    PRESS RELEASE

    LTO Urdaneta conferred ARTA Seal of Excellence

    Responding to President Benigno Aquinos call for a more transparent,

    accountable, and participatory public service and governance, the Civil

    Service Commission has done its part by monitoring and evaluating the

    implementation of and compliance to Republic Act 9485, or the Anti-Red Tape

    Act (ARTA) in all government agencies through the ARTA Report Card Survey.

    As a result of the said monitoring and evaluation tool, a total of 1,026

    government agencies nationwide have been surveyed since 2010 and only afew of these offices were able to earn a rare rating of Excellent.

    Among the first to be nationally recognized for their commendable

    adherence to the ARTA requirements and excellent implementation of the

    said law was the Land Transportation Office of Urdaneta City District Office in

    Pangasinan. Its Citizens Satisfaction Center Seal of Excellence was conferred

    during a simple ceremony held at the Urdaneta Cultural Center and Sports

    Complex, Urdaneta City, Pangasinan on January 16, 2013. With LTO-Region 1

    Director Teofilo E. Guadiz and LTO Urdaneta District Chief Glorioso Daniel Z.

    Martinez at the helm, the said Office received the ARTA Seal of Excellence

    Award and the cash incentive from no less than CSC Assistant Commissioner

    David E. Cabanag, Jr., assisted by CSC-Region 1 Acting Director IV Nelson G.

    Sarmiento and CSC Urdaneta Field Office Director Rogelio T. del Rosario.

    Following the awarding was the actual mounting of the glass seal at the lobby

    of the LTO Urdaneta City District Office.

    The occasion was attended by Pangasinan Vice Governor Jose

    Ferdinand Z. Calimlim, Jr., Urdaneta City Mayor Amadeo Gregorio E. Perez, IV,

    heads and officers of the Council of Human Resource Management

    Practitioners-Eastern Pangasinan Chapter, General Managers of various Water

    Districts in the area, top officials of the Department of Education-Urdaneta

    Division Office, and other key officials and heads of the provincial and citygovernments, and of other government agencies.

    In his message, Mr. Martinez vowed to sustain the momentum of LTO

    Urdaneta City District Office and to work doubly hard to satisfy the needs of

    the public they serve. He emphasized that the ARTA Seal of Excellence Award

    received further affirms LTOs stance towards more transparency and

    accountability in public service and its commitment to totally transform the

    negative public notion on their organization as a whole. Vice Governor

    Calimlim and Mayor Perez acknowledged the LTO Urdaneta District Office for

    making the provincial and city governments proud by being a beacon in

    public service and imprinting Pangasinan a center of excellence in the

    country.

    The ARTA Report Card Survey is the Commissions way of directly

    obtaining feedback from clients on how the provisions in the Citizens Charter

    of an agency are being followed. Another objective is to obtain

    information/estimates of hidden costs paid by clients in accessing frontline

    services. The ARTA report summarizes the scores of agencies along the

    following areas: (1) Compliances with ARTA Provisions (Citizens Charter, Anti-

    Fixer Campaign, ID/Nameplates, No Hidden Costs, Help Desk and NoLunchbreak Rule); (2) Frontline Service Provider; (3) Service Quality; (4)

    Physical Working Condition; and (5) Client Satisfaction.

    LTO Urdaneta District Office was accorded an Excellent rating for

    obtaining a total score of 90.58 during the RCS first conducted by CSC-

    Urdaneta Field Office on June 6-8, 2012. Further, the CSC Office for Strategy

    Management and CSC Cordillera Administrative Region also conducted

    separate validations during the last quarter of 2012, the results of which

    further affirmed the CSC Urdaneta Field Office findings.
