The current allocation amount is shown for you.

There is no new ARRA allocation. Enter the estimated amount of carryover

from the previous year in the regular and ARRA columns.

Set-asides are calculated from the current allocation only, not the total. There are no set-asides required from the ARRA funds for 2011-2012.

The Homeless set-aside should be based on the needs of homeless students.

In Idaho, the minimum Homeless Set-aside is ¼ of 1% of the Regular Allocation.

Reminder: Title IA funds may not be used to transport homeless students to the school of origin (This may change under Reauthorization).◦ Title IA funds may be used to transport homeless

students to the school of origin after the student is permanently housed

◦ Subgrant funds can be used to cover the “excess costs for transportation” for homeless children to the school of origin, as well as other transportation needs

The Neglected set-asides are pre-populated by the SDE for districts that submitted a survey in December ’09 for neglected students. ◦ The Neglected Application can be found at:

http://www.sde.idaho.gov/site/neglected/ All set-asides must be included in the

Budget Page amounts and referred to in the descriptions.

The Parent Involvement is 1% of the Regular Allocation.

If the allocation is under $500,000, an LEA is not required to set-aside funds; however, the LEA is still responsible to conduct all the required activities.

The LEA must allocate 95% of the Parent Involvement Funds to Title I served schools. This includes participating private schools.

These funds must help support activities that provide opportunities for parents to learn how to support their children’s learning.

The school must involve parents in decisions about how that money will be spent.

Up to 5% may be set-aside to provide incentives & rewards to teachers to work in Title I schools identified for improvement.

Could reserve Title II funds for this same purpose.

LEAs identified for School Improvement in Year 1 and beyond must set-aside 10% of the Title I allocation for professional development

The LEA’s professional development plan can include Title and non-Title schools for the purpose of addressing the reason that the LEA was identified for Improvement.

The LEAS can reduce the professional development set-aside by the amount set-aside at each school that is in improvement.

Example: School in Improvement set-aside is $2345, so the district set-aside can be reduced by $2345.

LEAs must track any unused portion of the professional development funds the LEA was required to set-aside the previous year (required beginning with the 09-10 SY)

LEAs must set-aside the required 10% plus any unused LEA in Improvement funds from the previous year

The 10% and the carryover must be used for the reason the LEA was identified for improvement

*If you need Title I funds for HQT you may set-aside funds in “Other”

If any schools in the LEA are identified for improvement, the LEA must set-aside funds for choice-related transportation and SES.

If an LEA determines later in the year that not all of the 20% set-aside is necessary, then they may reduce the 20% obligation after contacting the SDE and meeting, at a minimum, specific criteria.

The LEA must provide an explanation of how they met the specific criteria and ensure that they maintain documentation for the onsite monitoring visit.

1. Provide timely, accurate notice of school choice and SES.2. Ensure sign-up forms for SES are distributed directly to all eligible

students and their parents and are made widely available and accessible through broad means of dissemination such as the internet, other media and communications through public agencies serving eligible students and their families.

3. Provide at least two enrollment windows at separate points in the school year.

4. Ensure SES providers are given access to school facilities, using a fair, open, and objective process, on the same basis and terms as are available to other groups that seek access to school facilities.

5. Partner, to the extent practicable, with outside groups, such as faith-based organizations, other community-based organizations, and business groups, to help inform eligible students and their families of the opportunities to transfer or to receive supplemental educational services.

6. Notify the state that the LEA has met the above criteria and intends to spend the remainder of its 20% on other allowable activities, specifying the amount of that remainder.

LEAs with “no choice” must send a letter notifying parents of the AYP status and stating that there is no choice.

Virtual Schools not identified in School Improvement are a choice and must be identified as so in the letter.

If no choice is available districts may request a waiver to offer Supplemental Education Services (SES) in the first year and use these funds for services.

Neighboring LEAs may agree to accept students if transportation is practicable.

LEAs/Schools who have not made AYP are able to apply and become providers of Supplemental Education Services (SES)

All SDE approved SES providers serving that LEA must be given the opportunity to offer services to eligible students.
