TO ALL COLLEGE OF SOCIAL & BEHAVIORAL SCIENCES EMPLOYEES:

This policy manual provides clear and comprehensive policies that can be followed in the event of a major or minor emergency. These policies are primarily designed to help keep faculty, staff, students, and visitors safe. Secondarily, the policies are designed to try to minimize damage to our buildings. These are alphabetized for easy reference.

Emergencies, disasters, accidents, and injuries can occur in any setting and at any time, usually without warning. Being prepared physically and psychologically to handle emergencies is an individual responsibility as well as an organizational one.

We ask that all of you be familiar with the procedures outlined herein, as they will only be effective if all of us are able to utilize them and understand them in the event of an emergency. All employees are responsible for acting in a manner that fosters their own personal safety and the safety of those in our building. Please acquaint yourself with the location of the nearest exit, fire extinguisher, fire alarm pull station, as well as the response procedures and phone numbers provided in this document.

Please also make this manual a required part of any new employee orientation. This manual will also be available for reference on our website.

This is a work in progress, and may change as situations and needs change. In addition, if you have any comments or concerns regarding the manual, please direct them to my attention.

Thank you for your assistance and cooperation in making the College of Social & Behavioral Sciences Buildings safe places for all of us to work.

Please note this information is not all-inclusive but covers most actions taken during emergencies. Common sense must prevail when instructions are not available or do not fit your particular situation.

AFTER HOUR WORK POLICIES

If using any of the College of Social & Behavioral Sciences buildings after hours:

Keys need to be checked out for the building by contacting the appropriate building manager for each building.

Do not prop open or unlock entrance doors. Keep offices locked. Make note of and report any suspicious activity or behavior. Be cautious when opening a closed office door if not aware of who is on the other side.

ASSAULTS/FIGHTS/CIVIL DISTURBANCE

Definition: Assaulted employee: Any employee who is reasonably put in fear of being imminently struck by a person, either by a menacing gesture, sudden move alone, or accompanied by a threat. Battered employee: Any employee who experiences actual physical contact from another (regardless of physical injury).

 1. If a person is acting in a manner that you feel is threatening, remain calm

and avoid doing things that may incite the person further, such as any sudden moves. Try to diffuse the situation, prevent escalation and remove yourself from the situation.

2. Notify the NAU Police at 3-3000 or 911 or attempt to shout for help, leave the room.

3. Seek medical attention if necessary.4. Once the confrontation is over, report the incident to your supervisor. 5. The Supervisor should refer the employee to the Employee Assistance

Program. A member of the Employee Assistance Program staff will make contact with the employee to assist the employee with the services needed which may include: counseling, legal advice, information regarding workers' compensation/medical insurance.

6. NAUPD should be contacted if formal criminal charges will be filed. Use the following form to assist providing the police department with as much information as possible regarding the incident.

CIVIL DISTURBANCES 

Civil Disturbances include riots and demonstrations, marches, groups and assemblies that have become riotous.

1. Restrict both employee and visitor movement in your area. 2. Prepare for evacuation or relocation. 3. Secure your area (lock doors, safes, files, vital records, etc.) 4.   Notify your Supervisor, Building Manager and NAU Police at 3-3000 or 911, if they

have not been informed.5.   If Lock Down or Evacuation procedures are implemented they should followed immediately. 6.  Contact building manager for status reports and information updates.

BOMB THREAT

Most bomb threats are received by phone. Bomb threats are serious until proven otherwise. Remain calm and don’t hang up. If situation permits, try to obtain as much information as possible with the checklist below.

If a bomb threat is received by phone:

1. Remain calm. 2. If your phone has a display, copy the number and/or letters on the window display. 3. The most crucial information you can obtain from the caller is detonation time, location,

and appearance of the bomb. Get as much information as you can from the caller.4. Don't hang up. If able, have someone call 911 from another phone. Give the phone

number where the bomb threat is received. 5. After the call, notify the NAU Police at 3-3000 or 911 if they have not yet been notified.6. If directed to evacuate the building proceed in accordance with the “Evacuation” section.7. Limit use of two-way radios or cellular phones; radio signals have the potential to

detonate a bomb.

If a bomb threat is received by note:

1. Call 3-3000 or 911 immediately. 2. Do not handle the note.

BUILDING CLOSURES

Upon notification of the closure of the building, all faculty, staff, student and visitors will leave the building quickly and in an orderly manner.

Faculty and staff will shut down computers, turn out lights and other electrical devices, close windows and doors and assist and encourage students and visitors to leave the building.

The Building Manager will ensure that the building has been evacuated and secured. Please see details below for securing each building within SBS.

The Building Manager will notify NAUPD that the building has been closed. “Building closed” signs will be placed on each perimeter door. Faculty and staff should not re-enter the building until the building has been re-opened. The status of the building may be obtained by contacting the Building Manager.

For all other SBS Building, please contact the relevant building manager as they are responsible for locking the buildings.

EVACUATION

1. If safe, secure vital records and shut down electrical equipment. 2. Proceed to your predetermined exit or closest exit. Shut all doors as you leave.3. The Building Managers are responsible for ensuring that all faculty, staff, students, and

visitors evacuate the building. 4. Be aware of and prepared to assist individuals with disabilities:

EVACUATION OF PERSONS WITH DISABILITIESIt is very likely that evacuations will involve individuals with disabilities. The following will be helpful in safe evacuation and communication during an emergency. Above all else, involve the individual. They are the experts on their own disabilities, and how best to move them out of a building in an emergency. Make sure he/she understands what is happening, and what procedure must be followed. Many people with disabilities are vulnerable to respiratory complications--remove them from smoke or fumes immediately.

Persons with Mobility ImpairmentsPersons having mobility impairments may or may not use wheelchairs. Those individuals having mobility impairment, who can ambulate in varying degrees, will need to be carried down stairs, or otherwise be assisted. Ask her/him for instructions. Always consult wheelchair users about: a) transferring her/him from the wheelchair (or, if the emergency dictates, moving the person down stairs while staying in the wheelchair). NEVER carry an individual backwards down a flight of stairs, b) the number of people needed for assistance, c) be aware that some wheelchair users use catheter leg bags, braces, oxygen, prosthetics, etc. Many can experience spasticity or extreme pain when being transferred (or moved) from their wheelchairs.

Persons who are Visually ImpairedAlthough most persons who are blind or visually impaired will be familiar with their immediate work area, it is necessary to: 1) explain the nature of the emergency, b) offer to guide her/him. As you walk, explain your destination, where you are, any obstacles, which way you are going to turn, the number of steps, etc., c) upon reaching safety, orient the individual to her/his surroundings. Ask if further assistance is needed.

Persons with Hearing Impairments, Deafness, or Speech ImpairmentsCommunication varies with persons who are deaf, impaired of hearing or speech impaired. Audible alarms may not be heard by them. It is important that everyone understand what is happening, how and where to proceed. To gain attention, turn light switch on and off, tap her/his shoulder, wave your hands, etc. Indicate through gestures, or in writing (short, concise words), what is happening and what to do. Example: “Fire - out rear door to the right and down. Leave NOW!”

ABOVE ALL, REMEMBER THAT PEOPLE WITH SIMILAR DISABILITIES ARE UNIQUE. THROUGH BRIEF COMMUNICATION AND ASKING QUESTIONS, EVACUATION CAN BE QUICK AND SAFE

5. Proceed quietly and orderly out of the building. 6. DO NOT USE ELEVATORS.7. DO NOT OPEN DOOR if hot or if smoke is present.8. Once outside, assemble at the designated area and stay there; your supervisors will need

to have a tally of their personnel. 9. DO NOT RE-ENTER the building until the ALL CLEAR has been given by the Building

Manager.

FIRE

1. Person who discovers fire will call 3-3000 or 911 from a safe location.

2. Be familiar with the location of fire extinguishers! Use fire extinguisher on small fires (waste basket size) only if safe to do so.

3. Alert others, move everyone away from the area of fire.

4. For larger fires, GET OUT, close doors and confine fire as much as possible. If your clothing catches fires…STOP…DROP…ROLL.

5. When an Automatic Fire Alarm is activated this indicates that everyone should evacuate the building. Refer to Emergency Evacuation Plans posted in building. All employees should know two ways for exiting their work area. Once out of the building, stay out!

Proceed to the nearest EXIT. Follow directions of emergency personnel. Feel the top of the door, if it is hot, or smoke is visible, do not open. Do not attempt to save possessions at the risk of personal injury. DO NOT USE ELEVATORS. DO NOT BREAK WINDOWS. Oxygen feeds fires. Stay low if moving through smoke.

IF TRAPPED IN A ROOM: 1. Place cloth material around/under door to prevent smoke from entering. 2. Close as many doors as possible between you and the fire. 3. DO NOT open or break windows unless necessary to escape (outside smoke may be

drawn in). 4. Be prepared to signal your location through window.

 IF CAUGHT IN SMOKE: Drop to hands and knees and crawl; hold breath as much as possible; breathe through a filter (blouse, shirt, jacket, etc.) and breath through nose.  ADVANCING THROUGH FLAMES: If forced to advance through flame: hold your breath; move quickly; cover head and hair; keep head down; and keep eyes closed as much as possible.

PREVENTION PRACTICES

Keep fire lanes clear at all times. They exist for emergency vehicles only. Keep work space areas clear of debris that may be a fire hazard or impede a safe exit. Keep storage at least 30 inches from electrical panels. Always keep exits unblocked and accessible. Never use extension cords for permanent wiring. Keep combustible storage and other items at least 18 inches below the sprinkler heads.

If safe to do so building managers (or secondary contacts if multiple floor building) will walk assigned area to determine if all persons have evacuated the building as required at the activation of a fire alarm.

FLOODING

In the likelihood of flooding on the University Campus and where the safety of employees and visitors are threatened, the NAU Police Department will monitor National Weather Service and other emergency advisories to determine necessary action, such as closure of certain University offices. In the event that the closing of a University office is necessary, the NAU Police Chief will communicate with all appropriate University Administrators regarding such closure. The Building Manager will release information concerning closure of University offices.  IF FLOODING OCCURS IN YOUR BUILDING: 1. Notify a supervisor, Building Manager and NAU Police 3-3000. 2. Secure your area and vital records. Prepare to receive and comply with directions from

Emergency Personnel. 3. USE EXTREME CAUTION around appliances or outlets near the leak and/or water. 4. If you know the source of the water and can safely stop it, do so CAUTIOUSLY. 5. If directed to evacuate, do so immediately.

HAZARDOUS MATERIALS LEAKAGE

Material Safety Data Sheets must be available and copies kept on file with NAU’s Department of Environmental Health & Safety. Any precautions or special procedures to be followed in the event of an emergency must be made available to emergency personnel.

Even if the building does not routinely carry or store hazardous materials this procedure will assist if any hazardous material is ever discovered or encountered in the building.

1. ACTIVATE THE FIRE ALARM.

2. EVACUATE THE AREA. (see “Evacuation” section).

3. Notify the NAU Police by calling 3-3000 or 911 immediately.

4. TIME AND SAFETY PERMITTING, shut down equipment, close doors, secure area and vital records.

5. LIMIT ACTIVITY TO PROTECTION OF LIVES AND EVACUATION OF PERSONNEL – DO NOT ATTEMPT TO RESPOND OR CLEAN UP A SPILL OR RELEASE!

6. If hazardous materials are in or around a vehicle, it is very important that motorists, their passengers and all bystanders avoid converging on the scene. Evacuation of the area is critical because of the potential occurrences of fires, explosions and exposures. In many instances, crowds gathering around the scene of an incident interfere with emergency vehicle rescue operations. Sometimes bystanders are killed in explosions or fires or later find that they were contaminated.

Additional Information from the Fire DepartmentA hazardous material is a material that, in any quantity, poses a threat to life, health or property. More than four billion tons of materials classified as hazardous are shipped throughout the United States each year.

IdentificationThere are several ways to identify a hazardous material: The placard, a four-sided, diamond-shaped sign, will be displayed on the trucks, railroad cars and large containers that are carrying hazardous materials. Many placards are red or orange, while a few are white or green. The placard will contain a four-digit identification number as well as a class or division number that indicates whether the material is flammable, radioactive, explosive or poisonous.

Shipping papers will have the name of the substance, the classification (such as flammable or explosive), and the four-digit identification number. With very few exceptions, the shipping papers identifying hazardous materials are required to be in the cab of a motor vehicle within the reach of the driver, in the possession of a train crew member in the engine or the caboose, in a holder on the bridge of a vessel or in the aircraft pilot's possession.

Labels can be found on containers and packages containing hazardous materials, which name the substance, the classification and the four-digit identification number.

LOCKDOWN

When should a lockdown be initiated?During any situation inside/outside the building that may endanger other faculty/staff/students. This can include but is not limited to assaults, presence of weapons, hazardous materials, or bomb threats.

How is lockdown initiated?

Upon notification that Building Lock Down procedures are to be implemented, shut and lock all windows in your work area.

Building manager will lock and monitor all perimeter doors. Faculty, staff, students, and visitors should remain in the building until other notice is

given. During the lock down period, the use of telephones should be limited. Sitting and/or

standing near windows should be avoided. Information and special need requests should be directed to the Building Manager by

calling the numbers listed in this document.

MEDICAL EMERGENCIES

IMPORTANT: If you think a person requires immediate medical attention, CALL NAU Campus Police at 3-3000 or dial 911.

UNCONSCIOUS VICTIMS: If rescuer is trained in CPR:

1. YELL FOR HELP, THEN HAVE SOMEONE CALL 3-3000 OR 911.

2. Establish Airway.

3. Check for Breathing.

4. Check for Circulation.

5. Start Ventilation or CPR if necessary.

UNCONSCIOUS VICTIMS: If rescuer is NOT trained in CPR:

1. YELL FOR HELP, THEN HAVE SOMEONE CALL 3-3000 OR 911.

CONSCIOUS VICTIMS:

1. YELL FOR HELP, THEN HAVE SOMEONE CALL 3-3000 OR 911.

2. Do not move patient or allow the patient to move around.

3. Try to control any heavy bleeding using direct pressure on the wound.

4. Try to keep the patient from going into shock by maintaining body temperature and elevating the lower extremities if possible.

NAU ALERT

NAU offers emergency text notification

Northern Arizona University is enhancing its emergency notification system by offering an easy way to receive urgent text messages from NAU to all students, faculty, staff and even family members.

NAU Alert has partnered with e2Campus to send text messages to your cell phone in case of an emergency, including weather-related closures. You can also add an additional phone number, so that a friend or family member is notified of an emergency.

The service is free and voluntary, but you are strongly urged to register. Only emergency or other urgent messages will be sent via NAU Alert, and the system will not be used to distribute advertising or other unsolicited content.

You must be registered to receive NAU Alert. Though the system is free, subscribers may have to pay fees associated with their text messaging service.

OUTAGES - POWER

1. In the event of a power outage, notify the building manager. Building manager will contact Capital Assets to report the outage.

2. Limit your movement around the building to avoid possible injury.

3. Await instructions concerning building evacuation.

4. If evacuation procedures are implemented, quickly evacuate the building in accordance with procedures.

5. The building manager will issue notification of building closure, which would include an estimate of the duration of the closure.

6. The building manager will keep in touch with Capital Assets and provide incident status reports, as new information is made available.

7. Do NOT return to the building until it has been re-opened.

OUTAGES - WATER

1. In the event of a power outage, notify the building manager. Building manager will contact Capital Assets to report the outage.

2. Discontinue the use of all bathrooms.

3. If the outage is supposed to be short in duration and limited in scope, alternative water and bathroom location will be identified and this information communicated to faculty and staff. Signs will be posted for students, especially on entrance and bathroom doors.

4. Await instructions concerning building evacuation.

5. If evacuation procedures are implemented, quickly evacuate the building in accordance with procedures.

6. The building manager will issue notification of building closure, which would include an estimate of the duration of the closure.

7. The building manager will keep in touch with Capital Assets and provide incident status reports, as new information is made available.

8. Do NOT return to the building until it has been re-opened.

PROPERTY DAMAGE & THEFT

The following directions are for after hours. During regular work day, contact the building manager in your building.

Break In

1. Contact NAU Campus Police at 3-3000 to notify them of break in.

2. Contact “Emergency Contact” staff member to come to building. No one should enter the building without police.

3. “Emergency Contact” will notify Capital Assets & Services immediately to repair broken glass, etc.

Water Damage

1. Contact “Emergency Contact” staff member to come to the building.

2. “Emergency Contact” will notify Capital Assets & Services.

Graffiti

1. Notify the building manager the next business day. They will contact the NAU Campus police at (3-3611) to file a report.

2. The building manager will notify Capital Assets & Services the next business day to have them contact a painter.

Theft Prevention

1. Be vigilant. Ask anyone in the building who you do not recognize if you can assist them. The best way to prevent theft is to let possible thieves know that we are aware of who is in our building.

2. Do not leave valuables unattended in your office. Consider putting your valuables in a locked cabinet when not in use. Consider locking your office every time you leave the immediate area.

3. If a theft occurs during the day, immediately notify the building manager. If you are here after hours and discover a theft in your office area, follow the instructions in the Break In/Theft section.

SNOW

Under certain conditions, including weather-related conditions, it may become necessary to cancel classes or close the campus(es) of Northern Arizona University. The NAU President or his/her designee may declare a cancellation of classes and/or partial or full university closure.

University Closure

When the NAU President or designee declares a university wide closure, employees who are not identified as essential personnel shall not report to work or shall leave NAU upon notice by a supervisor or dean, director or department head that the University is closing. Only departments and employees who provide essential functions shall be open and perform duties. Employees shall not choose to work during a campus closure unless specifically directed to do so by the supervisor or dean, director, or department head.
