The government is redoubling its effortsfor reconstructing the storm-hit regions withthe participation of well-wishers and socialorganizations. As a result, the socio-economiclife of local people in the affected areasreturned to normal as they have been able toresume their livelihood.

Village-to-village roads are beingconstructed in Kungyangon, Pyapon, Bogaleand Dedaye regions while roads and bridgeson Dedaye-Pyapon road section, Pyapon-Bogale road section and Pyapon-Kyaiklatroad section are being upgraded.

As the reconstruction tasks are in fullswing, construction of houses in somevillages of the storm-hit regions has beencompleted cent per cent. Making better useof facilities provided such as paddy seeds,power tillers and fuel, the cultivation ofmonsoon paddy in those regions hasexceeded the target.

Having been supplied with fishing boats,fishing nets and other related items, sometownships in the storm-hit regions are nowable to engage in their fisheries business.

At present, the reconstruction of houses,schools, rural health centres and hospitals isbeing carried out in storm-stricken regionswhile station hospitals and basic educationmiddle schools are being upgraded.

At a time when the government isreconstructing the storm-ravaged regionswith the participation of well-wishers, all thelocal people are to try their utmost forimprovement of their socio-economic status.

UK troops ‘kill Afghancivilians’

LONDON, 18 Aug—An investigation is under wayafter four civilians were apparently killed and threeinjured in Afghanistan in a rocket attack by Britishtroops.

The incident involving the 2nd Battalion of theParachute Regiment happened on Saturday in theSangin district of Helmand province. An InternationalSecurity Assistance Force (ISAF) spokesman said thepatrol launched the rockets in self-defence. TheMinistry of Defence said a full investigation would becarried out.

The spokesman added: “Our sympathies are withthe families of the killed and injured civilians at thistime.”

The incident happened on Saturday morning whena patrol picked up a radio message calling forinsurgents to converge on the area to attack the patrol,an ISAF spokesman said.

JERUSALEM, 18 Aug— The Israeli Navy has beenordered to turn back two boats sailing to Gaza by US-based activists in an attempt to challenge Israeli block-ade, the Jerusalem Post reported on its website Mon-day.

It was reported by Ha’aretz Sunday that Israeli mili-tary may use force to block the two boats but the Is-rael Navy has not received any instructions on how totreat the vessels at that time.

1918 flu survivors’ antibodieshelpful for anti-bird flu fight

BEIJING, 18 Aug—Antibodies from survivors of themost devastating 1918 influenza pandemic still protectagainst the virus, providing a new approach to battlefuture epidemics that could be triggered by bird flu.

American scientists studied 32 people who livedthrough the 1918 flu, and found all had antibodies intheir blood to kill the virus with surprising efficien-cy,reported the journal Nature Sunday.

The antibodies from the survivors, now aged 91 to101, also protected mice from the killer virus, showingthat 90 years on, the survivors of the epidemic are stillprotected. “It was very surprising that these subjectswould still have cells floating in their blood so longafterward,” said Dr James Crowe of VanderbiltUniversity in Tennessee, who helped lead the study.

During his inspection tour of ShwepyithaIndustrial Zone in Shwepyitha Township of YangonDivision on 5 July, Prime Minister General TheinSein gave instructions that the industrialists are tostrive for development of firm agro-based industrialwork for the economic growth of the State. Priority isbeing given to emergence of national industrialists,and industrial zones have also been established forindustrial development. By opening technologicaluniversities, the State is making efforts for producingthe needed technocrats in the industrial sector. Inaddition, the industrialists, are to re-double theirefforts for keeping abreast of the latest industrialdevelopments. It is necessary to produce high-qualityand fair-priced items for domestic and global markets.

Nowadays, the government is renderingnecessary assistance for ensuring equitabledevelopment of the industrial sector of the State andindustrial zones established for improvement of theprivate industrial sector.

The government gathered the private-ownedindustries that had scattered in various regions of thenation by establishing industrial zones in the suitableregions. So far, a total of 19 industrial zones havebeen set up throughout the nation. Georgia accuses Russia ofstarting forest fires

TBILISI,18 Aug— Georgia accused Russia on Sunday of deliberately startinga fire which threatens to destroy a forest regarded by Georgians as a nationaltreasure.

Russia’s Defence Ministry denied any involvement. Georgia’s Interior Ministry said Russian helicopter gunships swooped over

a region near the Borjomi-Kharagauli national park in central Georgia on Fridayand dropped bombs that set fire to the densely forested hills.

“We’re sure that the Russians started the fires in our woods,” ministryspokesman Shota Utiashvili said.

Georgian Environment Minister Irakly Gvaladze also blamed Russianhelicopters for starting the fires.

“Local people say that the fires were started by Russian helicopters. They flewover the forests and then the fires started,” he said. “Now the Russians are notallowing aviation teams from Ukraine and Turkey to help put out the fires.”

Serbia says UN making mistakeover Kosovo policing

BELGRADE, 18 Aug — Serbia’s Foreign Minister said on Sunday it was a mistakefor the UN mission in Kosovo (UNMIK) to hand over policing in the province to theEuropean Union without the consent of Serbia and the UN Security Council.

“The process of UNMIK reconfiguration has begun...without consent of allinterested parties and without explicit approval by the UN Security Council,” VukJeremic was quoted by Beta news agency as saying. “We think that this is a bigmistake.” UNMIK and the European Union mission EULEX are due to sign amemorandum of understanding on Monday on a plan which has been opposed bySerbia and Russia and split the Security Council. A 2,200-member EU police missionis waiting to deploy in Kosovo.

Kosovo, long a province of Serbia, was placed under UN administration in 1999after NATO bombing drove out Serb forces accused of mass killings of civilians ina two-year war against separatist guerillas. The ethnic Albanian majority of Kosovodeclared independence in February. Many Western countries recognized it, butSerbia and its big-power ally Russia declared the move illegal.

Chavez backs Russiain Georgia conflict

CARACAS, 18 Aug—Venezuelan President HugoChavez on Sunday praised Russia’s military actions inGeorgia, describing Moscow’s offensive as a necessaryresponse to US aggression.

Chavez, a persistent critic of the United States, saidWashington was using its ally Georgia to weaken aresurgent Russia.

“The intention of the United States is to reduceRussia to its minimum expression,” said Chavez, whohas used higher revenue from Venezuelan oilproduction to buy weapons worth billions of dollarsfrom Russia in recent years.

“The Russians did what they had to do, we recognizethe courage of President Dmitry Medvedev, we arewith Russia,” Chavez said on his weekly televisionshow. First UN aid convoy reachesGori, reports looting

GENEVA, 18 Aug—A United Nations aid convoymanaged to enter Gori on Sunday, the first time UNorganizations have reached the Georgian town sincefighting started last week, and found signs of “massivelooting”.

CARACAS, 18 Aug—Venezuelan PresidentHugo Chavez said onSunday that his govern-ment was ready to receivea Russian military floatand dismissed difficultiesin negotiation with Rus-sia on purchasing theequipment.

Chavez made theannouncement atSunday's TV and Radioprogramme “Alo Preis-dente.” He added that theRussian float could arriveat the Guaira Port, northof Caracas, and CabelloPort, in the central coastof Venezuela.

Chavez said that hisgovernment wouldevaluate acquisition ofsubmarines and newRussian aircraft to guardthe Venezuelan territorialsea and aerial space.

Chavez said that hisgovernment was coor-dinating the acquisition ofK-8 planes to trainVenezuelan pilots.

This military equip-ment is due to the USblockage on replace-ments supply.

“The US is sabo-taging. The Herculesplanes of US fabricationdo not have replace-ments,” Chavez saidwhen talking about thedifficulties that the pilotshave to flight theseaircraft. When referringto the Russian weapons,Chavez said “we’ve gotthe Sukoi fighters andnow we consider buyingRussian submarines topatrol our waters”, andhe added that “we reallyneed them here”.

BRASILIA, 18 Aug—Brazil’s Governmentsaid Sunday it wasdelighted to hear that aVietnamese diplomatwho had escapedkidnappers the day beforewas in good health.

In a statement, theBrazilian ForeignMinistry said Sundayafternoon that it had beeninformed that Vu ThanhNam, an official from the

Vietnamese Embassy toBrazil, had returned to hishotel without injuries.

The statement said"when being informed onSaturday of thekidnapping, the Ministryasked the federalauthorities and the stateof Rio de Janeiro to rescue(the diplomat) as soon aspossible".

HAVANA, 18 Aug— Tropical Storm Fay rakedCuba's southern coast with gusty winds and heavyrains on Sunday while tourists fled the Florida Keys asthe storm threatened to reach the United States as alikely hurricane.

The sixth storm of the Atlantic hurricane season,Fay has already killed dozens. Around 50 people diedin Haiti when a bus tried to cross a river swollen withrain, adding to the toll after five deaths in Haiti and theDominican Republic on Saturday. A middle-agedcouple drowned in the Jamaican capital Kingstonwhen their car was caught in a flooded crossing.

The US National Hurricane Centre said the storm'smaximum sustained winds were 50 miles per hour (80kilometres per hour), but Cuban forecasters said gustsup to 66 miles per hour (110 kph) had been recordedat Cabo Cruz, which juts into the Caribbean. Fay wascruising over warm Caribbean Sea waters at 10 mph(17 kph) about 200 miles (330 kilometres) southeast ofHavana and 265 miles (430 kilometres) south-southeastof Key West, Florida, the hurricane centre said.
