Expo Light Rail
Light Rail Connecting Downtown Los Angeles to Culver City
The Expo Light Rail Line will travel along the Exposition railroad right-of-way between Downtown Los Angeles and Culver City. It will share track and two Metro Blue Line stations (7th Street/Metro Center and Pico) as it leaves Downtown LA. It will then continue along the Exposition right-of-way to Washington and National Boulevards. Eight new rail stations will be constructed along the Expo Line: 23rd St, Jefferson, Vermont, Western, Crenshaw, La Brea, La Cienega and Washington/National. The new stations will be located along Flower St at 23rd St and Jefferson Blvd, and along Exposition Blvd.
The 8.6-mile long Expo Line will parallel the heavily congested I-10 freeway. It is scheduled to open in the summer of 2010. Estimated travel time between Downtown LA and Culver City is estimated at under 30 minutes.
The cost of Phase 1 of the project to Culver City is $640 million. Planning for a future Phase 2, to extend the Expo Line to Santa Monica, began in January 2007.
Construction Activities
Construction on the Expo Line is under way, having begun in October 2006 on Flower St, from 18th to 23rd St, in Downtown LA. Construction activities include utility relocation and sidewalk reconstruction. Other activities involve roadway improvements, tra;c control and streetlighting. Utility relocations along the alignment from 23rd St to Vermont Ave will begin early this year. All construction work will be performed in accordance with City of Los Angeles rules and regulations.
Urban Design Committee
The Exposition Construction Authority’s Board approved conceptual design elements for the Expo Line at the December 2006 Board meeting. These basic design elements include the station canopy, landscaping palette, vertical elements, such as fencing and soundwalls, and other station enhancements. The Expo Urban Design Committee, comprised of community members appointed by the Expo Board, has been meeting since last June to provide input into the design elements of the project. The Urban Design Committee, together with Expo sta=, presented the design elements at community meetings and in meetings with stakeholders along the alignment to receive feedback and to ensure that the elements were consistent with the design elements discussed during the environmental process.
Expo Local Jobs Program
Expo has developed a Local Jobs program that encourages its contractor to hire workers along the Exposition right-of-way corridor. This program will provide residents who live along the Expo Line with access to employment in high-wage jobs in the construction industry. The Local Jobs program seeks to ensure that a minimum of 30% of work hours are performed by residents along the Exposition corridor. FCI/Fluor/Parsons, the design-build contractor, has implemented this jobs program by hiring local residents, sponsoring apprentices from the community and forming partnerships with community and faith-based organizations to recruit residents for pre-apprenticeship programs.

priority item Continue to work in close coordination with officials at the U.S. Department of Transportation, Members of Congress, California State Legislators, Board Members, local officials, and all other interested parties to ensure appropriations funding for the Full Funding Grant Agreement for the Eastside Light Rail Line. This effort includes:
Goal #1Secure Funding in the FY 2007 Transportation, Treasury, and General Government Appropriations Bill
Proposed Activities> Secure $80 million funding for Eastside Light Rail Line
Full Funding Grant Agreement; $10 million funding for bus maintenance facilities improvements, support funding for Los Angeles County Municipal Operators; and secure federal funding through the Housing & Urban Development Department’s Economic Development Initiative program for enhancements to Metro’s existing bus and rail network.
> Explore opportunities to secure federal funds and legislative language to expedite the construction of Metro’s next rail priority, the Mid-City Exposition Light Rail Project. Funding sources may be derived from federal bus and rail accounts in the annual transportation appropriations bill and/or sources made available in SAFETEA-LU (P.L. 109-59).
> Continue to seek federal funding for priority highway, bus and rail projects.
Goal #2Identify Legislature Priorities as a National Dialogue begins on the Reauthorization of Safetea-Lu
Proposed Activities> Continue to educate Congress on the countywide consensus
proposal, which includes principles and priority projects, and resolutions from Mobility 21 for the reauthorization of TEA-21. Continue to distribute copies of legislative propos-als to members of California’s Congressional Delegation and members of House and Senate authorizing committees.
> Work cooperatively with local governments, local transit agencies, community leaders, business owners, organiza-tions, trade associations, residents and riders groups, as well as with other transportation agencies throughout the United States to secure funding for transportation projects and operations in Los Angeles County to ensure that transit and highway interests are well represented.
Goal #3Work with the National Surface Transportation Policy and Revenue Study Commission (1909 Commission) to ensure that the solvency of the National Highway Trust Fund which provides hundreds of millions of dollars to Metro annually
Proposed Activities> Continue Metro Government Relations active role in
working with the 1909 Commission to ensure that mem-bers of that body have the information they will need to provide a report to the U.S. Congress in 2007 that reflects policy proposals that will strengthen the support Metro receives from the Federal Government (federal funds presently constitute, on average, 12% of Metro’s budget).
> Continue to work with the commission’s to ensure that its planned hearing in Los Angeles County in February of 2007 appropriately addresses Metro’s concerns with respect to federal programs and policies.
Goal #4Secure possible Homeland Safety and Security funding from the department of Homeland Security
Proposed Activities> Support increased funding for improved safety and
security systems on Metro bus and rail facilities and Municipal Bus Operators’ bus facilities. These funds are available through competitive grants issued by the U.S. Department of Homeland Security.
> Work to encourage Congress to provide robust funding for federal transportation security grants to be allocated directly to local transportation agencies, thereby eliminating the need to go through the State.
Goal #5Additional Goals
Proposed Activities> Work with the Southern California Regional Transit
Training Consortium on its FY07 legislative efforts to obtain federal funds to streamline bus maintenance training for alternative fuel buses.
> Work with intercity, commuter and urban passenger rail operators to support improved funding for rail rehabilita-tion and modernization funds.
> Work to support initiatives in Congress that seek tostrengthen Metro’s commitment to a Drug and Alcohol Free Workplace Program.
> Support the efforts of the LOSSAN Rail Corridor Agency to secure funding for and ensure capacity, reliability and safety on the coastal line from San Diego to Los Angeles to San Luis Obispo.

Together, we can deliver the world.The Port of Los Angeles and Long Beach are the >fth busiest port complex in the world, handling more than 14.2 million Twenty-foot Equivalent Unit (TEU) containers a year. The volumes are projected to more than double to 36 million TEU’s by 2020.
The ports contribute signi>cantly to the State’s vitality, making California the eighth largest economy in the world. The ports can maintain their competitive edge and could create 1,381,000 new jobs in the region, but only if we make signi>cant investments in goods movement infrastructure. (SCAG; Goods Movement in Southern California: The Challenge, The Opportunity, and The Solution, 2005).
Forty-two percent of the goods that come in to the United States are processed through the port complex. If you have purchased clothing, cars, bikes, electronics or toys, chances are, you are a customer of our ports. We deliver the world to your doorstep everyday.
Together, we can get the job done.Historically, LA has not received its fair share of transportation funds because existing formulas discriminate against the region.
Los Angeles County is a key asset to California, however existing state funding formulas steer significant transportation dollars away from Los Angeles County. STIP fund allocations are weighted to population (75%) and highway miles (25%). This only seems bene>cial for LA, because the state counts the centerline of a highway to calculate mileage and not the number of lanes that makes a two-lane rural highway equivalent to a ten- lane LA freeway.
Discretionary programs have allocated just 40% of those funds to Southern California, but we have 60% of the State’s population. Caltrans’ basic maintenance program is not required to be allocated according to North/South split, and Los Angeles County has more distressed lane miles and vehicle miles traveled than anywhere else in California.
With the passage of the infrastructure bonds, the state is poised to make major investments in Los Angeles County. It’s time that the state recognize the contributions made by our region. The infrastructure bond funds should be allocated in proportion to the infrastructure needs and investments made by our local taxpayers.
Together, we can make 39 votes count.The Los Angeles County legislative delegation has 39 votes. It’s imperative that we use those votes in the most e=ective way possible. Acting together, we can e=ect legislation that proportionately allocates bond funds to LA. But we must act together.
> Let’s >ght for the projects at the California Transportation Commission.
> Let’s >ght for the allocation of goods movement funding based on cargo volume.
> Let’s >ght for the needs-based criteria such as population and congestion measures to allocate bond proceeds.
> Let’s >ght for a North/South Split that is applied to all discretionary programs, including those to be developed.
> Let’s >ght for transit security funds that are allocated based on federal risk measures.

This month we are pleased to welcome the following business pass sales accounts: Cushman & Wakefield, Los Angeles World Airports and Natural History Museum, California Rain Co. Inc., Rite Aid, The Museum of Contemporary Art, Susana Mercedes, Valadon Hotel, Bryman College and Research Tool & Die Works. Sales of annual employer pass programs began in August of 2005 and since then 88 have been sold.
Institution Pass Programs
We are proud to welcome Southwestern College to the I-Pass program. Five colleges are now enrolled in program including UCLA, Los Angeles City College, Los Angeles Trade Tech and Rio Hondo College. Revenue from sales from Fall 2006 to Spring 2007 is about $682,000.
