2019 Annual Performance and Expenditure Report

The Texas Administrative Code (TAC), Title 43, Part 1, Chapter 16, Subchapter B, Rule 16.53(a)(5) mandates that the Metropolitan Planning Organization (MPO) shall prepare an annual performance and expenditure report of progress to allow TxDOT to monitor all work programs and projects established in the Unified Planning Work Program (UPWP) and the Transportation Improvement Program (TIP) in conjunction with and subordinate to the Statewide Transportation Improvement Program (STIP). The report shall be prepared and submitted for review in the prescribed format established by the Texas Department of Transportation (TxDOT) in consultation with the Metropolitan Planning Organizations (MPO’s). Federal transportation planning funds are available to MPO’s to develop the Metropolitan Transportation Plan (MTP) and TIP required by this subchapter. The cite from the TAC serves to re-affirm 23 CFR 450.332 and 334 that also mandate that the MPO shall prepare an annual listing of obligated projects that must be developed cooperatively with TxDOT and the local public transportation operator for which federal funds were obligated in the preceding year. MPO’s are required to also make this annual listing of obligated projects available to the public by posting it on the MPO website, in printed reports, and in local newspapers.

TASK SUMMARY

Task 1-Overall Description Work for this task includes maintaining personnel, and office and equipment for the coordination of local multimodal transportation planning activities. The development of goals, objectives, and policies; committee structures and staffing; interagency linkage and information; and staffing of various work elements are the main concern of transportation planning coordination. Required duties include: informing the public and committee members of meetings, preparation of meeting packets, attendance at meetings, coordination of projects/programs, and oversight of planning activities. This task provides maintaining personnel, correspondence, memoranda, agreements, agenda, record keeping, and minutes necessary to document ongoing activities of the study office. This task provides for the purchase of office supplies, office furniture, computer software, computer hardware and the upgrade of equipment, and the associated costs to post public notices, rent, meeting places, and other expenses as appropriate. Other products of this task are training and expenses incurred while members of the MPO staff, or those approved for travel by the Policy Committee, travel to training, meetings, conferences, and/or workshops.

Subtask 1.1 – Administration

This subtask allows the LMPO to maintain personnel, to monitor ongoing planning tasks, review and submit reimbursement requests, and coordinate all MPO activities with participating agencies. This subtask includes production costs of MPO reports, advertising and publication expenses for public involvement and meetings, and education incentives. This subtask also includes purchases of computers, printers, technical assistance, software, office furniture, office supplies and appropriate charges for meals and lodging as required. Other normal administrative costs are also included.

(In accordance with Federal guidelines, the costs of meetings and conferences, where the primary purpose is the dissemination of technical information, transportation, meals, rental of meeting facilities, and other incidental costs are allowable; the costs of alcoholic beverages are unallowable).

Work Performed and Status Meetings of the Transportation Advisory Committee (TAC) and Transportation Policy Committee (TPC) were held on an ongoing basis to make appropriate revisions to documents and approve programs and subsequent revisions. Staff conducted public meetings as required by FHWA, FTA, the State, and local government in the development of transportation planning documents. Staff attended various meetings, workshops, and conferences and made presentations at public meetings.

This subtask is the responsibility of the LMPO.

Subtask 1.2 – Training

This subtask includes funds to reimburse LMPO Staff, or TPC members, for travel expenses incurred when traveling on MPO-related duties. It includes travel for staff to attend seminars, workshops, conferences, or other related activities. Expenses for parking and use of private automobiles are included in this subtask.

Travel by MPO staff is for attendance at meetings with the Texas Department of Transportation and the Association of Texas Metropolitan Planning Organizations (TEMPO). Staff training including GIS and computers, Arc/GIS and ESRI programs and training, attending conferences hosted by the Texas Department of Transportation, the annual meeting of the Association of Metropolitan Planning Organizations (AMPO) and miscellaneous associated meetings, the Texas Transportation Summit, Texas Transportation Forum, American Planning Association (APA), Transportation Research Board, TTI Annual Shortcourse, Freight, Rail and Transit conferences and meetings, Ports to Plains, including their annual conference, and other transportation related conferences and meetings, training and work sessions.

Travel costs charged to Section 5303 and Section 112 "PL" funds are subject to approval by the Transportation Policy Committee Chair and the Texas Department of Transportation for out of state travel prior to making travel arrangements.

Task 2 – Overall Description

The objective of this task is to continue the annual update and maintenance of various planning databases. These databases vary from automated land use and census data to manual traffic counts and transit ridership. Expected products of this task will be the maintenance of the land use database accessible through the Geographic Information System (GIS) including census information. This task also includes bringing land use information into the MPO database for areas outside the Lubbock and Wolfforth city limits but within the MPO planning boundary. This subtask will also include updating and maintaining the LMPO Travel Demand Model, Limited English Proficiency Plan, Title VI Plan and Environmental Justice responsibilities consistent with the 2040 Metropolitan Transportation Plan and the proposed 2045 update.

Subtask 2.1 – LMPO Travel Demand Model (TDM)

The digital roadway network of the TDM is comprised of roadway links associated to area types. The area types are broken into five categories: Central Business District (CBD), CBD fringe, urban, suburban and rural. These five categories are determined by the population density of the Traffic Analysis Zone (TAZ). Area types designate physical boundaries where roadway operations characteristics are based on population travel habits. The Lubbock Area TDM contains a land-use component. LMPO currently uses a Delphi Method (i.e. forecasting which relies on a panel of experts) by the TAC to determine current

and future land use activities. LMPO staff anticipates increased housing and commercial real estate development as the Lubbock Metropolitan Area population continues to expand. Periodic updates to the LMPO TDM are necessary to maintain model accuracy. The Lubbock Metro Area TDM is updated approximately every five years. Roadway functional Classification revisions, Traffic Analysis Zone and Urbanized Area Boundary adjustments are also necessary to maintain TDM accuracy. LMPO staff are responsible for these integral activities. Late in 2016 and throughout 2017, Alliance Transportation Group, Inc., TxDOT, TTI, and LMPO staff participated in the five year update to the Lubbock Metropolitan Area TDM. Alliance submitted the completed update to TxDOT TPP in January 2018. LMPO staff is currently using data from the 2018 update for the upcoming Year 2045 MTP update. LMPO will continue TEXPACK and TransCAD training from TxDOT during the upcoming APER cycle.

Work Performed and Status LMPO staff coordinates with TxDOT Transportation Planning and Programming (TPP) Division and Texas Transportation Institute (TTI) in development and maintenance of the TDM. During calendar year 2019, the following items were completed:

LMPO staff attended a TexPACK 2.4 workshop and training seminar.

LMPO staff is currently using the year 2045 LUBB TDM for analysis in the upcoming MTP update.

LMPO staff provided Year 2045 Lubb TDM analysis in the Draft Lubbock Metro Area Congestion Management Process document.

This task is ongoing.

This subtask is the responsibility of the LMPO.

Subtask 2.2 – Demographic Data Development

The City of Lubbock’s GIS Department provides LMPO statistical data required for the Lubbock Travel Demand Model. There are two major sources for updating the statistical analysis: the COL Department/GIS Database and Census information as interpreted and updated by the COL and LMPO staff.

Up-to-date City of Lubbock Land Use Data is necessary to successfully run Travel Demand Model assignments. At present, the portion of City of Lubbock staff that is funded by LMPO are responsible for a majority of the update of the land use database. Products include:

Updated database information processed from Lubbock Central Appraisal records, plats, building permits and other sources.

Spatial and tabular data, including political and census boundaries, TAZ and other special areas as needed.

Furnished demographic information as requested by the LMPO, and

Updated geographic and political boundaries from the Census Bureau.

Digital Orthophotography, historical and current.

The Demographic Planner coordinates the Travel Demand Update information by Traffic

Analysis Zone and prepares additional statistical information. Products include:

Updated and geo-coded business names, locations, and employment data

Revised statistical data by TAZ from multiple sources,

Updated demographic chapter of the Lubbock Metropolitan Transportation Plan, and

Furnished demographic information as requested by the LMPO.

The COL GIS Department also maintain files, including aerial photography, parcel geometry and database information, on the city’s website for convenient download by the MPO. A geo-coded centerline, with segments broken at each 100 block along a street, is also available if needed for traffic modeling.

The City of Lubbock will provide assistance to LMPO in updating its Travel Demand Model as requested by LMPO Staff. The City of Lubbock will also provide GIS assistance including map production, as necessary, to carry out this subtask including any revisions to the Title VI – Civil Rights Plan.

The City of Lubbock’s GIS Department provided assistance to the MPO, as requested by MPO Staff by maintaining files, including aerial photography, parcel geometry and database information, on the city’s website for convenient download by the MPO. A geo-coded centerline, with segments broken at each 100 block along a street, is also available if needed for traffic modeling.

During FY 2018-2019, the GIS and Data Services Department processed 1423 new residential and 261 new non-residential permits for inclusion in the land use database and geo-coded centerline files with address ranges and directions for each plat to allow

for inclusion in to the Travel Demand Model. A total of 62 additional hours were spent on various projects for the LMPO.

This task is ongoing.

This subtask is the responsibility of City GIS.

Subtask 2.3 Geographic Information System (GIS) This subtask provides the LMPO with a tool for mapping and analyzing gathered geographic information. The MPO will use local development statistics and base data to update the components of the travel demand model as needed. GIS analysis, within LMPO, will be coordinated with the City of Lubbock GIS Section, as needed. Maps will be produced for staff projects, planning, TAC and TPC Committee meetings, saturation counts, the bicycle and pedestrian planning master plan initiative, public information and for presentation during public meetings and hearings. The maps will show various population and transportation related characteristics within the planning area, based on a variety of factors such as, but not limited to, traffic analysis zones, various levels of census designations, congested areas and other geographic levels. This information will be used to improve LMPO’s ability to link future land use plans to an adequate future transportation network. This task provides the personnel costs for the ongoing development of maps to develop a compatible GIS program to allow for data sharing.

Work Performed and Status

The MPO staff utilized GIS to produce maps and reports for submission to various federal, state and local agencies. These maps and other information included population locations by area, zip code and ethnicity to comply with Title VI.

LMPO staff utilized the City of Lubbock’s ESRI multi-platform contract.

LMPO staff completed Functional Classification and boundary smoothing maps for the Urbanized Area as required. LMPO reviews and revises functional classification as necessary.

LMPO staff provided projected travel volumes for the City of Lubbock’s Thoroughfare Plan update. The COL City Council adopted the new Comprehensive Plan and Thoroughfare Plan and map on December 17, 2018. The LMPO Transportation Policy Committee endorsed the City’s plan on December 18, 2018.

Subtask 2.4 Regional Data Analysis

This subtask allows for personnel and other related costs in the development of a demographic database. Staff will continue gathering data, analyzing performance measures, updating the GIS and Traffic Demand Modeling programs to show distribution of benefits, population, allocation of funds by travel modes and projected population within the Metropolitan Area Boundary, as related to Title VI requirements. This subtask is ongoing and overlaps fiscal years due to the overlapping release of Census 2010 data. Some tools that may be used include location of population, households and income within a certain area, impact of investments on income, race, gender, and age group. Performance measures may be developed during this process. Some performance measures may include system safety and reliability, preservation of existing systems, accessibility and mobility.

The MPO will monitor and revise the Title VI – Civil Rights Compliance Policy for the Lubbock Metropolitan Planning Organization annually. LMPO staff will develop maps, based on Title VI policy, that include income and demographic information with existing and planned transportation facilities (including transit and bicycle) overlaid. Additional information such as hospitals, schools, social service agencies and significant points of interest and other protected populations may be included on these maps. The MPO will evaluate the map on an annual basis for updates and enhancements. The MPO will use the map when considering public involvement activities and make reference to this in the MPO’s Public Participation Plan. The MPO will consult the map after project selections and perform spatial/access analysis.

This task will result in a compilation of demographic data to be used in the development of travel models, project mapping by income, elderly and minority population, and general transportation planning activities.

Gathered and analyzed data, identified performance measures, used various

Geographic Information System (GIS) and Traffic Demand Modeling programs to show distribution of benefits, population, allocation of funds by modes and projected population within the Metropolitan Area Boundary, as related to Title VI - the Civil Right Act.

Reviewed and revised all Title VI Project maps for Minority Population, Families Below Poverty, and Population Age 65 and over, Single Heads of Household, and Limited English Proficiency.

Utilized the Title VI Project maps in the processes of revising the Title VI/Environmental Justice and Limited English Proficiency Plans, as well as the 2040 Metropolitan Transportation Plan’s Project Selection Criteria.

Utilized the Title VI Project maps to identify areas for increased efforts to notify residents of public involvement opportunities.

Each time the MPO staff engages a project pursuant to an amendment, makes a presentation to the Policy Board or Advisory Committee or any other civic or public group, the Public Participation Plan is invoked as the demographic characteristics surrounding the situation are analyzed and updated if necessary. Task 3 – Overall Description The objective of this task is to complete those planning activities that are more specific and necessary for the planning process. This includes those required by the FAST ACT, such as the development of a FY 2020 Unified Planning Work Program (UPWP), revisions to the FY 2019-2022 Transportation Improvement Program (TIP), the FY 2019 Unified Transportation Plan (UTP) and the development of the FY 2021-2024 Transportation Improvement Program (TIP). It is also the objective of the LMPO to ensure that it’s Public Participation Plan as well as the Title VI/Environmental Justice and Limited English Proficiency (LEP) plans are kept current and includes methods to include all interested persons in the transportation planning process. Staff will prepare an annual progress report, which includes a report on past activities.

Subtask 3.1 - Transportation Improvement Program (TIP), Unified Planning Work

Program (UPWP)

This subtask includes maintenance of the FY 2019 – 2022 Transportation Improvement Program. It also includes the development of the FY 2020 UPWP, revisions to the FY 2019 UPWP, production of the FY 2019 Annual Performance and Expenditure Report.

Work Performed and Status

During this report period the MPO successfully managed Administrative Amendment

No. 1 to the 19-22 TIP. This amendment was to correct the funding to be consistent with DCIS and E-STIP Portal, due to the adjusted allocations from the FY 2019 UTP, in October 2019.

During this report period the MPO successfully managed Amendment No. 2 to the 19-

22 TIP. The public involvement campaign was carried out in four meetings on July 2, 2019 at the regularly scheduled TAC meeting, July 9, 2019 at the Lubbock MPO office from 4:30 to 6:00 p.m., July 8, 2019 at Downtown Transfer Center from 4:00 to 5:30 p.m. and at the regularly scheduled TPC meeting on July 16, 2019. It was approved by the TPC at their meeting on August 20, 2019 by Resolution 2019-11.

The MPO also moved the proposed 2020 UPWP through a public involvement calendar

with meetings held on June 3, 2019 from 2:00-3:00 p.m. and June 12, 2019 from 4:30p.m. to 6:00 p.m. at the MPO office. It was approved by the TPC on June 18, 2019 by Resolution 2019-10.

The Annual Performance and Expenditure Report for FY 2018 was sent electronically

to the TxDOT Regional Coordinator on January 24, 2019, 2017 and was accepted by the TPC on January 15, 20-19 by Resolution 2019-04.

LMPO staff received approval for Amendment No. 8 to the 2040 MTP on from the TPC resulting in Resolution 2019-11. The amendment included transit related projects.

This task is ongoing.

This subtask is the responsibility of the LMPO. Subtask 3.2 - Transit System Evaluation and Analysis

These tasks, which fall under the category of Maintenance of Eligibility, include all tasks related to federally required activities. These include preparation of the annual Technical Study Report; preparation of the annual National Transit Database report and related data collection and analysis; preparation of grant applications, quarterly activities reports, and financial status reports; and preparation of the annual DBE program report, biannual DBE reports, and DBE program outreach activities.

Activities under this category include a variety of items related to optimizing the efficiency of the entire Citibus system. These operational functions include service development and run cutting. Human resources planning tasks include organizational training, long- and short-term planning and preparation of materials and deliverables. This category also includes administration of multi-modal coordination, which seeks to optimize efficiencies among Citibus’ various transit modes – fixed route, Texas Tech service (both on- and off-campus), CitiAccess, and the Evening Service.

Subtask 3.4 – System Operations

System operations functions include a variety of tasks related to the daily operations of Citibus. System operations also include small capital items such as passenger amenities including, but not limited to, shelters and benches. Other expenditures in this category include safety and security expenses, operator wages, fuel, and other operating expenses.

Task 4 – Overall Description The objective for this task is to provide the personnel necessary to maintain the 2040 Metropolitan Transportation Plan(MTP) and begin the preliminary planning process for the new 2045 MTP to be adopted in 2019. Another objective is to continue to maintain and make revisions to the pedestrian facilities inventory and the Bicycle Plan. Public assistance regarding transportation, metropolitan mobility, pedestrian and bike facility planning will be provided. Any findings or recommendations with regard to the Joint Federal Certification Review will also be a priority under this task.

LMPO staff will continue to develop and maintain data necessary to maintain the 2040 Metropolitan Transportation Plan. LMPO Staff will continue coordinating bike and pedestrian activities with the public and elected officials during FY 19. LMPO staff will continue working to achieve the recommendations listed in the final report of the FY 2016 Joint Federal Highway Administration and Federal Transit Administration Certification Review.

Subtask 4.1 - Federal Certification Review

The Joint Federal FHWA and FTA Certification review of the LMPO was conducted on July 25 through 27th, 2016. Examiners based their review on the following topics:

Congestion Management Process A public listening session was also conducted during the review period at the downtown transfer station and interviews with selected Policy Board members were also conducted. During the exit de-brief, the examiners reviewed several recommendations and indicated that their formal recommendations would be to the Policy Committee by November/December 2016. Final comments and recommendations were delivered on March 19, 2018 and reviewed with the Policy Committee. The staff will work to address the recommendations.

Work Performed and Status

The MPO received the approval notice from FHWA and FTA in March 2018 and presented their joint finding to the MPO Policy Committee on April 17, 2018 by Resolution 2018-07.

Subtask 4.2 - 2040 Lubbock Metropolitan Transportation Plan

This subtask allows personnel to work on any revisions or amendments to the 2040 Metropolitan Transportation Plan and begin the preliminary planning for the 2045 Metropolitan Transportation Plan.

Work Performed and Status

LMPO staff coordinated with the Technical Advisory Committee and the Transportation Policy Committee to approve Amendment No. 8 to the 2040 MTP on August 20, 2019.

The LMPO issued a Call for Projects on November 7, 2018 for the 2045 MTP. This is on-going.

The LMPO Travel Demand Model was completed and delivered in 2017 as a

preliminary step to launching the start of the 2045 plan update. This task is ongoing.

This subtask is the responsibility of the LMPO.

Subtask 4.3- Bicycle and Pedestrian Revisions This subtask will allow for personnel to continue revisions of the bicycle and pedestrian plans within the 2040 Metropolitan Transportation Plan. Lubbock MPO staff also plans to work towards further outreach in the biking and pedestrian communities and hopes to sponsor some activities in coordination with our stakeholders. LMPO staff will update the current Bicycle Plan for the LMPO Metropolitan Area Boundary.

Work Performed and Status

LMPO staff developed a Request for Proposal for an independent contractor to develop

the Lubbock Metropolitan Area Comprehensive Bicycle and Pedestrian Master Plan. LMPO staff met with Technical Advisory Committee members in the development of the

Comprehensive Bicycle and Pedestrian Plan RFP. A Bike/Ped subcommittee of the TAC was formed to aid in the development of the Lubbock Area Bike/Ped Comprehensive Plan.

Kimley-Horn was awarded the Comprehensive Bike/Ped Plan July 2017.

LMPO staff reviewed plans and participated in sub-committee activities related to implementing new complete streets bike lanes along Broadway through the downtown area. LMPO participated in Bike/Ped public meetings.

The final draft of the Comprehensive Bike/Ped Plan was presented to the Transportation Policy Committee on May 21, 2019 and to the City of Lubbock City Council on July 23, 2019.

Task 5 – Overall Description Occasionally a study is warranted for projects of special interests and LMPO staff does not have sufficient human resources to complete the project. The object of this task is to provide funding for the completion of such projects. Work will continue on the adopted Congestion Management Process Plan to update the plan as necessary and incorporate any changes required by FAST ACT.

Subtask 5.1 - Congestion Management Process Plan (CMPP) and Collision/Fatality Data

Collection COL’s Traffic Engineering Department will not subcontract with LMPO regarding Congestion Management Programs beginning in October 2019. This discontinuation is based on internal actions between the Traffic Engineering Department and Police Department with regard to collection and reporting protocols. LMPO staff will resume and maintain data collection activities which were assigned to COL Traffic Engineering Department beginning October 1, 2019. The LMPO will also re-activate the inactive Congestion Management Committee within the Advisory Committee for this purpose. This is a continuing process to keep the Congestion Management Process Plan data current.

Work Performed and Status The Traffic Operations department has accomplished numerous tasks supporting the Transportation Planning Process for the Lubbock MPO since October 1, 2017. A brief summary of the department’s activities follows. Traffic Operations staff continues to operate the Traffic Management Center (TMC), a joint operation with Texas Department of Transportation (TxDOT). Emergency responders remain integrated into TMC operations, enabling dispatchers and first responders to view freeway video feed. The department continues to deploy flashing yellow arrow (FYA) left turn signals at signalized intersections. FYA left turns provide a safety benefit by eliminating the dual meaning of circular green left turn indications and gives a clearer message to drivers to yield to oncoming traffic. In the past year, the department has upgraded seven intersections to the new standard;

50th Street and Boston Avenue In order to decrease delay on the minor streets and improve overall functionality of intersection and corridor, the department has installed ITS Plus detection systems at over a dozen signalized intersections in the last year and will continue to install these detection systems with all new traffic signals as well. The department continued work on the Traffic Signal Communication System Upgrade Project approved in the 2009 Bond Election. This included installing approximately 15 miles of fiber optic cable in 2018/19. The department installed fiber optic infrastructure for the following:

neighborhood. The department installed speed cushions on 93rd Street between University Avenue and Avenue U this year. The department also completed signal construction at the following locations:

This subtask is the responsibility of the City of Lubbock’s Traffic Engineering

Department in cooperation with the LMPO through the end of FY 2018. Beginning FY

2020 the responsibility will shift to the LMPO.

Subtask 5.2-Lubbock Outer Route Study

The TxDOT Lubbock District completed a feasibility study in 2010 to investigate possible timing and alternatives for an outer route west and south of the City of Lubbock. A route study to identify a recommended route for the Loop 88 was completed in November 2014. This study included three public meetings, which were well attended. Input from the public was considered by the stakeholders in the determination of the recommended route. The MPO staff participated as a stakeholder in 4 stakeholder meetings and 3 public meetings sponsored by TxDOT and conducted by the selected consultant during this phase of the study.

The Texas Transportation Commission officially designated the project as Loop 88 in July, 2017. The development of Loop 88 is a multi-year process. The environmental clearance and final schematic for Segment 3 has been completed. LMPO staff participated in the two public meetings and hearing for Segment 3 of Loop 88. ROW acquisition and utility relocations are ongoing for Segment 3. The Lubbock District is currently in the environmental documentation and schematic development phase for Segment’s 1, 2, and 4 of Loop 88. LMPO staff has participated in the two public meetings and the upcoming public hearing for Segment 1, 2, and 4 of Loop 88.

Work Performed and Status

LMPO staff coordinated with the Lubbock District and participated in 2 public meetings and a public hearing during the environmental and schematic phase for Segment 3 of Loop 88. The MPO staff provided consultation to the Lubbock District on the recommended alignment for this segment.

LMPO staff provided Travel Assignment analysis for the FM 1585, US 62/82 to US 87

(Segment 3C for Loop 88) and Upland Ave, 66th Street to 114th Street.

LMPO staff coordinated with the Lubbock District and participated in 2 public meetings during the environmental and schematic phase for Segment 1, 2, and 4 of Loop 88.

Subtask 5.3-Bicycle/Pedestrian Master Plan Update In FY 2016, the TPC authorized a new bicycle and pedestrian master plan for the MPA. The MPO in consultation with Policy Committee and the appointed Oversight Committee solicited and hired a consultant to do this study. The purpose for the study was to assess current bike/pedestrian conditions in the metro planning jurisdiction and make recommendations on the future network by identifying priorities, projects and activities to improve bicycle and pedestrian safety and mobility. The finalized document was submitted December 2018. As part of their contract, Kimley>Horn provided additional public involvement meetings with LMPO staff participating.

Work Performed and Status LMPO staff achieved certification through the TxDOT Local Government Project Procedures (LGPP) training to manage the consultant contract for the bicycle and pedestrian master plan. The request for proposal was written and approved to move forward by TxDOT’s legal division. The RFP was posted on September 25, 2017 and the proposals were opened October 10, 2017. Proposals were evaluated and scored and the number one candidate was selected by the TPC. Contract negotiations were set in motion and a contract was awarded April 2017. Over the next 10 months the consultant worked with the TAC and an appointed Oversight Committee to establish a vision and goals and collected citizen input through 4 public meetings. The Policy Committee adopted the master plan on December 18, 2018.
