Standard fixed broadband (xDSL, Cable, FTTP and WiMax) is available to 95.7% of EU homes

Target 1: Basic broadband for all by 2013

Adding satellite and mobile, coverage is above 99%

This translates into household penetrations of

~8% (30 Mbps) and ~2% (100 Mbps)
