Why do we have a Local Resilience Forum?

LRF process is to ensure
effective delivery of
those duties under the
Act that need to be
developed in a multi-agency
environment and individually
as a Category 1 responder”

Civil Contingencies Act - Emergency
“Emergency” under Civil Contingencies Act is any event:
• Which threatens human welfare in a place in the UK
• Which threatens serious damage to the environment of a
place in the UK
• War or terrorism which threatens serious damage to the
security of the UK

Any one of the three thresholds and….
• An incident or situation must also pose a considerable
test for an organisation’s ability to perform its functions
Common triggers are:
• The scale of the impact of the event or situation
• The demands it is likely to make on local responders
• The exceptional deployment of resources
