JBK is once again the landscape company. Poolhouse roof was replaced due to damage. Landscape and irrigation plan was started. Property Manager’s Report · Landscape Masterplan: The board is proceeding with a master landscape plan which includes replacing the old irrigation system, updating 40-year-old landscaping, and other infrastructure. Target date for beginning Circle 1 is Fall 2019. Some xeriscape will be part of the plan. · Documents Committee: The current governing documents date from the original construction of the community in the early 70’s. Many of them are obsolete in the current legal environment. Proposed document drafts should be distributed to all homeowners in early 2019. There will be a review and comment period, with a final draft submitted to the homeowners for approval. Two thirds of homeowners are needed to approve. Treasurer’s Report and Discussion Audited statements are available on the website. The Association is under budget YTD $36,873.48. The HOA was successful in collecting some long-standing receivable accounts due to a sale and a successful negotiation.

NEIGHBORHOOD NEWS (CONTINUED) Capital Improvements• The Master Plan irrigation and landscape improvements costs are being gathered. Possibilities under consideration are upgrading the entire property at once, or over several years. Payment options are 1) special assessment, 2) borrowing funds and paying over several years with a monthly fee increase, 3) a combination of 1 and 2, or 4) spreading out the work over several years. The Board is considering using reserves to complete the first project in Circle 1.• Other low priority capital projects can be delayed, (clubhouse windows, pool boiler, parking lots).• We are doing a comparison of other HOA’s fees and their success with water improvements.• Treasurer Sharleen Bowen highlighted the leaflet that shows how HOA dues are spent. 2018 Board Member Election Results:Lauren Wood and Steve Tappe were elected to 3-year terms. Neighborhood Watch• Joe Paull talked about Neighborhood Watch. His email and phone number are in the Wind. Please be polite to them.• Solicitors need a city license that they have to produce on request; canvassers are exempt.• Ongoing problem with parked cars blocking driveways; commercial vehicle parking prohibited.• Political sign rules are covered in the Dam East documents on the website.• Some new homeowners don’t know community rules.The Wind will include regular tips to get people up to speed, such as keeping sidewalks clear of snow and no leaves in the street.• Compliments on the new version of the Wind.• Trash cans can block drainage if placed in the gutter. I handle a variety of complaints in reference to neighborhood disputes involving HOA’s, apartment complexes, condo’s, and businesses. I am also the liaison with several schools in the area, assisting them with issues and problems. I work hand in hand with detectives from my district and assist in arresting suspects and conducting follow up to investigations when needed. Other responsibilities include: • Taking complaints involving noise, parking, and unlawful dumping.• Handling complaints about speeding and other traffic violations. I spend a lot of time conducting traffic enforcement in several locations throughout the area.• Dealing with homeless and trespassing complaints and working with the homeless throughout our area and the rest of the District. I work a lot with CDOT and RTD since 9 Mile RTD is very close to our area.• I also work hand in hand with Code Enforcement. In addition, I partner with the Denver PD and the Arapahoe County Sheriffs offices since they border our area. With the holidays approaching, please keep safety in mind and how you have your packages delivered to your home, as porch piracy is on the rise. If you do not have a secure mail box I highly recommend you look into purchasing one. It is very busy in my district, but I enjoy my job and I enjoy making this city and our Area 11 a safer and better place to live in each and every day. NEWS YOU CAN USEPolitical Signs ReminderAccording to the DE Homeowner documents, political signs can go up on your property 45 days before an election and must be removed 7 days after the election (11/13) - only one sign per candidate or issue. Fall LeavesIt is against our by-laws and the City of Aurora to blow or rake fall leaves into the street. They have to be gathered and bagged. It is a ticket-able offense from the city. Snow RemovalAccording to News Aurora: Homeowners are required by city code to remove snow and ice from public sidewalks, including the side, within 24 hours after a snowfall ends. The deadline is extended to 48 hours when a snow emergency is declared. An administrative fee will be imposed after 24 hours and again after 48 hours by the City of Aurora.

I would like to introduce myself and tell you a little about my job as a PAR Officer. I have worked for the Aurora Police department for 20 years and have 3 more years of law enforcement experience prior to working here. I work out of the District 1 station located at 13347 E Montview Blvd. My normal business hours are Tuesday through Friday, 7 am to 5 pm, but those hours can be flexed for special events or other circumstances.

I want to make it very clear that this column is neither an overt or subliminal comment on the proposed Proposition 112 which deals with setbacks for oil and gas operations from various land uses. In Ward 4 we deal daily with a panoply of challenges including crime, traffic, in fill dense development, and roads. Fortunately we will not be impacted by oil and gas extraction.

Behind The City Scene

On the other hand the north and eastern portions of the City are a battleground between land developers and Oil and Gas companies. The fight is over access to the underground Niobrara shale formation which is situated in the Denver-Julesburg Basin. I am going to assume none of us were residents of Ward 4 when it was formed between 82 and 87 million years ago. Nevertheless, now new fracturing methods are allowing the economical access to the mineral resources in this area of Aurora. It is estimated that in the near future the Niobrara field will be as productive as the Bakker formation in North Dakota. The City Council is at ground zero on the eve of a big expansion of drilling activity. On the surface the impacted area is generally south of DIA and north of I-470 along E-470. But for the oil and gas activity this would be prime real estate in the DIA environs. The new Gaylord hotel and conference center is situated in this area. It has always been anticipated that ancillary high quality development would soon surround the Gaylord complex. Obviously many people do not want to live in close proximity to Oil and Gas extraction activity. This industry is well funded and powerful. The land development community also has considerable economic and political clout. How we assimilate these two interests will have long term consequences for our City. This issue is the most difficult and fierce for us on City Council and will test Council’s ability to reconcile these conflicting interests.
