    TOPIC:

    MANDATING ALL DISTRIBUTION UTILITIES TO OFFER PREPAID RETAIL OF

    ELECTRITY IN THE PHILIPPINES

    BACKGROUND OF THE TOPIC:

    The researchers think of an idea to lessen the burden of the people in paying their

    electricity bill especially the families living in the low income class and to minimize the

    system loss due to pilferage. Most of our Distribution Utilities are offering only post paid

    subscription of electricity, though the Energy Regulatory Commission has already release a

    resolution concerning the prepaid subscription of electricity. The researchers aim to widen

    the benefits of the prepaid metering system for both the customer and the distributor.

    SIGNIFICANCE OF THE STUDY:

    Nowadays, many people are having a hard time paying for their electricity bill due to

    high price and unable to constantly monitor their energy consumption. Many of the families

    belong to low income class usually are overdue or sometimes due to their high outstanding

    balances, incapable to pay their electricity bill that most of the times resulting to

    disconnection. Disconnection of electricity tempts customer to pilfer energy that will result to

    system loss. Pilferage of electricity is a nationwide problem due to inconsistent monitoring of

    distribution utilities and lack of option for the customers in purchasing electricity. With this

    study, the researchers aim to have a mandatory for all distribution utilities in the country to

    offer of prepaid electricity through Prepaid Retail Electric Service. The researchers also aim

    to set an income bracket mandating customer to use prepaid electricity.

    SCOPE OF THE TOPIC:

    The researchers limits only on the distribution sectors and end-user in the Philippines.

    The researchers will discuss the deeper benefits of prepaid metering system to distributor and

    customers. The study will also focuses on the purchasing power of the socioeconomic classes

    in electricity.

    The researchers include, as supporting documents, the Energy Regulatory

    Commission (ERC) Resolution No. 17, Series of 2012, a resolution adopting the amendments

    to the rules of Prepaid Retail Electric Service using prepaid metering system, ERC Resolution

    No. 115 Philippine Distribution Code and R.A. No. 9136 Electric Power Industry Reform

    Act.

    POSSIBLE CONCLUSIONS OF THE PAPER:

    The researcher may conclude the wider benefits of using prepaid metering system in

    our power system; minimize system loss in pilferage, and setting income bracket in power

    subscription.
