Introduction
The Management Trainee Program (MTP) is designed to develop high potential personnel into management level positions through an intensive two year program combining progressive offshore and onshore assignments. The pace of work during the program is very demanding. The Regional Management Trainee (RMT) will complete offshore and onshore assignments, training and evaluations at an accelerated pace. Progress and results will be evaluated at every stage of the program.
Upon successful graduation from the program, the Regional Management Trainee will be placed into an offshore or onshore position under the guidance of the Rig Manager for up to two years during which time they will undergo further development and evaluation. RMTs will be able to function successfully in a standalone position with responsibility and accountability for actions and decisions before being placed into a management level role.
Scope
The program covers only the defined period; therefore, Regional Management Trainees will need to follow a structured career path after completion of the program to ensure continued development. Upon completion of the MTP, the trainee will be assigned for a period of one to two years by the Director of Operations to a position. These may include but are not limited to: Offshore, Operations, HSE, Marketing, Finance, Operations Support, Human Resources, etc.

1. Schedule/Assignments The Regional Management Trainee will work a rotational schedule and is expected to conduct himself in a professional manner at all times. The time spent offshore, onshore and in training will be based upon the phase of the program; however, the

schedule will require the trainee to be flexible based upon management’s decisions. For example, the RMT may work longer or shorter periods on the unit depending upon the operation in progress. The RMT will create a calendar together with the Operations Excellence Manager and/or Rig Manager at the beginning of each phase to schedule offshore, onshore, training and vacation time for the program year. Offshore Regional Management Trainees will complete 26 weeks offshore during each phase. RMTs must be fully prepared to complete a 14, 21 or 28 day hitches offshore. Each RMT will be assigned to a specific unit and crew during each stage of offshore training. During this assignment, they are an active crew member and will not replace regular crew members without the approval of the Director of Operations. After Phase 1, the RMT will change unit and unit type (i.e. move from semi-submersible to drillship). Onshore Regional Management Trainees will complete 12 weeks onshore in an office assignment to develop a basic understanding of onshore support functions. RMTs will rotate through all onshore departments and may work on special projects for the Rig Manager. RMTs will follow a standard office schedule and should not work longer periods onshore than stipulated by the training program unless otherwise agreed to with the Operations Excellence Manager. RMTs will schedule their departmental rotations after they complete the roughneck assignment. Projects and assignments will be determined by the department. Training & Competency Each of our employees completes training requirements in addition to his work schedule. Regional Management Trainees will complete at least 10 weeks of training during each Phase. Training can be completed on the unit after working hours, at the regional office and/or at external providers. Training courses will be scheduled in accordance with the MTP training matrix and booked in a timely manner with regard to the offshore rotational schedule. Required courses must be completed before rotating to the next position. Training courses will be booked with the assistance of the Safety Officer and Rig Coordinator for the unit of assignment.
Competency assessments will be conducted in accordance with the MTP competency matrix and will be carried out by the assigned unit. The assessment timeline can be found in the appendix. The RMT should complete competency assessments as close to the proposed schedule as possible; however, due to rig operations and RMT experience, there may be exception to the timeline. All assessments for each phase must be completed prior to the candidate moving forward in the program (i.e. assessment through Assistant Driller must be completed before moving into Phase 2; Phase 2 assessments must be completed before completion of the program).

2. Program Phases This section describes the components of the program. The MTP program is structured to give the trainee time to gain practical hands-on experience with crews; work in the office; complete self-study programs; and participate in training courses on and off the unit. Phase 1 In Phase 1, the Regional Management Trainee spends their time in the Drilling Department working from a roustabout to an Assistant Driller. During this period, RMTs should work an even rotational schedule equivalent to 14, 21 or 28 days offshore/onshore. During their time off, the RMT is expected to work in the office as directed by the Operations Excellence Manager and/or Rig Manager and complete the required training courses as required per the training matrix. The course and office assignments are flexible and depend upon the dates courses can be scheduled. The total duration of Phase 1 is 52 weeks. The requirements are:

Phase 2 In Phase 2, Regional Management Trainees will be assigned to various rig departments (i.e. marine, technical, subsea, etc.) to gain knowledge of these functions and their scope of the work. With the approval of the Rig Manager and Operations Excellence Manager, the RMT can schedule the time in each department to fit with major planned tasks in each area. During this period, RMTs should work an even rotational schedule equivalent to 14, 21 or 28 days offshore/onshore. During their time off, the RMT is expected to work in the office as directed by the Operations Excellence Manager and/or Rig Manager and complete the required training courses as required per the training matrix. The course and office assignments are flexible and depend upon the dates courses can be scheduled. The total duration of Phase 2 is 52 weeks. The requirements are:

3. Assessments/Evaluations Throughout the duration of the MTP program, Regional Management Trainees will be assessed and evaluated on their progress and performance. Reports During Phase 1, the Regional Management Trainee (RMT) will be required to complete reports. One report will focus on rig activities and should be submitted at the end of each hitch. Rig reports will begin once the RMT begins rotations to the assigned unit. An additional report will be an assigned topic based upon the offshore area of work. These reports are due at the end of each job assignment and must be completed prior to moving into the next job assignment. End of Hitch Performance Evaluation At the end of each hitch, the assigned supervisor will conduct a performance evaluation using the appraisal form provided. It is important that a thorough and honest evaluation be performed at the end of each hitch to monitor offshore progress. Results will be shared with the OIM, Rig Manager, Operations Excellence Manager and Sr. HR Advisor-Training. Committee Review After six months in each phase, the oversight committee will conduct a performance review to ensure the RMT is progressing according to plan. The committee will review previous reports and performance appraisals. If necessary, a meeting will be conducted with the Committee and the Operations Excellence Manager, Rig Manager and RMT to address performance. Annual Executive Committee Review At the end of year one and prior to graduation, a formal review and assessment of the Regional Management Trainee’s progress will be held onshore with the Executive Committee. The RMT will give a formal presentation and undergo a review session with the panel. The assessment will be based upon the trainee’s work performance, whether or not he has successfully completed the jobs given to him; the reports he wrote, which reflect his understanding of rig operations; his personal conduct and attitude, which includes everything from hygiene to how well he integrates with supervisors and fellow crew members; his training and competency status; and onshore work performance. Upon successful completion of the MTP program, the RMT will be assigned to an Operations Engineer or equivalent role for the next 1-2 years as they proceed to develop into a managerial role. RMTs will be able to function successfully in a standalone position with responsibility and accountability for actions and decisions before being placed into a management level role.

4. Program Ownership Each RMT will ultimately report to the Operations Excellence Manager and Rig Manager for their assigned unit. They will also report to the respective department head and mentor when offshore (i.e. OIM, DSL, and/or TSL)
Role Responsibilities
Operations Excellence Manager
Program owner. Shares primary responsibility with the Rig Manager for the Regional Management Trainee (RMT) throughout the Program. Ensure the program is being followed according to plan and evaluate RMT’s progress.
Rig Manager
Primary responsibility for the RMT while assigned to his unit—both offshore and onshore. Ensure supervisors on the rig are carrying out the program according to plan and the RMT receives proper training. Evaluate RMT’s progress.
Offshore Installation Manager
Oversee the mentor and program plan while the RMT is offshore and assigned to his unit. Ensure trainee is competent to perform all assigned duties and responsibilities and is an active member of the crew.
Drilling Section Leader
Serve as mentor during Phase 1. Help trainee adjust to offshore environment and monitor offshore rotations/schedule. Ensure that the RMT’s supervisors are following the program plan. Oversees competence assurance assessments. Responsible for performance appraisal of participant.
Sr. HR Advisor - Training Provide program oversight. Oversee training and competency requirements
HR Advisor (Rig)
