CALL TO ORDER

Having reached a quorum, Regel Asuero, the SAMAHAN President, called to order of the meeting by

6:25 PM. He, then, presided the meeting, by, first, enumerating the agenda.

Presentation and Discussion of Agenda

1. Goal-setting:

a. Regel Asuero said that the SAMAHAN Central Board (SCB) should formulate goals for

School Year 2014-2015. We should first the tackle the general goals before going down

to its specifics.

b. Several ideas and plans were raised by the SCB such as:

i. Active Participation of Students as suggested by Migs

ii. New kind of relationship with the student body; to be more approachable by

iii. Establish authority as a student government by Regel

iv. Enforcement of environment-friendly policies by Mike

v. Maximize functionality of committees not only in SAMAHAN level but in Division

Levels

vi. Promote and support the SAMAHAN Constitution

vii. On Internal Reforms:

1. Intensification of Transparency

a. Documents and finances of SAMAHAN should be made

transparent.

b. Jessa suggested to ask for a column from Atenews to publicize

SAMAHAN’s finances and activities.

c. Allexy also suggested to invite Atenews during SAMAHAN

meetings. This suggestion was considered by the SCB. Atenews

will be invited on the next meeting with the committees to

inform them regarding this plan.

d. Establish the SAMAHAN Website

2. Creation of Stands on Issues

a. Sir Lunar shared to the SCB the experiences of the previous

administrations and said that the SCB should also consider that

there may be moments that the SCB could not draft a stand but

could always challenge the students to know more of the issue.

3. Systematic Way of Getting Information from the Grassroots

a. Issue on Genuine Consultation

i. For Alexis, it was too idealistic and unattainable. The

issue that the SCB should focus is on how they can get

the students’ attention (e.g. creative posters made by

SCT, etc.).

4. On Division Representatives

a. Sir Lunar shared to his students to challenge their Division

Representatives to not only focus on organizing events but also

to the real concerns and struggles of the students.

viii. On the Role of the Divisions in Promotion of Student Rights:

1. Goal: Establish mechanisms that will make students feel that they are

willing to defend them in times of crises

2. There should be proper representation mechanisms. Regel suggested

utilizing the batch and course representatives of the SECs in reaching

out to the students.

3. Alexis commented that there are established committees created by the

SECs but the problem is how to make the students extend their

concerns to the committees created.

4. Regel said that the SCB should build confidence and trust with the

students and vice versa.

5. Sir Lunar suggested to utilize GACP on this matter.

6. Allexy said the Division Representatives should remind the students to

elect responsible class presidents; communicate the weight of the job of

the class president

ix. On Electing Class Presidents:

1. The gravity of the tasks of the Class Presidents should be highly

emphasized on the students.

2. The Division Representatives will be assigned to make mechanisms on

electing responsible Class Presidents.

x. On Dealing With External Relations

1. Supreme Student Government

a. Holy Cross is not responsive in the drafting of the Constitution

b. According to Allexy, Robin Tongcua said that if Holy Cross is not

much responsive, we may scrap it and start anew since the

constitution that was drafted was very complicated.

c. SSG’s goal is to be able to draft resolutions to be forwarded to

the City Council.

d. It was agreed that the SCB will lobby to the SSG the idea of

following the Constitution of Buklod Atenista in drafting their

own.

xi. On CCO Matters

1. According to Peej Comoda, the CCO has set their goals for the next

school year:

a. Set meetings of different clusters in specific weeks of the

month.

b. Intensify events and activities that are more focused on social

involvement.

xii. On University Activities

1. The SAMAHAN should collaborate more with CCO, GACP, and other

university offices.

c. After discussing ideas and plans raised by the SCB, the following are the goals to be

achieved by the SCB this incoming SY 2014-2015:

i. Establish Authority as a Student Government

ii. Enforce Environment-Friendly Policies

iii. Maximize Functionality of Committees not only in the SAMAHAN level but also

in the division levels

1. Influence the Elections of Class Presidents through Committees

iv. Promote the SAMAHAN Constitution

v. Intensify transparency

1. Use media to publicize finances and documents

vi. Establish the SAMAHAN website

vii. Create stands as a SAMAHAN Central Board

viii. Formulate systematic ways of gathering information

ix. Establish mechanisms that will make students feel that they are willing to

defend them in times of crises.

x. Formalize the SSG (through the Constitution)

xi. Clearly define CCO and GACP’s role

2. Budget Planning

a. Allexy will ask the procedures on how to claim the cash budget of SAMAHAN at OSA or

the University Treasurer. Updates will be on Monday.

3. Other Matters:

a. General Cleaning

i. The floor plan will be drafted by Regel and Migs.

b. Sir Lunar may not be able to attend the SAMAHAN LRP due to unavailability. He is free

on the 1st and 3rd week of May.

The schedule of the next meeting will be on April 26, 2014.
