Managing Wet Weather withGreen Infrastructure
a periodic update on activitiesVolume 2008, Issue 1 January 2008
On January 17, 2008 EPA, American Rivers, Asso-ciation of State and Interstate Water PollutionControl Administrators, Low Impact DevelopmentCenter, National Association of Clean WaterAgencies, and the Natural Resources Defense
Council released Managing Wet Weather withGreen Infrastructure, Action Strategy 2008. Thedocument is an action plan for bringing green in-frastructure practices and approaches into themainstream of wet weather management. Thedocument is available at http://www.epa.gov/
npdes/pubs/gi_action_strategy.pdf. Feedback on the action strategyis welcomed. We would especially like to hear your thoughts on howyour efforts may dovetail with the strategy. If there are opportunitiesfor cooperative effort, please let us know. Contact: Jenny Molloy,[email protected]
The Energy Independence and Security Act of 2007 that was signed intolaw on December 19, 2007 includes a provision located in Title IV(Energy Savings in Building and Industry), Subtitle C (High Perform-ance Federal Buildings) with enormous potential to drive greener wetweather management in federal projects.
Sec. 438 Storm Water Runoff Requirements for Federal DevelopmentProjects. The sponsor of any development or redevelopment projectinvolving a Federal facility with a footprint that exceeds 5,000 squarefeet shall use site planning, design, construction, and maintenancestrategies for the property to maintain or restore, to the maximum
extent technically feasible, the predevelopment hydrology of theproperty with regard to the temperature, rate, volume, and durationof flow.
The Federal Environmental Executive has the leadership for federalagency compliance with these provisions.

The Federal Highway Administration has awarded$1.4 million in grants for 14 ecosystem based in-frastructure projects. Projects were chosen fortheir potential to demonstrate best practices forintegrating transportation and environmentalplanning. Summaries of these projects are athttp://www.environment.fhwa.dot.gov/strmlng/newsletters/jan08nl.asp
The Sustainable Sites Initiative (SSI) is an inter-disciplinary partnership between the AmericanSociety of Landscape Architects, the Lady BirdJohnson Wildflower Center, the United StatesBotanic Garden and other organizations to de-velop landscape guidelines and standards thatwill protect and enhance services such as climateregulation, clean air and water, and improvedquality of life. SSI is developing standards forthe construction and maintenance of sustainablesites; a rating system with specific performancegoals; pilot projects to test the rating system;and a reference guide evaluating the pilots. SSIreleased the Preliminary Report on Standards andGuidelines in November 2007, http://www.sustainablesites.org/report.html
A Green Infrastructure Research Forum was heldon January 17 and 18 at the American Institute ofArchitects in Washington, D.C. The forum, hostedby EPA, the Water Environment Research Foun-dation and the Low Impact Development Center, brought together researchers and practitioners todiscuss how to fill information gaps in areas ofperformance, modeling and economics for usinggreen infrastructure to manage wet weather.Follow on activities from the forum are underwayto develop specific research action plans.

Using Rainwater to Grow Livable CommunitiesA recently completed Water Environment Re-search Foundation (WERF) project has devel-oped a new website to facilitate the integrationof stormwater BMPs into development projects. The website is public-friendly and can be usedby municipalities and others to educate andinform constituents and stakeholders about sus-tainable stormwater practices. Learn aboutKansas City’s “10,000 rain gardens” initiative,Chicago’s green roofs program, or how Phila-delphia is converting vacant land covered withtrash and debris into valuable assets that offerstormwater management benefits. Informationfrom these and other case studies, as well astools that can be used for effective communi-cation on sustainable stormwater BMPs, is avail-able at www.werf.org/livablecommunities.Contact: Jeff Moeller, [email protected]
