New health insurance scheme forpensioners from July 1By Our Staff Reporter

According to a government press release, a new health insurancescheme for pensioners, including spouce/family pensioners, will beimplemented effective from July 1.

The application forms can be collected from pension pay office/treasury/public sector bank. It can also be downloaded from thewebsites www.tn.gov.in or www.karuvoolam.in.

The filled-in forms need to be submitted at the respective pensionoffices/public sector banks before June 30.

The pensioners/family are advised to take a copy of the filled-in formsand get an attestation from the concerned pension disbursing officer.

Merwin Alexander (PostMaster General, Tamilnadu)said that the Postal Depart-ment is burdened by daily loadsof undelivered mails due toincomplete/incorrect/partiallycorrect mailing addresseswritten on the letters andparcels.

He said that India Post haslaunched a ‘Make ChennaiPostman-Friendly’ campaignto create awareness amongthe residents.

He said that 1,800 postmenand postwomen in the citydeliver around six lakh piecesof mail every day, 5% of whichget returned for want of correctaddress.

He said that even big firmsgive wrong mailing addresses.

He has appealed to theresidents to inform without failthe nearest post office beforerelocating and writing the fullcorrect address with the correctPIN code.

“If you do not know the rightPIN code, leave it blank butdon’t write an incorrect code,”he said.

Installing post boxes at thegate or door of independenthouses and post boxes withname and house number inmulti-storied apartmentcomplexes are also a must, hesaid.

He said that persons goingaway for a long period can hirea post bag/post box facility atthe nearest post office, whilebusiness houses can get theirmail by giving their post boxnumber rather than the fulladdress, he said.

“Postmen and women notonly deliver mails at doorstepsbut also carry stamps,postcards and other postalstationery items for sale andresidents can avail thisfacility,” he added.

CMRL completes track worktill AlandurBy Our Staff Reporter

Chennai Metro Rail Limited (CMRL) has completed thetrack work between Koyambedu and Alandur, covering adistance of 10 km, last week. Presently the electrification workof the full stretch is being carried out.

An official of CMRL said that after completion ofelectrification work, the trial run which presently is going onbetween the 5km stretch of Koyambedu and Ashok Nagarstations will be extended upto Alandur station.

The stretch is expected to be operational in six month’s time.

Discontinue the Std. 10public examination

By K. S. RamakrishnanWhile extolling the excellent performance of the top rankers in the Std. 10 examination,

let us also spare a thought for the nearly 95,000 boys and girls who have failed in it.And also for another 1 lakh students who, in spite of having passed with high scores from

High Schools, will have to discontinue their studies because of denial of admission in Std.11 in Higher Secondary Schools for want of seats.

The bizarre system of conducting two weeding-out public examinations at school level- at Std. 10 and Std. 12 - did not arise out of any valid pedagogic requirement, but was theunintended result of repeated tinkering with the composition of 15 years of education uptograduation.

Till 1956, the Indian education system consisted of 11 years of school + 2 years ofintermediate (in colleges) + 2 years of graduation (11 + 2 + 2).

In 1956, the 2-year Intermediate class was abolished and the system became 11 yearsof school + 1 year of pre-university (run by colleges) + 3 years of graduation (11 + 1 + 3).

A few years later, the 11th Standard was taken away from the school and attached tothe college, and pre-university became a 2-year course. The system thereby became (10+ 2 + 3).

It was later decided to delink the 2-year pre-university from the college and attach it tothe High School as Stds. 11 and 12. Since not all High Schools had the infrastructure to takeon this additional responsibility, many High Schools continued to have only upto Std. 10,and a new category of Higher Secondary Schools emerged which have Stds. 11 and 12 also.

According to published statistics, in 2011, there were 4,436 High Schools and 4,632Higher Secondary Schools under the State Board system in Tamilnadu.

The following were the logical consequences of this evolution.1. As against the earlier pattern of only one public examination at the school-leaving level,

there came into being two public examinations - one at Std. 10 and another at Std. 12. 2. A large number of students drop out of school at the age of 15-16 because of having

failed in the Std. 10 public examination. This number is nearly 95,000 this year. 3. Another large number of High School students who pass the Std. 10 public examina-

tion, many of them even with high marks, are also compelled to drop out because the existingHigher Secondary Schools do not have sufficient number of seats to admit new students.Many girls with very high marks in Std. 10 are compelled to discontinue further studiesbecause there is no Higher Secondary School in their place of residence and their parentsare reluctant to send them to other places.

4. The passed students have also to compete for admission in Higher Secondary Schoolswith those from the CBSE stream who wish to switch over to the State Board systemhoping to score higher marks in it to enable easier admission in professional colleges twoyears later. Because of such competition, private Higher Secondary School managementsget considerably richer by collecting hefty capitation fees.

5. Thus, nearly 2 lakh young persons, including the brighter ones, drop out of school atthe age of 15-16, at an unemployable age and without an employable qualification, creatinga big problem not only for their own families but also for the nation at large.

As pointed out above, the bifurcation of the school system was not based on any rationaleducational principle, but evolved by accident and is continued by default. The immenseharm it has done to lakhs of teenage students year after year has been lost sight of.

Recently, CBSE has taken a decision to make the appearance at Std. 10 publicexamination optional, resulting in a right for CBSE students for automatic promotion fromStd. 10 to Std. 11. In order to maintain parity (which may be forced by the Judiciary),Tamilnadu State Board will also have to adopt this decision sooner or later. But it will onlyhelp students who are already studying in Higher Secondary Schools, while it will exacer-bate the problem of students of High Schools because more number of them will be seekingadmission in the existing Higher Secondary Schools which will have no vacancies at all forany new student.

Therefore, a decision that Tamilnadu Government should announce is that all HighSchools in the State will be upgraded as Higher Secondary Schools with immediate effectand that there will be no Std. 10 public examination hereafter. As a logical consequence,even those students who fail in the Std. 10 public examination this year will be eligible tobe admitted in Class 11 in the same upgraded school.

This announcement will give a welcome, immediate relief to over 2 lakh parents who,otherwise, will either have to cope with mentally-depressed adolescents at home or will haveto run from pillar to post to secure admission for their wards in the existing Higher SecondarySchools.

While the 1650 private High School managements will be quite eager to implement thisdecision straightaway, government-run and aided schools may require a one-time grant ofRs. 10 lakhs for the creation of the necessary additional infrastructure, as well as recurringgrants for employing additional teachers. For the total number of 2,780 such High Schools(Govt: 2,144 and Aided: 636), the one-time grant will be Rs. 278 crores which is well withinthe financial capacity of Tamilnadu Government.

Since it is only Std. 11 which has to be started this year, all these schools will be able tomanage it with suitable temporary improvisation of their existing infrastructure.

Such a bold decision could be the thanksgiving gesture of Tamilnadu Chief Minister to thelakhs of voters who gave her a thumping victory in the recent election to the Lok Sabha.

LPG distributors fleece unwary customersSir, Recently, I had to get our gas stove serviced. I therefore

called up my distributor to deploy a mechanic.The mechanic who visited our place made a cursory inspection

and advised us to change the valve, the knobs and the tube.He said the spares would cost around Rs. 1000.Even though the suggested parts prima facie seemed fine to

the eye, I asked him to go ahead and replace them as I did notwant to take the risk of any leakage.

After replacing the parts, he advised us to change the 4 legsof the stove as well which he said would cost another Rs. 320.

I told him it can be done later and later enquired the price ina nearby repair shop and found that the actual cost of the 4 legswas only Rs. 60.

I also found a substantial price difference in the parts he hadchanged.

The oil companies insist that for safety reasons, consumersshould get the repairs done only by mechanics authorized bythe distributor.

Though the service charge is fixed at Rs. 75, thereappears to be no control on the price and quality of the spares.The spares are not branded and seem to be randomly sourcedfrom the open market.

drive on Thambiah Road (WestMambalam). The tusslestarted when a JCP machineused in pulling down the por-tion of the structure with the

name board encroaching on tothe pavement accidentallydamaged a portion of the stall’sshelter and the items kept in it.

A number of shop ownerscomplained that the Corpora-tion officials were partial in theiract of demolition of encroach-ing structures. They said whilein some cases, the shop own-

ers were let off with a warning,in other cases the Corporationdemolished the structures.

An official said that they letoff vendors who agreed to re-move the encroaching struc-tures on their own but wereforced to pull down encroach-ments of those who protestedand refused to remove them.
