ARIZONA DEPARTMENT OF CORRECTIONS MARICOPA RE-ENTRY CENTER (MRC) INFORMATION FROM COUNCILWOMAN WILLIAMS

*** UPDATE - In a statement released to our office, Arizona Department of Corrections said the following, “Effective today, sex offenders who have been released from prison will no longer be transferred to the MRC. The MRC will continue to serve other released offenders by providing critical programs and services to assist them in successfully reintegrating into society. The MRC serves as an effective way to help reduce recidivism and can be an effective tool to reduce prison growth.” As you may have seen in the news, the Arizona Department of Corrections has recently opened a Maricopa Re-entry Center (MRC), located off Interstate 17 and Pinnacle Peak Road. I was not notified of the MRC until after the Arizona Legislature and Governor approved the move and funding. The city of Phoenix was

not involved in any approval process related to the creation of the MRC. The decision to place the center at this location was a State decision and changes can only be accomplished through the State. While I understand the need, I am opposed to the close proximity to neighborhoods and schools without sufficient bus and transportation options. Below is a summary of information on the MRC provided by the Arizona Department of Corrections (ADC). The MRC was part of the ADC decision package for fiscal year 2016. On May 10, the Legislature and Governor authorized funding for the center. At that time, the Department of Corrections began the process of public notification. According to the department, notifications were sent on May 13 to stakeholder entities; a public hearing was held on May 24; and notification to the hearing was posted on their website and in the Arizona Republic. On May 25, the ADC began remodeling the structures. I was notified by a social service agency what ADC was doing on June 22. I met with ADC on July 7, and was informed that this project was proceeding. On July 18, the center began limited operations and on Aug. 12, the center began accepting offenders for short term stays as a sanction for low level violations of their terms of community supervision. On Aug. 15, the Intensive Treatment with Housing program opened. This is a 90-day in-residence treatment program for offenders in need of substance abuse treatment. According to the ADC, in addition to the above services, there are on-site outpatient substance abuse counseling, job services, and cognitive restructuring classes offered for offenders on community supervision status. According to the ADC, offenders who are residing at the MRC must return to the center each night between 4:00 to 8:00 p.m., dependent on which program they are enrolled in and their employment status. If they fail to return at their designated time, they are contacted. When an offender poses a high risk to the community and either cannot be contacted or does not have a legitimate reason for being late in reporting back to the center, a warrant is immediately issued. According to the ADC, offenders staying at the MRC who have committed a sex offense are required to wear an electronic monitoring unit at all times. These offenders are prohibited from entering specific areas known as exclusion zones. Currently, the exclusion zones for these monitoring units include: Adams Traditional School; Norterra Canyon School; Sandra Day O’Connor High School; Beuf Community Center and surrounding sports complex area; Desert Sage Elementary School; and Wet and Wild Water Park. An alert notification is sent to the Community Corrections Officer if an offender wearing a monitoring unit goes into these excluded zones. An officer will immediately contact the offender and order them to leave the area. The Phoenix Police Department has advised the ADC that its standard sex offender notification protocol is limited to a two-block radius within the offender’s location. Because the existing correctional facility where MRC is located is geographically isolated from residential neighborhoods and outside the standard notification radius, Police have elected to expand the notifications to a two-mile radius. CHANGES TO ENTRIES AND EXITS TO CITY HALL AND THE CALVIN C. GOODE BUILDING Beginning September 19th, there will be changes to how employees and visitors enter and exit City Hall as well as the Calvin C. Goode building. Please take note of the changes detailed below and plan your visits to these facilities accordingly. Please see the diagrams below of the entries and exits for both facilities as well as the security check points for City Hall. Be aware that the employee entrance to City Hall is not to be used for guests, family members, or anyone other than a badged employee. Employees who forget their City of Phoenix badges will have to enter through the visitor entrance.

PHOENIX CITY COUNCIL APPROVES SECONDARY MUNICIPAL ID AND UNIFIED CITY SERVICES CARD Despite Councilwoman Williams’ opposition, the City Council voted to authorize a citywide Municipal ID and Unified City Services Card. With this approval, city staff will enter into a five-year contract with SF Global, LLC to provide the card at no cost to the city. The card will cost $30 for residents and will be valid for three years from the date of issuance. As the first stage in the process, the company will develop a Secondary Municipal ID card to be paired with the Phoenix Public Library System. This card will launch February, 2017. The City will then work with the company to develop a strategy, plan and timeline for creating an integrated city services card for other city services such as the Parks and Recreation Reservation System, Golf Management System, and Human Services Membership System. Under the approved terms, each City department will accept the city card as a valid identification and valid proof of Phoenix residency. The Phoenix Police Department may use other identification forms and processes as necessary to substantiate a person's identity. The city card is not intended to replace any other existing requirements for issuance of other forms of identification in connection with the administration of city benefits and services. Cardholders also would need to surrender the card if they no longer resided in the city. To obtain a city card, a resident requires proof of identity and proof of Phoenix residency including at least two identity documents from an approved list. At least one of the documents must display a photo of the applicant and at least one of the documents must display the applicant's birth date. If the applicant's current legal name is different from his/her primary document, the applicant must show legal proof of a name change. To establish Phoenix residency, each applicant will need to present utility bills or other information that includes both the applicant's name and a residential address that is located within Phoenix. Knowingly presenting false information to obtain a card; altering, copying or replicating a card without the authority of the City; or using a card issued to another cardholder with the intent to cause a third person or entity to believe the card user is the person to whom the card was issued would be a Class 1 misdemeanor.

INFORMATION ON THE PHOENIX INDUSTRIAL DEVELOPMENT AUTHORITY (IDA) The Phoenix IDA’s mission is to support community and economic development through access to capital. The Phoenix IDA Board has supported efforts to provide bond financings in an array of market sectors, including district schools, health care, multifamily housing, higher education, and manufacturing. Residential Mortgage Programs One of the notable achievements of the 2016-2017 plan includes Residential Mortgage Programs. The Phoenix IDA recognizes the importance of homeownership and thus created the Home in Five Advantage –

Mortgage Origination Program in September 2012, in conjunction with the Maricopa County IDA. This program assists moderate- to low income families and individuals within Maricopa County realize the dream of homeownership through providing down payment and closing cost assistance. Since its inception the program has assisted with the purchase of approximately 11,700 homes and has funded approximately $2 billion in loans with over $90 million of assistance to homebuyers through July 2016. The Phoenix IDA continues to explore new ways of helping families and individuals become homeowners. In FY 2016, the Homeownership Program was expanded from the government-backed loans (Federal Housing Administration, Veterans Housing Administration, and U.S. Department of Agriculture Rural Development) to include conventional loans insured by Fannie Mae in their Housing Finance. Additionally, the Program has provided an additional 1 percent down payment and closing cost assistance to qualified active and veteran military personnel. This additional assistance was expanded in FY 2016 to include public safety first responders and K-12 teachers. Also in FY 2016, the Phoenix IDA added a mortgage tax credit certificate program for qualified buyers in the City of Phoenix that provides up to a $2,000 annual tax credit to first-time homebuyers as long as they own and live in the house. Sources of Revenue The Phoenix IDA does not receive any taxpayer dollars from the City, county, or State of Arizona. With a staff of eight currently working with an operating budget of approximately $1.7 million, the Phoenix IDA is financially independent. It utilizes revenues primarily generated from fees associated with bond financings and homeownership programs to pay for all of its expenses including City-related expenses, such as rent for office space and services it receives from the City Clerk’s office.

SKY HARBOR VALET PARKING AWARD On August 31st, the Downtown, Aviation, Economy and Innovation Subcommittee approved and recommended City Council approval to award the Valet Parking Services On-Site Contract to Freedom Park, LP, and the Valet Parking Off-Site Contract to Epic Valet. On March 23, 2016, the City Council authorized staff to issue a modified Valet Parking Services Pilot Program Revenue Contract Solicitation (“RCS”) based on significant industry outreach and benchmarking. On March 24, 2016, the RCS was issued, and responses were due on April 28, 2016. The Aviation Department received six On-Site Valet Parking Services Pilot Program responses. The evaluation panel reviewed the responses for both programs, and on July 13, 2016, interviews were conducted with all responsive firms for the On-Site Valet. Interviews were not conducted for the Off-Site Valet due to receiving only one qualified response. The evaluation panel evaluated the responses based on the published evaluation criteria: Qualifications and Experience of General Manager (20 points); Qualifications and Experience of Respondent (15 points);

Operations Plan (15 points); Customer Service Approach (15 points); Financial and Fee Response (15 points); Marketing Plan (10 points); Innovation (10 points). The On-Site Valet Parking Services Pilot operator will provide valet services at Terminal 4. The pick-up and drop-off location for services will be on Level 4 of the garage, at both the east and west ends, near the elevator banks. Vehicles will be stored on-site. The Operator will accept reservation based customers 24 hours per day, seven days per week, while on-demand customers will be accepted from 5 a.m. to 10 p.m., seven days per week. The Off-Site Valet Parking Services Pilot Program operator will also provide valet services at Terminal 4; however, this service will only be to customers as a curbside service. The pick-up and drop-off location for the service will be on Level 2 on the southwest inner curb. The operator will transport and store all vehicles to an off-site location that is within five minutes of the pick-up and drop-off location. There will not be on-site storage space, signage or kiosks allowed. The service will be reservation-based only, requiring at least a four-hour notice to the operator. This service will also be available 24 hours per day, seven days per week. The Valet Parking Service contract for both On-Site and Off-Site are for a term of two years with two, one-year options to extend at the sole discretion of the Director of Aviation Services. Data obtained from both contractors will be used to evaluate the effectiveness of the pilot program including Valet Parking demands within the Phoenix market, level of customer service offered, ability to accommodate customer demands, and impact on existing parking program and revenues paid to the City. Aviation intends to review and assess the viability of this pilot program throughout the term of the contract.

ASSISTANCE TO FIREFIGHTER GRANT AWARD The Fire Department has been notified that we were awarded nearly $600,000 for the 2015, Assistance to Firefighters Grant (AFG) for Incident Safety Officer Training to further strengthen Phoenix and our Automatic Aid partners’ ability to conduct safe and successful fireground operations.

Below are grant details:

• $591,726 from the 2015 Assistance to Firefighters Grant (includes $77,181 in cost match)

• Regional grant for Incident Safety Officer System (ISOS) Training for:

o 100 Company and Command Officers from Phoenix Fire

o 50 attendees collectively from Buckeye, Glendale, Scottsdale and Tempe

• Enhanced leadership learned in this training will lead to better communication, faster

decisions, enhanced use of equipment, and less stress in fire ground operations

• Training will significantly improve regional preparedness, interoperability and the safety of

firefighters and the public. Training will also help protect critical infrastructure.

• Training provides officers additional knowledge needed to react in high risk, low frequency

incidents

• The addition of 50 seats for neighboring fire departments will enhance their respective

emergency response and safety programs, improve regional cross-training/coordination, and

strengthen the Automatic Aid system

• The metro Phoenix region benefits from having attendees train collaboratively in this course,

positively affecting day-to-day field operations and interoperability between our cities

• This represents our sixth award for ISOS training issued by the AFG Grant program to the

City of Phoenix. We have been able to train nearly 1,000 Firefighters over the last six years

with the 3.4 million dollars in grant awards we have received.

PHXTEENS PROGRAM The new city-wide PHXteens program provides opportunities for youth age 13 to 17. Programming will include workshops, field trips, volunteer activities and more. Participants can serve on teen councils and advisory boards that plan activities, review policies and govern the program. The first activity will be a Virtual Party held on Tuesday, September 27 at 5 p.m. This event will connect eight community centers located throughout the city via Xbox and Skype, and also feature a variety of interactive games and free food. The guest speaker is Anthem local resident, Tom Spangler. Mr. Spangler’s

presentation, Reflections of An Arizona Story Teller, “Myths and Realities of the Arizona Indians.” His topic will cover, who are these guys, basic differences, common myths, and reflect on two historical Indian tragedies, The Long Walk and The Bascom Affair. Mr. Spangler is a native of Arizona born in Flagstaff, served in the United States Army and attended N.A.U. Following graduation, he became a history teacher in his home town and specialized in Arizona History. Tom did not just teacher Arizona History he lived it by traveling with his father, a sales-man, on Route 66 and visiting his grandfather ranch in southern Arizona and gathered stories, photo-graphs and artifacts from people throughout the state. The question to ask Mr. Spangler, is not how many places he has visited in the whole state of Arizona, rather how many places left to visit and learn new stories? Mr. Spangler has worked as a guide, interpreter, and researcher for the National Park Service at Wal-nut Canyon National Monument, near Flagstaff and a story teller at Pioneer Arizona Living Village and Museum, Phoenix. The National Society Daughters of the American Revolution was founded in 1890 to promote patriotism, preserve American history, and support better education for our nation's children. WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS

The Washington Elementary School District is celebrating its 125th anniversary! Be sure to watch for special #TBT (Throw Back Thursday) posts every week on their Facebook page as they share facts and stories from WESD’s rich history. The WESD has come a long way since it was organized by 13 farm families in a tiny farm house in 1891. If you’d like to contribute to the WESD’s walk down memory lane, please share your pics and stories at [email protected]. The WESD is going out for a bond in the November 8 election. Here are some facts: For what? This money will be used for safety projects, buildings projects and replacements, parking lot renovations, technology and school buses. How were projects determined? The priority was determined based on student safety and need. Why does WESD need the money? Since the 2008-09 school year, state capital funding has been drastically reduced or eliminated. The state has entirely eliminated building renewal funds (for building renovations and preventive maintenance) and the state’s most recent budget funds less than 15% of the statutory allocation for items such as furniture, equipment, technology and buses. What about Prop. 123? This money was used for employee compensation in an effort to attract and retain employees. How is a bond different? This money will be used for things like buildings, technology and buses (for tangible items). What happens if it doesn’t pass? It will be necessary to reduce the district operating budget in order to pay for critical capital needs. If the bond passes, will my taxes go up? CITY MANAGER’S REPORT

ECONOMIC DEVELOPMENT & EDUCATION Phoenix Sister Cities recently sent seven college graduates to teach English in its sister city of Himeji, Japan, through the annual Teach Abroad Program. This annual program allows for college graduates to work as full-time employees of the Himeji Ministry of Education. Preparation for this type of employment is extensive and includes Japanese language training, alumni round-tables, and lesson planning courses. Currently, there are 15 Assistant Language Teachers stationed in Himeji, Japan, working full time. The Arizona State Lottery opened a 500-square-foot retail and redemption center at Terminal 4, Level 1 Baggage Claim. Arizona Cardinals President Michael Bidwill, Assistant Aviation Director Deborah Ostreicher, and Arizona State Lottery Director Gregg Edgar all spoke at the ribbon-cutting ceremony to mark the grand opening and to promote the new $5 Arizona Cardinals scratcher tickets. In July 2018, the Phoenix Convention Center is hosting the Origami Owl 2018 Annual Convention. Origami Owl has thousands of independent designers who host jewelry gatherings. Banner University Medical recently granted approval of the preliminary site plan for its Medical Center on McDowell. The plan includes a support services building, new lobby, concourse for the Emergency Department and patient towers. The project will be completed in phases to allow the hospital to remain open during construction. Sandstorm Construction, LLC recently completed the off-site improvements for Alta Paradise Ridge Apartments; a 276-unit multifamily master planned development located at 18220 N 68th Street. Two new fire lines and commercial driveways were installed along 68th Street as part of the off-site improvements. All the civil permits were signed off once the grading and drainage as-builts were accepted.

The Broadstone Arts District Apartments is prepping to finish closing walls and applying exterior finishes. This art-inspired 280-unit, four-story apartment complex is located at 202 E McDowell Road and consists of two residential buildings with two levels of parking below grade. Planning and Development staff is currently conducting rough electrical, plumbing, framing and roof nail inspections. The facility will also feature a 12,000-square foot courtyard that will be open to the public. According to the developer, the space could be used for farmers' markets, movie nights or yoga classes and include sculptures and other artwork.

NEIGHBORHOODS AND LIVABILITY Keep Phoenix Beautiful Day is scheduled for Nov. 5 from 8:00 a.m. to noon. The “Keep Phoenix Beautiful Day” is estimating to have 2,000 to 2,500 volunteers. The Parks and Recreation Downtown Division has identified five parks for this event. On Oct. 26, the Phoenix Women’s Commission is hosting the annual Women’s Economic Forum from 9:30 a.m. to 1:30 p.m. The planning subcommittee is considering themes, event agenda, potential guest speakers, and attendance capacity. Involvement opportunities include: women’s health, financial literacy, education, and community engagement. Cholla Library will host “Celebramos: Imaginary Trip Through the Americas” on Sept. 14 from 2:00 p.m. to 3:00 p.m. This family program will have live music and instrument demonstrations, which highlights the various regions of Latin America from pre-Columbian times to present day. No registration required and all ages welcome. Presented by the Cultural Coalition: a group committed to serving families and youth by offering educational and cultural performances in the Metro Phoenix area and surrounding communities.

SOCIAL SERVICES DELIVERY On Aug. 25, Human Services staff from Early Head Start conducted a presentation for caseworkers from refugee focused agencies. The presentation included an overview of services for all program options as well as discussion on how to streamline support services for refugee families already enrolled in Birth to Five programs.

PUBLIC SAFETY The Phoenix Fire Department has been notified that we have been awarded a $591,726 2015 Assistance to Firefighters Grant. The funds will have a regional impact on our Automatic Aid System and will provide Incident Safety Officer System Training for 100 company and command officers from Phoenix Fire and 50 attendees collectively from Buckeye, Glendale, Scottsdale and Tempe. Enhanced leadership learned in this training will lead to improved communication, critical thinking skills, and safety on the fire ground. Phoenix Fire crews responded to reports of an employee at the Home Depot at 2217 E. Bell Road complaining of difficulty breathing. Crews treated the man and identified the irritant in the store. It was a broken container of pool acid. The crews removed it from the store and transported the patient in stable condition.

INFRASTRUCTURE On Aug. 23, Street Transportation staff held a successful project open house at the Burton Barr Library Auditorium to discuss the proposed multi-modal improvements for 3rd and 5th Avenues. Approximately 100 residents participated in the public meeting where feedback was received on the preferred alternatives. A notable alternative idea included a split concept of one-way streets north of Roosevelt Street and two-way streets south of Roosevelt Street, a cycle track on 3rd Avenue, and focus area safety improvements near Kenilworth School and the Puppet Theatre. The project team will further analyze the public comments and make refinements to the preliminary plans. The Planning and Development Department has partnered with the Town of Paradise Valley to coordinate the repair and construction of 32nd Street Bridge. Traffic control devices are on-site to guide pedestrians, bicycles, and emergency vehicles through the road closure. The Street Transportation Department is currently managing the Japanese Friendship Garden and Pump Repair construction project on behalf of the Parks and Recreation Department. Japanese Friendship Garden construction is underway to replace existing pumps. An aquatic biology consultant will ensure the koi fish that reside in the pond remain protected during construction operations by monitoring pond water quality and the biochemical needs to relocate and re-acclimate the fish. Construction is anticipated to be complete by opening day of the Japanese Friendship Garden on Oct. 1.
