Our city is a hidden jewel of east county, with a wave of economic development in the works. With a population of approx. 103k people, the city has a diverse demographic. The city primarily a valley with surrounding mountains, is part of the San Diego River watershed.

• City’s Transit District Specific Plan (TDSP) was adopted on May 8, 2018

• TDSP targeted key nodes to improve mobility

TDSP focused on improving the El Cajon Transit Center TDSP is a land use & mobility plan for the area around the El Cajon Transit Center. TDSP->Climate Action Plan. CAP is a policy documenting city actions to reduce GHG emissions (and meet statewide targets). TDSP->EIR ECTC located off I-8 between Main St off-ramp and El Cajon Blvd off ramp. Previous project presented by City in Jan located within this vicinity, El Cajon Blvd-Green Street Gateway.

• Project presented to the board at the January meeting

• Project funding provided by SANDAG Smart Growth Incentive Program and TransNet

• Improvements include: • Traffic roundabout, • sidewalks, • enhanced crosswalks, • lighting, • LID basins, • native street trees, • site furniture, and • bike lanes.

PROJECT DESCRIPTION SCOPE OF WORK

• Addresses key goals of the TDSP

• Installation of class IV bike lanes and streetscape improvements including landscaping, wider sidewalks, and street lighting

• Stormwater features to incorporate LID facilities: Biofiltration basins and planting strips

• Parkway plantings to be implemented: Native, drought tolerant trees and shrub species

Flow through planters to reduce and treat stormwater at its source

The TDSP proposes improvements along Main Street to develop a sense of arrival and place, creating a gateway between the transit center, Interstate 8, and downtown Main Street with transportation and pedestrian improvements such as Class IV bikeways and urban greening that support small-scale commercial uses with strong street frontages. Green Street Gateway Objectives: +Traffic calming strategies implemented through end of block and mid-block bulb-outs +Tree lined street strengthens the urban canopy and provides shade for the street and sidewalk +Implementation of green infrastructure through the use of bioswales to filter stormwater and reduce runoff +Enhanced pedestrian crossings create a safe environment for pedestrians +Material cues from Downtown Main Street are implemented within the “Gateway” ____________________________________________ Stormwater features to incorporate LID facilities: Biofiltration basins, planting strips to treat stormwater runoff for water quality and groundwater recharge Parkway plantings to be implemented: Native, drought tolerant trees and shrub species For heat reducing effects and to provide shade

Sustainability improvements for stormwater runoff, energy conservation (potentially w/ street lighting), and landscaping and street trees. Hydrologically, the project area drains to the County Ditch Creek, which then drains to Forester Creek, which is a tributary of the San Diego River, and ultimately the Pacific Ocean.
