It is with sadness that we announce the passing of Colonel Douglas Ludlow. Col Ludlow served as the CEO and Commandant for Commissionaires Manitoba from 1999 until 2005, previously to that he had served as the Chairman of our Board of Governors. He will be sorely missed.

We Have Arrived!

Well, we did it, we had a successful move from 50 Stafford and 83 Sherbrook. On Thursday, January 26th, 2012, we were honoured by our Patron, the Lieutenant Governor of Manitoba, the Honourable Phillip Lee, when he cut the ribbon officially declaring the new home of Commissionaires Manitoba, open. The Grand Opening was attended by several members of our Board of Governors, Clients as well as Commissionaires from the field.

The Lieutenant Governor presented Long Service Awards to some ommissionaires. This was a real Grand Opening, we even had a cake!

There has been a real change in the dynamic of the Division Office. Before, if we wanted to talk to Training, Mobile or Human Resources, this would involve the telephone, e-mail or at last resort, a trip to 83 Sherbrook. While the phone and e-mail have a purpose and a utility, you can’t beat just walking down the hall and talking face to face. I recall the first morning after the move, I arrived at the office and there were 5 or 6 staff members having coffee in the kitchen. I couldn’t stop smiling; this kind of interaction was never available to us before. Our communication challenges have disappeared.

In the ensuing weeks, several of you have come by for the tour. If you haven’t been down to visit, please come, I would be pleased to show you around.

From The Director of Operations

Welcome to 2012 everyone…boy, it’s hard to believe we are in 2012 already! Remember when we thought the 1990s were “recent”?

You may recall the focus of our last edition of Buffalo Chips was on many of you, highlighting

your various experiences and skill sets. This edition, while not focused solely on those stories specifically, also relates some interesting events and initiatives that once again help define not only who our members are but also what they are! Proud professionals who take the initiative to make us all better!

Just as we saw in the last edition, your peers are out there everyday helping make our community a better place a little bit at a time and in the many small ways they can influence others. Please keep up the good work. It shows our clients and competitors that we are indeed the premier security provider. You know it and I know it, let’s make sure everyone else knows it too.

Since I last wrote, our Site Supervisors at 17 Wing, Assiniboine Park Pavilion, 303 Main and Cadham Lab have moved on to new challenges. I want to take this opportunity to acknowledge the fine efforts of Barrie Woods, Sandy Dunbar, Graham Walker and Crystal Randell for representing us so well at those locations.

Barrie has decided to slow the pace a bit, Sandy is still considering what he’d like to do next and Graham and Crystal joined us here at the office as an Instructor and Identification Operator respectively. Barrie was replaced by CWO Jim Morris, Graham by Sgt Debra Rodgers and Crystal by Sgt Ken Skene. Congratulations to each of you!

Some other changes include a new site- Via Rail. With this new client, also came new commissionaires. Some of Via Rail’s former security staff came on board with us back in September and we are really pleased to have them join us. This site is led by Jim Moore who comes to us with a wealth of experience in security in general and at this site specifically. Welcome Jim! At the same time, congratulations go

out to Cmre Len Morgan for his stellar efforts helping us “Commissionairize” the processes and procedures at VIA Rail. Thanks Len!

A change has also occurred at our Kapyong site. This site previously only required a single commissionaire providing a presence and area access control from the guard house on Grant Avenue. On 3 Jan this site was expanded to now include continuous mobile patrols (by vehicle) as well as maintaining area access control from the gate. An additional 5 commissionaires have been assigned to this work site. That is good news for all of us! Thanks to everyone that had a hand in organizing our operation there, especially Commissionaire Walter Snaglewski. Good on you folks!

My last news is that an external audit of our management processes and ISO (International Standards Organization) requirements was conducted 10 and 11 January. Additionally, the Commissionaires National Training office audited the Training Section 16 Jan. Both of these audits found that the Division is fully compliant with our ISO requirements and Commissionaires national training regulations. Congratulations to Peter Paterson for his efforts keeping ISO on the right track and also to Pat Sylvester and her team for their outstanding efforts in training.

As we move into a new calendar year I’d like to remind each of you of the three things I talk to each basic training class about and have mentioned on these pages before. These are: the importance with which I view how well we do our jobs; that we treat each other with respect; and that we strive to ensure others have positive perceptions of commissionaires.

These three matters, properly considered and carried out, will remind our clients and the public that we are committed to making our communities better and safer; that we are proud of the tasks we do; and that we are happy to serve each other to meet our daily challenges. I ask that each of you do your part in helping to make us GREAT!

Commissionaire’s Grand OpeningCommissionaires Manitoba recently opened its doors at 290 Burnell Street in November. To celebrate the expansion and relocation of our business, Commissionaires held a special ceremony. The guest list included His Honour the Honourable Philip Lee and Her Honour, Anita Lee, City Councillor Harvey Smith, our board of governors, valuable clients and commissionaires.

His Honour gave greetings to the 40 plus attendees and cut the yellow ribbon signifying our grand opening. His Honour also presented three long serving awards to: CWO Stan Small, City Hall, 17 years; Cmre Charles Cooper, CFB Shilo,17 years; and Cmre Arvid Lepard, CFB Shilo, 5 years.

After the formalities, guests were taken on tours of the new building highlighting all of the diverse services

that we offer. Refreshments were provided as well as a Commissionaires Manitoba cake and other snacks.

We thank all of our guests who attended, without them and our commissionaires, we would not be here. Our business is dependent on the quality of service that we provide to the public, and at this event, that service was well recognized.

Ladies and gentlemen, protectors of the public, Commissionaires – it’s a pleasure to help you celebrating bringing together all your operations under one roof.

As honorary patron of the Commissionaires, I am a strong supporter of this organization’s historic mandate to provide excellent security services while creating opportunities for men and women who have served their country faithfully.

With roots in the Great Depression, when the Commissionaires were founded to create employment for veterans of the First World War, this organization is a part of our country’s history.

But being a part of history doesn’t mean an organization doesn’t evolve to meet the needs of the future.

Today, with a more diverse group of employees, the Commissionaires serve the people of Manitoba in many ways – providing traditional building security and mobile security, guard and matron services, ID and criminal record checks, and training for organizations in need of high quality security personnel.

Commissionaires are often the first people you meet when you are going anywhere. So you do more than make people feel safe. You set the tone of courtesy and professionalism for many organizations.

And you do this by day and by night, on weekends and statutory holidays – whenever your clients and the general public are in need of safety, assistance and peace of mind.

I’m sure you’re called upon to provide a lot of services and answer a lot of questions that aren’t strictly speaking security-related. Like the Commissionaire I once saw at a museum.

He was walking through the museum when a visitor stopped him and asked, “Excuse me, do you

know how old this dinosaur bone is?”

The Commissionaire looked at it, thought for a moment, and answered: “65 million and six years and six months.”

The museum visitor was amazed by the answer, and asked “How do you know so precisely how old it is?”

The Commissionaire answered: “The sign says it’s 65 million years old and I’ve been working here for six years and six months.”

It’s appropriate that today we’ll be celebrating this new building by honouring a few members of the Commissionaires for their long service to this organization and the public – though they’ve been here closer to six years than 65 million.

I look forward to meeting today’s award recipients and all the members and friends of the Commissionaires who are here today to celebrate a milestone in the life of a great organization.

Taking One For The TeamCommissionaire Cal Johnston has been part of our team for over 8 years. He has worked as a spare and is always willing to help out whenever he can. Currently, he works at Air Force Way gate at 17 Wing, Monday-Friday.

Over the past few months there has been a need for us to fill a position with 17 Wing mobile. This position requires the commissionaire to have a DND driver’s license, which few commissionaires have. Commissionaire Johnston stepped up to the plate to fill this position, which is a weeknight and weekend shift.

We appreciate the hard work and dedication that Commissionaire Johnston has provided

to us, not just in this instance but throughout his time with us. In December, Director of Operations, Bob Chmara, and Marketing and Communications Specialist, Velangeline F. Lachance went to Air Force Way gate and presented Commissionaire Johnston with a plaque of service recognition.

On 14 December 2011, in City Council Chambers, Commissionaire Chief Warrant Officer Terry LeBlanc, Sergeant at Arms at City Hall was presented with his 17 year service award by Director of Operations, Bob Chmara. Other guests were in attendance including city councillors and commissionaires.

Terry has spent virtually his whole career with the Corps looking after the well-being of the people and property of this high-profile post. Under his guidance and watchfulness, the Commissionaire presence has always been held in the highest regard by city councilors, the staff of the City Clerk's office and visitors.

New Face at Training AcademyCommissionaire Walker worked in the Security Industry in a variety of capacities before joining the Canadian Forces in 1989. He served aboard HMCS Ottawa and HMCS Terra Nova before taking a position as a Navigational Instructor at the Canadian Forces Naval Operations School.

In 1999 he completed his undergraduate degree at Saint Mary’s University in Halifax and undertook graduate studies in International Relations and Defence Studies while working as the Chief Editor and Researcher for the Centre for Foreign Policy Studies.

Commissionaire Walker joined our division in 2009 working as the Site Supervisor at the Osborne Community Correctional Centre and later at the Canadian Grain Commission

before moving into his position with the Training Academy in December 2011.

Since joining, Graham has successfully completed the Train the Trainer seminars for both Service Advantage for the Security Professional and Non-Violent Strategies for Managing Crisis Situations. With his expertise gained as both a commissionaire and site supervisor he is a welcomed addition to the Divisional Office. Graham can be reached at extension 2226 for anyone wishing to contact him.

Ident Department Here to Help YouMike, Crystal and Gail send you greetings from the Identification Section. We are finally settled into our new building at 290 Burnell St. Thanks to long lineups and slow turnaround times at Winnipeg Police Service, Crystal, Gail and I are always busy doing Police Record Checks and Fingerprinting.

Our newest member Gail Holm freshly retired from Manitoba Public Insurance and just returned from Mexico, is anxious to help you with renewing your Guard Licenses. She will be calling you to come in and sign the necessary paperwork. Manitoba Justice has also started the practice of sending you reminder letters about a month prior to your license expiring.

Every third year Manitoba Justice requires Security Guards to obtain a Police Record Check, Child Abuse Registry Check and a new photo to go with our annually renewed Security Guard

license. We can help our members with this at a very reduced cost and speedy turn around.

Should you renew your Security Guard License on your own, it’s important that you tell us so we know you are working with a valid licence.

Be careful out there and we’ll be seeing you soon.

The Portraits of Honour Mural is a travelling art display of the many faces of our veterans lost to the Afghanistan War. This remarkable piece

of art has been travelling across the country bringing awareness, support and patriotism to Canadians.

The artist, Dave Sopha was reading the paper one day and saw an obituary of a young soldier that perished in Afghanistan. The picture resonated with him and he couldn’t get that image out of his head.

Beginning in December 2008, Dave vowed to paint every face of every Canadian Forces member who has lost their life in the Afghanistan war until the mission was completed and the troops came home.

Using oil paint, Dave began to translate the images of the fallen soldier onto a canvas in his art studio. As more troops perished his canvas began to outgrow his studio. He eventually moved his now 10ft x 40ft travelling mural to a studio created at Kin Canada’s headquarters in Cambridge, Ontario.

To date there are 157 faces on the mural; each with piercing eyes that draw you closer to knowing them, and understanding their ultimate sacrifice.

CF Veterans are eligible for the baggage fee exemption with WestJet provided that they have their NDI 75 or CF 75 - Record of Service Card with them and present it to the WestJet agent at check in. This will enable them to check in a second bag without having to pay the $20 fee to do so. Please note that overweight fees will apply if their bags are over 50 lbs and any additional bags (3rd bag or more) would be subject to fees as well.

A CF 75 card, now known as an NDI 75 card, shall be issued to any member of the CF who has completed 10 or more years of service in any component of the CF or who, at time of release, was entitled to an annuity. People may apply to the Director Military Careers Administration and Resource Management 3-2.

Commissionaire Uniform Lives OnAs children we think of our parents as invincible. We can’t imagine life without them. However, the day often comes that we are left to take care of their belongings (among other things). That’s exactly what Don Saniuk was doing when cleaning and organizing his father’s belongings.

William Saniuk died several years ago, but his family retained many of his belongings. Recently, his son Don was sifting through boxes left behind and came across a uniform. At first he wasn’t sure what the uniform represented. He thought it may have been a uniform his dad wore with the Canadian Forces. His father was a WWII veteran and served around the world. But he later concluded that it was actually a commissionaires uniform.

Born in Austria William immigrated to Canada with his mother. Eventually the rest of his family immigrated as well, all of them settling on a farm in Cartwright, Manitoba. As many boys and men did in those times, they worked the farm to help support their family.

William put in his fair share and work and eventually decided to leave and joined the Canadian Forces. He joined with the Second Battalion of Princess Patricia's Canadian Light Infantry based in Shilo, Manitoba.

There is not much known about William’s time with the Canadian Forces because he didn’t like to talk about it. What is known is that he was injured a few times, but once released from the hospital he would always rejoin his regiment. Nothing could keep him down, he was a very dedicated and persistent person.

After the war William found himself working at the Winnipeg James Armstrong International Airport as a mechanic. He was head of the maintenance department and his coworkers held him in high regard. He would organize the annual Christmas party and stock the hanger himself with toys, food and games for everyone. After working for

several years at the airport, he was forced into an early retirement.

Being such a sociable and likeable person, William didn’t take too kindly to retired life. He soon joined the Corps of Commissionaires at the same airport that he retired from. He enjoyed working there because he was able to stay in touch with his former co-workers’ and made friends with new ones.

In the late 70’s William past away, leaving his Commissionaires uniform behind. This piece of clothing was discovered by his son Don who brought it to us to include in our growing Commissionaires Museum.

Along with the 1970’s uniform, William’s decorations were left on top of the right breast pocket. We were able to provide some information to the Saniuk family about what the ribbons represented.

Even though the man behind the uniform is no longer here, his uniform left us with a story about a son, brother, father, friend, veteran, and commissionaire.

Thank you to Don for donating this vintage uniform and for sharing his story with us.
