Dear readers,

The TradeNet system currently covers the whole procedure, from

customs clearance, the recording of declarations to the release of goods.

What we must do now is broaden our action and implement a

comprehensive system for the integrated management of borders.

Inviting all the recipients of the supply chain, in particular the Port

Community and the authorities within the different Ministries as well, to

facilitate all the operations involved in customs clearance and to reduce

the waiting time, which is so costly to economic actors, are new

challenges.

From next month, the MIDAC Module, a software recently developed for

TradeNet, should enable us to take up these challenges.

Performance indicators

The volume of activities

relating to BSC

The volume of activities, as

regards the BSC Technical

Center, is relatively stable. Since

the beginning of the year,

between 4000 and 5000 BSC of

them were dealt with every

month. The validation time is

generally about 4 working hours,

except for last April, when there

were Internet connection

problems which led to that

important peak.

Performances of primary banks

The average validation time for

payments as regards primary

banks, in spite of an unusual

month of March, seems to be

stabil izing at 2 hours. This

validation, being a key stage of

the customs clearance process,

should be carried out within the

shortest time possible. To keep it

at 2 hours would already be a

good performance, to manage to

reduce it would be undoubtedly

better.

Other indicators…

Some indicators which will make it possible to assess the performances of customs agents are being worked

out. Just like in primary banks, they will get news about their performances periodically, and that will enable

them to concur with the Customs on the reduction of waiting time and continuous improvement.

Clearance times at the Customs

Clearance times at the Customs

are stable on the whole, most of

them last :

• 4 to 5 days for maritime for-

wardings

• and 1 to 2 days for air forwadings

We sti ll have some efforts to

make to reach our objectives of

48 hours and 12 hours

respectively.

The very fact that between 20 to

25% of the clearings at the

Customs of Toamasina are done

in less than 48 hours and that in

Ivato more than 40% of them are

done in less than 12 hours shows

that our objectives are realizable.

The organization and the working

methods are identified as the

pivots of improvement, and that

will help to reach the objectives

that were set.

In addition to the existing

indicators, an observatory of time

limits will soon be put in place

and will undoubtedly contribute to

reach these objectives.

To carry on with the analysis

The analysis which are in progress concern the clearance times at Customs and that will enable us to carry out

a follow-up, from the recording of the customs declaration to the taking out of goods.

International standards, used to assess the performance of the whole of the system, recommend to go further

and to measure the time between the arrival of the ship and the final taking out of goods.

The progressive integration of the harbor community in the TradeNet system, as well as the putting in place of a

Coordinated Management of Borders, will make it possible for us to comply with these international standards.

Madagascar was represented by

the Customs and GasyNet in the

6th Asia Europe Alliance Summit

(ASEAL), the African Forum and

the International Conference on

One-stop windows, which were

held in Dakar from June 6th to

9th. It was an opportunity, on one

hand, to know about the projects

carried out by different countries,

and on the other hand, to

exchange best-practices and to

reinforce the mutual support

between African countries.

Since 2010, the Customs and the

GasyNet Company agreed on the

implementation of a process

aiming at the reinforcement of

their l inks in order to guarantee

the effectiveness of the

Partnership.

The first Team Building was held

in Andasibe in June 2010. The

second took place, one year later,

in Mantasoa.

Dakar, June 6th, 7th, 8th and 9th …

The important participation of the Customs in each of these workshops shows its determination to forge ahead

with its ambitious reform and modernization plans.

Close up of the APSNet

The APSNet or Abidjan Port

System Network is the community

computerization system for ports in

Abidjan and San Pedro as well as

the FHB airport. It ensures the

electronic exchanges of

information between players from

different ports, in order to

accelerate the said exchanges and

to reduce their costs.

The APSNet was implemented

with the aim of improving the

competitiveness of the ports of the

Ivory Coast and of making of

Abidjan the favorite transshipment

hub. It is also intended to

consolidate the positioning of the

ports of the Ivory Coast as

privileged access to the hinterland

(Mali, Burkina Faso, Niger).

The current functionalities of this

system are :

♦ as regards the request for

entering and leaving for ships

and planes : the integration of

the request by the port, the

confirmation of the date of

entering and the date of

leaving, the confirmation of the

quay to which the ship is

assigned, the availabil ity of

data about ships ;

♦ presentation of manifests to

the customs and to the

authorities concerned ;

♦ the supply of a computer

network to the 43 sites of the

consignees.

Many other functionalities, such as

the search for arrivals and

departures of ships, the search for

customs registered numbers of

manifests, simplified transshipment

declarations … are being

introduced.

The main differences between the

system of the Ivory Coast and the

Malagasy system lie in :

♦ The consignees’ invoicing: they

make out their invoices per

stopover, the rate is set accor-

ding to the type of ship;

♦ The forwarding agents’

invoicing : They make out their

invoices per declaration, an

APSNet agent is present at the

office of collectors of the

customs ;

♦ The management of manifests:

• 3 days before the arrival of

the ship, the concerned par-

ties present a main Mani-

fest;

• 7 days after the arrival of

the ship, they present a

complementary manifest ;

• In case of modification, they

present a corrective

manifest with a modification

report sent by e-mail to the

customs officers, without

causing any sanction.

The validation of manifests

is made automatically if

they are presented within

the given time.

These differences could be used to

improve the current system

implemented in Madagascar.

The Tracking Module

GasyNet places at its users’ disposal (forwarding agents, importers,

customs officers…) some follow-up tools for customs clearance

operations: the Consultation of the TradeNet system Module as well as

the Tracking Module are accessible through the GasyNet website, the

subject of this section. This module was designed to make it possible for

operators to view the general status of their customs clearance

operation. Thus, they will be able to carry out a follow-up of the status of

a BSC, a CIVIO, a Manifest or a Declaration. To reach it, the user does

not need any special access code, he must just be on line.

How does it work ?

To reach the Tracking module, the user must simply be connected to the Gasynet site with the address :

http://www.gasynet.com. In the home page, he will find, on the right, the “Carry out a Tracking” block and will

have to enter at least one of the information requested by the system, namely, the BSC number, the CIVIO

number, the reference of the manifest which is searched for or that of the customs declaration (Year, Office and

N° of the DAU) needed. The results of the search will be displayed with the “Display” button.

For a declaration :

• the general status of the DAU :

• the DAU number,

• the customs clearance circuit,

• the different dates corresponding to the various stages of

registration, of settlement, of the delivery order and the good-

out form,

• information about payments :

• date of the payments of T&D and of PG,

• the different dates of validation of the payments made

• information about the containers :

• TC numbers,

• the date and hour of the scanner examination,

• the results of the scanner examination, of the inspection, of

any disagreement,

• and the date of release.

For a BSC :

• the BSC number,

• the date of creation,

• the date of the BL or of the

the airway bil l,

• the date of the request for

validation,

• the status,

The pieces of information given while searching through the Tracking module are :

For a CIVIO tracking :

• the DVI number,

• the date of the DVI,

• the date of the physical

identification of the vehicle,

• the date of the report.

A note recently issued by the General Manager of the

Customs :

Public notice n°168-MFB-

SGDGD of June 20th, 2011 and

the corresponding Memorandum

n°169-MFB-SG-DGD of June

20th, 2011, about deferred

payment for GasyNet’s Services.

It should be noted that these new

measures cancel and replace

those of the notice n°88-MFBSG-

DGD-D3 of July 27th, 2007.

The new granting conditions for the PG credit

Since too many regularizations

were not carried out within the

given time and too much arrears

accumulated as regards the

payment of GasyNet’s services,

some new PG credit granting

conditions coming with a

guarantee scheme were worked

Thereby, the note n°88MFB/SG/DGD/D3, granting a week customs

credit for the payment of GasyNet’s services, for firms in free zone and

authorized agents, was cancelled. As a result, from June 20th, all PG

credits in progress were suspended and the new granting conditions will

take effect from July 1st, 2011.

To receive a PG credit, those concerned will have to submit to Gasynet

1) the credit application form, duly filled, 2) the copy of their registration

to the Trade Register 3) the copy of their « carte statistique », 4) the

copy of their « NIF », 5) the copy of their « CIF » and 6) the copy of their

Jirama invoice of the month which precedes the request.

After a favorable recommendation from the Financial and Administrative

Manager of GasyNet, the applicant will also have to join some banker’s

guarantees to their application, as well as the bank account number of

the corresponding bank accounts.

Some information sessions were organized in Antananarivo,

Antsiranana, Mahajanga, Toliary and Taolagnaro during the month of

May, with the aim of informing operators of these new measures.

The MIDAC Module Soon

MIDAC is a module intended for Ministries, Departments and Control

Agencies, and it enables them to issue, on line, the various licenses,

permits, authorizations or certificates which are necessary within the

framework of customs clearing. The Module was developed and tested

successfully. It is planned to start in a few weeks.

An information session will be organized soon and all operators will be

cordially invited.

On the occasion of the 20th anniversary of the Bureau Ocean Indien of

the Agence Universitaire de la Francophonie, GasyNet took part in the

Challenge AUF organized on Saturday, June 18th. The program, which

included among others a relay race and a treasure hunt, with some

questions about general knowledge, allowed the employees who

represented us to stretch their legs and rack their brains at the same

time. The Challenge was to go all the way, and our representatives

reached that point.

GasyNet also join the Tana Sans Moteur event on June 19th with the

participation of the employees. Finally it was a very sporting weekend.

A big cheer for all !
