EUTurbines Manifesto

A CLEAN ANDINTEGRATED ENERGYSYSTEMThe transition towards a decarbonisedenergy mix is key to achieving the EU’s2050 goal of a climate neutral economy. The future energy system should notonly be decarbonised and renewable-based, but also inclusive, reliable, andcost-efficient.

We call on the EU institutions to: Favour the development of a resilient, flexible and efficient energy system, which combines allavailable solutions and technologies that can help accommodate large shares of variablerenewable energy sources without compromising the stability of the system. Foster the coupling of the electricity, gas and heat networks, recognising that electrification isnot the only solution to decarbonisation. The enhanced interactions among the three networks– in all directions – as well as with other industrial sectors will contribute in the future. Promote energy efficiency in power generation, i.e. the supply side – where highly efficientsolutions, such as cogeneration, can be very beneficial for the energy system – as well asdeveloping solutions to improve the energy efficiency of industry’s processes, such as therecovery of industrial waste gas or heat. Stimulate the development of storage technologies other than batteries. Special attentionshould be paid to medium- and long-term storage, maximising the seasonal storage capabilitiesof the existing gas infrastructure, in combination with dispatchable renewable-based gas powergeneration to provide flexibility. Reform the European gas market in line with the EU climate targets, exploiting the advantagesof existing infrastructure while increasingly replacing fossil gas with low-carbon and renewablealternatives such as hydrogen, synthetic methane, or biomethane. Speed up the energy transition through sufficient financial support to low-carbon technologyprojects, where the market is likely to fail. This includes support to gas power plants, which willin the future be based on decarbonised and renewable gases.

A FRAMEWORKFOSTERINGINNOVATIONProviding a world-class research andinnovation (R&I) framework will becritical if we are to ensure that industrialknowhow and excellence remains inEurope. With specific regard to theenergy R&I challenge, these efforts willbe essential in facilitating the transitiontowards a decarbonised energy system.

We call on the EU institutions to: Support technological improvements and help bring solutions to the market by having HorizonEurope fund more demonstration projects and proposals with higher technological readinesslevels (TRL) – with adequate budgets matching the scale of the projects. Acknowledge the Strategic Energy Technology (SET) Plan as a driver and contributor to settingthe EU’s energy R&I priorities, which at the same time helps intensify cooperation andcollaboration between EU and national R&I activities. Ensure that Horizon Europe, the ETS Innovation Funds, and other EU R&I funding mechanismsinclude in their programmes aspects to strengthen the further development of sector couplingand power-to-gas solutions, as well as the use of the resulting renewable gases in powergeneration (power-to-gas-to-power).

EUTurbines Manifesto

A COMPETITIVEEUROPEAN INDUSTRY A strong industry is the backbone ofEurope’s economy. This is why a keypriority for the EU should be to ensureeconomic growth and skilled jobs. It istherefore imperative to have aframework that encourages industry tocontinue manufacturing in Europe andenables the export of Europe’s industrialexcellence globally.

We call on the EU institutions to: Develop an ambitious long-term EU Industrial Strategy to position the industry at the forefrontof Europe’s economy, in line with the proposals from the Industry4Europe coalition. Support European manufacturing jobs by ensuring a strong European supply chain, afunctioning home market for advanced technologies as well as favourable export conditionsand open global markets. Ensure that European low-carbon energy projects, which help to achieve the EU climatetargets, have fair access to finance and are regarded as an attractive investment without beingdiscriminated against by inadequate sustainable finance rules.

EUTurbines represents the interests of the whole sector of the gas and steam turbine industry. Gas and steam turbines are acore technology in a multitude of power generation solutions from gas power plants to geothermal and concentrated solarpower applications, but also in recovering waste heat from industrial processes. The association advocates an economic and legislative environment for European turbine manufacturers to develop and growR&I and manufacturing in Europe and promotes the role of turbine-based power generation in a sustainable, decarbonisedEuropean and global energy mix. EUTurbines members are Ansaldo Energia, Doosan Skoda Power, GE Power, MAN Energy Solutions, Mitsubishi Hitachi PowerSystems, Siemens Gas & Power and Solar Turbines.
