MANITOBA PRACTICE ASSESSMENT PROGRAMDIVISION OF CONTINUING PROFESSIONAL DEVELOPMENT

ABOUT The Manitoba Practice Assessment Program (MPAP) was developed in response to a need identified by the College of Physicians and Surgeons of Manitoba (CPSM). Within the Province of Manitoba, physicians commonly enter practice on a provisional license. A provisional licence allows physicians who have completed post-graduate training, but have not yet achieved their Canadian certification through The College of Family Physicians of Canada (CFPC) or Royal College of Physicians and Surgeons of Canada (RCPSC), to enter supervised practice within a defined time frame during which they are expected to complete the appropriate certification exam. There are a significant number of physicians who are in established practices and have not yet achieved final certification for a variety of reasons. The CPSM requested that the University of Manitoba, Faculty of Medicine develop a process to assess such physicians in their practice settings to enable the CPSM to make a decision about granting full registration to these candidates.

GOALS The assessment process will be: • comprehensive; • transparent; and • tailored to the specialty and practice setting.

ELIGIBILITY Eligibility for the assessment process is determined by the CPSM and all physician candidates must be referred to the program via the CPSM as the MPAP does not accept self-referrals. The CPSM has the authority to deem any physician ineligible. You are eligible if you: • have attempted either Part 1 and/or Part 2 of the Medical Council of Canada Qualifying Examination (MCCQE) examination; and/or • have attempted to become certified by the CFPC or the RCPSC; and • are currently practicing in Manitoba on the Provisional Register, and • have been in active practice in Manitoba for a period of 2 years (Note: A review of your self-assessment reports must determine that sufficient data exist about your practice to complete an assessment). ASSESSMENT PROCESS Once the MPAP office receives your referral from the CPSM the assessment process can begin. First, you will receive an extensive MPAP application package. The majority of the MPAP application is completed online and includes an extensive self-assessment and the identification of names of physician and interprofessional colleagues who will complete a questionnaire pertaining to your practice. In addition, you will be involved in the process of having your patients complete surveys regarding your practice. Once the MPAP application is fully completed and accepted, you will then be enrolled in the program and the CPSM will be notified. After all required physician and interprofessional questionnaires and patient surveys have been completed, the MPAP team will review your application and determine the team of assessors. Candidates will usually be assessed by a team of three assessors including two physicians and one non-physician. Depending on the field of practice, assessors may be recruited from outside of Manitoba. Next is the onsite assessment where the team of MPAP assessors will visit your practice site(s) and watch you as you interact with your patients and provide all aspects of care. In addition, your interactions with colleagues and staff will be assessed. The assessment team will conduct a chart audit and chart stimulated recall session in which you will be asked patient care questions based on your charting. The assessors may also conduct interviews with your Chief of Staff, Program Administrator, Medical Residents, or other individuals as appropriate. After the onsite assessment is completed a final report will be compiled.

COST The assessment program operates on a cost recovery basis. The MPAP fee is comprised of two components including an Administrative Fee and an Assessment Fee. The Administrative Fee is fixed at $2,500.00, and the Assessment fee will vary depending on scope of assessment required. For example, the minimum cost of an assessment for a family physician practicing in Winnipeg is approximately $15,000.00. The cost of a specialist assessment will be higher.

DURATION The time to complete the assessment will vary and depend upon how quickly you, your colleagues, and your patients complete all of the required documentation. The matching and scheduling of assessors are other intervening factors as well as the extent of the onsite assessment itself. The majority of physician candidates should be able to finish the assessment within 6 months of the MPAP office receiving the referral from the CPSM.
