W E L C O M E T O A A & S 2 0 1 5This is the 2015 Aircraft Airworthiness and Sustainment (AA&S) Conference, a conference dedicated to addressing the sustainment and airworthiness concerns that have dramatically escalated in the military and aviation community during the past decade.

The 2015 AA&S Conference succeeds the series of twelve Joint Conferences on Aging Aircraft and four AA&S Conferences. The Aging Aircraft Conferences addressed the safety and efficient sustainment of legacy aircraft operating near or beyond their original design service goal. The Aircraft Airworthiness and Sustainment Conference continues to examine solutions to traditional “aging aircraft” issues and also expands the scope to consider airworthiness and the entire fleet life cycle, legacy aircraft with materials and designs of yesterday (including life extension consideration/implementation), new aircraft entering the fleet with advanced materials and structures, and development of sustainment technology for next-generation aircraft (improved materials, structures, systems, and processes). The AA&S Conference provides a unique opportunity and forum for interagency collaboration on today’s airworthiness and sustainment issues, many of which are common to military and commercial aircraft and space vehicles, by advancing technology and incorporating lessons learned.

Technology for Sustainment Keystone Panel Objective:Each year, tens of billions of dollars are spent sustaining existing systems and equipment. While progress in reducing these expenditures continues, significant additional cost (or time of sustainment) reductions are possible with the implementation of new technology. The Technology for Sustainment Panel will identify areas in need of technological advancements, highlight on-going activities that can reduce the total cost of sustaining today’s systems, and review successful technology implementation strategies. The theme for the panel is: “Technology to Potentially Change the Cost Curve for Sustainment”.

Additive Manufacturing Keystone Panel Objective:Additive manufacturing, commonly referred to as 3D printing by the media, has matured from initial use for rapid prototyping in the 1980s to making low-cost, rapid response tooling, and now the creation of functional parts used in a broad range of product applications. For military and commercial aircraft and space vehicles, the technology offers lighter weight designs, reduced parts counts, shorter lead times, and reduced manufacturing costs with less material waste. Some futurists foresee a time when entire aircraft will be 3D printed and repair parts will be printed in the field from 3D scanned images. The Additive Manufacturing Keystone Panel will discuss the implications for aircraft airworthiness and sustainment, separating the hype from the realities of the challenges to be overcome to achieve the full potential of additive manufacturing, and will address the work being done to successfully address these challenges.

Airworthiness Keystone Panel Objective:Airworthiness planning is accomplished early in the acquisition cycle for new aircraft programs and for modification programs which impact the airworthiness of existing aircraft. This planning defines the overall program approach to achieving and maintaining air system airworthiness and creates the framework within which detailed airworthiness planning and execution is accomplished. The Airworthiness Keystone Panel will be comprised of senior leaders from DoD and Industry and will address the challenges facing new and legacy air systems, focusing on issues encountered as organizations have begun to certify systems utilizing recently developed airworthiness processes, guidance, bulletins and qualification documents.

Depot/MRO Keystone Panel 10:00 AM, Wednesday, April 1, 2015

Depot/MRO Keystone Panel Objective:The panel will have both Depot and MRO operators. The Depot members will include US military; (Navy and Air Force) as well as a commercial package express operator. The MRO will be represented by an operator who does both commercial as well as military support. The challenge for the Depot/MRO organizations is trying to upgrade capability as well as maintain acceptable yearly output. The organization are constantly challenged to drive an affordability aspect into the operation, or lose business, even the military. This affordability is a balancing act between Manpower cost, supply chain, hardware and repair cost with data management. The industry standard is 100% safety with on time availability, this is constantly challenging the enterprise. This balancing challenge is being pushed by the technologies of newer aircraft versus the existing ones. The newer aircraft have more composite structures and electronics that change the required skill sets at existing Depot/MRO organizations. The sustainment business model is being challenged with the newer systems also, since the OEM’s are a bigger player than historically. The panel will review their current challenges, and highlight some of their current efforts to address the challenges.

M r . M a t t S c a s s e r o Director of the University of Maryland Unmanned Aircraft Systems (UAS) Test Site

Matt Scassero is the Director of the University of Maryland Unmanned Aircraft Systems (UAS) Test Site, focusing the resources and efforts of the state of Maryland on working with the FAA to integrate UAS into the national airspace, and enabling public access to these valuable assets to empower a flourishing civil and commercial UAS industry.

He is also the Associate Director for Maryland for the Mid-Atlantic Aviation Partnership, one of six FAA-designated national UAS test sites. His focus is to lead the university’s efforts to be a premier force in advancing UAS safely, efficiently, and effectively while delivering products and programs in support of workforce development and higher education goals. Prior to his work with UAS, Matt was the Chief Contracts Officer for Melwood, a non-profit dedicated to empowering people with differing disabilities to enrich their own lives through rehabilitative services and employment opportunities. Prior to joining Melwood, Matt completed a 27 year career in the US Navy, retiring at the rank of Captain as the Vice Commander for the Naval Air Warfare Center Aircraft Division, the Navy’s principal research, development, test, evaluation, engineering and fleet support activity for naval aircraft and systems. He is certified by the federal government in program management, test and evaluation, software acquisition, safety program management, and electronic warfare operations. Matt earned a BS in Physics (Oceanography) from the United States Naval Academy in 1982, and is a Leadership Maryland 2007 graduate. He is blessed with his family to live in St. Mary’s County, Maryland, enjoying the rural lifestyle and outdoor pursuits.
