• These services are truly free to the government agency, but the vendor does charge a nominal fee to the user for the service.

• The fee charged to the consumer SHOULD cover all the vendor’s operating costs and guarantee the payment to the government agency.

• Most states require the vendor to be a licensed Money Transmitter because the service is solely to transfer funds between two parties.

• The agency is not accepting electronic payments, but rather the vendor is and remitting the funds to the agency via batch ACH.
