Not In Your Backyard?
The homes on Pioneer and Church Roads would rather it not be in their
backyards either.
The pictures above show just a recent effort to clean up the roadside and
wooded area along Church Road in Gnesen Township. How can anyone
think this is ok? The WLSSD landfill is just 10 minutes away! This type of
disregard for residents, let alone the pollution factor, is unacceptable.
We all have cell phone cameras in our pockets. If you see or know of any-
one doing this, take a picture, get a license plate, and REPORT IT to the
Sheriff’s Department and one of the Town Hall Supervisors. (Their
numbers are listed on the back of this newsletter)
Thank you to those who helped pick up this garbage and take it to
WLSSD. Lets hope you don’t have to do it again.

Regular Meeting Town of Gnesen
April 24, 2017
The bi-monthly meeting of the Town of Gnesen was
held on Monday, April 24, 2017, at the Gnesen Town
Hall.
The meeting was called to order at 8:00 p.m. by Vice
Chair Jon Nelson. Kevin Haberman, P&Z Commission
Member asked to be added to the agenda. Motion to
approve the agenda with the addition of Kevin’s request
was moved by Supervisor Dave Opack, second by Chair
George Franckowiak and unanimously approved.
Minutes for the April 10, 2017 Town Board Meeting
were handed out. There was a correction to the March
13th Meeting Minutes-it should have read check #12833
instead of #12832. Chair Franckowiak made a motion,
second by Supervisor Opack and board approved to
accept the correction. Amount of checks was correct,
just the number was off.
Public Hearing- The Public Hearing for approval of the
fire department obtaining a lease purchase agreement or
direct loan to purchase a new fire truck will be post-
poned until we hear from the fire department for a new
date to reconvene.
OLD BUSINESS:
Emergency Plan-Residents Rik Jordan and Jason Nelson
were in attendance to talk about the Emergency Plan.
Vice Chair Nelson gave a little update to Rik as to what
we are proposing as Rik was not at the first meeting.
Rik had sat on a Regional Review Committee and
recommended Vice Chair Nelson contact Paul Lee from
St. Louis County to see what emergency plan they have
in place. Kevin Haberman suggested that Vice Chair
Nelson contact Michelle Robbins or John Muehlbauer
from Minnesota Power. Supervisor Opack inquired as
to whether we should contact the neighboring town-
ships and Vice Chair Nelson suggested that we contact
those mentioned above and plan a meeting with them
and the Emergency Plan Committee to find out what we
need to get the Community Center ready; what equip-
ment we will need; what size generator we will need.
Vice Chair Nelson will follow up with these contacts and
set up a meeting at the Community Center.
P&Z matter-The Variance Hearing is set for Monday,
May 8th at 7:00 p.m. at the Gnesen Town Hall. Gil
Kjorstad talked to our lawyer, Mike Couri, today and
we are still proceeding with the pre-trial that is set for
June 5th for the cabin matter. If the Variance is denied,
the property owner has 15 days to appeal to the Town
Board.
P&Z matter-Our lawyer is writing up an agreement for
the extension to October 1st with the condition no
more cars are brought in. Our lawyer will send the
agreement to the property owner’s lawyer to see if it is
agreeable.
NEW BUSINESS: P&Z Request-Kevin Haberman presented a P&Z re-
quest for additional funding for John Powers to hold
two workshops with the Commission; update our
Zoning Ordinance; clean up the language and include a
new map. Supervisor Opack made a motion to spend
up to $2,500.00 which will include the $425.00 already
allotted for John to look at the Ordinance. Chair
Franckowiak second the motion, all in favor. Kevin will
send Mr. Powers an email stating that the additional
funding has been approved.
Road Review Meeting-The Review will be on May 12th
starting at 9:00 a.m. at the Town Hall.
Como Oil-Chair Franckowiak made a motion, second
by Supervisor Opack, all in favor to sign the Locked
Price Sales Agreement with Como Oil for the 2017-
2018 heating season for $1.129 per gallon.
Off-Sale Intoxicating Liquor License for Gnesen Con-
venience Store-Chair Franckowiak made a motion,
second by Supervisor Opack, all in favor to approve the
liquor license for Gnesen Convenience Store.
West Pioneer Road speeding problem-We received a
phone call from a property owner about people
speeding on this road and he was wondering if we
could borrow one of those signs, that tell people how
fast they are going, from the County and maybe ask the
St. Louis County Sheriff’s Deputy to patrol that road a
little more often when they are in the area.

Clerk Haller will contact Vic Lund from St. Louis County
to see about borrowing the sign and she will also contact
the Sheriff’s Department about patrolling the road.
Lawnwood Road-We received a call from a property
owner about the Lawnwood Road washing out. Tom
Haller went there and dug out the culvert that a beaver
had plugged.
Wood ash-We received a letter from the University of
Minnesota that they have reviewed and accepted an appli-
cation to land apply wood ash and/or lime from David
Werner for the Ely Solem property on Church Road and
the Dan Riesland property on Rice Lake Road.
Gnesen Community Center Donation Letter-Forty-four
(44) of the letters have been returned with donations to-
taling $1,395.00 so far.
Quotes for blades for the grader-We have received one
quote and are waiting on another quote.
Gil Kjorstad-Gil stated that he will be retiring as the
Planning & Zoning Officer as of the end of June. Although
we are reluctant to accept his retirement, we will get this
opening on the website and our June Newsletter and start
recruiting for Gil’s position. We will put a thank you in
the Gnesen Newsletter for Gil’s fourteen years of service.
CORRESPONDENCE:
St. Louis County Sheriff’s Crime Activity Report for March.
Vice Chair Nelson stated that at the DAT Meeting the
Sheriff’s Deputy said if you notice a lot of traffic coming
and going from a house in your neighborhood you should
report it to the Sheriff’s Department as there may be drug
activity there.

Regular Meeting Town of Gnesen
May 8, 2017
The bi-monthly meeting of the Town of Gnesen was
held on Monday, May 8, 2017, at the Gnesen Town
Hall.
The meeting was called to order at 8:00 p.m. by Vice
Chair Jon Nelson. The Town Board and Town
Employees stood and recited the Pledge of Allegiance
to the Flag. Motion to approve the agenda was moved
by Chair George Franckowiak, second by Supervisor
David Opack and unanimously approved. Minutes of
the April 10, 2017 and the April 24, 2017 meetings
were unanimously approved with a motion by Super-
visor Opack, second by Chair Franckowiak.
Treasurer’s report was read. Motion by Supervisor
Opack second by Chair Franckowiak, all in favor to
accept the Treasurer’s report. (There were three out-
standing checks for the month for a total of $290.34.)
OLD BUSINESS:
P&Z matter-Our attorney, Mike Couri, has submitted a
summary judgment in the property owners case and
trial is set for June 5th.
P&Z matter-Property owner and his attorney find the
Agreement that our attorney drafted acceptable.
Supervisors read over the agreement and Vice Chair
Nelson made a motion saying the agreement was
acceptable to the Township, second by Supervisor
Opack, all in favor. The agreement will give the
property owner until October 1, 2017 to comply.
Emergency Plan Committee-A meeting has been
scheduled for June 12, 2017 at 6:30 p.m. at the Gnesen
Community Center. Town clerk will email the people
that have agreed to help on this committee.
Lawnwood Road-Supervisor Opack had Rick’s Tree
Service mark the trees that will be removed. Deputy
Clerk Blomdahl notified the property owners on the
Lawnwood Road of this project. As of tonight’s
meeting we have not received any comments back from
the property owners. Supervisor Opack stated there
are some beaver problems on the Turner Road.
Supervisor Opack stated that one beaver has been
removed so we will wait to see if that solves the
problem. Cutting edges for the grader-Supervisor Opack made a

ISLAND LAKE DAM RECREATION AREA
Minnesota Power is replacing five gates at the Island Lake Main Dam as part of its continuing investment in the
Island Lake Reservoir. To ensure the safety of construction workers and the public, the Island Lake Dam Recrea-
tion Area will be closed between June 1 and December 31, 2017, and again between June 1 and December 21 in
2018. The closure includes all facilities at the area, including the boat launch, public beach, parking lots, canoe
portage, and fishing pier that complies with Americans with Disabilities Act accessibility guidelines.
Water levels not affected The construction activity will not affect water levels at Island Lake Reservoir. Water levels are dependent on
spring snowmelt and rains, and the gate replacement project will allow for normal reservoir operations to capture
that runoff into the reservoir.
Alternate recreation sites During construction, Minnesota Power encourages the public to use other recreation areas and boat launches it
operates on Island Lake Reservoir:
• Abbott Road boat launch
• Hideaway boat launch and picnic area • Island Lake Park pavilion, picnic area and beach. The Island Lake Park facilities are designed to be
accessible to people with disabilities

The project Five cast iron sluice gates at the Island Lake Main Dam are being replaced. The gates allow dam operators to
control the discharge of water from the dam’s outlet structure. Original to the construction of the dam in 1914
and 1915, the gates are nearing the end of their service life. Island Lake Reservoir is part of Minnesota Power’s hydroelectric system and provides water for wintertime energy
generation at Minnesota Power’s downstream hydroelectric generating stations— Knife Falls, Scanlon, Thomson,
and Fond du Lac. The reservoir also provides water regulation to help mitigate high downstream flows and water
for recreational opportunities and aquatic habitat in the reservoir and downstream.

The Gnesen Volunteer Fire Department needs
someone (0ver 18 years old) to sell pull tabs at
Sportsmen’s Inn on Tuesdays from 5:00pm -
9:00pm. We also need someone to sell Bingo at
Boondocks Saloon every other (or every)
Saturday from 5:30pm - 9:30pm It is a great way
to meet new people and help the department
raise funds for equipment, training and supplies.

by Chair Franckowiak, all in favor. Tom Haller was
instructed to contact Titan Machinery to ask if their
blades are the same brand and thickness as Pit & Quarry
and if they are, go with Titan and purchase the blades.
West Pioneer Road-Clerk Haller contacted Vic Lund from
the County about speeding on West Pioneer Road. Vic
responded saying that every time they do a speed study
for a speeding concern, they find the actual vehicle speeds
are reasonable. They typically find about 10% of the
vehicles exceeding a reasonable speed/speed limit. Super-
visor Opack noticed that we have two different speed
limits posted on this road, so we will review it when we
go on our road review on Friday.
Board of Appeals Summary-We reviewed twenty-two
parcel requests. Eighteen of them were “No change” and
four of them were reduced.
NEW BUSINESS:
Grader operator’s road report-Tom Haller stated that he
has graded some of the township roads and will finish
grading when they dry up. Supervisor Opack reported
that the ditching on the Musolf Road is working and we
will check on the culvert on Musolf Road when we do our
road review. Supervisor Opack has talked to St. Louis
County Land & Timber about repairing the Church Road
where it was damaged due to the logging. A resident con-
tacted Supervisor Opack and stated that he has picked up
a tandem truck load of garbage (mattresses/sheetrock/
copper wire covering) that people are dumping on the
landing where they did the logging operation this winter.
The resident told Supervisor Opack he has obtained a
permit from WLSSD to bring the garbage there. Another
resident helped pick up the garbage on the Church Road.
The resident will get a picture of the garbage to Cindy to
put in our newspaper with a comment that if you see any-
one dumping garbage, you should write down their license
plate number and contact the Sheriff Department. Vice
Chair Nelson said to put a thank you in the paper. Super-
visor Opack told Tom to gouge out the entrance with the
grader so people can’t get into the landing
Calcium chloride-We received an email from St. Louis
County asking if we wish to take advantage of their
calcium bid. Chair Franckowiak made a motion, second
by Supervisor Opack to go with Dust Doctors for our
chloride this year. Gnesen Community Center Building Manager report-Toni
Blomdahl stated she has done some grooming on the soft-
ball field. Supervisor Opack stated he will get a couple
yards of top soil for the yard that was damaged due to the
storm last year. Toni stated there is a big hole by the

back steps that needs to be filled in. Supervisor Opack
will get that filled in. Toni will talk with Jacob Nustad
to see if he is interested in running the Summer Youth
Program. She has also been contacted by three
students who are willing to help with the program.
Liquor License-Supervisor Opack made a motion,
second by Chair Franckowiak, all in favor to approve
the 2017-2018 Combination On/Off-Sale/Sunday On-
Sale Intoxicating Liquor License for RNC Sportsman
Inn d/b/a Sportsmens Inn.
Dirt Work Specialists-We received a list of their
prices for 2017.
Recreation area-Clerk received a phone call from Matt
Ryan, from Minnesota Power, wanting to inform the
Gnesen Town Board that there may be additional
traffic in our Township at the Abbott Road and Hide-
Away boat launches due to the closing of the recrea-
tion area in Fredenberg. They will be replacing five
gates at the Island Lake Main Dam. They will be
sending out a public notice and would like us to in-
clude it in our newsletter.
CenturyLink-They would like us to notify them early in
the process of any planned road projects.

Township Legal Seminar-October 7th in the Cotton

CORRESPONDENCE:
Two pieces of correspondence were received.
Two building permits were turned in for the month of
April 2017.
Disbursements #13858 through #13882 and three
Electronic Transfers were read, approved and signed
for payment for a total of $15,352.72 with a motion by
Supervisor Opack, second by Vice Chair Nelson, all in
favor to pay the disbursements. CTAS Balance after
tonight $321,789.33.
No further business, the meeting adjourned at 9:24
p.m. with a motion by Chair Franckowiak, second by
Supervisor Opack. No objections, meeting adjourned.

Zoning Officer Opening
Gil Kjorstad has stated he would like to retire as
Gnesen’s Zoning Officer. Gil has been the Zoning
Officer since January 2003 and has done a wonderful
job for our community.
The Town of Gnesen is looking for someone to fill this
position. Duties of the Zoning Officer include;
• Determine that all zoning permits comply with the
terms of the zoning ordinance.
• Conduct inspections of buildings and use of land to
determine compliance with the terms of the zoning
ordinance.
• Receive, file and forward all applications for
appeals, variances, conditional uses and other
matters to the designated official bodies.
• Initiate, in the name of the Town of Gnesen, any
appropriate actions or proceedings against a
violator of this ordinance as provided by law.
• Interpret and administrate this ordinance subject to
appeals to the Board of Adjustment.
• Attend Planning Commission meetings which are
held the third Wednesday of every month at 7:30
pm.
• Attend Town Board meetings, when necessary,
which are held the second and fourth Mondays of
every month at 8:00 pm.
• Work with the Planning Commission to amend the
zoning ordinance, when necessary.

Town Treasurer Position Opening
Paul Glaesemann has stated that he would like to retire
from the office of Town Treasurer. Paul has been the
Town Treasurer since May 2012 and has done a wonder-
ful job.
The treasurer’s position has been an elected position
until March of 2017 when the Town residents voted for it
to become an appointed position. The town treasurer
does not have a vote on the Town Board, but fulfills many
other important duties.
Some of the treasurer responsibilities are: (1) to preserve
all books, papers, and property pertaining to or filed in
the treasurer’s office, (2) to keep a true account of all
money received and the manner in which it is disbursed,
(3) to take charge of all money belonging to the town, or
which is required to be paid into its treasury, and to pay
it out only upon the lawful order of the town or its
officers.
The Treasurer usually works around six to eight hours a
month and attends the monthly Town Board Meeting on
the second Monday of each month.

New Changes to Summer Youth
Program
It is that time of year when we start thinking about our
summer youth program. The program usually starts a
couple weeks after school ends in June and continues
through August. This is a supervised program designed
to keep your children active, by playing different sports
and games, involved, by making new friends in the
community, and entertained, by providing crafts and art
projects for them to do. This year we have hired Jacob
and Angel to run the program and we are changing the
format. We are planning on having several week long
camps running from 8:00 am to 3:00 or 4:00 pm Monday
thru Thursday. If you are interested in sending your
children to the program this summer, please contact

Cooper Dawson, son of Tim and Katie Neff
Dawson will graduate from Duluth East this
spring.
He enjoyed his time on the swim team and
playing clarinet in the bands. Cooper plans
to work hard this summer at the DECC and
some other job.
Next fall Cooper will attend the University of
St. Thomas in St. Paul in the pre-dentistry
program.

School this spring and will be attending
the College of St. Scholastica in the fall.
