Following the Christmas holidays everyone was very excited about returning to school. Unfortunately we were overtaken by the weather and because of a wide variety of reasons we were unable to open to the children until Monday 11th January 2010 – albeit with several burst pipes. The children are all working extremely hard to make up for lost minutes.

As you can see from the picture, we held very successful Hats for Haiti day on Tuesday 26th January 2010 when every child wore a hat to school and brought in £1 to donate to the Haiti earthquake fund. Year 1 had a family assembly on Thursday 28th January 2010 and donations there were collected for the Haiti appeal. Our total donation should be around £250.00, which we hope will be of some benefit to the people of that country.

Cantonelle Ladies Choir

We are a ladies choir of 30/35 members, we practice each Tuesday evening in Wigton Road Methodist Church Hall.

We sing a wide variety of music, ranging from light classical, folk music, traditional choral pieces to pop. We do many fund raising concerts throughout Cumbria and are currently also practising to take part in the Carlisle Music Festival.

If you enjoy singing, or used to sing with a choir and would like to do so again, come along and have a go, you will be made very welcome!

Notice of the 2010 Annual General Meeting

The 2010 annual general meeting of the Lowry Hill Residents’ Association will be held at 7.00pm on Monday 8th March in the main hall of Kingmoor Junior School. It will be combined again with the Neighbourhood Forum meeting. We hope there will be a presentation from Shanks regarding waste services for the Carlisle Area and a presentation from Mike Gardner on Carlisle waste services. This will be followed by any Neighbourhood forum business after which there will be a break for refreshments. After the refreshments a short business meeting will take place.

This is the occasion for the election or affirmation of officers and other committee members. The Association’s constitution stipulates that the committee should comprise a Chairman, Vice-Chairman, Honorary Secretary, Honorary Treasurer, Patch Secretary, Newsletter Editor and up to three members without portfolio.

Our Patch Secretary and an additional committee member are resigning so there are at least two places which need filling on the committee.

Although the Association’s constitution provides for existing committee members to continue as such without re-election, this does not preclude the acceptance of nominations from other members of the Association for any committee position, albeit currently occupied. If necessary, the AGM would determine appointments on the day by simple ballot. Nominations in writing must be submitted to the current Chairman (who in this instance acts as Honorary Secretary) – that is Andrew Rowell at 226, Lowry Hill Road – no later than Monday 22nd February. If necessary, other nominations may be taken from the floor of the AGM, but those properly received prior to the meeting would take precedence over such other nominations.

The prize draw will be limited to those attending the meeting.

House work, gardening, walking are all beneficial activities to help with your health. To reduce the incidents of various conditions like heart disease, cancer, diabetes, obesity all you need to do is 30 minutes, 5 times per week.

Walking Your Way to Health

More than 70% of people in the UK do not take enough exercise to benefit their health. Walking is the ideal way for getting sedentary people to become active and requires no special equipment or expense. Walking can reduce anxiety, depression and loneliness. It can also promote neighbourliness, increased confidence, stamina and energy levels and hence boost people's quality of life. Just 30 minutes of activity 5 times per week can help reduce the risk of coronary heart disease, stroke, diabetes, high blood pressure, osteoporosis and arthritis.

Walking is an almost perfect form of exercise!

Take the first steps to a healthier lifestyle with this programme of FREE, short, easy walks at various locations across the district. 

To help you start to increase your activity why not undertake a doorstep walk located close to your own community?

Why not even attend our Walking Your Way To Health Park Walks programme? These walks, led by qualified walk leaders, giving you the opportunity to speak to and meet the leaders, in natural, local surroundings. All walks are on good paths and most are suitable for wheelchairs and pushchairs.

We have a full compliment of Patch Representatives but we could really do with another Rep for Lowry Gardens and we are always on the look out for "Stand By" people in case there should be any resignations.

Age Concern - Carlisle & Eden

The charity has 4 minibuses operating around Carlisle providing transport for the elderly to local day care centres.

We need to recruit more volunteer drivers to enable us to continue this valuable service to an important sector of the community. A normal driving day will be from 9am to 4pm with lunch provided if required. We are flexible with the amount of volunteering offered from 1 day a week to just being an occasional 'stand in' driver. Out of pocket expenses and full training is given in the use of the vehicle and equipment. Providing you hold a full driving licence issued before 1/1/97 or you have the D1 category then you are entitled to drive our minibuses. If you would like more information then please contact me:

The Salvation Army is happy to collect unwanted items of furniture (of reasonable size), good quality clothes, bric-a-brac etc to sell in their charity shop. All proceeds go to Salvation Army funds which are used to help the many different aspects of charity work they carry out, both in this country and the third world.

Places still available on City Tennis programme

A limited number of places are still available for anyone wanting to improve their tennis skills this winter.

Carlisle City Council tennis coaching programme got underway earlier this month, but there’s still the opportunity to sign up.

The extended programme includes an 11-week beginners’ and improvers course for adults on Tuesday and Thursday evenings. Building on the success of the drop-in adults’ summer tennis coaching, the new course started this autumn and is an opportunity to develop skills and provide a structured coaching programme.

Coaching sessions for juniors and a ladies’ only programme are also in place. They all will include professional tuition from LTA (Lawn Tennis Association) licensed coaches.

All tennis courses started earlier this month and finish the week

ending Saturday 27 March. Costs vary and start at £20. Weekend and night-time sessions are available for most courses.

Cllr Ray Bloxham, Portfolio holder for Environment and Infrastructure, said: “We’re lucky to have some great facilities at Bitts Park and our professional coaching programme provides local residents the chance to get some expert tuition at a reduced cost. I’d urge anyone with an interest in developing their skills to join up soon, while places are still available.”

The new tennis facility at Bitts Park was opened in January 2008 after £280,000 was spent upgrading the courts. The Carlisle City Council project was made possible after £125,000 was received from the LTA and other partnership arrangements.

The facilities are managed by Carlisle Leisure Limited on behalf of Carlisle City Council and include four new hard courts, two of which

are covered by an airdome between October and March to allow tennis to be played all year round.

Traffic and Parking Matters

Residents will be pleased to know that steps have been taken to try and slow down traffic on Lowry Hill Road, especially on the approaches to those junctions that service the Kingmoor School complex.

A recent survey revealed a substantial number of vehicles were exceeding the speed limit, thus compromising the safety of other road users and pedestrians. As a consequence, flashing warning signs have been installed, in the hope that motorists will become more considerate to the needs of others. Another concern is the indiscriminate parking of vehicles on bends and close to junctions.  Obstruction of the highway by such vehicles is dangerous.  An accident may occur due to visibility being impaired because of the parked vehicles.  In the event of such an incident occurring, even the person responsible for parking a vehicle in an inappropriate position may find that they could be found to be culpable, and in part to blame for an accident!  David MortonCouncillor for Belah WardCarlisle City Council01228 817068 (B)01228 515486 (H)davidmo@carlisle,gov.uk

Frozen Water Pipes

School attendance promotion days

School attendance promotion days will take place in north and east Cumbria over the coming months. Also known as truancy patrols, police and county council education welfare officers will take to the streets to approach children on their own and with adults to explain why they are not in school.

Unaccompanied children can be returned to school if found absent without justifiable cause while adults with pupils will be asked to explain why their child is not in school. The education welfare officer will then check with the school to discover whether there is a reason for the absence.

There are powers available to issue a penalty notice on parents of children who truant. The law states that the parent of every child of compulsory school age (5 to 16) shall cause him/her to receive efficient full-time education either by regular attendance at school or otherwise. (Section 7 of the Education Act 1996.) If a child of compulsory school age who is a registered pupil at a school fails to attend regularly at the school, his/her parent(s) is guilty of an offence.

Absence may be authorised for sickness, unavoidable medical /dental appointments, days of religious observance, exceptional family circumstances e.g. bereavement. 

Absence should not be authorised for shopping, looking after family members, birthdays or any work (paid or unpaid.) Patrols will take place in Penrith and Carlisle in February and April.

Two previous patrols in the Carlisle area resulted in seventy eight young people being approached, thirty six of whom were with parents or carers.

Phil Bennett, head of local services for Carlisle, Cumbria County Council, said

"We would rather not prosecute parents but allow our experienced education welfare officers to work with the family to resolve any issues that have come to light because of the absence." 

Inspector Adrian Sowerby, Cumbria Police, said

"Children, and where applicable parents or carers, must realise that taking unauthorised absence is not acceptable. 

If a child or young person is off school then as well as the impact on their education, they may well become involved in crime or anti social behaviour or could actually become victims of crime themselves. The aim of this operation is to educate young people and their parents in this regard."
