MappingChildtoParentViolenceandAbuseSupportServicesinEnglandFinalReportJanuary20161.Introduction1.1 Childtoparentviolenceandabuse

TheRespondingtoChildtoParentViolence(RCPV)studydescribeschildren’sviolenceandabusetoparents(CPVA)as“themosthidden,misunderstoodandstigmatisedformoffamilyviolence.Itinvolvesteenageandyoungergirlsandboyswhousephysical,psychological,emotionalandfinancialabuseovertimetotheextentthatparents/carersliveinfearoftheirchild”(RCPVExecutiveSummary2015).ItisanissueaboutwhichlittlewasknownintheUKuntilthelastfiveyears.

Piecingtogethercasematerial,localstatisticsandknowledgefromempiricalresearch(CondryandMiles2013,Wilcox,Pooleyetal.2015)indicatesthatCPVAismorewidespreadthanpreviouslythought.AlthoughevennowwehavealimitedpictureofprevalenceinEngland.CondryandMiles(2013)foundnearly2,000incidentsofviolencebyadolescentswithinthehomereportedtotheLondonMetropolitanpoliceinoneyear.Wilcox,Pooleyetal.(2015)foundthatalmostallpractitionerparticipantintheRCPVproject(n=320)hadencounteredCPVAintheircase-loadsatvaryinglevels.KennairandMellor’sreviewoftheinternationalliterature(2007)suggeststhataround10%offamilieswithadolescentswillexperienceabusefromtheirchildren;Gallagher(2008)inAustraliaestimatesafigureof3%forasignificantdegreeofviolence.Whilethemajorityofabuseistowardsmothers,bothyounggirls(aroundathird)andboys(aroundtwothirds)areinvolvedwithapeakageof13-15years(FamilyLives2011).IncasestudiesfromtheDaphneEuropeanfundedRCPVprogramme,childrenasyoungas8yearsoldwerefoundtobeusingviolentbehaviourinthehome.

Manyparentsstatethattheabusetheysufferfeelsverysimilartointimatepartnerviolence,butsupportagenciesmaybeunfamiliarwiththeissuesorarenotsetuptomeettheveryspecificneedsofthisgroupofparentsandyoungpeople(WilcoxandPooley2015).Parentsmaygenuinelyfeelatriskfortheirlivesbuthavefewoptionsavailabletothemastheymayhaveotherchildrentocarefor,ormaintainlegalresponsibilityfortheabusivechild.Childrenfinditdifficulttotalkaboutdomesticviolenceandtoseekhelpfromadults(Gaddetal.2012)andthismaywellapplyinrelationtotheirownviolence.

Aswithdomesticviolenceandabuse,atworst,theoutcomeofCPVAcanbethemurderofamother/fatherorthesuicideofachild.Thisyearon17Novembera16-year-oldboywaschargedwithmurderandremandedincustodyafterhismother'sbodywasfoundinBlyth,Northumberland1.In2012DanielBartlamwas14whenhebeathismothertodeathandburnedherbody;hewassentencedtoaminimumof16years2.AttheStandingTogetherConferencein2014aDCItweetedthat1/3rdofdomestichomicidesinLondonareadultsonskillingmothers3.On3MaythisyearitwasreportedthatateenagerinLondonkilledhimselfafterhismotherdisconnectedhisPlaystation4.

Asalreadystated,thesecasesillustratetheworstcasescenariobutequallytheyhighlightthedegreeofseriousnesswithwhichCPVAneedstobetackled.InviewofthisitwasworryingthatpractitionersparticipatingintheRCPVstudyfelttheywerelackinginknowledgeandwereunder-skilled,astheyhadnotreceivedspecialisedtrainingonCPVA(WilcoxandPooley2015).

1.2 TheprojectrationaleAsawarenessofCPVAhasdeveloped,sohavebespokeservicesspecialisinginrespondingtothisissue,butthesearerelativelyfewinnumberandscatteredaroundthecountry(seeAppendixD),sometimesonlycateringforsmallnumbersandnotalwayswellpublicised.FamilyLivesresearch(2011)foundthat56%ofcallerstotheirhelplineregardingchildren’saggressionhadneverpreviouslysoughthelp,35%becausetheydidnotknowwheretogo.Parentswhodoseekhelpmayfindthereisnospecialisedserviceintheirareatowhichtheycanapply,andwhilepractitionersmayhavesomeawarenessoftheissues,theythemselvesareoftenunawareofthehelpthatisavailable.Forolderchildrenwantingtoaccesshelptostoptheirbehaviourtheymayencounterasimilarsituation,assafeguardingoftendealswithchildrenasvictimsratherthaninstigatorsofviolence.Campaignersandspecialists,includingthoseworkingontheRCPVproject,startedtoreceiveregularrequestsforadviceandsignpostingfrombothparentsandpractitionersatagrowingrate,andinmid2013anumberofindividualsseparatelymootedtheideaofmappingCPVAprovisionaroundthecountryforparentsexperiencingviolenceandabusefromtheirchildren.Anumberofbenefitswereidentifiedasderivingfromsuchanexercise:

• Facilitatingaccesstohelpforparents• Facilitatingaccessforyoungpeopleintheolderagegroup• Offeringavenuesofreferralforpractitioners• Theacquisitionofdataforresearchandevaluation• Providinginformationforcommissionersandfunders• Identifyinggeographicalgapsinprovisionforplanningpurposes

1.3 ProjectBeginningsInJanuary2014asmallworkinggroup,comprisingPaulaWilcox(UniversityofBrighton),MichellePooley(BrightonandHoveCityCouncil),andHelenBonnick(HolesintheWall),beganmeetingtoinvestigatethepossibilityoftakingthisforwardundertheauspicesoftheDaphneIIIfundedRCPVProject-NextStepsprocess.AsoftwarepackagedevelopedbytheSchoolofEconomicandCommunityEngagementatBrightonUniversity,calledCommunity215(whichencouragescitizenparticipationandhasbeenpilotedforusewithneighbourhoodplanning)wasidentifiedforthepurposeandasmallamountoffundingwassecuredtopurchaseit.InMarch2014thegroupwaswidenedtoincludeotherpartieswithaninterestinservicesforfamiliesaffectedbychildren’sviolencetoparents.ByDecember2014aSteeringGroup,includingrepresentativesfromAVA(JoSharpen),Respect(JuliaWorms)andtheYouthJusticeBoard(DunstonPatterson)aswellasPaulaWilcox,MichellePooleyandHelenBonnick,wasestablished,andhadmetonanumberofoccasions,agreeingtoproceedwiththeprojectoncefundingwassecured.1.4 ProjectAimsTheoverallaimofthepilotprojectwastomeetaperceivedneedacrossEnglandandWales,i.e.alackofprofessionalknowledgeofCPVAingeneralandofspecialisedservicesinparticular.

Theobjectiveswereto:

1. MapthegeographicallocationofexistingCPVAservicesacrossEnglandandWales2. Assessthepracticality,opportunitiesanddifficultiesofcapturingdatafromarangeofservices

forthisparticularcommunityofinterest3. Assesstheusefulnessofsodoingamongstpractitionersandpolicymakers

Inthelongertermifthepilotprojectsucceededitwasenvisagedthatfutureworkwouldassesstheusefulnessofsuchamappingserviceforwiderpublicuse.2.Methodology2.1 MethodsAsthiswasapilotproject,andtheresourcesavailabletotheprojectsteeringgroupwerelimited,itwasdecidedthatasurveymethodofservicesavailablewouldbethemosteffectiveapproach.Thefirsttaskthereforewastodevelopaquestionnairetocapturedataoneachservice.Anumberofconcernswereidentifiedasneedingspecialattention,particularlyaroundqualityassuranceandsustainability.Itwasdeterminedthatinclusioninthemapshouldnotbetakentoindicateaspecificendorsementofthatservice.Thetemplate(attached,seeAppendixA)wasdevisedforthegatheringofdata,tofacilitatelaterresearchuse.Sectionsincludedonthetemplatecaptured:

• Informationaboutthedeliveryagency:contactdetailsandaffiliation• Informationabouttheprogramme:critieriaincludingageandcatchmentarea,venue,model

andstyleofwork• Suitabilityandriskassessmentprocess• Availabilityofoutput,evaluationandcostingdata.

Allknownagenciesweretobecontactedovera6monthperiodbyemail,informedabouttheprojectandinvitedtocompletethetemplate.Furthercontactswouldbemadethroughavarietyofmeansincludingbyphoneandtheprocessrepeated.2.2 Funding

InMay2015thefundingwassecuredtopayfor100hoursofworkat£15/hour,tobespreadover6months,inordertodeveloptheon-linemappingsiteandexplorethefeasibilityofmaintainingitasapermanentresource.Thistimescalewaschosentoallowforabetterresponse,whileensuringthatinformationremainedrelevant.Itwasanticipatedthatthisworkwouldinvolvealargeamountofemailandtelephonecontact,startingwithknowncontactsandbuildinganetworkthroughsnowballingandcoldcalling.Theprojectworkerwaschosenbecauseofherextensivenetworkofcontactsinthefield,developedoveranumberofyears.Setupcostsof£550(forpurchaseofthesoftwareandinitialsupport)weremetthroughdonationsfromCommunity21andToucanComputingLtd.Thebalanceoftheinitialfundingwassecuredfromprojectpartners:CommunityUniversityPartnershipProgramme(CuppUoB),AVA,Brighton&HoveCityCouncil,andRespect.Theseareallone-offpayments.Logosofcontributingorganisationsaredisplayedonthemappingsite.

2.3 InitialweeksTwoCPVAprojectswereenteredattheendofMay2015asatrialexercise,anditimmediatelybecameobviousthatadifferentstyleofinformationtemplatewasneededtotheoneoriginallydevised.ThiswastoaccommodatetherequirementsandstyleoftheCommunity21website,easeofusebyparticipants,andabroaderseriesofquestions.Overthenextfewweeksthetemplateevolvedtoitscurrentform(attached,seeAppendixB),whichiseasierforindividualstocompletewithouthelp,andallowsforanarrativestyleunderaseriesofheadingswheninformationisentered.Thisremainsalivedocument.Inthefirstweeksallknownprojects(asatMay2015n=22)werecontactedandinvitedtosubmitdataforinclusiononthemap.Oncedatawereentered,theprojectswereinvitedtochecktheirentryforaccuracy.Abasicadministrationsystemwasdevisedtosimplifycommunication,andtorecordhoursandworkundertaken,aswellasthefindings.Atwitteraccount,@mapping_cpv,wassetupandanumberofblogpostswritten.2.4 ContinuingworkAnaverageof4hoursaweekwerespentontheproject.Worktypicallyincludedenteringdatathathadcomeinfromthepreviousweek,scopingpossibleagenciesandsendingoutnewemails,chasingupagenciespreviouslycontacted,andasmallamountofblogandtwitterworkonthesite.Followingtheinitialroundofcontacts,acampaignwasstartedtocontactallDomesticViolenceandWomen’sAidorganisations,andalllocalYouthOffendingTeammanagers.Thiswasdonebygeographicalregion,thoughnotcompletedowingtotimeconstraints.ApresentationonCPVtoseniormanagerswithintheYouthJusticeServicealsopublicisedtheproject.Somecontactswereestablishedthroughitemsinprofessionalornationalmedia,andviaGooglealerts.Furthercontactsweremadeviarecommendation,notablythroughnetworkingontwitter.PlanstocontactChildren’sServicesManagerswerenotfulfilled.ResearchwasconfinedtotheareaofEnglandandWales,partlyasaresponsetothetimeconstraints,andpartlybecausedifferentlegalframeworksandchildren’slegislationpertaininScotlandandIreland.ByNovember1st2015,atotalof180agencieshadbeencontactedand40projectsenteredonthemap(seeAppendixC).Theseareclusteredmainlyinthesouth-eastandnorthofthecountry(seeAppendixD).Afurther15specialistprojectsareknowntoexistbutarenotyetincluded.Insomecasesthisisbecausetheprojecthasonlyrecentlystarted.Otheragencieshaverespondedtoinitialenquiriesbutnotyetcompletedforms.3.TheWebsite

3.1 Community21

MappingCPVhasspaceontheCommunity21website(www.community21.org),andislistedintheProjectsDirectoryasChildtoParentViolenceandAbuseMappingPilotProject.Unlikemostoftheothermappingprojects,whicharebasedverymuchinlocalareasbutwiththefacilitytonetworkacrossthecountry,MappingCPVexistsasacommunityofprovidersaroundthecountry,publiclyaccessible,andsearchablebygeographicalareaandnameofproject.TheoveralladministrationisundertakenbyCommunity21workers.Thisincludesinitialsetupandanymajorchangestoappearance.

3.2 AppearanceandEaseofUseThefrontpagecomprisesthemap,informationabouttheproject,anumberofblogposts,atwitterfeed,photosofthoseinvolvedandlogosfromthecontributingorganisations.Aswellasbasicinformation,therearefacilitiestoaddvideoandcasestudiesforanindividualproject.Thishasnotbeentakenupbyanyoftheprojectstodate.Oncethesystembecamefamiliar,dataentrytookapproximately30minutesperproject.Othertextonthefrontpagewasalsoenteredinastraightforwardmanner,buttheinclusionoflogosprovedmoreproblematic,intermsofpositioning,andtheabsenceofhyperlinks.SomeusersreportedproblemsaccessingthesitewitholdversionsofInternetExplorer.ThisimpactsanumberofLocalAuthoritiesandYouthOffendingServices.3.3 “TheMapGoesLive”InOctober2015adecisionwastakenbytheSteeringGrouptopublicisethemap,bothtomaketheinformationmorewidelyaccessibleandtomakepossibleanassessmentofitsusefulness.ItwaslaunchedthroughtheHolesintheWallwebsite(http://wp.me/p1sWM6-KE),andalsoviatwitter,aswellasthroughcontactingalltheagenciesinvolveddirectly;assuchitbecamevisibletopractitionersandthegeneralpublicathttp://Community21.org/partners/cpv.4.Findings4.1 AgenciesTheagenciesenteredontothemapnumbertotal40.DomesticviolenceandabuseagenciesareasignificantproviderofservicesforCPVA(N=16),followedcloselybytheYouthOffendingService(N=13).Somemulti-agencyworktakesplaceacrossthecountry(N=5),whetherundertheauspicesoftheTroubledFamiliesagenda,orthroughlocalarrangements.Thereareasmallnumberofindependentagenciesandgroupswhichhavedeveloped(N=5),someofwhichofferthissupportastheironlyobjective.Todate,fewgroupshavebeenfoundtobesituatedwithinChildren’sServices(n=1).A“Who’sinCharge?”programmeinBournemouthistheonlyoneenteredonthemap,whiledataisstilloutstandingfromasecondgroupinthenorthofEngland.Whilehealthbasedserviceshavebeenapproached,andsomehaveexpressedaninterestintheMappingprojectwithreferencetotheworktheyareundertaking,nonehavereturneddataasatDecember2015.Thedatawhichwasreturnedsuggestedthatspecialistworkwastobefoundlocatedpredominantlyinthesoutheastandnorthofthecountry.Thepossiblereasonsforthisarediscussedlaterinsection5.3.3.4.2 Criteria4.2.1CatchmentareaAllserviceshavestrictcatchmentcriteria,determinedbyfundingandlegalresponsibilities.Generallythisisthelocalorregionalauthority.4.2.2AgeRangeWorkingwithYoungPeopleAgecriteria,incontrast,varytremendouslyacrossandwithinfieldsofwork,rangingfrom5agenciesofferingservicestochildrenandyoungpeopleofanyage,throughoneofferofworkwithchildrenaged5–18,toamorerestrictiveagerangeof13–16fromoneagency.

Thevastmajority(85%,n=29)workwithsecondaryschoolagechildrenandyoungpeopleonly,wherethisisdefinedgenerallyas10upwardsandunder18.Fiveagenciesadoptamuchnarrowerageband,coincidingwiththepeakageforthisformofabuse(13–17years).EvenwithinYouthOffendingTeams,sevendifferentagerangeswerespecified.Similarinconsistencieswerenotedbetweendomesticabuseagencies,evenallowingformultiplevenuesofferedbyYUVA.Insomecases1:1workisofferedtoindividualsoutsideofthemainagerange.4.2.3GenderMostagencies(n=13)offeringgroupworkwithyoungpeoplehaveadoptedamixedgenderpolicy;whilethreegroupsarecurrentlyworkingonlywithboys,therearemovestoopenuptheservicetogirlsaswell,atthesametimerecognisingtheymayhavedifferentneeds.Thereareanumberofspecificconsiderationsaroundgenderwhenworkinginthisarea,butfurtherdatawasnotcollectedonthisoccasion.4.2.4OtherCriteriaThemostcommonotherrequirementsarethatthereisnoongoingintimatepartnerviolence,oruseofviolencebytheparenttowardsthechild.Theremayalsoberequirementsofnoongoingcontactwithanabusiveparent.Oneagencyworksonlywithbirthparents.4.3 ReferralSystemsThirtyoftheprogrammesmappedacceptreferralsfromeitheragenciesorfamilies,threeonlyfromotherprofessionalsandseven(allYouthOffendingTeams)acceptonlyinternalreferrals.Intheselastcases,youngpeoplewillalreadybeengagedintheYOSandworkmaycontinueuntilthestatutoryorderiscompleted.4.4 AssessmentAquestionwasposedaboutthetypesofassessmentundertaken.Noteveryonecompletedthissectionoftheformandinsomecasesanswerswereunspecific,eg“riskassessments”;butonlyoneagency(workingonlywithparents)statedspecificallythattheyhavenoassessmentprocess.Alltheothersoperateasystemofassessingi)whetherfamiliesmeetthespecificcriteriaofthatagency,ii)whethertheyareabletocommittocompletingthecourse,andiii)implementsomeformofriskassessment.ForYouthOffendingTeamstheASSETform,alreadyinuse,fulfillsthispurpose.SomeDomesticViolenceagenciesusetheDASHassessment.Someconcernshavebeenexpressedbyspecialistswithinthefieldastothesuitabilityandappropriatenessoftheseassessmentsforworkwithchildrenandyoungpeople.TheBreak4Changeprogrammehavedevelopedabespokeriskassessment–an

adaptationofDASHandLivingWithoutViolence,alongwithlearningfromBreak4ChangeandtheStepUpmodel.AgenciesofferingtheRYPPmakeuseoftheRespectAPVriskassessmenttool.OtherassessmenttoolsmentionedincludeSDQquestionnaires,behaviourquestionnaireslookingatseverityandprevalence,andparentingquestionnaires.Theselasttoolsserveadoublepurpose,beingreferredtoagainlateraspartoftheevaluationprocess.Whileassessmentswillmainlybeconductedinapre-engagementhomevisit,oneagencyspecifiedthatthesemightbecompletedoverthephone.Thepre-engagementvisitalsooffersanopportunity(informallyorformally)toassessfamilydynamicsandhomeenvironment.4.5 WaitingListsFundingissuesrestrictthenumberoffamilieswhocanbeseenatanyonetimeandtheremaybewaitinglists,particularlywhereagroupisofferedasarollingprogramme,orwhereapilotprojectisstillindevelopment.Waitingtimeswerementionedrangingfromamatterofweeks,uptosixmonthsinlengthandthishasbeenacknowledgedasasignificantproblem.Inthesecasesthereisgenerallysomesortof“holding”process,wherefamiliesmaybeofferedtelephonesupportor1:1interventionuntilthenextgroupprogrammebegins.Thereisoftenarequirementthatreferringagenciesmaintaincontactthroughoutthiswaitingtimeandthroughtheprogrammeitself.4.6 ProgrammesTherearemanymodelsofworkingonCPVAandagencieswereaskedwhichmodelofworktheirprogrammefollowed.Thestudyfoundthatarangeofdifferentprogrammesareoffered,withalmosthalfofagencies(43%)developingtheirownadaptedmodelofwork,oftenintegratingelementsofotherschemestomeetlocalneeds.Figure1:Programmemodeloffered

programmetofitlocalneedsandthismayapplyparticularlywhere1:1workisofferedasopposedto,orinadditionto,groupwork.4.8 EvaluationEvaluationisacostlybusiness,andwithsomanyprogrammesintheearlystages,mosthaveonlyinternalfeedbackorevaluationforfunders.Thisgenerallycomprisespreandpost-programmeassessmentandquestionnaires,testimonyfromfamilies,staffandreferringagencies.Followupmeetingsmayalsoservetomonitorcontinuedprogressandchange.Nevertheless,manyprovidersexpressahopetocompleteanexternalevaluationatsomepoint,andsignificantly17ofthe40eitheralreadyhave(N=3),areinthemidstof(N=9)oranticipateafullexternalevaluationwithinthenextyear(N=5).Break4Change(BrightonandHove)andRespect(theRYPP)alsohaveverycomprehensivecalculationsavailable,showingunitcostsandpotentialcashsavingsfromtheirrespectiveprogrammes.BuildingRespectfulRelationships(Oxford)hasjustcompletedapilotprogrammeandhasproducedabusinessplaninabidforcontinuedfunding.Thisconsiderstheprojectedcostsofnotsupportingafamily,alongsidetheactualcostsofcontinuingwiththeproject.4.9 OtherInformationAllcontributorswereinvitedtoofferotherinformationabouttheirprogrammeorservice.Eightoftheserviceshavebeenfeaturedinlocalornationalmedia,includingBBCradioprogrammes,MyViolentChildforChannel5,andmagazinefeatures.YUVAhavecontributedachaptertoarecentbookeditedbyAmandaHolt,inwhichtheWho’sinCharge?programmealsofeatures;andBreak4ChangeispartofachapterinarecentbookeditedbyNickyStanleyandCathyHumphreys.Whileasignificantnumberoftheservicesareintheearlystages,fourorganisationsspecificallymentionedthe“pilot”statusoftheprogramme,withobviousuncertaintiesaboutfutureprovision.Someoffertrainingtootherprofessionalsaspartoftheiroffer.Onepractitionerleadsaunitonchildtoparentviolenceforsocialworkstudentsstudyingatthelocaluniversity.Othercommentsincluded:“Thisworkiscrucialinworkwithfamiliespostdomesticviolence”;“Wehavenoticedanincreaseinreferrals”;“Weareintheearlystagesofdeliverybutwearehopeful”;“WearetryingtodevelopaservicethatmeetstheneedsoftheCriminalJusticeSystemaswellasthefamilies”;and“Webelievetheprogrammeworksforthemajorityoffamilies,butwheretheabuseissevere,then3monthsisnotlongenoughandmorespecialisedinterventionisneeded.”5.Discussion5.1 ResponserateObtainingresponsesfromagenciesprovedtoberathermoredifficultthanhadbeeninitiallyanticipated.Intheearlystages,arelianceonpersonalconnectionsandnetworkingwasfruitful;butapoorresponseto“cold-calling”emailshadalwaysbeenexpectedandthiswascertainlythecase,with106outof180contactsunanswered.Afurther9emailswere“undeliverable”.Where“outofoffice”replieswerereceived(N=6),therewaslimitedtimetofollowtheseup.Someindividualsrespondedpositivelytotheinitialapproach,butthendidnotcompleteatemplate.Whileitwasencouragingthatsomanynewserviceswerelocatedandentered(N=17),therewasdisappointmentalmostasmanyagain(N=15)arestillmissingfromthemap.Anumberofreasonsfortheresponseratesaresupposed:

Someofthesewereaddressedbyrestylingemails,invitingthesupportofsteeringgroupmemberstoencourageresponse,followupwithadditionalmessagesandphonecalls,allofwhichbroughtinsomefurthercompletedforms.Itislikelythatsomewillbereturnedaftertheenddateoftheproject.Inretrospect,planstocontactallYouthOffendingTeams,DomesticViolenceagencies,ChildandMentalHealthServices(CAMHS)andChildren’sServicesaswellasindependentagenciesandspinoffcontactswasoverlyambitiousforthe6monthtimescale,evenwiththesupportofnationalcoordinators.Asaresult,significantareasremainuntappedanditisnotpossibletostateeitherwaywhetherservicesaretobefoundintheselocations.Forexample,noLondonYOTswerecontacted,onlyasmallnumberofCAMHSteams,andalmostnoChildren’sServices.5.2 “TheNaturalHome”Aregulardiscourseinworkwithchildtoparentviolenceandabuseiswithregardstothe“naturalhome”foraspecialistservice.Thefindingsofthisprojectsuggestthatthereisno“natural’’placeassuch,butthatagenciesofwhateverflavourhavedevelopedworkasaspecificresponsetoaproblemidentifiedwithintheirclientgroup.Assuch,specialistprojectsaretobefoundlocatedwithindomesticviolenceagencies,youthoffendingteams,CAMHS,Children’sServices,communityenterprises,andindeedmulti-agencypartnerships,aswellasotheragenciesnotyetincludedonthemap.Evenwheretheworkhasbeenspecificallyencouraged,suchaswithintheYouthJusticeServicewherecaseauditshavefoundasmanyas3outof4frequentoffendersexhibitingCPVA7,notallteamsofferaspecialisedresponseandsomeareopenonlytointernalreferralsleavingotherlocalfamilieswithouthelp.Whereaserviceispositionedcanalsoimpactontheagerangeforwhichhelpisoffered.ItisinterestingthattheonlyChildren’sServiceresponsesofarlocatedusestheEarlyHelpservicetooffersupporttofamilies,recognisingtheneedforinterventionbeforetheviolenceandabuseescalatestoadangerouslevel.Researchhastendedtosuggestthatsomefamiliesexperienceviolenceandabuse“outoftheblue”asachildhitsadolescence,whereasinotherfamilies,wherethereisexperienceofearlytraumaordiagnosisofASDorFASDforinstance,thechildmayshowsignsofabuseandaggressionfromaveryyoungage(Selwyn,WijedasaandMeakings,2014).Independentagenciesofferinghelpareabletorecognisethisandworkaccordingly.Wherethereisaspecificagecriteriaattacheditmaybethatsomefamiliesareleftflounderingforyearswhiledesperatelytryingtoseeksupport.5.3 TheDevelopmentofServices5.3.1 TheoriesAgencieswereaskedspecificallyaboutthetheoriesinfluencingmodelsofinterventionusedandmostchosetoanswerthisverybriefly.Nevertheless,itwasclearthatthereisnoonetheoryinthe

ascendancyandthatmostgroupsdrawonarangeofapproachesaccordingtotheiragencyrootsandpreference,andindividualskillsandexperience.Thereisonthewholeanemphasisonunderstandingtheissueasfamilybased,notaslocatedwithinonememberinparticular,andonrestoringhealthyfamilyrelationshipsandassuchitideallydemandsawholefamilyresponse.5.3.2 ProgrammeModels,AssessmentandEvaluationOrganisedworkwithfamiliesexperiencingchildtoparentviolenceandabuseintheUKisrelativelynew.WithlittleinvolvementdocumentedapartfromthePEACEgroupoperatingintheWirralforanumberofyearsfrom2000,andfamilyworkbasedwithinCAMHSteams,practitionershavelookedelsewhereforguidanceindevelopinginterventionsandhavebeeninfluencedbyongoingworkinAustraliaandtheUSA,whichhasbeenestablishedformorethantwentyyears.Whilethereappearstobeavastarrayofdifferentprogrammesonoffer,theydrawsignificantlyfromtwospecificmodels:StepUp(RouttandAnderson2015)andWho’sinCharge?(Gallagher2008).Thefirst,agroupprogrammeforbothparentsandyoungpeoplewasdesignedtodivertyoungpeopleawayfromthecriminaljusticesystemand,drawingontheDuluthmodelofabuse,tobringabouttherestorationofhealthyfamilyrelationshipsandthecessationofviolenceinthehome.Gallagher’sprogrammewasdesignedtosupportparentsonly,recognisingthatitwasnotalwayspossibletopersuadeyoungpeopletoengageinwork,andthatmuchgoodcouldbeachievedbysupportingparentstoconsidertheirsituationandtoregainapersonalsenseofpowerandwellbeing.Overtheyearspractitionershavevisitedtheseprogrammesorlearntfromthem,foundsomeelementsuseful,andthen“anglicised”themoradaptedthemodelstosuitmorelocalneeds,learningandskills.(TheStep-Upprogrammeisfreelyavailableontheinternet,andasaresulthasbeenasignificantinfluence,althoughthereareconcernsamongspecialistsabouttheadoptionofmanualisedprogrammeswithoutongoingtraining,mentoringandsupervision.)AlthoughtheYouthOffendingService,forinstance,hasworkedhardtoraiseawarenessoftheissues,therehasnotbeenconsistencyinthepromotionofoneparticularmodelofwork,withtheconsequentuseofworker/managertimedevelopingindividualprogrammes.Thereareanumberofmodelsofworkinuseacrossthecountry,withmanysimilaritiesintheircoreofferandtheoreticalbasis.Themajorityofferworkforbothparentandchild,whileasignificantminorityworkonlywiththeparents.Athirddistinctivemodel,Non-ViolentResistance,wasdevelopedbyHaimOmerinIsraelandalsocontributeselementstosomeoftheprogrammesnowbeingoffered.TraininginNVRhasbeendeliveredinIreland;andintheUKithasbeentakenupandpromotedbyPeterJakobamongstothers,particularlywithintheadoptioncommunitybutalsobyCAMHSteams.Whileitisknowntobeinusearoundthecountryitisnotspecificallyofferedbyanyoftheagenciessofaronthemap.Thereisalackofstandardisationintermsoftheassessmenttoolsbeingusedandnoconsensusamongstpractitionersonthisissue(seesection4.4).InsomecasestoolsarebeingusedwhichareseenbysomeasinappropriateegtheDASH.Thisprojecthasneverthelessprovedveryusefulintermsofinitiatingadiscussionabouttheappropriatenessandusabilityofdifferenttoolsanditisimportantthatthisworkistakenforward.Cross-fertilisation,andconstantadaptationofmodelsofworkonCPVA,canbeseenaspositiveinmeetingachangingsituationandgrowingunderstanding,butinitselfsuchproliferationcreatesissuesaroundtheevaluationofsuchmodelsandthedevelopmentofanevidencebaseforthiswork.ToanextentthemodelusedmaynotbeofultimateimportanceintermsofhowsuccessfultheoutcomesofaprojectareasinmanywaysitisthequalityofthoseworkingwithsuchmodelsthataffectsoutcomesbutwhatthisdoesindicatethehugeimportanceofspecialisedtrainingonworkinginCPVAandtheneedforagoodsystemformentoringpractitionerspost-training.Thereneedstobemanagementcommitmenttoprovidingworkerswithwell-structuredandongoingsupportinthisimportantwork.

5.3.3 ClusteringClusteringofservicesinparticularareasseemstohaveoccurredthroughlocalnetworkingandtrainingofpeersandothercontacts,forinstancetheWho’sinCharge?groupsrunningintheSuffolkarea,andthepreponderanceofworkinthenortheastofEngland.Inaddition,theRYPPworkhasclusteredinthenorthofthecountrythroughanactionresearchfundingbid.Break4ChangeisclusteredintheSouthEastofthecountrythroughtheRCPVprogramme.Thisistobeapplaudedfortheelementsofongoingtrainingandsupportitmakespossibleforpractitioners,butfurtherdisadvantagesthosefamiliesinotherareassofarwithoutaservice.Withinthelimitationsofthissmallsurveyitisnotpossibletostatethatthesearetheonlyservicesavailable.Nevertheless,thedifficultyfacedbytheprojectworkerinlocatingservicesforthemapislikelytobemultipliedmanytimesforfamiliesseekinghelpforthemselves.5.3.4 OthersupportidentifiedSomepractitionershaveacknowledgedthattheyrecognisethephenomenonofchildtoparentviolenceasasignificantissueforthefamiliestheyworkwith,andstatedthattheyoffersupportaspartofageneralcounselingservice,ratherthanaspecialistprogramme.Thesehavebeeninthemainfromagenciesworkingwithautismordisability,orindividualcounsellors.Asthisprojectwasconcernedspecificallywithspecialistservices,ithasnotbeenappropriatetoexploremoreaboutthenatureofthiswork,noryettocapturetheworkonthemap.Thealcoholandsubstancemisuseorganisation,Adfam,hasanetworkofpeersupportgroups,whichregularlyaddresschildren’sviolenceandabuse,andisintheprocessofnegotiatingatrainingprogrammeforthesegroups.TheyhavedrawnonmanyoftheCPVprogrammesmentionedintheirdevelopmentofthisnetwork.Inadditionadvertisingiscurrentlytakingplacenationallytorecruitcounsellorstoworkwithadoptivefamiliesexperiencingviolenceandabusefromchildrenthroughtheadoptionsupportcharity,AdoptionUK.Atpresentthesetypesofsupportarealsonotcapturedonthemap.6.ConclusionsTheobjectiveswereto:

1. MapthegeographicallocationofexistingCPVAservicesacrossEnglandandWales2. Assessthepracticality,opportunitiesanddifficultiesofcapturingdatafromarangeofservices

6.1 PostcodeLotterySpecialistservicesforfamiliesexperiencingviolenceandabusefromtheirchildrenremainfewandscatteredunevenlyaroundthecountrythoughthereareclearlymorethanhadbeenoriginallyknownaboutatthestartofthisresearchin2013,reflectingthegrowingawarenessoftheissueanddeterminationtosupportfamiliesasameansofpreventingfurtherbreakdown.Difficultiesinidentifyingagenciesforthisprojectmaybemirroredinsomeareasbytheeffortstosecurehelpforaffectedfamilies,althoughsomeprovidershavemadegooduseoftrainingandofsocialandbroadcastmediatopublicisetheirwork.Themajorityofprovidersareaffiliatesormembersoflargerorganisationsprovidingsupport,trainingandencouragementandsointimeitistobehopedthattherewillbeanaturalexpansionofservicesaroundthecountry.

6.2 MappingSpecialistProvisionInall,40serviceshavebeenidentifiedandlocatedonthemap,morethantwiceasmanyaswereknownaboutatthestart;withafurthertwentynotyetreturningalltheirdata.Resultshavetendedtoshowthatitispossible,butnotwithoutdifficulty,tomapthespecialistprovisionforthisissue,whetherwithregardstosmallandindependentagenciesornationallylinkedorganisations;ataskwhichinitselfrequirestheestablishmentoftrustandcooperation,whichcanonlycomethroughpersonaleffortsorgreaterpublicityandsupportathighermanageriallevel;andabeliefthatthemapisworthwhile.Wholesectorsarecurrentlynotrepresented.Themethodchosenwherebyindividualagenciescompletedtheirowndatacaptureformmeantthatsomedatawasmissingonthereturns,butthealternativeswouldbesignificantlymoretime-consuming.Fordatatobeofuseinthelongtermitwillneedtoberegularlyreviewedandrevised.6.3 RaisingAwarenessThedevelopmentofthemaphasinitselfbroughtnewunderstandingtothetable,intermsofwhichagenciesareprovidingspecialisthelp,howdifferentmodelsareemerging,andtheroleofgenderandageindeterminingwhathelpisavailable;andithasgenerateddebateandawarenessofthishiddenproblem,whichmustofitselfbeapplauded.Ofsomesurprisewastheassertionmadefromtimetotimethataparticularservicewas“theonlyoneofitskind”,suggestingthattheseagenciesandprogrammesstillremainhiddenlargelyfromeachotheraswellasfromthepublic.Individualpractitionerscontinuetoreportdifficultiesinresearchingworkpriortodevelopingaservice,thoughitisalsothecasethatasignificantnumberofapproachesaremadeonaregularbasistomembersofthesteeringgroupforguidanceinthisarea.Agenciesandpractitionerswereinvitedtomakeformalresponsestoaseriesofquestionsabouttheusefulnessofthemapandsadlynonedidso,perhapsagainbecauseofthetimeconsumingnatureofthis;thoughinformallyitwasreceivedwithencouragementandpraise.Ihopethemappingprojectgoeswellit'sreallyneededasIcandirectfamilieswhoenquirefromalloverthecountry.Ithinkit'sanexcellentplantomapservicesthatareavailable.Thisisatopicthatwearecomingabitlatertosowedonothaveanythingyetbutwearelookingatvariousoptionsandconsideringwhatwemightwanttodo.AspartofthatIcameacrossyourwebsitewhichIfoundveryusefulsothankyouforthat.Ihavepassedonthelinktorelevantcolleaguesacrosstheauthority.ItwillbewelcomedbyalargenumberoffamiliesandpractitionersIthink.ThankyouforsharingthisandIwillforwardtorelevantcolleagues.Congratulationsonputtingthislivingresourcetogether!Thanksforinvolvingusinthis.6.4TheFutureofDigitalMappingItisclearthatdigitalmappingisofgrowingimportanceinmanyfieldswithsocialpolicyandsciencenoexceptionandthisprojecthasdemonstratedthatitispossibletomapserviceprovisionandthatsuchmappinghasthepotentialtobecomeahelpfulaideforpractitioners.However,inorderforthistobeachievedthereisaneedforongoingfinancialcommitmenttoprovidesuchavaluableservice.

7.TheFutureDesignedasapilotproject,themappingexercisehasfulfilledmostoftheoriginalaimswhilesimultaneouslycreatingalifeofitsownandprovinghardto“letgo”.Forittobeoflong-termvalueitwouldseemimportanttocontinueanddeveloptheworkinsomeform,addingfurtherservicesastheyaredevelopedandlocated;andsoenquiriesareunderwaytoestablishanindividualororganisationpreparedandskilledtotakethisonwithintheirexistingremit.WhiletheCommunity21websiteprovidedausefulplatformonwhichtotrialthisproject,anditisparticularlyeasytolocateprojectsbygeographicalarea,anumberoffactorsmilitateagainstitsongoinguseinthelongterm:

• Dependenceonexternalwebsiteadministratorsforsomefunctions.• Someissueswithappearance.• Theneedfora“snappyname”toaidsearchability.• Problemsinnavigatingthesystemforsomeusers.

Discussionsareongoingtomovetheinformationacrosstoadifferentplatformifandwhenanalternative“owner”canbefound.Apermanenthomeandeaseofsearchabilitywillalsoassistwithwiderpublicisingofthemap,ofgreatimportanceiftheworkistohavevalueforthefuture.Itistobehopedthattheinformationgainedwillnowassistfamiliesinfindinghelp,aswellasfeedingintofutureresearchintothisimportantissue.
