THE COMPENSATION & BENEFITS Annual Salary: $158,800 - $240,357 The appointee will receive an annual salary, commensurate with qualificaons and earning history, as well as an excellent program of benefits that allows employees to choose the benefits that meet their specific needs. THE INTERNAL SERVICES DEPARTMENT The Internal Services Department (ISD) is a dynamic general services organization that supports the County by providing numerous in-house, contracted, and advisory services in facilities, information technology, purchasing and contracts, administration and finance services, and sustainability, conservation and energy efficiency programs. The current departmental operating budget is $665 million and includes a telephone utilities budget of $88 million, a $206 million utilities budget, and 2,198 budgeted positions.

THE GENERAL MANAGER, ADMINISTRATION AND FINANCE SERVICE The General Manager, Administration and Finance Service (AFS) is an unclassified position that works under the direction of the Department Head. The position has administrative oversight for 178 budgeted positions and directs, through subordinate managers, the activities of the Administration and Finance Service team, with particular responsibility for: budget, fiscal, human resources, risk management, facilities management, internal audit/investigations, revenue enhancement, emergency management and preparedness, and other related administrative functions. The candidate must have a comprehensive knowledge of the principles of human resources management, financial management, budget preparation, and employee and organizational development, as she or he will be responsible for ensuring that the policies, laws and regulations governing the operations of the Department are followed.

THE IDEAL CANDIDATE

The ideal candidate for this position will have strong management and leadership skills, specifically in administration, human resources, and finance. The candidate will also be able to effectively collaborate with internal divisional staff, as well as other departmental staff and external stakeholders. This individual must demonstrate integrity and accountability with sound and ethical management and decision-making skills. He or she must have the ability to influence, motivate and challenge people to implement strategies, achieve objectives and demonstrate ISD’s core values.

THE QUALIFICATIONS A Bachelor’s Degree in Business Administration, Public Administration or a closely related field, and five years of senior management experience in a field related to the activities of the service. License: A valid California Class “C” Driver’s License or the ability to utilize an alternative method of transportation to carry out job-related essential functions.

DESIRABLE QUALIFICATIONS

Preference will be given to candidates who also possess the following:

Knowledge and experience preparing budgets and monitoring expenditures within a public sector agency; interpreting legislation related to grant funding and governmental finance.

Demonstrated experience at the executive level managing a variety of administrative support operations such as Human Resources, Emergency Preparedness, Internal Investigations, Risk Management or similarly related operations.

Demonstrated experience representing the Department in high level negotiations with central and regulatory agencies involving mediation, arbitration and similarly related matters.

Proven ability to effectively present and communicate the Department’s position on a variety of high level topics and key initiatives to government, elected and other high ranking officials and parties, both internal and external to the County.

Knowledge and experience establishing rates or developing other cost-recovery methods.

Experience administering proactive service through the use of Key Performance Indicators (KPIs).

Demonstrated strategic planning skills and the ability to develop and implement business and tactical plans to achieve short-term business goals and long-term strategic objectives.

Demonstrated experience implementing and managing organizational change.

Knowledge of and demonstrated commitment to customer satisfaction and responsiveness.

Outstanding verbal and written communication skills. A Master’s Degree in Business or Public Administration.
