    The Government Service Insurance System (GSIS)

    has thus far released P3.9 billion in emergency loan

    (EL), beneting more than 200,000 members who were

    affected by typhoon Pablo in Visayas and Mindanao .

    The GSIS received more than 213,000 loan

    applications since the loan window was opened last

    December 7, 2012. Of the total loan applications led,

    about 90 percent were transacted online through the

    GSIS Wireless Automated Processing System (GW@

    PS) kiosks, enabling the pension fund to credit the loan

    proceeds to the respective UMID eCard accounts of

    members in a matter of days.

    Members preferred transacting through the GWAPS

    kiosks because of the greater convenience it provides.

    The pension fund has more than 700 GW@PS

    kiosks deployed throughout the country located in

    GSIS branch ofces, as well as in provincial capitols,

    municipal halls, and selected Robinsons malls across

    the country.

    Affected members may apply for an emergency

    loan until January 5, 2013. The program is open to

    GSIS members working or residing in Agusan del

    Norte, Agusan del Sur, Aklan, Antique, Basilan, Biliran

    subprovince, Bohol, Bukidnon, Camiguin, Capiz,

    Cebu, Compostela Valley, North Cotabato, South

    Cotabato, Davao del Norte, Davao del Sur, Davao

    Saturday to ensure that these

    would not be used during the

    New Years eve celebration.

    of service rearms will end

    until January 7, 2013.This is part of the

    campaign of the PNP that no

    service rearms belonging

    to policemen would be used

    during the New Years Eve

    celebration, Tingzon said.

    Tingzon said about 6,000

    service rearms would be

    sealed, representing the

    same number of police force

    in the region.

    He said that even Chief

    Superintendent Elmer Soria,

    police regional director, is

    not exempted to this policy.

    muzzled, this would not

    mean that they could not

    use them.

    According to him, if it

    is in line of their function

    or duty, they could still use

    their service rearms.

    There is an exception to

    this policy. There will be an

    (of rearm) is in line of his

    duty or not, Tingzon said.

    gun holders not to use

    In August, the GSIS

    provided a supplemental

    budget of Php10 billion for

    the program.Parallel to the grant of

    emergency loans, the GSIS

    has offered a moratorium

    on loan repayment to both

    its members and pensioners

    residing in Compostela

    Valley, Davao Oriental, and

    Surigao del Sur, which are

    the provinces hardest hit by

    typhoon Pablo. Application

    for the moratorium must be

    led not later than January

    15, 2013.

    In addition, GSIS

    members in Cagayan

    de Oro who a l ready

    availed themselves of the

    moratorium last year due

    to typhoon Sendong, will

    be given an extension of

    another six months.

    a GSIS loan while its retirees can expect adjustments in their pensions corresponding to

    On the achievements of the administration for 2012

    When the Filipino people gave an overwhelming mandate to President Benigno S. Aquino III in 2010, there were thosewho remained skeptical of the extent of reforms that can be instituted, given the entrenched culture of corruption andmistrust of government.

    The many achievements of the Aquino administration in 2012 should put those doubts to rest. At home and around theworld, the Philippines has become recognized as a bastion of stability and good governance. Through hard work, deftdecision-making, and intense political will, the President has laid down the foundations of justice and inclusive growth.Through it all, he continues to clean house, eliminate waste, and put primacy on restoring public trust in our institutions.

    Almost a year after calls for all out war against Moro separatists were answered by a rm and sober all out justicestance by the President, the MILF and GRP signed a historic Framework Agreement that sets the stage for a nal, en-during peace in Mindanao. This is among the rst successful dialogues between a government and a Muslim separatistmovement in the modern era, and could set the template on how to peacefully handle such conflicts across the world.

    While an atmosphere of peace is now beginning to set over the conflict-ridden south, the entire country is experiencinga newfound sense of justice and fairness. After the President publicly announced judicial reform as among the bedrocksof his agenda, the House of Representatives impeached former Chief Justice Renato Corona over allegations of betray-ing the public trust. He was later on convicted and removed from ofce by an overwhelming majority of Senators. Thisheralded the arrival of a judiciary characterized not by secrecy and patronage, but by integrity and competence. Theappointment of Chief Justice Ma. Lourdes Sereno, and later Associate Justice Marvic Leonen, sustained the momentumof reform in the judiciary.

    The message is clear: If a Chief Justice can be impeached-- and a former president put under hospital arrest for allegedplunder and electoral sabotage-- then so can anyone; a crime is a crime, regardless of wealth or status in society. Withthis principle in mind, the President signed into law the Anti-Enforced or Involuntary Disappearance Act, the rst of itskind in Asia, which criminalizes the unlawful arrest of civilians and ensures the preservation and protection of every Fili-pinos civil liberties. This law clearly demonstrates the Presidents commitment to human rights. Through these reforms,we are strengthening a system where the law serves the people and works towards their full development. Withoutdoubt, we are moving towards a society where fairness reigns-- fueled by a people empowered by its government.

    Nowhere is this empowerment more evident than in the investments that the government has channeled towards educa-tion, health, and poverty alleviation. Agencies such as the Department of Health, the Department of Education, and theDepartment of Social Welfare and Development (which spearheads the Pantawid Pamilya Pilipino Program,) have allexperienced sharp increases in their budget, proving the Presidents resolve to lift our countrymen from the margins ofsociety.

    Congress enacted the Responsible Parenthood Law to foster public health and access to information on reproductivehealth to citizens who are free to act in accordance with their conscience. In this manner, a deeply divisive issue was

    nally resolved. Health for the citizenry also informed the momentous passage of the Sin Tax Reform Law. After languish-ing for several terms, and in the face of tremendous pressure from lobbyists, Congress responded to the bills certica-tion as urgent by the President, and passed the law before the end of the year. Legislators, commentators, and mediahave all lauded the Presidents political will in passing these laws.

    These political initiatives came hand-in-hand with a roaring economy, one that has experienced strong growth and stableinflation despite the uncertainties of the global economy. Philippine GDP growth for the 3rd quarter hit a two-year highof 7.1 percent-- the highest in Southeast Asia, and among the top performing economies in Asia. Meanwhile, the Philip-pine Stock Exchange index this year broke record high after record high, soaring above expectations and breaching the5,800 mark. The Philippine Peso also appreciated by as much as 6 percent this year and is projected to gain even morestrength in the coming year.

    These positive indicators are underpinned by an administration that has maintained scal discipline, initiated reforms toramp up quality public spending, and invested heavily in both social and physical infrastructure. This is manifested in the2.006 trillion peso General Appropriations Act for 2013, 10.5 percent higher than the 2012 budget. The 2013 GAA contin-ues the Aquino administrations tradition of an on-time passage of the budget-- eliminating leak-prone reenactments andshowing the determination of government to ensure that every peso of the budget is spent wisely.

    Not only is the President enjoying the highest sustained public approval ratings in history-- he is also being recognized bythe international community as a true leader in foreign affairs. The Philippines has taken the lead in upholding a peaceful,multilateral, and consensus-driven diplomatic approach as regards territorial disputes. In this regard, President Aquinohas stood his ground thus gaining the admiration of his fellow leaders in the global arena.

    While these past two and half years have been a period of continued renewal for the country, 2012 in particular hasbeen a year of rebuilding and restoration. This year we saw the full effect of political will used correctly and for the rightpurposes, knowing that power is merely lent by the people to their leaders to ultimately serve the countrys best interests.By all indicators, this was the best year for the Philippines in a long time, a time for celebration and pride for the reclaimedstanding of our country as we stand shoulder-to-shoulder with other rising nations of the world.

    In 2012, we turned the corner, xed the damage wrought by the crooked ways of the past, and established further that thestraight path is the only way forward. Despite the tragedies that have visited the country in 2012-- from natural disastersto the untimely demise of a beloved reformist-- the Filipino people have shown that their spirit cannot be broken. As theadministration embarks on 2013, there is all the more reason for Filipinos to travel on the straight path under the leader-ship of President Aquino and the adherents to his noble cause.

    ON the heels of the latest mas-

    sacre of little school children in

    Newton, Connecticut, is the raging

    debate about gun control. One item

    that caught my attention was that

    of the pro-gun advocate, Wayne

    Lapierre, executive vice-president

    of the National Rifle Association.

    He accused Hollywood, video

    games, music, the courts and the

    media of much of the culture of

    violence that seems to be engulng

    American society in general. My

    spontaneous reaction was to agree

    with him.

    Whenever I take a boat in myoccasional trips to the islands, I end

    up having a terrible time because I

    cannot help but watch at least a lit-

    tle of the movies and hear the music

    shown and played in the vessels.

    They all seem to swing between

    two possibilities onlyviolence

    and sex, and of course, a dam burst

    Trapped in the senses

    of inanities, senselessness

    and ridiculous plots and sto-

    rylines that sometimes lead

    me to wonder whether theworld has really gone crazy.

    The little consolation I

    get is that many of the co-

    passengers appear not to be

    paying much attention to

    these movies. I only hear

    their reactions when the

    scene on the screen is comi-

    cal. Otherwise, like me they

    seem to avoid looking at

    them.But I worry about those

    who nd these lms and mu-

    sic interesting. And these are

    mostly the young people.

    What do you think would

    happen if everyday you get

    a heavy dose of sex and vio-

    lence around? I would say

    that no matter how we con-

    sider ourselves as mature

    enough to be able to distin-

    guish between real life and

    ction, sooner or later we

    will be affected by what we

    see and hear often around us.

    These days, there are

    many people whom I con-

    sidered trapped in the world

    of the senses, ruled mainly

    by their instincts and emo-

    tions, and easily vulnerable

    to mere impulses of the flesh

    and the usually improperly

    grounded worldly valuesand ways.

    I dont refer much to

    those who are already emo-

    tionally or mentally dis-

    turbed and even sick. I refer

    more to the so-called normal

    people, who can manage to

    he statistics of people losing a part of their

    limbs and experiencing unnecessary pain

    has denitely gone down through the yearsbut there is still some who are deaf to the massive

    campaign of the Department of Health cautioning

    families to discourage people especially children

    from using recrackers to celebrate the holidays.Since Christmas Eve, there are already 1000 cases

    brought to hospitals in Metro manila alone. This

    does not include the statistics during the New Year

    where it has been the tradition to meet it with noise

    and recrackers.

    Families are too stubborn and hard-headed to

    heed the warnings; that they just ignore the advi-

    sory given by the authorities. The government has

    to come up with a stiffer action to thwart ac-

    cidents, loss of properties and lives due to the

    wanton use of recrackers and dangerous ma-

    terials from being used to celebrate the holi-

    days.

    It is very possible to meet the New Year, and

    other festivities with merry-making and jovi-al mood free from the usual dismemberment

    and unnecessary pain. The practice has been

    successfully implemented in Davao City and

    in other local government units. The enjoy-

    ment and celebratory mood of the people in

    these places are not lessened, and at the end

    families are happy that no one from among

    Browsing through the books in the childrens section, Holly cameacross a nicely illustrated book of prayers that would be perfect for herniece, Allison. She paged through it and liked what she saw until shefound a little prayer she learned as a kid: Now I lay me down to sleep.I pray the Lord my soul to keep. Stay close to me throughout the night.,And wake me with the morning light. She thought, Whatever hap-pened to If I should die before I wake? Holly just discovered that inthe culture that sells youth and vitality, death has become a well-keptsecret. We still pray todays gospel,called Simeons canticle, at Night Prayer and ask for Marys prayerfulhelp at the hour of our death.     rebuilding relations with

    friends and kin, these plans

    for reform are vast and

    myriad as there are millions

    of warm and living souls

    who believe in it, regardless

    of whether they succeed or

    My 85 year-old mom,

    who is cognitively smart

    and gets around more than

    I do, still lives in the ances-

    tral house, bathe, dress and

    undress, and go outside

    each day for some fresh airwith alternating little help

    from Vida, Albert, Sherwin

    and Cleofe. Sweet Myrna

    shops, prepares and serves

    meals, do light housekeep-

    ing and make sure she

    takes her medications on

    time.

    Last weekend, mom at-

    tended the Clan Reunion

    with Vida on her toes. Then

    what? She was requested

    to make the Christmas

    message being the oldest

    . Vida was anxious what

    poor gradmom wouldsay. Vida was amazed how

    mom delivered her mes-

    sage with clarity and vivid

    memory recall.

    Mom has outlived the

    universal health indica-

    tor of women which is 72

    years old for developed na-

    tions. Complicating mat-

    ters, her small pension is

    still coming and am afraid

    the social security ofce

    might knock at our door

    realizing that given such

    a case might bankrupt the

    system. I have warned ourgatekeeper never to admit

    anybody in the house of

    this and similar concerns,

    and she knows I am kid-

    ding but serious.

    When asked to visit

    Cebu for the holidays, she

    wanted to remain in her

    own home as long as pos-

    sible. She thinks the situa-

    tion is too burdensome for

    her aide, and such sweet

    thoughtfulness is truly

    mom even in her pre-depar-

    ture stage, as my late dad

    describes. Never a burden,

    even the driver is dispensa-

    ble to her flights.

    Mom lives in self-rule

    and needs little outside

    help. All she does is ring

    the phone for any concern:

    her range of issues cover

    from land titling, daily

    menu, the picture frame on

    the wall, the lavatory gone

    awry and inventory of dear

    friends who has joined our

    Creator. I think she is ter-

    ried of the idea that she is

    the lone survivor of John

    Bunyans innumerable

    caravan that leads to the

    mysterious realm.

    On the other hand, see-

    ing her age gracefully, I

    think we have to retrot

    our homes, neighborhood

    networks reconnected and

    new villages planned. To

    assist declining eye sight,

    brighter bulbs may be t-

    ted at home and access ar-

    eas like rest rooms be so

    guided with night lamps. I

    am thinking of myself too,

    in old age - if I grow old

    at all like mom, although I

    am only half of moms age.

    For my retirement, I have to

    renovate a home package

    which could include roller

    kitchen, bathroom, show-

    ers, faucets from nowhere

    and zero-step aisles and

    wide hallways. Maybe, in

    my twilight years, my Du-

    lag farm can be converted

    into a retirement destina-

    tion for anybody willing

    to grow old with me of

    course with independence

    and little assistance as can

    be.

    Mama, Merry Christmas

    and more years to cheer!

    yet pragmatic, this query

    yourself. Ask right upon

    your own countenance howmuch you have accom-

    plished your New Years

    Resolution. What reply do

    you get?

    Let us take a realistic

    outlook on this New Year

    craze. Was it not supposed

    to be the end of the world

    on December 21, 2012,

    according to doomsay-

    ers (now called amalay-

    ers)? Had it occurred and

    you were not bent on doing

    your personal transforma-

    tion, like not being nasty

    anymore, or not crashinginto someone elses party

    or throwing gossips here

    and there, because it was

    not New Year yet, do you

    honestly believe you will

    die in peace? Had you been

    among those who perished

    but you failed to reconcile

    with your enemies and

    those whom you hurt or

    have hurt you, do you think

    you will nd your way to

    Heaven?

    I vividly recall the hom-

    ily of Rev. Fr. Wilson Chu

    in a Sunday Mass he cel-

    ebrated at Sto. Nino Church

    in Tacloban. One phrase

    strongly captured my mind:

    Edit your life. He said,

    our life is like a compact

    disc that will be presented

    before God on the day we

    pass from this life. This CD

    of our life will be shown to

    Him in the condition that it

    ended and will be His basis

    in judging each and every

    human. Meaning, as Fr.

    Chu explained, whatever

    appears there if one re-

    mains in the state of sin, so

    be it. Thus, it is of utmost

    importance that while hu-

    mans have the opportunity

    to do so, he should rather

    edit his life. Edit your

    life, Fr. Chu exclaimed as

    he stressed this vital point

    necessary for our eternal

    life.

    behave well in a civil way

    when in the open, but cannot

    regulate their wild instincts

    and emotions when they are

    hidden and solitary.

    Their imagination can run

    amuck. The direction of their

    thoughts and feelings can re-

    ally go berserk. And since

    these are mainly hidden, then

    they usually go unchecked

    and are allowed to fester.

    This is when people can

    go spiritually lukewarm,

    losing interest in prayer, in

    keeping the effort to be in

    Gods presence, and in mak-

    ing sacrices which are an

    indispensable ingredient of

    any follower of Christ.

    This is when people start

    making compromises with

    evil, starting with little ones

    like the venial sins and wors-ening as time passes by, until

    big and horrendous crimes

    and other malicious acts

    can be done with hardly any

    pangs of conscience.

    Sex is trivialized. Sacred-

    ness of life, of marriage, of

    delity and the other virtues

    ebb away like the sea in low

    tide. Since this condition

    usually prevails where the

    environment is not only spir-

    itually lukewarm but also

    bombarded with sex and vio-

    lence, then immoralities be-

    come social norms and caneven be made into laws.

    We need to be freed from

    the trap of our senses and

    merely worldly values, and

    thus some extraordinary

    measures would have to be

    used from time to time. The

    lives of saints show us this.

    It is said that to preserve

    their purity, St. Francis of

    Assisi rolled on the snow, St.

    Benedict threw himself into

    a thorn bush, St. Bernard

    plunged into an icy pond.

    Many of us are averse to this

    idea, given our current cul-ture, but measures like these

    are but the most logical thing

    to do to effectively counter

    the enemies ranged against

    us.

    We also need to ll our

    mind with things of God. We

    should not just be contented

    with being naturally good,

    or good according to human

    standards, or to merely so-

    cial and legal norms.

    Christ himself said that

    unless your justice abounds

    more than that of the scribes

    and Pharisees, you shall not

    enter into the kingdom of

    heaven. (Mt 5,20)

    We need to make a con-

    scious and abiding effort to

    be Gods presence and tomake our relationship and

    working relationship of love.

    Outside of these, we can-

    not expect to be freed from

    the grip of the sensual and

    the material. Outside of

    these, we will always remain

    vulnerable to the impulses of

    the flesh and the erratic ways

    of the world.

    that time, 21 or 22 years old,

    that said illicit affair started

    just after petioner departed

    for Dubai; that it was not re-

    petitioner was torn whether to

    identify all of them or not for

    the consequence was still the

    same;

    8. That being far away

    and unable to go home as

    much as he wanted to, herein

    but sop up the painful truth

    about his wifes indelity, that

    he was as much worried about

    their childrens welfare as he

    also learned from their rela-

    tives that respondent started

    found a way to clear things up

    herein respondent and their

    children, decided to transfer

    to Mayorga, Leyte and start

    he dicided to give his wife a

    chance to change and to be

    boyfriend, who was said to be

    his best, through the help of

    psychologically incapacitated

    to assume and perform the

    essential obligations of mari-

    Family Code, their marriage

    is practically null and void;

    incapacity of the respondent

    is rooted on a psychologi-

    cal disorder which is deeply

    rooted from her childhood and

    has been persistent until her

    adulthood such as a cure of the

    same becomes vain; this men-

    tal or psychological condition

    will be medically or clinically

    certied by proven experts as

    grave and incurable;

    17. That having been ac-

    tually separated from the re-spondent for quite a time, pe-

    titioner no longer has the love

    and affection for her; earnest

    efforts towards a reconcilia-

    tion have been made but the

    same have failed; hence, for

    society to compel petitioner to

    live together with his wife is

    tantamount to forcing him to

    once again suffer the insuffer-

    able, endure the unendurable

    and bear the unbearable;

    18. That the parties hereto

    did not acquire substantial as-

    sets during their brief union.

    PRAYER

    WHEREFORE, in view

    of the foregoing it is most re-

    spectfully prayed of this Hon-

    orable Court that a decree be

    issued declaring the parties

    marriage void ab initio on

    the ground of psychological

    incapacity on the part of the

    respondent, with all the legal

    consequences thereof.

    NGCP completes restoration of trans-

    mission lines in the Visayas

    As of 12:48AM today, all 230-kV, 138-kV, and 69-

    kV transmission and sub-transmission lines and

    substations of the National Grid Corporation of

    the Philippines (NGCP) in the Visayas have been

    operating under normal conditions. All restoration

    works in the Visayas have been completed.

    Normalization of the system came after the resto-

    ration of the following facilities in Eastern Samar:

    1. Taft-Borongan 69-kV line was energized on De-

    cember 26 at 5:10PM

    2. Borongan-McArthur 69-kV line was energized

    on December 26 at 5:25PM.

    3. Wright-Taft 69-kV line was energized today at

    12:48AM.
