Community Clean-Up Week Beautifies Neighbourhoods

Abbotsford residents are en-couraged to pick litter up around their workplace, school, community trails and streets during Community Clean-Up Week from April 16-22, 2016. Residents can volunteer their time to help beau-tify their neighbourhood and do their part for Earth Day.

In 2015, 838 residents participated in Community Clean-Up program. These participants included local residents, community groups, orga-nizations and local schools. Classes from Abbotsford Christian School, Abbotsford Middle School, Centen-nial Park Elementary School and Thomas Swift Elementary School contributed to beautifying their city.

This initiative provides teachers with a great way to provide classes with hands-on, real world learning op-portunities for students. Participating classes will have their names entered into a draw for a gift card, courtesy of the Teachers Learning Store.

The City of Abbotsford would like to challenge residents to get involved in Community Clean-up Week.

How to get involved:

2. Pick-up supplies.

3. Yellow garbage bags can be placed with your household garbage pick-up. Extra garbage stickers are not required.

Sikh Sewa International Society of Youth -Serving Humanity

There had been ongoing dia-logues about starting some-thing to serve others in our family for many years. Just few days before Guru Nanak Dev Jis Parkash Utsav day this year, I read that the Abbotsford Local Food Bank was running low on both food and money. That was a trigger for me to do something. I thought about starting a non-profit organization and named it Sikh Sewa International Society of Youth (SSISY). I shared the idea with my friends and family members.

The presidents and committees of all three local Sikh Gurdwaras were contacted to share the idea who gladly accepted the request to support SSISY. The goal of this organization is to serve humanity guided by Guru Nanak Dev Jis teachings. The ob-jectives are feed the needy, engage youth in community service, and strength communities both locally and globally.

There are approximately 35 youth members involved in this organiza-tion. We have delivered information

sessions at the Gurdwaras regarding the organiza-tion and fund raising events. We hosted a bottle drive on January 3, 2016 to raise funds for Ab-botsford Food Bank. Soon, SSISY is going to start Guru Nanak Kitchen to feed the needy. Also, we are in contact with a community service rep-resentative to help Syrian youth by inviting them to lunch named Youth Helping Youth.

We would work with an organization in Punjab which supports students who excel in education but are unable to financially support themselves. We would like to organize a medical clinic in Pun-jab such as Adopt a Village to provide medical services.

New Democrats Statement on International Womens Day

John Horgan, Leader of the B.C. New Democrats, and Maurine Karagianis, spokesperson for womens issues, commemorated Inter-national Womens Day and released the following statement:

Today is a day to honour the women in our lives, and the women in our communities.

Here in British Columbia, we have a real milestone to celebrate this Interna-tional Womens Day, with the election of two new female New Democrat MLAs, Melanie Mark, and Jodie Wick-ens, giving us the largest percentage of women in the legislature in B.C. history.

Making this historic event even more special is the fact that Melanie Mark is

the first First Nations woman to take a seat in the B.C. Legislature. We hope her historic achievement is just the beginning of better representation of Aboriginal people in our government.

However, despite these strides, we still have a long way to go. Women still only make up just over a third of those sitting in the B.C. legislature, and in the federal parliament, women make up only one quarter of MPs.

This under-representation is reflected in the way that governments respond, or dont respond, to pressing issues that women face, such as access to repro-ductive health, investments in child-care, and action on domestic violence.

Discrimination and gender-based vio-lence continue to be real problems that women face in the workplace, in the home, and in our communities. Adding to the struggles women face, the gender pay gap in Canada is double the global average, with women taking home, on average, $8000 less per year than men doing the same work.

These problems are even more pro-nounced for women who face multiple barriers, such as visible minorities and women with disabilities, which is why

our work to end discrimination must not erase how different forms of discrimi-nation make life more difficult for some women than for others.

International Womens Day is a re-minder that we can do better.

Together, we must work towards a province and a country that is more just, more equal, and more prosperous.

March 8 marks International Womens Day a day to reflect on the past achievements and victories of the womens movement, and a day to name the challenges women across the globe continue to face every day.

Inequality and pay equity persist; fund-ing for childcare remains out of reach; and women are still overrepresented in low-wage jobs and underrepresented in politics and in corporate boardrooms; and violence against women at home, in the workplace and on the street is still a reality.

And while it is important to highlight these issues on International Womens Day, our commitment to true equality must be practiced every day of the year. The struggles still facing women do not go away on March 9 and neither can our determination to build a world based on respect for all people.

The trade union movement has always been at the forefront of the fight for fair-ness, equality, rights and respect.

The BC Federation of Labour spent the day yesterday meeting with politicians from all political parties, stressing the need for fair wages, access to affordable

childcare and services to support and protect victims of sexual assault.

While these issues predominantly affect women, they also impact families, com-munities and our economy.

In BC, 63% of minimum-wage earners are women. That number jumps to 70% for low-wage earners over the age of 25, meaning that women are more likely to remain in low-wage jobs for their working lives.

The evidence suggests that with access to affordable, quality childcare, more BC mothers will enter the paid labour force. Further, investing in childcare is good for the economy every dollar of public funds invested in quality child-care sees a return of 254% in social and economic benefits.

1 in 3 women will experience a sexual assault in their lifetime. Yet, most com-munities in the province (including every community with less than 20,000 people) have no access to services spe-cific for victims of sexual assault, leav-ing women vulnerable and unsupported.

The labour movement plays a critical role in advancing these issues so all working people can thrive. We must continue the fight for an economy that works for everyone.

Government of Canada releases its ambitious plan for 2016 immigration levels

The Minister of Immigration, Refugees and Citizen-ship, John McCallum, today announced that Cana-da will welcome a greater number of immigrants in 2016 with a special emphasis on family reunification.

The Government of Canada has an ambitious plan to bring in between 280,000 and 305,000 new permanent residents in 2016. As we continue to show our global leadership, Canada will reunite families, offer a place of refuge to those fleeing persecution, and support Canadas long-term

economic prosperity.

Through the Annual Report to Parliament on Immigra-tionwhich includes the 2016 immigration levels planthe government outlined how it will increase levels of fam-ily class immigration, which will address the application backlog and reunite families more quickly.

The government will meet its commitments to welcome more refugees to Canada, and in the process, it will help diversify the Canadian economy and create sustainable growth.

Innovation in schools to benefit students and teachers

Students and teachers throughout the province will benefit from innovative concepts being put into action today as Education Minister Mike Bernier announced 15 new K-12 In-novation Partnership projects.

New projects announced today include op-portunities for young learners to:

use technology to conduct self-directed sci-entific research;

partner with a local symphony orchestra to learn about Canadian history;

participate in enhanced STEM (Science, Tech-nology, Engineering and Math) programs; and

develop creative and critical thinking skills.

These are just a few examples of the 32 In-novation Partnership projects now in place in public and independent schools throughout British Columbia. In fall 2015, the first 17 projects were announced.

These projects reflect B.C.s new K-12 cur-riculum by supporting teachers and students as they prepare for future success in our changing

world. The curriculum provides a flexible and innovative plan to help B.C. students gain the knowledge and skills they need for the jobs of tomorrow.

Projects are selected by the Innovation Partnership Working Group (IPWG), a col-laboration of education partners including the BC Teachers Federation, BC Schools Superintendents Association, BC Principals and Vice-Principals Association, the Federa-tion of Independent School Associations of BC and the Ministry of Education.

Each project will receive $8,000 in financial support for teacher release time, research, and project expenses, plus there will be opportu-nities for project teams to collaborate with colleagues and explore how these innovative concepts could be adopted by other school districts.

The K-12 Innovation Partnership gives public and independent schools support to explore new programs and approaches to help students and teachers succeed.

The following is a statement from Irene Lanzinger, Presi-dent of the BC Federation of Labour, marking the anniversary of the tragic van accident that killed three women farmworkers on March 7, 2007:

March 7 is a day we must remember.

On this day in 2007, three women Armajit Kaur Bal, 52, Sukhvinder Kaur Punia, 46, and Sarbjit Kaur Sidhu, 31tragically lost their lives when a 15-passenger van carrying 17 women farmworkers to work skidded out of control on the Trans-Canada Highway near Abbotsford, BC.

Multiple investigations revealed that the employer was at fault for this tragedy. The van was illegally overloaded, had only two seat belts, was riding on mismatched and bald tires, had a wooden bench in the back, a fraudulent safety permit and was driven by someone who did not have the proper license.

March 7 is a day to pay tribute.

Its a day to honour the thousands of farmworkers who toil every day in British Columbia - planting, nurtur-ing, harvesting and processing the food that sustains our families, our communities and our economy. No work is more important.

March 7 is also a call to action.

Agriculture continues to be one of the most dangerous industries to work in, with farmworkers among the most exploited and vulnerable workers in Canada.

Dangerous work, minimal pay, long hours, inadequate housing and living conditions, poor sanitation, substan-dard transportation, and restricted access to health care services are just a few of the unacceptable conditions facing those who work in agriculture. The fact that many farmworkers are recent immigrants or migrant workers with language barriers only serves to compound the disadvantages.

BC Federation of Labour Statement: Remembering Women FarmworkersIn BC alone, there is an average of three farmworker deaths and 122 serious injuries per year.

We must remain vigilant in our fight to improve the working conditions for farmworkers in BC and across the country, and to hold negligent employers accountable when they put farmworkers in harms way.

This is the legacy that we owe to the families of the three women who

lost their lives as well as to the farm-worker community in BC.

Last year the Golden Tree Farmwork-ers Monument was unveiled in the International Friendship Garden in Abbotsford as a lasting reminder of the tragic loss of life on March 7, 2007, and to honour the life-sustain-ing contributions farmworkers make to our communities.

$100M fund to boost B.C.s tech sector and job creation

The Province of British Columbia is creating a $100-million ven-ture capital fund as it builds the foundation for a compre-hensive technology strategy aimed at stimulating growth in the fast-moving sector, creating jobs and strengthen-ing a diverse economy.

Premier Christy Clark today announced the new BC Tech Fund as part of the first of three economy-building pil-lars in the B.C. governments multi-year #BCTECH Strat-egy that will drive growth and job creation in the multi-billion dollar tech sector.

B.C.s technology sector is consistently growing faster than the overall economy making this the perfect time to catch the wave and help smaller companies join in the ranks of economy builders, said Premier Clark. With

this fund were creating a stronger foundation for B.C.s technology sector, which is a major employer in communities across the province, to shine on the global stage while creating well-paying j o b s b a c k at home for British Co-lumbians.

The BC Tech F u n d w i l l help prom-i s i n g t e c h companies in B.C.s tech sector by cre-ating an avenue for capital funding, enabling them to take the next step towards joining the ranks of other job-creating tech companies.

The new fund will also help develop a sustainable venture capital system in the prov-

ince, building on the success of the B.C. Renaissance Capital Fund (BCRCF), the provinces well developed Angel investment commu-nity, and responding to cur-rent funding needs.

Capital is one of three pil-lars in the forthcoming #BCTECH Strategy. This first pillar, announced today, also includes continuing to support B.C.s competitive tax system and research en-vironment.

The remaining two pillars, talent and markets, include actions to deepen the B.C. technology talent pool by developing and attracting the highest quality talent, and actions to make it eas-

ier to access new markets. The com-plete #BCTECH Strategy will be an-nounced in January.

The BC Tech Fund will be in operation in 2016 following an open procure-ment process to se-cure a private sector fund manager to

administer it. The process for identifying a fund manager begins today with a posting for a Negotiated Request for Proposal (NRFP).

B.C.s technology sector, a key pillar of the BC Jobs Plan, is consistently grow-

ing faster than the economy overall. Its continued growth is integral to diversifying the Provinces economy, strengthening B.C.s busi-ness landscape, and creating jobs in B.C. communities. Youth mental health panel and nursing student health fair at UFV Chilliwack

The University of the Fraser Valley is offering two health-focused events in Chilliwack on Monday, March 14.At noon, a panel of youth mental health advocates will be discussing current chal-lenges and possible directions related to youth mental health in our communities. Conservative Party leadership election rules finalized, released

The Conservative Party of Canada today released its leadership election rules for the selection of the next party leader. The rules were formed by the Leader-ship Election Organizing Committee (LEOC), and established to meet the goal of making the race as fair, bal-anced, and transparent as possible for all potential candidates.

With the rules now in place, the Con-servative Party Leadership race is officially open, and, as previously an-nounced, will end on May 27, 2017.

This is an exciting time for our party and its members, and with these rules now set, we can begin the process of choosing our next leader, and the next Prime Minister of our country, said Dan Nowlan, Chair of the Leader-ship Election Organizing Committee. While LEOC still has some work left, I personally thank the members of the committee for their dedication in getting these standards in place,

ALC budget boost improves service and accountability to British Columbians

The Agricultural Land Commission (ALC) is receiving a budget in-crease of 33% ($1.1 million) through Balanced Budget 2016 to fulfil its mandate of protecting farm land and to deliver their services to Brit-ish Columbians in a timely, efficient and accessible man-ner.

The improved service deliv-ery includes increased support for compliance and enforce-ment activities and a refund to applicants if their applica-tion is not processed within a defined time. The enhanced service model is outlined in performance indicators the ALC will implement as part of the Provinces cross-government commitment to strengthening public sector governance and accountabil-ity. The performance indica-tors include:

Keeping applicants informed by:

Acknowledging receipt of a complete application, or identifying the required ad-ditional information, within five business days;

Making decisions within 60 business days of receiving complete applications; and

Notifying applicants of the decision within five business days of the decision being made.

Improving compliance and enforcement by developing and implementing a com-prehensive approach, and through additional hiring, by Nov. 30, 2016.

Increasing local government engagement by conducting annual surveys of local gov-ernments to identify chal-lenges and opportunities.

The measures to improve service to British Colum-bians include a money-back guarantee, providing ap-plicants with a full refund if they do not receive a decision on their complete application within 90 busi-ness days.

These efforts follow the ALCs launch of an online application and tracking system, the successful re-cruitment of a CEO, and the creation of regional panels that reflect the geographic differences of the province. These measures help farming families earn a better living and have more opportunities to use their land.

The increase boosts the ALC annual budget to $4.5 million, a $2.5-million increase in the commissions base budget since 2012. The budget in-

crease is partially offset by revised fees, which were last set in 2002. The fees for com-panies or individuals making an application to the ALC will increase from $600 to $1,500 in Zone 1 and $900 in Zone 2. The revised fees will recover about 40% of the expenses incurred in the application process and include several new fees directly related to compliance and enforcement.

The new accountability mea-sures, the money-back guar-antee and the new fees all will come into effect on April 1, 2016.

Province cuts red tape, improves services for British Columbians

The Province is reducing unneces-sary requirements and committing to more than 60 actions that will make it easier for British Columbians to access government services, announced Minister of Small Business and Red Tape Reduction Coralee Oakes.

As part of the first ever Red Tape Re-duction Day, the Province is repeal-ing 37 outdated or unnecessary regu-lations to make it easier for people to understand and fol-low provincial requirements.

The Province also released its report on the Reducing Red Tape for British Co-lumbians engagement held last fall. The report outlines what the Province heard during its engagement with citizens and lays out governments action plan to reduce red tape and improve services, including:

Putting Citizens First Supporting tran-sitioning military personnel and retired

veterans as they transfer their truck driv-ing credentials to commercial licences by removing any requirement for additional testing.

Making Services Accessible Enhanc-ing convenience for British Columbians

seeking a special occa-sion licence by offering liquor licensing online through a simple ap-plication process.

Improving Processes Making it easier for British Columbians to

register their decisions about organ do-nation at ServiceBC locations that have ICBC Driver Licensing services.

To continue the conversation started through the engagement, the Province will be partnering with the Canadian Federation of Independent Business as part of its Small Business Roundtable regional consultations. In addition, Brit-ish Columbians can now submit their ideas all year round through a new sug-gestion button on the BC Government homepage.

Fiji Cyclone

Fiji estimates cost of damages caused by tropical cyclone Winston, which struck on February 20, to exceed $470 million. 45 people died from the cyclone and 40% of the population (350,000 people) are affected by wide-spread devastation and displacement. Cyclone Winston was the most devastating tropical cy-clone ever recorded in the Southern Hemisphere at wind speeds of 325 km an hour.

While comprehensive data on the damage is still being collected, initial estimates indicate varying levels of destruction, with up to 100 per cent of buildings destroyed on some islands. Hundreds of schools have been damaged or destroyed, health facilities have been severely damaged and the agricultural sector faces a total loss of some $56 million.

The Government of Fiji and the United Nations have launched an appeal for $38.6 million in criti-cal emergency relief to 350,000 people in need after Cyclone Winstons fury left the island nation a loss of catastrophic proportions.

Various organizations and governments are con-tributing to different aspects of relief and rehabili-

tation of Fiji Islands. The focus now is to get all the schools up and run-ning so that the children back in the schools.

The alumni students of one of the Arya Samaj schools in Fiji, Bhawani Dayal Arya College, now living in North America, have set up a fundraising cam-paign to help rebuild some schools in the Western Division.
