The Consent Appraisal Committee meeting of the Board was held on 09.02.2018. Following members of the Consent Appraisal Committee were
present:

31.07.2021 Committee noted the SCN issued for 1st consent to
operate for expansion and Renewal of consent to operate
with increase in CI and their amalgamation due to
various non-compliances of consent conditions.
Committee also noted that industry vide letter dated
03.10.2017 submitted their reply towards SCN issued by
the Board and personal hearing extended before Member
Secretary on 20.01.2018. Also noted the information
submitted by the PP as decided in the personal hearing
viz. production data for the year 2016-17, energy meter
reading of ETP, action plan for installation of
CAAQMS, Secondary fume extraction system, Online
monitoring system at ETP, installation of slag crushing
and etc.
Considering the action plan submitted by the industry
during personal hearing, it was decided to grant 1st
consent to operate for expansion and Renewal of consent
to operate with increase in CI and their amalgamation by
imposing following conditions;
1. Industry shall install secondary fume extraction
system by April 2018.
2. Industry shall install CAAQMS by March 2018.
3. Industry shall submit Board resolution within one
month for increasing C.I. by 115 Cr without
obtaining consent to establish from the Board and
submit Bank Guarantee of Rs. 2 lakh towards
compliance of same.
4. Industry shall install new system for slag crushing at
slag yard by June 2018 and also dispose the slag in
scientific manner.

31.10.2021 Committee noted the provision of ETP of capacity 20
CMD and STP of capacity 40 CMD which is inadequate
and commitment of PP towards its up-gradation. The
capital investment was increased due to up gradation &
renovation of patient care area. Up-graded medical
equipment’s & invested in latest technology.
In view of above, it was decided to grant renewal of
combined consent & BMW Authorization by imposing
HCE BG regime and imposing following conditions;
Forfeited the BG of Rs. 2 Lakhs obtained towards up-
gradation of STP as PP failed to up-grade the same
within stipulated time and obtain top up BG of Rs. 4
lakh towards up-gradation of existing STP within three
months period.
Consent shall be issued after submission of additional
requisite consent fee.

31.12.2020 Committee noted that earlier consent to operate was
refused by the board due to various non-compliances.
Industry has made the appeal before Appellate authority.
Appellate Authority has issued the order dated
30.07.2015 with the instruction to consider the case as
per the merit of the case.
Accordingly, industry has again applied for renewal of
consent for Coal Mine - 2.5 Million Ton/Annum of
capacity.
Considering the compliance made by the industry, it was
decided to grant Renewal of Consent with increase in CI
for Coal Mining activity – 2.5 MTPA by imposing Coal
mine BG regime and by imposing standard conditions.
It was also decided to forfeit the BG of Rs. 10 lakh as

31.11.2021 Committee noted that the Board has issued stop work
order for expansion activity due to various non-
compliances and called the industry for personal hearing
to clarify about increase in CI from Rs. 24.96 Crs. to Rs
170.74 Crs on 20.01.2018.
As per minutes of personal hearing and commitment
made by the industry. It was decided to grant plain
renewal of consent to operate with increase in CI and
without increase in production quantity, water budget
and HW quantity and by imposing following conditions;
1. Industry shall submit Board resolution within one
month for increasing C.I. by 120.82 Cr without
obtaining consent to establish from the Board and
submit Bank Guarantee of Rs. 2 lakh towards
compliance of same.
2. Industry shall submit an undertaking within 15 days
stating that due to increase in CI by 120.82 Cr there
is no increase in production capacity and production
quantity more than consented limit.
3. Industry shall submit the BG of Rs. 10 lakh towards
not to violate consent conditions in future.
4. Industry shall carryout performance audit of APC
equipment from renowned institute like IIT/NEERI
within 03 months and submit the BG of Rs. 2 lakh
towards compliance of the same.
5. Industry shall carry out water audit report within a
period of one month and submit the report to CAC
cell.

i. Industry has stopped using treated effluent for
internal gardening since June 2017 and shall
continue to discharge the treated effluent to CETP.
ii. The treated effluent is transferred to storage tank for
further discharge to CETP. The sludge is pumped to
Sludge tank and after passing through the Centrifuge
sent to CHWTSDF
iii. Industry has submitted the revised CA certificate
inclusive of the cost of the land.
In the view of above, considering the reply of the
industry, it was decided to grant renewal of consent with
increase in CI by imposing following conditions;

3. The qualitative assessment of open well and ground
water was conducted by IIT, Mumbai and report was
submitted to MPCB dated 20.11.2017.
4. Industry has not done any production of wet ready
mix. and applied for the consent to operate for ready
mix and waiting for approval.
5. Industry has proposed to increase the volume by
process optimization and for this they have asked for
increase in consented quantity from 1,04,500 T/A to
1,50,000 ton/A. This has planned over the next 5
years.
In view of above, considering the reply of the industry, it
was decided to grant renewal of consent to operate with
increased in production quantity of 02 Products and
addition of one new product with decrease in CI by
extending all the existing BG’s and by imposing
recommendations of NEERI.

28.02.2022 Committee noted that the application was discussed in
CAC meeting held on 23.07.2017. The production
quantity mentioned in the EC and in renewal of consent
and consent to establish after amalgamation does not
match. Deviation is observed in the consent application
and amalgamated quantity of C to R and C to E for
water budget, hazardous waste quantity and boiler
details etc.
Accordingly, clarification was called from the industry.
Industry stated that they have clubbed all the quantities
of the products (combined quantity in MT/A). Also the
quantities of water consumption, effluent generation,
boiler details and hazardous waste generation are same
as previous consent.
In the view of above, it was decided to grant 1st consent
to operate and Renewal of existing consent to operate
and their amalgamation without clubbing the
products and their quantity and by imposing

Consent to Operate for IT and ITES project having plot
area 3,19,900 sq. mtrs. and total construction BUA of
86,131.29 sq.m. by imposing following conditions;
1. PP shall extend/ top up the BG to form total sum of
Rs. 25 lakh towards O&M of pollution control
system.
2. PP shall achieve the treated domestic effluent
standard for the parameter BOD- 10 mg/lit. within 6
months time period and shall submit BG of Rs. 10
lakhs for the same.
3. The treated domestic effluent shall be 60% recycled
for secondary purposes such as toilet flushing, air
conditioning, cooling tower make up, firefighting
etc. and remaining shall be utilized on land for
gardening and connected to the sewerage system
provided by local body.

1. Industry is constantly upgrading the manufacturing
facilities with improved machineries/accessories to
improve the quality and enhance the product range.
2. Industry has converted pre heating furnaces from FO
to CNG and had spent considerable amount.
3. Industry has pickling process which is the only
source of trade effluent. At present about 50-60
CMD is being treated and same is recycled in
Rolling Mill process along with direct Cooling
Water for the descaling of Hot Rolled Metal at the
time of Rolling. Industry has provided 3 MLD water
holding tank collected from ETP through closed
loop pipeline. Hence, industry achieved zero
discharge by reuse/recycle the complete treated
effluent into Mill process and requested to waive the

stating that due to increase in CI by 296.22 Cr there
is no increase in production capacity and production
quantity more than consented limit.

standards.
In view of above, considering non-compliances
communicated by Regional Officer, Chandrapur it is
was decided to issue proposed direction to the industry
due to above non-compliances including forfeiture of
existing bank guarantee of Rs. 5 lakhs obtained towards
O&M of pollution control system.
