UNANG ARAW
Ang programa ay nagsimula sa isang ritwal para sa panalangin at paghingi ng gabay sa Poong Maykapal. Sinundan ito ng pagpapakilala ng mga dumalo na katutubong Aeta mula sa 16 na sitio ng Barangay Sta. Juliana, Capas, Tarlac. Kasunod ang paglalahad ng layunin ng gawain ni Larry Ramos mula sa Kabalikat sa Kaunlaran ng mga Ayta, Inc. (KAKAI).
Malugod namang tinanggap ni Salvador Delos Reyes, punong barangay ng Barangay Sta Juliana ang lahat ng
bisita. Sinabi naman ni Mayor Antonio Rodriguez Jr. na labis siyang natutuwa sapagkat naisagawa ang kauna-unahang festival na ito ng mga Aeta. Idinagdag pa niya na lubos ang kanyang suporta para sa mga katutubong Aeta.

Bukidnon women weavers united for the first time to produce woven abaca or hinabol for the company Crate and Barrel in USA through the marketing assistance of
the Custom Made Crafts Center (CMCC) and Phildansk. One hundred (100) weavers from 6 barangays were
involved in the mass production of naturally-dyed abaca cloth. The cloth came in 3 colors – terra cotta (dyed with mahogany bark), graphite (guava leaves) and natural (guava leaves).
Pamahandi, the marketing arm of Fr. Vincent Cullen Tulugan Learning Development Center (FVCTLDC) based in Malaybalay City, Bukidnon, was involved in the quality check, cutting and sewing the abaca cloth into table runners.
Bukidnon weavers wove a total of 14,004 meters of hinabol cloth --- 4,277 meters of which were shipped to the USA through Phildansk and the rest were absorbed by CMCC and

FVCTLDC for value addition. CMCC is presently converting terracotta-colored hinabol into coffee bags for a fair trade coffee company in Manila.
Bukidnon weavers received a combined income of Php467,630 and would receive close to Php300,000 more for the abaca cloth that did not pass the quality control.
Bukidnon weavers through the help of NTFP-TF upgraded their production equipment and tools by purchasing additional stainless dyeing vats and suludan, the steel comb-like contraption in which each abaca fiber is inserted in preparation for weaving.
Bukidnon weavers have increased in number by a combined 45% as dormant weavers were encouraged to take part in the export production of hinabol. To meet the big order, Sunflower

Weavers (Manalog) and Pauhangan Weavers (Bontongon) expanded to 3 more barangays that added 11 more weavers to the league of Bukidnon Higaonon weavers.
Although weavers were able to satisfy 1 purchase order only out of 3, the export experience is still a success as far as the community of Higaonon women weavers is concerned.
For one, Higaonon indigenous craftsmanship has reached international market and competed with other similar world-class products. And, by such courage to go into export production, they have contributed to local economy and brought pride to the province of Bukidnon. The weavers were able to experience synchronized hinabol production for export whereby weaving and dyeing skills had to level up to meet the standards and specifications of the export buyer.
Lessons learned
Everyone has their share of important lessons learned from this export experience. Marketing and entrepreneurial skills of Higaonon women leaders were tested. So is the patience and extent of hard work of everyone involved.

Sa wakas ay natupad din ang pinapangarap ng NATRIPAL na isang heritage center!
Noong Disyembre 12, 2011 ay naisagawa ang “soft opening” ng tinatawag na Agong Salapa Heritage Center sa Puerto Princesa.
Naaalala ko pa nang sinisimulan pa lang buuin ang konsepto ng Heritage Center. Nagkaroon ng isang pagpupulong ang Board of Directors ng NATRIPAL, mga elder mula sa katutubong Tagbanua, Batak at Palawan at kasama din dito si Miss Crissy Guerrero ng NTFP. Pinag-usapan nila kung ano ang magiging disenyo nito, anu-ano ang mga lalamanin at iba pang mga bagay kaugnay sa pagtatayo ng isang heritage center. Ngunit matingkad rito ang palihan ng ano ang magiging kahalagahan ng pagtatayo ng heritage center ng NATRIPAL. Sapagkat kung matutupad nga ito, ito ang siyang magiging kauna-unahang heritage center sa buong Palawan na ang nakapagtayo din ay isang katutubong pederasyon-ang NATRIPAL Inc.
Naging katuwang din sa ginawang pagbubukas sina
kapaki-pakinabang na paraan. Ayon kay Dr. Phung Huu Chinh, Direktor ng
Bee Research Development Center mula sa Vietnam, ang pulot ng trigona ay maaring panggamot sa karamdaman ng tao lalo na ang kanyang pollen at beeswax na punong-puno ng bitamina. Ito ang pangalawang beses kong nakita si Dr. Chinh at muli ay marami akong natutunan na mga bagong kaalaman mula sa kanya.
Ang Madhu Duniya ay ang pagtitipon at sama-samang pag-aaral tungkol sa mga iba’t-ibang uri ng pukyutan ng iba’t–ibang bansa. Naisip ko na dahil sa pagtitipong ito, ang mga munting mga kaalaman ay napagsasama upang makabuo ng isang mas malaking kaalaman. Hanggang sa huli, ang saya at pananabik ko ay lalong tumindi dahil sa aking mga natututunan at sa nakikita kong ganda ng bansang Indonesia.
Sa panghuli ay nagpapasalamat ako sa mga EDO ng NTFP-Task Force sa ibinigay na pagkakataon sa mga katutubo na dumalo sa pag-aaral o pagtitipong ito.

NCIP Commissioner Dionesia Banua, Jenne de Beer at Yasmin Arquiza. Katuwang din ang Indigenous Peoples Apostolate (IPA) sa pangunguna ni Fr. Armando Limsa na siyang naging daluyan ng pondo upang maitayo ng Heritage Center.
Dinaluhan din ito ng mga panauhin mula sa Provincial Tourism Office, Provincial Culture & Arts at Provincial Economic Enterprise Development office, mga katutubong Aeta mula sa Panay at mga Agta-Dumagat mula sa General Nakar. Mayroon ding mga dumalo na bisita mula sa bansang Cambodia sa pangungunga ni Femy Pinto ng NTFP-EP.
Ang pangalang “Agong Salapa” ay mula sa mga salitang “agong” na isang katutubong instrumentong pang-musika na pawang ginagamit ng tribong Tagbanua, Batak at Palawan. Ginagamit ito sa pagtugtog ng musikang pansayaw. Ito din ay ginagamit pantawag sa buong tribu kung may mga pagpupulong, pagbibigay alam kung may mga bisita o panganib na darating. Ang “salapa” naman ay katutubong kagamitan din ng tatlong tribu na hugis lalagyan ng mga alahas. Dito itinatago ang mga mahahalagang gamit at kayamanan ng mga katutubo at maging ng nganga at iba pang ginagamit panigarilyo.
Ang naipagsamang pangalang ito ng heritage center ay sumisimbolo at nagsisilbing panawagan sa lahat ng mga katutubong Tagbanua, Batak at Palawan na tipunin at ilagak ang mga katutubong kagamitan at kaugalian bilang bahagi ng pagpapanatili ng kultura ng Tagbanua, Batak at Palawan. nbta

What is RFRI?
The Rain Forest Restoration Initiative (RFRI) is a network of organizations and individuals from the academe, peoples’ organizations, non-government organizations, and business sector engaged in environmental conservation, research and development. Its mission is to promote rainforestation or the use of native species for forest restoration and other land use management objectives in the Philippines. The ultimate principles of the network include science-based forest restoration, value of native species as a genetic resource and for ecosystem services including climate change mitigation, partnership with local communities and integration of local knowledge and practices in forest restoration, provisioning services and forest-related livelihood options to society, and protection and conservation of remaining forests for biodiversity conservation and other ecosystem services.
RFRI Core members
The RFRI was first established in 2004 together with Haribon’s ROAD (Rainforestation Organizations and Advocates) to 2020 Campaign with a goal of reforesting 1 million hectares with native species by year 2020. It was revived in 2009 and has expanded to consist the Institute of Tropical Ecology-Visayas State University (ITE-VSU), Environmental Leadership and Training Initiative (ELTI), Foundation for the Philippine Environment (FPE), Haribon Foundation, Non-Timber Forest Products-Task Force (NTFP-TF), Philippine Eagle Foundation (PEF), Philippine Tropical Forest Conservation Foundation (PTFCF), Philippine Native Plant Conservation Society, Inc. (PNPCSI), University of the Philippines Los Banos-College of Forestry and Natural Resources (ULPB-CFNR), and individual members such as Ms. Ester Batangan and Dr. Perry Ong. The RFRI is willing to accept new members who wish to support rainforestation to reach its potential through research and development, education and advocacy, technical assistance, and project implementation work.

For many years, the government and the environmental sectors unceasingly provide funds and support on large-scale reforestation projects in the country to address widespread loss of ecosystem services, including biodiversity maintenance, carbon sequestration and watershed protection. A problem with these reforestation efforts, however, is the use of exotic species which oftentimes are not well-matched to the ecosystem where they are planted. These fast growing, foreign species are said to be bio-invasive, prone to disease outbreaks and with limited value in terms of reestablishment of watershed and biodiversity. This conference brought together research scientists and practitioners who have been leading
some efforts of propagating native types of trees, to discuss how to begin “mainstreaming” the usage of native tree species. Headed by ELTI, in cooperation with RFRI and University of the Philippines, the conference was held at the University of the Philippines in Diliman, Quezon City last July 15-16, 2010.
Rainforestation training programsIn 2004, the Department of Environment and Natural
Resources issued Memorandum Circular No. 2004-06 or simply the “Guidelines in the Integration of Rainforestation Farming Strategy in the Development of Open and Denuded Areas within Protected Areas and other Appropriate Forest Lands”. This year, trainings programs were conducted by RFRI members, ELTI and partners for project implementers such as the Protected Areas Superintendents (PASu) and the National Power Corporation (NPC) watershed managers. These provided participants with knowledge and skills on how to develop rainforestation sites and native species nurseries. Rainforestation Research and Monitoring Training was also given to colleges and universities who are members of the Philippine Forestry Education Network, Inc. (PFEN) to teach them how to collect data on germination, growth and survival, and on database management.

Celebrating IYF
In celebration of the 2011 International Year of Forests, the RFRI is holding the RFRI Seminar Series: Green Mondays from 11:00-12:00 every first Monday of the month from July 4, 2011 to February 6, 2012. The seminar series is intended to raise awareness about the value of native forest biodiversity, conservation and sustainable development of “forests for people.” This seminar series is being held in the UP-Diliman Institute of Biology, with live simulcast on www.dilc.upd.edu.ph and www.rainforestation.ph.
Best Native Forest Tree Nursery
The RFRI launched this year the Leonard Co Award for Best Native Forest Tree Nursery. Top 3 winners (Nabingkalan Indigenous Seedlings Producers Association, San Carlos, Negros Occidental-grand prize;Imbayao Community-Based Forest Management Farmers Association, Malaybalay, Bukidnon-1st runner up; and Brgy Talisay Nursery, Lipa City, Batangas-2nd runner up) were awarded during the first symposium of the PNPCSI in November 19-20, 2011. They received a plaque of recognition and certificates. The best forest tree nursery also received PhP 100,000 in cash.The network is planning to make this an annual event to encourage more nursery owners to raise native tree seedlings. nbta

Upang higit na mapaunlad ang kakayahan ng mga myembro ng mga community-
based enterprises (CBE) ng PASAKAMI Yamang Gubat Program, isang pagsasanay sa pamamahala ng pananalapi ang isinagawa noong Setyembre 27 hanggang 28, 2011 sa San Isidro Labrador Formation Center, San Jose, Occidental Mindoro.
Dumalo sa pagsasanay ang siyam (9) na myembro ng PASAKAMI Yamang Gubat Program. Ito ay sa ilalim ng EU-PLAN Project. Naging tagapagsanay dito ang finance staff ng NTFP-Exchange Programme.
Layunin ng pagsasanay na maunawaan ng mga kalahok ang kahalagahan ng pagkakaroon ng tama at bagong talaan ng mga pinansyal na transkasyon, matutunan ang pagkakaroon ng angkop na sistema sa pagtutuos kasama ang pag-iingat ng libro ng negosyo.
Gayundin, ang pagsasanay ay isinagawa upang maturuan ang mga myembro ng CBE na maghanda ng ulat pampinansyal at makabuo ng mga polisiya at desisyong pinansyal na naaangkop sa negosyo.

Bilang pagwawakas ng pagsasanay, ang bawat CBE ay mayroong takdang gawain pagbalik sa kani-kanilang samahan. UNANG ARAWAng programa ay nagsimula sa isang ritwal para sa panalangin at paghingi ng gabay sa Poong Maykapal. With the theme “Pangangalaga ng Kagubatan
nang may Pananagutan”1 (Caring for the
Forests with Responsibilities), the Capacity Building and Communication Working Group of the Philippine National REDD-Plus Strategy Team (PNRPS CBC-WG)2 organized the first REDD-plus caravan on December 13-14, 2011 in Puerto Princesa City, Palawan. The Women’s Initiatives for Society, Culture and Environment (WISE), in partnership with the Environmental and Legal Assistance Center (ELAC), Fauna and Flora International (FFI), Institute for the Development of Educational and Ecological Alternatives (IDEAS), Nagkakaisang Tribung Palawan (NATRIPAL), Non-Timber Forest Products- Task Force (NTFP-TF), Palawan Conservation Corps (PCC) and Palawan APO Alumni Association (PAPOAA) hosted and mobilized the event.
The Color It REDD-Plus aims to: 1)invite public attention to REDD-Plus and PNRPS; 2)provide venues for stakeholders particularly leaders, women and youth from Indigenous Peoples and Local Communities (ILCs), Local Government Units (LGUs), field units of government agencies particularly DAR, DA, DENR, and NCIP, and private sector to participate in REDD-Plus and PNRPS discussions; 3) tap individuals from ILCs, LGUs, field level government agencies and private sector as REDD-Plus/PNRPS champions; 4) enhance understanding of REDD-Plus and PNRPS; and, 5)establish a communication and learning mechanism as platform for Philippine REDD-Plus Community of Practitioners.
The two –day activity was highlighted by three (3) components, namely: 1) Exhibit / Music / Film; 2) Fishbowl Discussions; and, 3) REDD-Plus Hour. Each component signifies principles that are being promoted by PNRPS, i.e., HOPE, JUSTICE and SUSTAINABILITY, respectively.

Exhibit/Music/FilmRoll–up banners were displayed featuring information
taken from the PNRPS brief. These banners likewise served as visual materials during the Fishbowl Discussions and REDD-Plus Hour.During lunchtime, a documentary film produced by Food and Agriculture Organization (FAO) entitled “Forests and Climate Change: A Convenient Truth”. The video presentation focuses on the contribution of forests on mitigation of climate change and the importance of reducing deforestation and forest degradation.
In the evening, an out-of-school youth group of PPC staged a play entitled “Tag ulan sa Tag-araw” (Rainy Days in Summer). Directed by Timothy Jones, this short play tackles climate change and its effects to mangrove forests and the lives of the peoples depending on the natural resources.
The intergenerational mix of participants enjoyed and got inspired by the timeless music of Ms. Lolita Carbon, a singer and songwriter of notable environmental songs together with her band “ASIN” (salt). Songs included “Masdan Mo Ang Kapaligiran” (Look at the Environment), “Ang Bayan Kong Sinilangan” (The Land Where I Was Born), “Pagbabalik” (Return) and “Balita” (News). Hope for peace and better environment were the motivations for coming up and promoting these songs.
Fishbowl Discussions A round table discussion was participated in by leaders,
officials and representatives of the local communities (notably IP leaders), government field offices (DENR and NCIP), municipal and provincial government offices, students and academe. Resource persons include Datu Abdelwin Sangkula, Atty. Gerthie Mayo-Anda and Forester Olivia Melendrez. Questions were solicited from the participants by the facilitator, Forester Marlea Munez who then assigns resource persons to respond to particular concern/s.
Discussions revolve around the relationships / impact of REDD-plus / PNRPS to communities particularly pertaining to their rights. Mr. Wilfredo Palite, an IP leader for instance asked “Ano ang maitutulong ng REDD-

More than a hundred indigenous peoples, coming from different tribes from Luzon, Visayas and
Mindanao, have gathered last October 13, 2011 at the National Museum in Manila in the first ever national Indigenous Peoples Cultural Summit.
The summit, organized by Senator Loren Legarda, Chair of the Senate Committee on Cultural Communities, was the culminating event of the three regional assemblies that brought to light the different concerns that various indigenous cultural communities (ICCs) in the three major regions of the Philippines would want the government to address.
The regional assemblies brought out the common concerns of the indigenous peoples’ rights to ancestral lands and domains, self-determination, governance, human rights and social justice.
A presentation on the Convention No. 169 of the International Labor Organization vis-à-vis the Philippine Indigenous Peoples Rights Act (IPRA) was given, as well as the flagship projects for indigenous peoples by the National Commission on Indigenous Peoples.
Convention No.169 is a legally binding international instrument open to ratification, which deals specifically with the rights of indigenous and tribal peoples. The Philippines has not ratified Convention No. 169 and there were once again calls from the summit participants for the Philippine government to ratify said convention.

Southern Palawan, was able to explain what has been started in the ground. Similarly, concerns on the Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) were raised and it was emphasized that there should be no conflict between REDD-plus and ADSDPP as well as with Forest Land Use Plans (FLUP) and other related plans. The presence of no less than NCIP Commissioner Dionesia Banua made a difference when she emphasized “Sa REDD-

One of the critical concerns stressed is that mining could not be allowed in REDD-plus areas. Thus, scenarios/options were laid out to participants:
whether to go for Mining
– instant money but will result
in loss of forest areas OR go for

intact forests and in the long run
will provide stream of benefits
– carbon, ecosystem, socio-
economic and other co-benefits.
REDD-Plus Hour
During the second day, a detailed discussion, taking-off from issues and concerns raised during the fishbowl discussions was conducted. In this session, current efforts of the local government units, the DENR field units and the local communities were linked with eligible activities of REDD-plus.
At the end of the session, a total of twenty five (25) participants signed-up and committed to be part of the REDD-plus Community of Practitioners (Rp-CoP). These Rp-CoPs are hoped to take care of sustainability aspects of REDD-plus in Palawan. nbta

Sila ay inaasahang magsumite ng kanilang balance sheet, income statement at cash flow statement mula Enero 1 hanggang Hunyo 30, 2011. Financial Management Training (FMT). Ang pagsasanay ay isinagawa nong Sept. 27-29, 2011 sa SILFC San Jose Occidental Mindoro. Dinaluhan ang pagsasanay ng mga Taga-Suri, Ingat Yaman at ng Taga-Tala mula sa iba’t-ibang CBEs. Ang mga naging tagapadaloy ay sila Emily Abella, CPA at Virginia Lantapon.

Not By Timber Alone (NBTA) is a semi-annual newsletter of the Philippine Non-Timber Forest Products – Task Force (NTFP-TF). NTFP-TF is a collaborative network of NGOs and Peoples Organizations (POs) working with local communities on developing their NTFP-based livelihoods. ng Buhi, Camarines Sur at Agta/Dumagat mula sa Quezon ang nagtipon para sa pagdiriwang ng kauna-unahang Aeta Festival sa Tarlac noong Abril 28-29.
Tinawag na “Mam-eh” o “pagbabahagi” ang kauna-unahang Aeta Festival ng Pagkaing -Gubat ang pagdiriwang. Dito ay nagkaroon ng pagbabahaginan ng pagkain at yaman ng kulturang Aeta. Bukod dito, layunin din ng gawain na isulong ang pagkilala ng karapatan sa lupaing ninuno.
UNANG ARAWAng programa ay nagsimula sa isang ritwal para sa panalangin at paghingi ng gabay sa Poong Maykapal. Sinundan ito ng pagpapakilala ng mga dumalo na katutubong Aeta mula sa 16 na sitio ng Barangay Sta. Juliana, Capas, Tarlac. Kasunod ang paglalahad ng layunin ng gawain ni Larry Ramos mula sa Kabalikat sa Kaunlaran ng mga Ayta, Inc. (KAKAI).
Malugod namang tinanggap ni Salvador Delos Reyes, punong barangay ng Barangay Sta. Juliana ang lahat ng
bisita. Sinabi naman ni Mayor Antonio Rodriguez Jr. na labis siyang natutuwa sapagkat naisagawa ang kauna-unahang festival na ito ng mga Aeta. Idinagdag pa niya na lubos ang kanyang suporta para sa mga katutubong Aeta.

Kasunod ng mainit na pagtanggap ng lokal na pamahalaan ay ang pagpapalabas ng mga katutubong sayaw ng Aeta. Ilan sa mga sayaw na ito ay ang mga sumusunod: Lapinding-dating kina o dating ulam, Patetet – Bayling Pahinga, Batong Baboy, Tumigan/Binabayani, Talipi, Bakingking, at Dururu. Pinangunahan ng mga matatanda o elders ang mga katutubong sayaw na pawing nagpapakita ng kultura ng katutubong Aeta.
Ipinakita rin ng mga Aeta ang galing sa paggamit ng pana at iba pang katutubong laro tulad ng Takundang at Takub-takob.

We usually call coconut tree as the tree of life because of all the benefits and uses of the coconut tree- from trunk to leaves. But another
indigenous species can be called as tree of life- the Buri. Buri can be called as the forest tree of life as well because
of the endless list of products and by-products derived from its various parts. A lot of indigenous communities, like the Tao-buid in Mindoro value the importance of Buri.
Buri (Corypha elata) belongs to the palm family that occurs abundantly at low and medium altitude throughout the Philippines. It is the most stately palm because of its erect and straight trunk that can reach up to 20 meters high and 1 meter in diameter. The leaves are fan-shaped, large, rounded in outline, up to 3 meters in length.
The uses of the buri palm are summarized as follows: 1. Roots can be used to treat toothache.2. Buri bud (ubod) is used for salad or as a vegetable. 3. Trunk can yield large quantities of starch.
Buri-Forest tree of life4. Bark can be used as raw material for native wall and
floor. 5. The petiole yields so-called buntal fiber of which,
the famous Baliuag and Lucban hats are made; sometimes twisted into rope.
6. Mature leaf is used for covering tobacco bales, rarely as a thatch for houses, while the ribs are used for making brooms.
7. From the unopened leaf is obtained a very fine fiber, corresponding to raffia fiber, which is utilized in making cloth, fancy articles, and as string. Fibers secured from the ribs of the unopened leaves are extensively used in the manufacture of the so-called Calasiao or Pototan hats. Strips of the unopened leaf are made into hats, mats, bags, sails, basket, and other articles.
8. The kernels of the young fruits are edible and are made into a sweetmeats.
9. The mature seed are used for rosary beads and buttons. Some say that immature seeds are edible, too.
Weavers from Tao-buid indigenous community of Occidental Mindoro shared that Buri plays a lot of important roles in their forest. Bats sleep under its leaves. Its fruits are also a favorite food of a bird called Balod. Buri keeps the soil stable. They also shared that Buri fiber are stronger if harvested from the tree that came from thick forest.
Sustainable harvesting practices of Tao-buid:1. Any member of Tao-buid can harvest as long as
they follow the sustainable harvesting practices.2. The areas closed for harvesting are sacred places
and areas prone to erosion. 3. Harvesting season is from December to April only.4. Indicator that the leaves are ready for harvesting:
For unopened leaf: should be more than 1 foot in length. For mature leaf, should be green and wide open already. Should climb the tree and use bolo. Be careful in harvesting.
5. Do not harvest the bud. 6. Unopened leaf: 1 per tree. Leaves: 10-12 per tree.
The flowering stage of Buri means the end of its life. But to the indigenous communities, it means the start of many Buri trees because of thousand of seeds that will be spread in the forest. nbta

Nakar, Quezon para sa pag-proseso ng kanilang pulot, ngayon naman mga kagamitan para sa pag-proseso hindi lamang ng pulot kundi maging pagkaing-gubat ang natanggap ng mga Agta-Dumagat sa General Nakar mula sa Team Energy Foundation, Inc. (TEFI).
Kabilang sa mga kagamitan na binili ay dehumidifier (pangtanggal ng tubig sa pulot), mga kagamitang panluto at pang-kusina, mga lalagyan ng pulot, at isang generator set para mapaandar ang dehumidifier.

Upang higit na mapaunlad ang kakayahan ng mga myembro ng mga community-
based enterprises (CBE) ng PASAKAMI Yamang Gubat Program, isang pagsasanay sa pamamahala ng pananalapi ang isinagawa noong Setyembre 27 hanggang 28, 2011 sa San Isidro Labrador Formation Center, San Jose, Occidental Mindoro.
Dumalo sa pagsasanay ang siyam (9) na myembro ng PASAKAMI Yamang Gubat Program. Ito ay sa ilalim ng EU-PLAN Project. Naging tagapagsanay dito ang finance staff ng NTFP-Exchange Programme.
Layunin ng pagsasanay na maunawaan ng mga kalahok ang kahalagahan ng pagkakaroon ng tama at bagong talaan ng mga pinansyal na transkasyon, matutunan ang pagkakaroon ng angkop na sistema sa pagtutuos kasama ang pag-iingat ng libro ng negosyo.
Gayundin, ang pagsasanay ay isinagawa upang maturuan ang mga myembro ng CBE na maghanda ng ulat pampinansyal at makabuo ng mga polisiya at desisyong pinansyal na naaangkop sa negosyo.
Sa loob ng dalawang araw, ilan sa mga natalakay na paksa ang mga sumusunod:(1) Mahahalagang elemento ng pamamahala
ng pananalapi;(2) Pagkilala ng mga pinagmumulang
dokumento ng transakyson at tamang paglagay ng mga datos gaya ng opisyal na resibo (official receipt), katunayan ng pagbebenta (sales invoice), mga voucher, tseke at iba pang mga dokumento;
(3) Mga polisiya at mga hakbang sa iba’t ibang transaksyon ng samahan gaya ng:(a) Daloy ng transaksyon sa paglalagay sa
resibo o official receipt at sa lahat ng perang natatanggap (cash receipts); at
(b) Daloy ng transaksyon sa paghahanda ng check voucher at sa lahat ng mga babayaran ng samahan (cash/check disbursements);

The 33rd Annual Conference of the Ugnayang Pang-Agham Tao (UGAT), the anthropological association in the Philippines, was held last October 20-22,
2011 in Central Mindanao University, Musuan, Maramag, Bukidnon with the theme “AghamtaongKaagapay: Anthropology
Cares for its Publics”. It was a gathering of various people from different fields and professions such as university professors, deans, linguists, musicians, NGO workers, sociologists, students and peace makers.
The conference aims to consolidate anthropological experiences and ideas that are focused on improving social welfare, among others, and tackles the relevance of anthropology in the public sphere. Different talks focusing on indigenous peoples, women, children, academe, business and peace and conflicts were presented. Most of us coming from a different background (non-anthro) would disregard such themes as seemingly ordinary in our life, but I realized how these experiences and ideas are really helpful in fields such as social enterprise, which is relevant for me as an enterprise development officer (EDO) working with community-based groups in Occidental Mindoro.
Other presentations which struck me was the paper of Skilty Labastilla entitled “How My Anthropology Background Helps Me Run A Scholarship NGO: The Story of A Better Chance (ABC) Foundation and Its Management” and the anthropology in peace and conflicts as shown in a study titled “Indigenous Peoples Conflict Resolution and Its Contribution to the Current Peace Process: Reflections on the Recently Concluded Peace Accord Among the Banwaons of Agusan Sur” written by Maria Easterluna S. Canoy of Kitanglad Integrated NGOs.
I was also fortunate enough to present a paper based on a study I co-authored with Marian Rica Lodripas and Diana San Jose of AnthroWatch, a project partner in the Mangyan Livelihood Project in Occidental Mindoro. Our study is entitled “Mangyan Women’s Voices in Ancestral
Domain Concerns.” It is a sharing on lessons learned from our experiences gathered from three years of implementation of the “Mangyan Livelihood Project” funded by European Union and Plan-International. It explores the perspectives and roles of different Mangyan women across indigenous groups in Occidental Mindoro who are members of community-based

More than a hundred indigenous peoples, coming from different tribes from Luzon, Visayas and
Mindanao, have gathered last October 13, 2011 at the National Museum in Manila in the first ever national Indigenous Peoples Cultural Summit.
The summit, organized by Senator Loren Legarda, Chair of the Senate Committee on Cultural Communities, was the culminating event of the three regional assemblies that brought to light the different concerns that various indigenous cultural communities (ICCs) in the three major regions of the Philippines would want the government to address.
The regional assemblies brought out the common concerns of the indigenous peoples’ rights to ancestral lands and domains, self-determination, governance, human rights and social justice.
A presentation on the Convention No. 169 of the International Labor Organization vis-à-vis the Philippine Indigenous Peoples Rights Act (IPRA) was given, as well as the flagship projects for indigenous peoples by the National Commission on Indigenous Peoples.
Convention No.169 is a legally binding international instrument open to ratification, which deals specifically with the rights of indigenous and tribal peoples. The Philippines has not ratified Convention No. 169 and there were once again calls from the summit participants for the Philippine government to ratify said convention.

Enterprise Development Training and Financial Management was conducted in two (2) areas last October 28-29 in So. Talabonggan, Berong, Quezon and last November 10-11 and 17-18 in Mariwara, Princess Urduja, Narra, Palawan to SKTM Tribal Group.
The training was composed of important information in Production, Marketing ang Financial Management in which the association are now ready

Twenty three (23) participants attended the training in which men are the priority participants for the training because they were asking if we can provide them additional income aside from handicraft for women.
Out of twenty three participants who attended the training, six (6) of them are men who gave their full time in the training and produced good quality hand made paper for beginners.
During the training they were asking if they can start producing paper. We told them to practice producing more competitive and quality hand made paper. Only by then will they be ready to market their hand made paper. nbta

In our paper, we presented narratives of Mangyan women to highlight their participation in ancestral domain-related activities.
As a non-anthropologist, I am pretty amazed on the application of anthropology in our daily lives, may that study be applied or public anthropology. The importance of these studies
is not simply for reference for college students or to fascinate outsiders with the richness of stories and cultures of indigenous peoples and communities but rather, to help be part of the nation building and augment the things that cannot be solved through physics, biology or chemistry. I also realized how as a development worker, I also have a lot to contribute to the field of anthropology from first-hand experiences on the field. I am very grateful for the opportunity to be part of such a meaningful conference. nbta

based enterprises (CBE) ng PASAKAMI Yamang Gubat Program, isang pagsasanay sa pamamahala ng pananalapi ang isinagawa noong Setyembre 27 hanggang 28, 2011 sa San Isidro Labrador Formation Center, San Jose, Occidental Mindoro.
Dumalo sa pagsasanay ang siyam (9) na myembro ng PASAKAMI Yamang Gubat Program. Ito ay sa ilalim ng EU-PLAN Project. Naging tagapagsanay dito ang finance staff ng NTFP-Exchange Programme.
Layunin ng pagsasanay na maunawaan ng mga kalahok ang kahalagahan ng pagkakaroon ng tama at bagong talaan ng mga pinansyal na transkasyon, matutunan ang pagkakaroon ng angkop na sistema sa pagtutuos kasama ang pag-iingat ng libro ng negosyo.
Gayundin, ang pagsasanay ay isinagawa upang maturuan ang mga myembro ng CBE na maghanda ng ulat pampinansyal at makabuo ng mga polisiya at desisyong pinansyal na naaangkop sa negosyo.
Sa loob ng dalawang araw, ilan sa mga natalakay na paksa ang mga sumusunod:(1) Mahahalagang elemento ng pamamahala

Bilang pagwawakas ng pagsasanay, ang bawat CBE ay mayroong takdang gawain pagbalik sa kani-kanilang samahan. Sila ay inaasahang magsumite ng kanilang balance sheet, income statement at cash flow statement mula Enero 1 hanggang Hunyo 30, 2011. Learning Visit on Natural Resource Management a Success
From December 3-9, 2011, six participants from the Philippines, Indonesia and Malaysia have immersed themselves at the Kalahan Educational
Foundation (KEF) in Barangay Imugan, Sta. Fe, Nueva Vizcaya to discuss and share sustainable management practices in their respective countries and to promote a better understanding of the ILO Convention 169 and the UN Declaration among the participants.
The participants were Irawan Sihombing from Indonesia, Dominic Langat Sigau from Malaysia, Ernesto Conchada and Jose Buendicho from General Nakar, Quezon and Roberto Musa and Alejandro Sambutan from Occidental Mindoro. Conchada and Buendicho are from the Agta-Dumagat tribe while Musa and Sambutan were Mangyan.
The participants converged in Manila and travelled
to Nueva Vizcaya where they stayed at Dagwey Dorm. During their first day, they had discussions with Pastor Delbert Rice of KEF on Imugan’s experience with managing their forest. Pastor Rice told the story of how the Ikalahan won their ancestral land title after losing their case and appealing to the court three times. He explained that in their Memorandum of Agreement 1 with the Department of Forestry, they had 15,000 hectares of forest to protect. Then with the passage of the Indigenous Peoples Rights Act (IPRA), they got their Certificate of Ancestral Domain Title (CADT) in 1998 for 31,000 hectares for 10,000 people in 20 barangays.

traditional forest management. Abi Aguilar from NTFP then discussed the IPRA and Free and Prior Informed Consent (FPIC) process in the Philippines.
The participants also visited areas near Imugan Falls where the fallow period has been observed for almost five years and the changes in forest cover is noticeable. They saw that Imugan is proof of a well-managed forest.
This learning visit would not have been possible without the support of the International labor Organization (ILO). nbta
He emphasized that indigenous peoples should never give up fighting for their land. He went on to relate that they also won the fight against chemical fertilizers, and that they included basic ecology in their school curriculum. He said that although they have their victories, there are constant threats to their forest, such as the satellite tower which they already won the court case against, but the tower is still there. The participants were taken to Malico where Pastor Rice showed them parts of the forest including the sacred area, pointing out the effects of their efforts to the health of the ecosystem. He also explained about how trees are measured for their carbon, and the reblocking method for reforestation. Then they went to the food processing center where workers were cooking, sterilizing and packaging jams.
The next day the participants had a sharing of their forest management strategies, as they came from 4 different communities from 3 countries.
Irawan from Kalimantan shared his experience in sustainable honey harvesting, and demonstrated how to make a rafter (tikung) for Apis dorsata. He explained how they are only supposed to harvest honey from the short trees; hence the need for rafters. They have an internal control system to ensure that there are no smokers or smoke coming from farms and no chemicals in the water. He related that they have harvested for 15 years, and that it only started with 3 men. Today there are 13,000 hectares for 200 farmers, and one farmer can have 500 rafters to produce 2 tons.
Dominic from Sarawak shared their replanting efforts and harvesting of sago palm in the Penan villages. The Mangyan and Agta-Dumagat also shared their own

traditional forest management. Abi Aguilar from NTFP then discussed the IPRA and Free and Prior Informed Consent (FPIC) process in the Philippines.
The participants also visited areas near Imugan Falls where the fallow period has been observed for almost five years and the changes in forest cover is noticeable. They saw that Imugan is proof of a well-managed forest.
This learning visit would not have been possible without the support of the International labor Organization (ILO). nbta

Dumalo sa pagsasanay ang siyam (9) na myembro ng PASAKAMI Yamang Gubat Program. Ito ay sa ilalim ng EU-PLAN Project. Naging tagapagsanay dito ang finance staff ng NTFP-Exchange Programme.
Layunin ng pagsasanay na maunawaan ng mga kalahok ang kahalagahan ng pagkakaroon ng tama at bagong talaan ng mga pinansyal na transkasyon, matutunan ang pagkakaroon ng angkop na sistema sa pagtutuos kasama ang pag-iingat ng libro ng negosyo.
Gayundin, ang pagsasanay ay isinagawa upang maturuan ang mga myembro ng CBE na maghanda ng ulat pampinansyal at makabuo ng mga polisiya at desisyong pinansyal na naaangkop sa negosyo.

Tinawag na “Mam-eh” o “pagbabahagi” ang kauna-unahang Aeta Festival ng Pagkaing -Gubat ang pagdiriwang. Dito ay nagkaroon ng pagbabahaginan ng pagkain at yaman ng kulturang Aeta. Bukod dito, layunin din ng gawain na isulong ang pagkilala ng karapatan sa lupaing ninuno.
UNANG ARAWAng programa ay nagsimula sa isang ritwal para sa panalangin at paghingi ng gabay sa Poong Maykapal. Sinundan ito ng pagpapakilala ng mga dumalo na katutubong Aeta mula sa 16 na sitio ng Barangay Sta. Juliana, Capas, Tarlac. Kasunod ang paglalahad ng layunin ng gawain ni Larry Ramos mula sa Kabalikat sa Kaunlaran ng mga Ayta, Inc. (KAKAI).
Malugod namang tinanggap ni Salvador Delos Reyes, punong barangay ng Barangay Sta. Juliana ang lahat ng

More than a hundred indigenous peoples, coming from different tribes from Luzon, Visayas and
Mindanao, have gathered last October 13, 2011 at the National Museum in Manila in the first ever national Indigenous Peoples Cultural Summit.
The summit, organized by Senator Loren Legarda, Chair of the Senate Committee on Cultural Communities, was the culminating event of the three regional assemblies that brought to light the different concerns that various indigenous cultural communities (ICCs) in the three major regions of the Philippines would want the government to address.
The regional assemblies brought out the common concerns of the indigenous peoples’ rights to ancestral lands and domains, self-determination, governance, human rights and social justice.
A presentation on the Convention No. 169 of the International Labor Organization vis-à-vis the Philippine Indigenous Peoples Rights Act (IPRA) was given, as well as the flagship projects for indigenous peoples by the National Commission on Indigenous Peoples.
Convention No.169 is a legally binding international instrument open to ratification, which deals specifically with the rights of indigenous and tribal peoples. The Philippines has not ratified Convention No. 169 and there were once again calls from the summit participants for the Philippine government to ratify said convention.
Dr. Bernd Liss of GIZ and Forester Marlea Muñez of CoDe REDD shared REDD Plus initiatives in the Philippines, with particular focus on its implications to IPs. This includes improved

Dito ko nalaman ang iba’t-ibang mga batas na nangangalaga sa karapatan o kapakanan ng mga kababaihan at mga tao.

Sa loob ng dalawang araw, ilan sa mga natalakay na paksa ang mga sumusunod:(1) Mahahalagang elemento ng pamamahala
ng pananalapi;(2) Pagkilala ng mga pinagmumulang
dokumento ng transakyson at tamang paglagay ng mga datos gaya ng opisyal na resibo (official receipt), katunayan ng pagbebenta (sales invoice), mga voucher, tseke at iba pang mga dokumento;
(3) Mga polisiya at mga hakbang sa iba’t ibang transaksyon ng samahan gaya ng:(a) Daloy ng transaksyon sa paglalagay sa
resibo o official receipt at sa lahat ng perang natatanggap (cash receipts); at
(b) Daloy ng transaksyon sa paghahanda ng check voucher at sa lahat ng mga babayaran ng samahan (cash/check disbursements);
(4) Mga pangunahing dokumento ng katatayuang pananalapi at kanilang mga elemento (The Basic Financial Statements and their Elements). Ito ay ang mga sumusunod: (a) Balance sheet at ang mga elemento

tulad ng assets, liabilities at owner’s equity/capital;
(b) Income statement na binubuo ng mga kita at mga gastusin ng samahan.

(5) Pag-aanalisa ng mga transaksyon (accounting equation o debit at credit)
(6) Pagbuo ng chart of accounts (7) Mga librong ginagamit sa pagtatala (books
of accounts) at ito ay ang mga sumusunod:(a) Cash receipts book (libro na tinanggap
o pumasok na pera);(b) Cash disbursements book (libro ng
pera na lumabas or pinagbayaran);(c) Journal book ;(d) General ledger; at(e) Subsidiary ledgers
(8) Paggawa ng ulat pinansyal (financial reports)
(9) Pagbuo ng polisiya at planong pinansyalDahil sa kakaunti lamang ang mga
kalahok, naging kada CBE ang pagtuturo. Ang mga halimbawang transaksyon na ginamit sa palihan (workshop) ay angkop sa kasalukuyang operasyon ng kanilang samahan. Higit ding naging madali ang pag-unawa at pag-aaplay ng mga paksang tinalakay kapag ang kanilang samahan na ang pinag-uusapan.
Bilang pagwawakas ng pagsasanay, ang bawat CBE ay mayroong takdang gawain pagbalik sa kani-kanilang samahan. Sila ay inaasahang magsumite ng kanilang balance sheet, income statement at cash flow statement mula Enero 1 hanggang Hunyo 30, 2011. Sisiguruhin naman ng mga NTFP Enterprise Development Officer na nakasasakop sa kanila na ito ay kanilang magagawa at maisusumite. nbta

Financial Management Training (FMT). Ang pagsasanay ay isinagawa nong Sept. 27-29, 2011 sa SILFC San Jose Occidental Mindoro. Dinaluhan ang pagsasanay ng mga Taga-Suri, Ingat Yaman at ng Taga-Tala mula sa iba’t-ibang CBEs. Ang mga naging tagapadaloy ay sila Emily Abella, CPA at Virginia Lantapon.

Kalindogan 2011:
On October 18-21, 2011, NATRIPAL participated in the Kalindogan 2011 National Congress for Indigenous Young Leaders with the theme “Social Enterpreneurship: Strengthening Indigenous Peoples’ Capacity on
Sustainable Livelihood and Community Development.” It was held at the Pamulaan Center for Indigenous Peoples’Education, University of Southeastern Philippines, Mintal, Davao City.
It was participated by thirty nine (39) different indigenous communities and organizations coming from Luzon, Mindanao and Island group participated in the event.
NATRIPAL gave a presentation on “Efforts and Initiatives for Livelihood Development in Indigenous Communities” which focused on the existing non-timber forest products (NTFP) livelihood such as marketing of pure wild honey, coco spread and handicrafts. It includes the activities, issues and concerns, actions taken and lessons learned.
Aside from NATRIPAL, other presenters included members and partners of NTFP Task Force like Pastor Delbert Rice of Kalahan Educational Foundation (KEF) and Jenita Eko of Lake Sebu Indigenous Women Weavers Association, Inc. (LASIWWAI).
The four-day event was really meaningful and provided a venue for indigenous peoples coming from different provinces to share lessons learned and experiences in their respective livelihood activities. It also provided an opportunity to gain additional knowledge from other speakers on developing and managing social enterprises and making business plans. In addition to this, participants learned more about resource mobilization, basic financing and funding requirements and social marketing.
NATRIPAL also took the opportunity to promote its products. All the participants were truly glad to have been part of the event as all were able to share lessons as well as learn from others.
NATRIPAL and the other participants are very thankful to Assisi Foundation, which continues to recognize and promote cultural practices and traditions of IPs. nbta

Shared in a Bangkok Forum

The Center for People and Forests once again successfully hosted the Regional Forum for People
and Forests last August 8-9, 2011 at Siam City Hotel, Bangkok, Thailand. About 200 participants all over the region attended the two-day forum with the theme “Community Forestry: Key to Solving Current and Emerging Challenges”. The activity was graced with several inspirational messages from different partners and actors in community forestry.
Formulation of the Vision for Community Forestry in 2020 and “Call for Action” also highlighted the event.
During the first day of the forum, a Knowledge Fair with 24 examples of innovative, community-based enterprises from the region was successfully organized.
I was invited to present in the Knowledge Fair under the category income generation and market access. I was truly proud to share the work of the NTFP-TF and the Custom/Made Crafts Center (CMCC) in the Philippines in addressing the challenges of enterprise development and marketing in community forestry. nbta

Not By Timber Alone (NBTA) is a semi-annual newsletter of the Philippine Non-Timber Forest Products – Task Force (NTFP-TF). NTFP-TF is a collaborative network of NGOs and Peoples Organizations (POs) working with local communities on developing their NTFP-based livelihoods. The Task Force works on NTFP development in the context of sustainable forest management and community empowerment.

ng Buhi, Camarines Sur at Agta/Dumagat mula sa Quezon ang nagtipon para sa pagdiriwang ng kauna-unahang Aeta Festival sa Tarlac noong Abril 28-29.
Tinawag na “Mam-eh” o “pagbabahagi” ang kauna-unahang Aeta Festival ng Pagkaing -Gubat ang pagdiriwang. Dito ay nagkaroon ng pagbabahaginan ng pagkain at yaman ng kulturang Aeta. Bukod dito, layunin din ng gawain na isulong ang pagkilala ng karapatan sa lupaing ninuno.
UNANG ARAWAng programa ay nagsimula sa isang ritwal para sa panalangin at paghingi ng gabay sa Poong Maykapal. Sinundan ito ng pagpapakilala ng mga dumalo na katutubong Aeta mula sa 16 na sitio ng Barangay Sta. Juliana, Capas, Tarlac. Kasunod ang paglalahad ng layunin ng gawain ni Larry Ramos mula sa Kabalikat sa Kaunlaran ng mga Ayta, Inc. (KAKAI).
Malugod namang tinanggap ni Salvador Delos Reyes, punong barangay ng Barangay Sta. Juliana ang lahat ng
bisita. Sinabi naman ni Mayor Antonio Rodriguez Jr. na labis siyang natutuwa sapagkat naisagawa ang kauna-unahang festival na ito ng mga Aeta. Idinagdag pa niya na lubos ang kanyang suporta para sa mga katutubong Aeta.

Pinangunahan ng mga matatanda o elders ang mga katutubong sayaw na pawing nagpapakita ng kultura ng katutubong Aeta.
Ipinakita rin ng mga Aeta ang galing sa paggamit ng pana at iba pang katutubong laro tulad ng Takundang at Takub-takob.
