h pe9 years old Sajida,a resident of Qasba Colony,Karachi fell seriously ill at the ageof six. The child’s illness wasignored until one day upon hisreturn from work Khalil washorrified to find her with veryhigh fever with her eye ballpopping out of the socket dueto infection. He rushed her to agovernment hospital where thechild was treated but the longignored disease had alreadybadly affected her eyes.
The hospital washing theirhands off her referred her toLRBT Korangi where Sajida wasgiven emergency treatment andthe doctors had to remove herright eye ball as the infectioncould have threatened her lefteye. Keratoplasty (Cornealtransplant) was performed onher left eye & Sajida now hasfunctioning vision.
Not so long ago, Khalil who indesperation had tried to commitsuicide is now peacefully earningfor the family and is grateful tothe Trust for giving the beautifulgift of sight to his daughter.

However her oldgrandmother desperate toget her grandchild’s visionrestored brought her toLRBT Free Eye CareHospital at Korangi.Corneal grafting wascarried out in one eye byLRBT’s doctors and hervision was restored. Sana,now in grade 6 aims to bean Eye Specialist to servesuffering humanityinspired by thecompassionate and totallyfree treatment shereceived from LRBT thatgave her a new life.

Chairman’s ReportWe reached a major milestone in June 2013 having treated 25 million patients since we began thisjourney 28 years ago. 25 million lives saved from darkness and despair. 25 million who regainedtheir self respect and became independent income generating individuals. But with 2/3rds of ourpeople living below the poverty line, the growth in population and people living longer the number ofblind and impaired vision persons keeps growing. Despite the prevalence of blindness halving in thelast 20 odd years, an achievement in which we had a significant role, there are still 18.7 million blindand impaired vision people. With Government spending less than 1 percent of the GDP on healthcare the burden falls on us in the area of eye care as we are the major provider in the country withmore than a third of all eye patients visiting our hospitals/clinics for free treatment.
This places an intolerable load on our hospitals which we had to expand to cope with the huge influxof patients: 6 hospitals have been expanded and 4 new ones added to the network in the last 5 years.Expansion of 3 additional hospitals is underway and another new one in Odigram in Swat will openin October 2013. There is however still a need for 4 additional hospitals: a second one in Lahore,new ones in Rahimyar Khan, Dadu & Bannu. But our current level of Donation/Zakat does not permitus to embark on any expansion as we are finding it difficult to fund our existing free services. Whilstour Zakat collections are growing Donations especially from Corporates and International NGOs(INGOs) are declining. Corporates especially multinationals require that their donations must bealigned with their business objectives. They along with INGO»s also want that the NGO»s they supportmust have a revenue stream independent of donations/Zakat so as to be sustainable.
We are estimating a shortfall of Rs 103 million: 34 million on Operating Expenditure and 67 millionon Capital Expenditure in the financial year 2013/14. Whilst we are gearing up our fundraising effortswe are also looking at ways to develop an independent income stream by treating those patients whocould afford to pay the cost of surgery without it impacting on the quality and volume of our freeservices to those living around the poverty line
Finally I would like to thank our donors whose continued support has enabled LRBT to remain theonly safety net for the poor and deprived people for quality eyecare services. Special thanks are dueto the Graham Layton Trust, The Shireen Sultan Dossa Foundation, the Sind Government»sCommunity Development Programme, Sightsavers, Ms Khurshid Bhaimia, PIDSA/PaaRSA, Mr.Farrukh Seer, Subhan Food Industries, USAID»s Small Grants Programme, Fred Hollows Foundationand HBL Foundation. I would also like to thank the media for continuing to provide free space/timefor our successful Zakat campaign. And last but not the least our staff, who worked untiringly to servethe poor, who visit our hospitals at considerable personal cost and in some cases danger. May Godbless them all.
rOPD VISITS / SURGERIESDuring the year ending June 2013, 2.2 million patients visited our 17 hospitals and 52 Community Eye Health Centres, a growth of 2% over the previous year. During thesame period 220,300 major & minor surgeries were performed. Growth in major surgerieswas +1% over last year. Cataract which is the leading cause of curable blindnessconstituted 92% of major surgeries. Other surgeries included Vitreo Retina, Trabulectomy(Glaucoma), Cornea transplants, DCR, Squint etc. We remain the biggest provider ofCataract, Vitreo-retinal surgery and Corneal transplants for the poor people in the country.
191 corneas were transplanted at our Lahore and Korangi Hospitals: 112 in Lahore withcorneas being donated by Begum Zahra Manzoor Illahi, President Binai Eye BankPakistan, 79 in Korangi. Corneas were donated by Muhammad Jamal from Karachi andSri Lanka Eye Donation Society.

EXPENSESOur operating expenses during the year were Rs. 571 million being 6.8% above last year,mainly due to 18% salary increase over the previous year, full year operation of NorthKarachi Hospital as compared to six months in previous year, growth of 2% in patient visitsto OPD and 1% in major surgeries. Capital Expenditure at Rs. 92 million, including thecapital work in progress at Odigram, was 13% lower than last year mainly due tocompletion of major expansion project last year at Khanewal Hospital. Our overheadexpenses were 4.5% of operating expenses and are among the lowest in the world.
EXPANSION OF CAPACITY KhANEwAl A new OPD and Surgical Complex which houses and provides a comfortable waitingarea for patients with proper facilities, screening, refraction, consultant rooms, a newmajor and minor operation theatre, biometry and a dispensary has been completed. Newresidences have also been built for both married and unmarried doctors to ensure theiravailability in the premises of the hospital. This project has been possible throughgenerous funding by a donor in UAE. In addition to this project, Punjab Welfare Trust forthe Disabled (PWTD) part funded the construction of an additional residence which isalso ready. A canteen has also been added for the comfort of the patients who previouslyhad to go outside the hospital in order to have meals.

ARIFwAlA:In order to make this hospital attractive for doctors who are reluctant to proceed forpostings to small towns, an additional accommodation was required to be added to thealready existing residences as the present accommodation was insufficient. This wouldenable LRBT to optimally utilize their professional services as they would be available inthe premises of the Hospital. Construction work was completed in February 2013.
NEw hOSPITAlSODIGRAm ( SwAT):The project is progressing well with about 95% work completed in the main hospitalbuilding while the doctors» wwresidences and canteen are almost 80% complete. Presently,plumbing, painting and flooring work is taking place apart from the external work involvinga drainage system, a retaining wall, pavements, boring for a water supply etc. This Projectis being funded under Pakistan-Italian Debt Swap Agreement (PIDSA) through PaRSSA foran amount of Rs. 58 million while Subhan Food Industries is contributing Rs. 10 millionand Rs. 1 million has been contributed by The Infaq Foundation. Equipment and stafftraining is being partly funded by the OPEC Fund for International Development.
A visit to the construction site was paid by the Director General Pakistan Rehabilitation andResettlement Authority (PaRRSA), Government of Pakhtunkhwa, the major donor. After adetailed briefing, he expressed full satisfaction with the quality and pace of work.
The hospital is expected to be completed by the last quarter of this year.

A total of 6,480 patients were examined, out of which 3,422 were medicated, 2,077refracted and 714 patients referred to our hospitals for detailed examination and /or surgery.
hUmAN RESOURCE DEVElOPmENT POST GRADUATE TRAINING40 doctors are participating in our Fellowship/Membership programmes takingplace at the Tertiary Hospitals, Korangi and Lahore. This is presently the largest postgraduate ophthalmological training programme being run in the country.
1 doctor passed FCPS- VR. 7 of our doctors successfully qualified FCPS, 1 MRCS,2MCPS and 2 the intermediate Module of FCPS.
mICROSURGICAl TRAINING 4 doctors attended microsurgical training at our Lahore Hospital.
CONTINUOUS mEDICAl EDUCATION21 doctors are undergoing various training at our Korangi Hospital and one doctorwas imparted surgical training at our Mandra Hospital.
lRBT SChOOl OF OPhThAlmIC PARAmEDICINEFresh courses leading to certification as Ophthalmic Technician, OphthalmicOperating Theatre (OT) Technician & Refractionists were finalized and announced.Their enrollment process with Sindh Medical Faculty has also been completed.
Previous batches of all the above courses have completed their academicsessions and appeared in their respective theory and viva examinations. Theirresults are awaited.
Jinnah Medical & Dental College (JMDC) accorded approval to enroll LRBTemployees having domicile of Punjab, KPK and Balochistan provinces in all thecourses being offered. In this regard, entry test and interviews were conducted atour Mandra Hospital on 26th January 2013. Selected candidates joined classesfrom 6th February 2013 at LRBT School of Ophthalmic Paramedicine, Korangi.Their enrollment process with JMDC is in process which will be completed shortly.A total of 77 trainees covering both academic years participated in these courses.
Accreditation of two years diploma in Ophthalmic Technology for our School ofOphthalmic Paramedicine is still in process with the Sindh Medical Faculty which hasformed a committee for preparation of curriculum and to provide scope of this diploma.

TRAINING COURSESl Dr. Kashif Iqbal of our Lahore Hospital was awarded a fellowship by the International
Council of Ophthalmology (ICO) for a three-month training period in Vitreo-RetinalSurgery at The Ludwig-Boltzmann Institute for Retinology and Biomicroscopic LaserSurgery, Rudolf Foundation Clinic in Vienna, Austria.
l Dr. M. Abdullah Khan and Ms. Sumaiya Hamid of our Korangi Hospital attended 5 daystraining on Retinopathy of Prematurity (ROP) at PCB Cell, Civil Hospital, Karachi
l Mr. Arshad Ali Bhatti from our Korangi Hospital has qualified in the B.Sc. Vision ScienceCourse from Allama Iqbal Open University.
REFREShER COURSESl Refresher courses for Refractionists, Ophthalmic Technicians and O. T. Technicians were
conducted during the holy month of Ramzan at our Korangi and Mandra Hospitals. 16paramedic staff from our various hospitals attended these courses.
l One technician from our Arifwala Hospital is undergoing initial CEHC training whereasanother from our Mansehra Hospital has completed Satellite Eye Clinics training atMandra Hospital in June 2013.
l Hospital Administrator of our Mansehra Hospital attended 3 days Administrative Trainingat our Mandra Hospital from 6th to 8th December 2012.
ASP-USAID wORKShOPS / TRAININGTen officials and staff members attended various workshops/training under the auspices ofAssessment and Strengthening Programme (ASP) sponsored by USAID. Few of these courseswere held at LUMS, Lahore while others were conducted at Karachi. Apart from the aboveworkshops/training, an Internship Fair was organized by the ASP-LUMS on 15th February2013 at Lahore University of Management Sciences (LUMS) where LRBT was represented.

l Dr. Syed Fawad Rizvi from our Korangi Hospital was invited as Guest Faculty at ISRAPostgraduate Institute of Ophthalmology for talk on ≈Pupil Examination∆.
l Dr. Khurram Azam Mirza from our Lahore Hospital participated in the ESASO(European School for Advanced Studies in Ophthalmology) Asia Post GraduateProgramme-Medical Retina Module in Singapore.
l Mr. M. Tahir Munawar and Dr. Mahwash Akhtar Khan from our Central Office andKorangi Hospital respectively attended workshop on ≈Quality Assurance of KeyPerformance Indicators∆ organized by Sightsavers.
l Mr. Wali Zahid an international consultant, leadership trainer and CEO of SkillcityDubai was engaged for 10 days with LRBT to impart training to our Korangi doctors.The emphasis was on self refinement, teamwork, optimum outlook and patients»compassion and care.
l In order to familiarize nominated staff about the Special Olympics Pakistan Project,two training workshops were arranged at our Mandra & Lahore Hospitals. A total of 15staff members from our Shahpur, Akora Khattak, Saidu Sharif, Mansehra, Khanewal,Lar Multan, Arifwala and Pasrur Hospitals attended. Drs. Mahwash Akhtar Khan,Muhammad Nadeem and Arslan Ahmed Malik from our Korangi, Mandra and LahoreHospitals respectively made their contribution by conducting these workshops. A largenumber of Special Athletes/Children were screened during the Workshop.
l Drs.» Tariq Mehmood Qureshi and Jawad Bin Yamin Butt of our Lahore Hospital wereinvited to participate as faculty members in a meeting to advance the new treatmentparadigm with a focus on therapeutic success held in Singapore on 3rd May 2013. A large number of Ophthalmologists and specialists were also in attendance to explorethe evolving therapeutic options to effectively control surgical complications and post-operation visual acuity problems.
l Dr. Mahwash Akhtar Khan represented LRBT in a Program Review Meeting 2013 for≈Health System Strengthening by Integrating Primary Eyecare into PHC Reforms2011-13∆ organized by PCB Program Health Department.

l In the Ophthalmology Updated Conference (OUC) 2012 organized by Sante InternationalPharma at Beijing, China from 19th to 22nd October 2012 Dr. Muhammad Tariq Khanfrom our Lahore Hospital represented LRBT. This is the first time that LRBT won the firstprize in this particular conference.
l The 34th OSP Conference was held at Hayatabad Medical Complex, Peshawar from 28thto 30th September, 2012. Dr. Zaheer uddin Aqil Qazi from our Lahore Hospital was invitedas Guest Speaker at the occasion. He performed live Phaco surgery during theconference. Khawar Mann was offered the job of running the largest healthcare business in Russia andrelocated there during October 2012. It became increasingly obvious to him that he couldnot properly assist the Trust as Managing Trustee in addition to his business responsibilities.He concluded, therefore, that he should stand down as a Trustee in February 2013; hisfellow Trustees understood his reasoning but only accepted his resignation with greatunhappiness. They are extremely grateful for Khawar»s considerable contributions to theCharity,especially noting his energetic fundraising run in a NY Marathon and, later asManaging Trustee for his leadership, organisation and corporate fundraising activities,particularly contributing to the financial success of several GLT Balls.
Staff: During the 12 months under review, Trustees decided that the arrangement wherebyKnighton White provided campaign management, strategic development and administrativesupport was not as beneficial as had been anticipated and hoped, and the contract betweenthe parties was terminated by mutual agreement at the end of January 2013. Trusteesacknowledge the input of and initiatives by Sarah Chowdhury, Senior Programme Manager.Ms. Lina Alousta was recruited to take over the day to day management of the Trust andcommenced her duties as General Manager on the 8th April, 2013.

Fundraising: Because of the change of management of the Trust and the resignation ofthe Managing Trustee, the Trust did not organise a major fundraising event during theperiod under review. However a total of £321, 950 was still donated to LRBT. The Trust»sincome has included several large grant donations from the Vitol Charitable Foundation aspart of their on-going three year commitment, quarterly donations from the Lady FatemahTrust and generous one off grants from organisations such as Euro Quality LambsCharitable Trust.
2012/13 also saw the continued support of generous benefactors from Saudi Arabia,Europe, Singapore as well as the UK. GLT is sincerely thankful for these large privatedonations from individuals who are passionate about the work of LRBT and want to seethe organisation grow and develop further. Unfortunately, GLT (as with most UK Charities)continued to experience a down turn in the number of donations received over the period.
Outgoings: During this 12 month period GLT paid £228,200 for the purchase of IOLs tobe supplied to LRBT Hospitals; the cost of which was less than expected because of thereduction in cost of IOLs purchased locally. GLT was only able to meet its commitment offunding the supply of intra-ocular lenses to LRBT»s hospitals in 2012/13 by using part ofits Reserves.
GLT is continuing on a best endeavours basis to plan to fund LRBT»s twelve monthforecast of the cost of IOLs, approximately £290,000. It is on this basis that Trustees arecontent that the Trust should continue to hold substantial Reserves.
Finally, the Trustees would like to record their thanks to all the many supporters andvolunteers who have, according to their means and time available, contributed sogenerously to GLT and to its performance in this period and to record particular thanks toMian Zaheen, Khawar Mann and Sarah Chowdhury.
They donated a sum of US$ 70,000 for cataract surgeries at our Khanewal. Arifwala, Pasrur and MandraHospitals.
UAEA total of Rs 66 million was donated by individuals and organisations for medical & surgicalexpenses of poor patients as well as the expansion of Khanewal hospital and the establishment of 6Community Eye Health Centres (CEHCs).
