108 Cherry Branch Drive Havelock, NC 28532 24 March 2013 SUBJECT: LETTER OF RECOMMENDATION FOR MAJOR JEREMY LEE To Whom it May Concern: I have had the privilege of working with Major Lee since he arrived at Fleet Readiness Center East in 2008 as the Flight Check Officer, through his efforts as the H-1 Program Officer and Deputy H-1 IPT lead, and finally as he served as the Deputy to the Director of Operations. In each capacity, Major Lee’s efforts benefited the Command in meaningful ways. As Flight Check Officer, Major Lee provided oversight of Flight Equipment, Maintenance Control, and flight operations by ensuring the safe execution of the squadron flight schedule. In addition, he scheduled and conducted periodic aircrew training required by OPNAVINST 3710.7. His primary duty at FRC E was serving as the primary Functional Flight Pilot for post-IMP AH- 1Ws, as well as serving as copilot in multiple UH-1N, CH-46E, and CH-53E post IMP Functional Check Flights. In addition, he delivered dozens of post-IMP AH-1Ws to fleet customers. At that time I was the Business Operations Department Head and was familiar with Command concerns related to findings in the 2007 Aviation Maintenance Management Team (AMMT) Maintenance Inspection. Major Lee led the Command effort to resolve these deficiencies through detailed analysis of necessary corrective actions. These corrective actions included the initial standup of the FRC East Maintenance Control division in 2009. In addition, he led the effort to update to the Fleet Readiness Center East Instruction 3710.1W, which implemented the command’s

In September of 2010 through September of 2012, Major Lee served as the H-1 Program Officer and H-1 Deputy Integrated Program Team (IPT) Lead. During that timeframe, my interface with Major Lee increased as I was reassigned as the Industrial IPT Director for FRC East during that same timeframe. As Deputy IPT Lead, Major Lee was very involved in the success of the H-1 program, focusing on safety, quality, throughput and cost. He traveled multiple times to attend H-1 related meetings and conventions, including providing detailed briefs to Air Force Flag officers and operators. His efforts contributed significantly to the impressive IPT results including “no deficiencies noted” on dozens of fleet H-1s, and over 90 percent on-time deliveries of fleet aircraft, AH-1W Upgrade ship sets, Air Force UH-1Ns. The success of the H-1 IPT, realized through effective teamwork and commitment to meeting customer, served as a model for success to all Industrial IPTs.

Most recently, Major Lee served as Deputy to the Director of Operations. One of his major tasks in this capacity was establishment of an effective Radiation Contamination (RADCON) program at FRC East. To support this effort he authored and submitted a Standard Operating Procedure (SOP) for the teardown plan for FRC East’s RADCON facility. This ensured compliance with NAVSEA 04N, NAVAIR, Marine Corps Installations East, and Naval Air Station Cherry Point, and FRC E directives. In addition, he traveled to Fleet Readiness Center Southeast on a fact finding mission to gain knowledge and lessons learned for a successful implementation of the RADCON facility at FRC East.

One of the management focus areas of FRC East is enhancement of our Safety Program. Several Command initiatives comprise these efforts including implementation of the Voluntary Protection Program, and increased accountability of employees and managers. Major Lee contributed to these efforts in several ways. As Flight Check Officer, he led the Flight Check department’s implementation of Voluntary Protection Program (VPP) Safe Site Hotel, which includes the flight line. Examples of improvement efforts within Hotel include the design and painting of the taxiways and aircraft spots, safety signage, and controls for the purpose of flight line safety. In support of our accountability efforts Major Lee worked with the tool control manager in order to improve tool control processes critical to safe operations. He has also been called upon to perform fact-finding investigations of safety incidents within the Command and develop recommendations concerning employee or management culpability and corrective action.

While assigned to FRC East, Major Lee has held a variety of positions. In each, the Command benefitted from his professionalism, commitment, innovation and hard work to resolve a variety of issues. He is willing to take on any project sent his way and to execute it in such a way as to benefit the Command. In addition, he has been an asset to our community through his volunteer work with his church and the local soup kitchen. I have enjoyed working with Major Lee and am pleased to provide this Letter of Recommendation. I truly believe he will be an asset to any organization fortunate enough to attain his services.
