The purpose of this “Monthly Productivity Analysis Report” (M.P.A.R.) is to provide the
executive command staff with the appropriate data to analyze the productivity of assigned personnel and
their shifts’ activities to allow for the validation of individual and divisional performance evaluations.
With regard to the specific contents of the report, there are 18 distinctive component parts of this report.

On March 01, 2017, a Wednesday, at approximately 1000 hours, while on patrol in the “Midtown
Contract”, Deputy T. Roe was performing routine patrol and law enforcement services when I (Deputy T.
Roe) observed a male salivating and foaming at the mouth in the bus shelter area. One male was arrested
for public intoxication. The patrol activity type is “PAT=D”.

02. MARCH 04, 2017 1800 HOURS RESISTING ARREST DEPUTY K. JORDAN
EVENINGSHIFT: 400 RICHMOND MIDTOWN “M” HC: 17-0036169
On March 04, 2017, a Saturday, at approximately 1825 hours, while on patrol in the “Midtown Contract”,
I was dispatched to the 400 block of Richmond St. in relation to a suspicious person. Upon my arrival, I
identified the suspicious person. The suspicious person refused to leave the property and I was attempting
to arrest his when he began to resist. The person was arrested for Resisting Arrest and transported to
“Harris County Jail” location without further incident. The patrol activity type is “PAT=D “.
03. MARCH 07, 2017 0300 HOURS RECOVERY STOLEN DEPUTY U. FERRETIS
NIGHTSHIFT: 2100 SAN JACINTO MIDTOWN “N/A” HC: 17-0037463
On March 07, 2017, a Tuesday, at approximately 0300 hours, while on a routine patrol in the “Mid-Town
Contract”, I Deputy U. Ferretis, Conducted a routine patrol services when. I on-viewed a suspicious
vehicle in the 2100 block of San Jacinto St. I Deputy U. Ferretis contacted via radio transmission that, I
had identified a suspicious vehicle. Harris County Pct. 7 dispatch advised that the vehicle was stolen out
of City of Houston Police Department Stolen status was confirmed by License plate and VIN Number. It
was determined that the Reportee let the person in procession of the motor vehicle use the car for personal
usage. The suspect was release and a report was generated. Without further incident. The patrol activity
type is “PAT=D “.
04. MARCH 08, 2017 1100 HOURS MENTAL HEALTH TRANSP DEPUTY T. ROE
DAY SHIFT 4200 SAN JACINTO MIDTOWN “M” HC: 17-0038224
On March 08, 2017, a Wednesday, at approximately 1100 hours, while on patrol in the “Midtown
Contract”, Deputy T. Roe was performing routine patrol and law enforcement services when I (Deputy T.
Roe) was dispatched to the above location in regards to a theft. After further investigations, it was
determined that the suspect had walked away from an adult living facility. One male was transported to the
Mental Health Facilities. A report was taken for this incident. The patrol activity type is “PAT=D”.
05. MARCH 09, 2017 1900 HOURS THEFT REPORT DEPUTY K. JORDAN
EVENINGSHIFT: 2200 LOUISIANA MIDTOWN “N/A” HPD: 0304422-17
On March 9 2017, a Thursday, at approximately 1951 hours, while on patrol in the “Midtown Contract”, I
was dispatched to the 2200 block of Louisiana St. in relation to a theft. Upon arrival, I meet with the
complainant who said her wallet was taken out of her tote bag while standing in line at the cash register. I
determined that a Theft (pick-pocketing) had occurred and a report was made. The patrol activity type is
“PAT=U “.
06. MARCH 10, 2017 1100 HOURS CRIMINAL TRESPASS DEPUTY T. ROE
DAYSHIFT 2100 FANNIN MIDTOWN “M” HC: 17-0039393
On March 10, 2017, Friday, at approximately 1100 hours, while on patrol in the “Midtown Contract”,
Deputy T. Roe while performing routine patrol and law enforcement services, observed a male in a
prohibited area after calling the complainant one male was taken into custody for criminal trespassing. A
report was generated. The patrol activity type is “PAT=D”.

07. MARCH 14, 2017 1200 HOURS PUBLIC INTOXICATION DEPUTY T. ROE
DAY SHIFT 2100 WHEELER MIDTOWN “M” HC: 17-0045805
On March 14, 2017, Tuesday, at approximately 1200 hours, while on patrol in the “Midtown Contract”,
Deputy T. Roe was performing routine patrol and law enforcement services when I (Deputy T. Roe)
observed a female stumbling in the street. After further investigations 1 female was taken into custody for
public intoxication. The patrol activity type is “PAT=D”.
08. MARCH 17, 2017 1200 HOURS PUBLIC INTOXICATION DEPUTY C. MANZANARE
DAYSHIFT: 1000 ELGIN ST MIDTOWN “M” HC: 17-0043142
On March 17, 2017, a Friday, at approximately 1224 hours, while on patrol in the “Midtown Contract”,
Deputy C. Manzanare was performing routine patrol and law enforcement services when I (Deputy C.
Manzanare) initiated a welfare check on 1 individual that appeared to be sleeping on a concrete slab
sitting down with his head in between his legs. Upon making contact with the individual deputy observed
he could not maintain his balance, and had slurred speech. Individual was deemed a danger to himself or
others. The individual was arrested and transported to Houston Sobering Center by the PIT Team without
further incident. The patrol activity type is “PAT=J”.
09. MARCH 17, 2017 1400 HOURS NARCOTICS ARREST-POM DEPUTY T. ROE
DAYSHIFT 1700 TUAM MIDTOWN “M” HC: 17-0043114
On March 17, 2017, Thursday, at approximately 1430 hours, while on patrol in the “Midtown Contract”,
Deputy T. Roe was performing routine patrol and law enforcement services when I (Deputy T. Roe)
observed a male making swift movements in the driver’s side of a vehicle. Upon contact with the suspect it
was determined that he had marijuana and drug paraphernalia in the vehicle. One male was arrested for
possession of marijuana. A report was generated and case number was assigned to this incident. The patrol
activity type is “PAT=D”.
10. MARCH 18, 2017 0000 HOURS TERRORISTIC THREAT DEPUTY U. FERRETIS
NIGHTSHIFT: 1300 MCIHENNY STREET MIDTOWN “M” HPD: 0340923-17
On March 18, 2017, a Saturday, at approximately 0045 hours, while on a routine patrol in the “Mid-
Town Contract” I Deputy U. Ferretis, Was Dispatched to a Terroristic Threat in the 1300 Block of
Mcilhenny St. The reportee advised that a male suspect was leaving threating Voice Mails and Emails.
Without further incident, a report was generated. The patrol activity type is “PAT=D “.
11. MARCH 18, 2017 1400 HOURS PUBLIC LEWDNESS DEPUTY C. MANZANARE
DAYSHIFT: 2900 AUSTIN ST MIDTOWN “M” HC: 17-0043779
On March 18, 2017, a Saturday, at approximately 1415 hours, while on patrol in the “Midtown
Contract”, Deputy C. Manzanare was performing routine patrol and law enforcement services when I
(Deputy C. Manzanare) got dispatched to a suspicious person call regarding 2 males possibly prostituting.
Upon making contact with the suspect the reportee approached me and stated the males were performing
oral sex in the car. I gathered all pertinent information for this case and both suspects were arrested and
transported to Harris County Jail without further incident The patrol activity type is “PAT=D”.

On March 19, 2017, a Sunday, at approximately 01:04 hours, while on patrol in the “Midtown Contract”,

On March 20, 2017, a Monday, at approximately 0104 hours, while on a routine patrol in the “Mid-Town
Contract” Deputy U. Ferretis, Deputy A. Clopton requested a backup unit in a traffic stop, in the 2100
block Of San Jacinto St. The driver was Identified and had Open Harris County Warrants Out of Pct. 1,
and Pct. 3. Harris County Pct. 7 Dispatch Confirmed Warrants. The suspect was placed in my custody.
Deputy A Clopton was Primary in the investigation. The person was placed in my fully marked police
vehicle and transported to “” Harris County Jail without further incident. The patrol activity type is

observed a male in a parking lot area in an unconscious state. After further investigations, it was
determined that the male was in an intoxicated state. One male was taken into custody for public

advised that he had a suspect detained for shoplifting. The suspect was arrested for Theft and transported

Manzanare) got flagged down by a citizen regarding a weapons disturbance. At this time, I gathered the
suspect description and attempted to locate the suspect. Upon locating the suspect, I gathered all pertinent
information to the case. The suspect was placed under arrest and transported to Harris County Jail for

Reportees husband he provided me with sever different formats of the video in a USB hard drive. Hard

Manzanare) initiated a welfare check on a person that appeared to be sleeping but his arms were fidgeting.
Upon making contact with the individual I asked if he needed any medical attention in which he refused. I
then asked for ID and checked the individual on my MDT. The individual showed to have an Open Setcic
warrant issued out of Harris County. I asked dispatch to check the suspect and confirm the warrant. Once
warrant was confirmed suspect was arrested and transported to Harris County Jail for booking without

making contact with the witnesses and complainant they stated the suspect had gone into the vending
machine and took the coins acting like an employee. I gathered all pertinent information to the case and
the suspect was placed under arrest and transported to Harris County Jail for booking without incident.

County Sheriff Deputy. I made contact with the Deputy who advised he had a black male detained for
Criminal Trespassing on the property. The person was arrested and transported to “Harris County Jail”
