This Request for Proposal (RFP) is the property of MajuPerak Holdings Berhad (MHB) and/or
its subsidiaries. Any reproduction of its contents (in whole or part) for any purpose is strictly
prohibited and shall be considered an infringement, unless prior written consent has been
obtained from MHB.
All supporting documents submitted in response to this RFP will become the property of MHB.
Any proposal that does not conform fully to these instructions may be disqualified, at the sole
discretion of MHB.
MHB shall not be liable to respondents for any cost or damages incurred in connection with
the RFP process, including all costs of preparing a response to this RFP.

1.0 INTRODUCTION
1.1 Background of MAJUPERAK HOLDINGS BERHAD (MHB)
MajuPerak Holdings Berhad is a subsidiary of Perbadanan Kemajuan Negeri
Perak, a key state agency entrusted to spearhead the economic development
and socio-economic growth in the state of Perak. Since its inception in 1976,
MHB has been amongst the leading contributors to the economic growth in
Perak with its focus towards property and realty markets. MHB aims to further
participate in key township developments and focus on housing as well as
commercial segments.
The continuing effort by the Perak State Government in fulfilling its aspirations
to ensure 50,000 affordable homes are made available for all Perakians by
2022, has led to the improvement of the Perak Housing Policy that would
benefit housing developers and buyers especially to those in the bottom 40
percent income group (B40). In support of the state, MajuPerak Holdings
Berhad (MHB) has planned to develop 300 units of affordable homes known as
‘SEHATI RESIDENCE TAMBUN’ Perak. ‘SEHATI RESIDENCE TAMBUN’
offers a design concept of ‘Semi-D in The Sky’ where each unit has its own
privacy for the entire project. This development will provide the much-needed
impetus to help fulfill the promise of more affordable homes in Perak.
1.2 Objective
MajuPerak Holdings Berhad (MHB) would like to invite any qualified company/
corporation / consortium to participate in a Request of Prospective Partners for
the development of ‘SEHATI RESIDENCE TAMBUN’ as development partners
of MHB for: -
a. Development of the entire project until completion with issuance of
Certificate Completion and Compliance (CCC).
b. Managing the construction which include the appointment of Contractors,
Consultants, liaison with Authorities, manage the safety aspect and quality
compliance.
c. Provide financing for the development and to ensure smooth continuation
of the project until completion.
d. Carry out promotions, marketing and sales services.
e. To propose Profit sharing between Landowner and Applicant.

1.3 Purpose of the RFP
This RFP document aims to meet the following objective: -
a. Provide applicant with sufficient information to facilitate in the preparation and
submission of the proposal.
b. To obtain documents and information from the applicant which will be used in
the evaluation process.
This RFP is not an offer to contract but will be used as the basis in the
Development Agreement between MHB and the successful Applicant.
1.4 Scope of RFP
The scope of this RFP document is to assist applicant in preparing the proposal to
enable MHB to: -
a. Evaluate the applicant’s company background, experience, development track
record, state of finance, technical capability, design and management teams,
marketing and sales strategies.
b. Evaluate the viability of the development through project costing.
c. Evaluate the Implementation Programme from inception to completion until the
end of Defects Liability Period.
d. Consider the business entitlement to MHB in terms of cash payment or in kind
and their payment schedules to MHB.

b. SEHATI RESIDENCE TAMBUN offers “Semi-D in The Sky” concept for overall
project design to ensure privacy for each unit and maximizing the amount of
ventilation and natural lighting.
c. Owners of the 300 units dwelling will be having an option of either the magnificent

3.1 Purpose of Submission
This document is being issued to solicit the potential developer to propose the
optimal proposal in terms of period of completion, highest contribution to MHB with
progressive schedule of payment, technical abilities, contract management,
commercial strength and sales marketing strategies and as a team to MHB for the
development of SEHATI RESIDENCE TAMBUN.

5.0 TERMS AND CONDITIONS
5.1 Applicant is invited to submit their proposal according to the requirements
contained in this document. Any failure to provide all the information /
documents specified may result in rejection of the proposal or awarding of a
lower rating.
5.2 Applicant shall bear all costs and expenses associated with the preparation,
clarification and submission of their proposal which must be delivered on or
before 12.00 noon, 30nd August 2019. Proposal received after the closing date
and time specified above will not be entertained.
5.3 This RFP document remains the property of MHB and reserves the right to
demand the return of the original and all copies of the document from all
recipients of the document at any time.
5.4 One (1) softcopy in the form of DVD and two (2) hardcopies of the proposal
should be addresses / hand delivered to:
