided also help the publics as they remind the public what not to forget and what not to do such as reminding them to bring their identity card, not allowing to create any chaos, follow the rules such as queuing and what for your turn, make sure there is no any ink or colours in your hand or not this simple mistake will lead you to loss your right to vote such as be punctual where the vote starts at 8.00 am and ends at 5.00 pm. Basically is about telling the public about the dos and donts during the election process where they need to obey to those rules.Thirdly in this campaign the most important part of it is to persuade more people to go out and vote as been explained through their promotion from the publishing of video in YouTube and the coverage of advertisement with the support from almost every Media Company in Malaysia where it stated that going out and vote is part of democracy and it is the voter responsibility towards the nation.

Lastly it is also the tools and medium to tell the public that the public their vote is secret and the can depend on Suruhanjaya Pilihanraya Malaysia. Example of the new information that been highlight in campaign Mari Mengundi 2013 is guide on how to vote on the election of 13 General Election in 2013 by the EC . This step is very important for individuals who for the first time to vote in this election. Below, also displayed the actual graphic image so that it can be used as a guide to more clearly to voters. This year , how the vote is updated with indelible ink at your fingertips .

The heat of General Election-13 is clearly felt. The average member of the public, especially members of political parties are busy speculating about the actual date of the election. Some others have started to prepare the equipment and set strategies to influence the support of voters to vote for their candidate in the election. In the labour community members to discuss political issues, they are also trying to prepare all forms of equipment such as logistics, equipment and human resources. Heavy duty awaits the SPR is to make sure the voters can exercise their responsibility to vote their favourite candidates with quiet and comfortable. Thus, all designed since the year 2011 should be implemented as soon as possible to ensure that all requirements have been available if the House of Representatives and the State Legislative Assemblies dissolved.

Promotions & Voter Awareness Campaign

For the purpose of better understanding and confidence to the voters to meet their responsibilities with quiet and comfortable, the Mari Mengundi 2013 campaign also plans to implement an awareness campaign on the transparency of the electoral process. Among the highlights of the campaign is an explanation of the use of indelible ink, illumination to the early voting process, awareness of anti-corruption in the election and encouraged him to come out and vote. It is our hope that the Mari Mengundi 2013 campaign organized an awareness program can give confidence to the voters to elect candidates of their duties calmly, confidently and effectively.

The Mari Mengundi 2013 campaign has been and is implementing a plan to ensure that every control this election is the best ever undertaken. Despite pressure against the erosion of the image and confidence effort by some parties, but the task and trust for the people still shouldered with dedication and a smile. It is hoped that with the help and cooperation of all stakeholders such as government agencies, private and non-governmental organizations as well as the support of the people, all forms of preparation can be completed quickly and will realize the objectives of a democratic election are managed efficiently and satisfies the majority of the people.ICT development

To provide optimum service to the community, various new applications created aimed at improving the quality of management in this election. This application is developed in accordance with branch function. In the field of voter registration, the application is developed Household Review System, Based Review System Status Registration and Voter Address Information Update System Overseas. A new application developed in the course of the election was the Vote Tally Systems, Management Information Systems General Election Systems and System turnout Election Results Map view. In addition to new applications, the EC also plans to develop a special portal for the 13th General Election in the spirit of Mari Mengundi 2013 campaign.

Role as Public Service Announcement

This campaign play an importance role by being the Public Service Announcement where one of the example of its effort in spreading it news through their new Mari Mengundi 2013 song by One Nation Emcee where they ask people to come and throw their vote, information about when the election will be held, how to register as a voter and etc. Even though, Public Service Announcement is well know with scripted information that been read by the radio announcer but through this music method it combines all the information and send to the publics directly rather than informing the information one by one which is not effective at all.

Analysis (Strategies and tactics)a. Activities- Preparation of Electoral Roll

For the purpose of encouraging citizen participation in the electoral process, the EC has initiated various efforts to attract them to register as voters. The campaign has initiated aggressive steps starting in 2012 to promote the registration of voters through the broadcast media in television and radio as well as distribute campaign materials such as leaflets and posters. Mobile counters were opened in strategic places throughout the country through the implementation of outreach programs at the state level. This campaign has also collaborated with government agencies and the private sector in driving initiatives to increase the number of registered voters. For example, the campaign cooperation with Media Prima opened its counters in JOMHEBOH program and participating in programs organized by government agencies such as the Million Youth Assembly. Counters were opened to facilitate people to register, check and get a consultation directly from the officials. This campaign efforts do not stop there, but also agreed to appoint a number of the assistant registrar of voters among members of political parties, government agencies and members of non-governmental organizations to realize the hopes of increasing the number of registered voters.

Anyone, any Malaysians who qualify are asked to register immediately.

SPR purpose of effecting the registration through the PPS ( the party) is to encourage millions of people , especially young people (4.39 million ) for immediate discharge register with immediate effect. Simplified registration without bureaucratic i.e. ; without going to the General Post Office @ Office of the State Election Commission .

b. Media ToolsCollaboration with Media

As we all know the Mari Mengundi 2013 Campaign is all about encouraging people to register as voters and also to encourage them come down and vote, this message is been send all the time by the Media in Malaysia such as RTM (Radio Televisyen Malaysia) play role as a reminder where they do lots of Public Service Announcement about this campaign by advertise it on air in their channel such as the Mari Mengundi 2013 Songs and etc. No to forget the collaboration with Media Prima seems to be very effective itself where before the preparation of the General Election, Media Prima play role to help SPR itself by having the initiative to come up with a tagline Jom Mengundi and advertise it on air and also create a song about it by selecting famous singer in Malaysia to sang that song such as Black, Tomok and etc.

- With the arrival of New Media such as Twitter the recent one the mouth to mouth communication is been replace with the arrival of hash tag for where for this campaign hash tag #marimengundi is been use to spread the information by using this tag it will lead to information about SPR and not to forget and what people are publics are doing with this hashtag. One of the medium where information can easily be literate is in Facebook where can share help to spread the information in all kind of way such as sharing and posting. Last but not least the most favourable medium used by SPR for this campaign is using Youtube where their Mari Mengundi 2013 songs is been promoted there.

Evaluation

PRU GE 12 percent turnout : 8.0 million ( 76 % ) PRU13 : 10.4 million ( 80 % ) - Highest in history PRU (sources: (Sinar Harian Online, 2014) )

This shows this campaign turn out to be a success where the number of people who come down and register as voter increase rapidly which made history as SPR achieve the highest poll where people come out to vote in PRU 13 to be compared with the last one. Also SPR achievement which been calculate that shows in the scale of 100%, 84.6% come to vote shows that this campaign is a success.

Recommendation and conclusion

In my opinion, what can be done is by having focus more towards the young generation, where as soon as they reach the age of 21 SPR need to focus towards this audience by doing this campaign in Higher Institutions campuses throughout the whole nation this will ensure the number of voters can be increase in the near future.

As a conclusion, SPR Mari Mengundi 2013 has met their objectivity and what can be done is to focus in more specific audience so they can reach the highest achievement of all time.
