2013 was a year of challenges – uncertain funding, sequestration budget cuts, and increasing numbers of seniors were just a few of them.

2014 marks the 50th anniversary of the War on Poverty and reminds us that facing and meeting challenges is part of our tradition. Local community leaders organized “Lower Columbia Community Action Council, Inc.” in the fall of 1964, following passage of the Equal Opportunity Act in August of that year.

From the beginning, our focus has been on Community and Opportunity, for we know that the only way to build strong, healthy communities is by building strong, healthy families, giving them the opportunities to improve their lives and the tools and support for them to succeed.

Has the war on poverty been won? No, of course not, but there are important victories every day. Each person obtaining a living wage job is a victory; each family that breaks out of the generational cycle of poverty is a victory; each time a family is prevented from falling into homelessness, or builds their own home, or develops financial assets for the future, there is a victory.

We fully expect that 2014 will present us with still more challenges. We welcome them. They’re part of who we are.

HARVEST CLASSIC:Great Day For A Run/Walk!

Longview Early Edition Rotary organized another fantastic community event in October, raising $7,000 to purchase food for Help Warehouse to distribute through its network of food banks. This was the 31st year the Rotarians hosted the Harvest Classic, bringing together people of all ages for a fun run in the sun (sometimes in the rain).

Community Food FightCowlitz PUD employees challenged the workers from Fibre Federal Credit Union, ILWU, Kapstone, NORPAC, Steelscape, Weyerhaeuser, and the students from Lower Columbia College to a “food fight” to see who could collect the most food for Help Warehouse to distribute. The winner? The Community!

Donate 51,000 DiapersPart of a national effort, local Weyerhaeuser/NORPAC employees collected diapers for Help Warehouse to share with other social service organizations serving young families.

“Cookies For CAP” Raises $3,235Erica Snyder along with her brothers and friends baked and sold 2,600 cookies, raising $3,235 to purchase toiletry items for Help Warehouse to distribute to low income and homeless families. They were sponsored by Columbia Bank and the IBEW 48 Union Electrical Workers.

Building Their Own HomesEight families spent a year building their homes through the Self-Help Housing program in Castle Rock, celebrating and becoming homeowners in November. Since 1989, 403 families have built their homes through CAP.

Scott Studley presented a $500 check from the D. Margaret Studley Foundation to support Meals on Wheels.

“Nonprofit of the Year”

Lower Columbia CAP was named “Nonprofit of the Year” by the Kelso-Longview Chamber of Commerce at their annual awards meeting. This was the first year that the Chamber created a “nonprofit” category.

The CAP Foundation Board of Directors voted to dissolve the Foundation and transfer its assets to the CAP Board of Directors to administer. Members of the Foundation Board continue to serve on CAP’s Endowment

Committee to monitor and grow the $500,000 endowment.

Online Energy Sign UpEach year 800+ people stood in lines on Energy Sign Up Day to get an appointment for energy assistance. In 2013, we introduced an online sign up process that people could access from any computer, Smartphone, or tablet. We also provided computers and volunteers at CAP to assist those unfamiliar with computers. Among those who have stood in line in the past was Mrs. Dorothy Jacobson. Her reaction: “This was so much nicer.” More than 1500 people have signed up using the online system.

GFO Celebrates First Anniversary

Grounds for Opportunity (GFO), CAP’s café and job skills training kitchen in Kelso, celebrated its first year in August, a bright addition to Kelso’s Neighborhood Revitalization efforts.

Weyerhaeuser Grant For Meals On Wheels

Arika Atkins and Tim Temples (left) from the Weyerhaeuser Giving Fund presented a check for $5400 to support CAP’s Meals on Wheels program. Receiving the check on CAP’s behalf was volunteer Russ Neely, who has clocked over 10,000 miles delivering food to homebound seniors.

Butler Acres Students Tour Help Warehouse

3rd graders from Butler Acres Elementary School toured Help Warehouse in November, learning about hunger in our community, but clearly, the highlight of the tour was the ride in the warehouse’s freight elevator!

CAPtured TreasuresBoutique Clothing Store & Retail Training Center ■ 35 students participated

in the training program, gaining retail experience. By the end of the year, 10 had gained unsubsidized employment.

CAP Works■ 75 welfare recipients

obtained full-time employment.

■ 272 welfare recipients were placed into paid part-time jobs to gain skills and work experience. These participants provided 54,274 hours of assistance to public and non-profit agencies.

Financial Independence Center■ 443 people took the

MoneySmart course on money management in 2013 (a total of 1,558 people have taken the course since 2007).

■ 1300 people received assistance with their tax preparation (in association with AARP volunteer Tax Aides). Refunds for this group totalled $1,881,408, and an estimated $455,000 was saved by area residents for paid tax preparation.

■ 266 non-custodial parents participated in the Building Assests for Fathers and Families (BAFF) Program, which is a partnership with a division of Child Support.

Grounds for Opportunity (GFO)Café & Job Skills Training Center

■ 8 students graduated from GFO’s 16-week training program, where they learn all aspects of the food preparation and service industry. By the end of the year, 4 had obtained employment.

Self-Help Housing■ 8 families completed

construction and moved into their new homes in Castle Rock.

■ 5 families are currently building their homes and an additional 5 are in pre-construction, also in Castle Rock.

■ 403 families have built their homes since CAP started Self-Help Housing in 1989.

Volunteer Center of Cowlitz-Wahkiakum■ 369 active volunteers

provided a total of 53,724 hours of service to the community, valued at $1,218,997.

Energy Assistance■ 1,445 households

received assistance with payments totaling $504,948.

■ 1,617 people attended a two hour energy conservation class.

■ 542 households qualified for the PUD Senior Discount Rate program.

■ 377 households qualified for the PUD Disabled Discount Rate program.

Help Warehouse■ 1.9 million lbs of food

were distributed through area food banks.

Homelessness Prevention & RapidRehousing■ 1,277 people received

financial assistance that either removed them from being homeless, or kept them from becoming homeless.

■ 77 persons received case management to help them obtain stable housing.

I-5 Vans (Rural Public Transportation)■ 29,550 rides between

Vancouver and Castle Rock were provided.

Meals on Wheels■ 26,645 meals were delivered to homebound seniors.

Medicaid Rides & Senior Rides■ 2,286 Medicaid rides

were provided. ■ 1,038 Senior rides

were provided.

Rental Housing■ CAP provided affordable

rental housing to 37 low income families in 2013.

Senior CommunityLunches■ 16,251 meals were served

at lunch sites in Castle Rock, Cathlamet, Kalama, Kelso, Longview, Rosburg, Ryderwood and Woodland.

Weatherization■ 93 homes were weatherized. ■ Currently, 46 homes are

in the process of being weatherized.
