David EvansChief Executive Officer - Global Aware International

David is Chief Executive Officer of the Counter Terrorist Solutions Consultancy, Global Aware International, and TravAware International.He is founder and co-chair of TINYg (Terrorist Information New York Group) which is an intelligence led organisation that services 130 countries, and meets regularly in locations such as New York, US and London, UK.

David’s experience and background hails from 30 years of Counter Terrorist Policing in London, concentrated in the areas of Aviation, Maritime, Special Events, Royalty and Diplomatic Protection, Territorial / Public Order and Tactical Firearms Operations, Explosive Search, Risk Assessment and Training at ACPO (Association of Chief Police Officers) level. Global Aware provides corporations with comprehensive and unique customized software systems, training and equipment to counter the response to Terrorism, Major Events and Security issues, on a Global basis with a footprint in 112 countries. Andy WilliamsHead of Security Nomura International plc

Andy Williams is Co-Global Head of Security for Japanese Banking firm Nomura. Originally employed to head up security in EMEA,

Andy was asked by the firm to take strategic responsibility for security in the Americas after his successful visit to TINYg in April 2010.

At the age of just 26, Andy embarked on career number two as a Security Manager at two central London, National Health Service hospital groups. This demanding role served as Andy’s apprenticeship in Security Management, requiring as it did, wide open public buildings, their patients, staff and visitors, to be kept safe and secure with the minimum of funds, often being reminded that every security officer deployed, meant one less nurse to care for patients.

Following a change of government in 1997, and an even greater restriction on budgets, Andy left the healthcare environment and moved in contract security services, firstly as an Operations Manager running a portfolio of manned guarding assignments in the City of London, before eventually becoming a company Director, and running a £48m business unit for an international, UK based property services group.

When the opportunity to move back into in-house security presented itself early in 2009, Andy didn’t hesitate to accept the challenge.

Andy has been a member of ASIS for almost ten years, and serves on the executive committee of the UK Chapter. He sits on the membership validation board of the Security Institute, and the Finance & General Purposes Committee of the Worshipful Company of Security Professionals. He is also a senior member of Sisterbanks, an intelligence and best practice forum for major international financial organisations. Andy has been a regular speaker at security industry events and contributor to security media.

Kevin CassidyProfessor at John Jay College of Criminal Justice

Kevin Cassidy is the Vice President, Global Head of Security for Thomson Reuters.

Thomson Reuters is the world’s leading source of intelligent information for businesses and professionals. Kevin is responsible for the security and safety of over sixty-thousand employees in over 600 offices. He also interfaces with BCDR, Investigations and Corporate Compliance regarding all security, HR and investigative issues.

Prior to Thomson Reuters, Kevin was Director of Security for Local 32B-J of the Service Employees International Union, which had over seventy thousand members. Kevin oversaw all aspects of physical security, BCDR and investigations. Kevin currently lectures at John Jay College of Criminal Justice. He has taught on the graduate level and as an adjunct. Kevin has also lectured at C.W. Post and PaceUniversity. Kevin has authored one book entitled ‘Fire Safety and Loss Prevention’ and has written dozens of articles related to the security, investigations, BCDR and fi re safety. He received his graduate and undergraduate degrees from John Jay College of CriminalJustice.

Kevin has chaired various security committees throughout his career including co-chairing TINYg and most recently, the New York City Media Security Committee that dealt with the various media events that affect news bureaus in major cities. Kevin is also a licensed private investigator in New York and New Jersey.

Adrian Leppard Commissioner of The City of London Police

He joined the Surrey Police in 1984 and has enjoyed a varied police service. He has spent the majority of his service as a Detective, investigating a broad range of criminality through the ranks of Detective Sergeant to Detective Superintendent with specialist expertise in hostage negotiation, intelligence and covert operations. As a Senior Investigating Officer he has investigated a number of homicides and other serious crimes including a year-long investigation into a contract killing in 2000 for which 3 people were convicted and sentenced to life at the Old Bailey. He completed a Masters Degree in Business and Administration with City University in 2000.

From 2003-2005 Adrian served as BCU Commander in North West Surrey responsible for managing performance and partnerships whilst policing a diverse population. Adrian started to develop his interest in working with diverse communities whilst performing his role as BCU Commander.

He transferred to Kent Police on promotion in January 2005, where he took up the role of Assistant Chief Constable for Specialist Operations with responsibility for Major and Organised Crime, Special Branch, Counter Terrorism and Frontier Operations, Intelligence and Covert Operations, Firearms and Civil Contingencies. During the course of this command he played a key role in overseeing the investigation into the ‘worlds largest’ £53m Securitas robbery and as a result of the London bombings he led the development of a Special Branch engagement and Consultation Strategy to ensure the force maintained the confidence of local minority communities.

In September 2005 Adrian changed portfolios to Area Operations leading Kent’s six geographic Basic Command Units, the Force Control Centre, Criminal Justice and Forensic Departments and responsible for delivering emergency response, volume crime performance and Neighbourhood Policing. He was appointed as Deputy Chief Constable for Kent Police in December 2007. Adrian also held the ‘Stakeholder Engagement’ portfolio within the National ACPO Equality Diversity and Human Rights Business Area.

Since taking up his post as Commissioner of Police for the City of London in January 2011, Adrian has been heading up the country’s lead force in economic crime. He has also overseen the force’s specialist crime investigations, many of which have had national significance.

Neil Sharman Chief Inspector | CO 19 Specialist Firearms Command London Metropolitan Police speaking on the response to a

Mumbai style attack

Neil Sharman is currently the CO19 (Specialist Firearms Command) Operations Chief Inspector, as such he is responsible for the 350 armed officers who provide the capital’s first line of response to armed crime, which includes terrorist motivated activity.

Neil has performed various operational roles throughout his 30 year career consistently managing multi disciplined unarmed and armed teams providing initial crime response across London. He has served as the ‘Chief Firearms Instructor’ for the MPS and consequently managed the creation of new firearms tactics and policy. Neil is a nationally accredited Counter Terrorism Security Co-ordinator (SeCCO). As part of this role, he provides bespoke protective security advice and contingency planning for major events and protected persons, including search regimes, ‘safe routes’ and blended tactical options with both unarmed and armed assets. He has recently advised and planned security operations for HM the Queen, G20, the Joint Chiefs of Staff for the Military, the US Ambassador and 2,500 guests within the Ambassadors residence in central London, the Royal Wedding and the POTUS UK visit.

Neil manages the armed response - including specialist deployments - for a Mumbai style attack on London and is the lead advisor to the business community when dealing with such incidents through Operation Argus. Neil has recently taken up a position with Lexington Security with a remit to deliver an armed response capability within the UAE.

Robert Leonard PH.D Professor of Linguistics at Hofstra University, USA Threat Assessment and Strategic Analysis

ROBERT A. LEONARD, PH.D., is Professor of Linguistics at Hofstra University, Head of the Graduate Program in Forensic Linguistics, and Director of the new international Institute for Forensic Linguistics, Threat Assessment and Strategic Analysis. Institute Co-director is Jim Fitzgerald, former FBI Supervisory Special Agent, Behavioral Analysis Unit-1 (Counterterrorism and Threat Assessment). Fitzgerald and Leonard formerly ran training programs at Quantico on forensic linguistic techniques of counterterrorism, counterintelligence and law enforcement, the focus of the new Institute. Leonard recently returned from doing training for the UK government. His work as a forensic linguist involves analysis of language evidence such as threats, letters, emails, confessions, and undercover recordings. Rob consults on criminal and counterterrorism cases throughout the US and has qualified as Expert Linguist in ten states and Federal District Court.

Leonard’s experience is varied. He is one of a very few people who have worked with both the FBI and the Grateful Dead; and he was the only Fulbright Fellow to have performed at Woodstock. While in college Rob co-founded and led the rock group Sha Na Na, and with them opened for Jimi Hendrix, who had recruited them to Woodstock.

Colonel Stuart TootalChief Security Officer Barclays and Chairman of the Trustees of the Afghanistan Trust

Commissioned in 1988, Stuart’s Army career included several emergency tours of Northern Ireland, active service in the 1991 Gulf War and the invasion of Iraq in 2003. He also completed two MOD staff appointments, which included the post of MA (Lieutenant Colonel) to the Assistant Chief of the General Staff, for which he was awarded the OBE.

As CO 3 PARA he commanded the first UK Battle Group of 1200 soldiers to be sent to Helmand Province in Southern Afghanistan in 2006, for which he was awarded the Distinguished Service Order. The fighting 3 PARA participated in during their six month tour of duty in Afghanistan has been described as the most intense combat the British Army has experienced since the Korean War.

Following promotion to full Colonel in 2007, he resigned from the Army and is now employed as a chief security officer in the corporate sector. He also regularly comments on Defence matters in the media and has written articles for most of the mainstream newspapers. Stuart is also the Chairman of the Parachute Regiment Afghanistan Trust charity which provides welfare assistance to paratroopers wounded in Afghanistan.

He is also the author of the Sunday Times best seller Danger Close, which is a ‘gripping account’ of his experiences of leading soldiers in battle in Afghanistan.

Michael McDonagh Chief Superintendent, Metropolitan Police, CT Protective Services Command SO20

Michael has served with the Metropolitan Police Service (MPS) for 25 years’. Prior to joining the MPS he served in the British Army as an Airborne Combat Engineer with the Royal Engineers and saw service in Northern Ireland, Germany, Cyprus, the Falkland Islands and after leaving the Army he was a senior manager within private industry. Michael is the Operational Command Unit Commander for the Counter Terrorism Protective Security Command (SO20), ‘Head of Profession’ for the MPS Counter Terrorism Security Advisers (CTSA’s), Counter Terrorism Security Co-ordinators (SecCo’s), The Counter Terrorism Specialist Search Wing and Specialist Police Licensed Search Advisors (Polsa’s).

Michael’s current responsibilities involve providing strategic counter terrorism threat assessments, security and safety guidance and practicable hostile mitigation consultancy including public, corporate/private buildings and military establishments. He specialises in overseeing overt and covert physical penetration testing, using both traditional and innovative technology combined with the latest systems thinking.

Michael leads on the delivery of several nationally acclaimed preventative and protective security products (Project Griffin, Project Argus and Project Centaur) which provide a multi-tiered approach to first line security awareness and security management through to a high level strategic crisis intervention management exercises that assesses the preparedness and strategic abilities of senior leaders to deal with major crisis’s such as: complete systems failures, management intervention or events that require effective and efficient business continuity processes to be introduced (following a Mumbai style attack or hostage situation event).

Michael has been selected to be the National Protective Security Advisor (NPSA) for the forthcoming Olympics with an additional remit to lead upon the Hotel Sector for London.

David RubensMSc in Security and Risk Management, Visiting Fellow (2009-10) at the Security and Resilience Department, Cranfield

University, UK Defence Academy, specialising in Terrorism & Public Policy, and Strategic Management & Leadership

David has been involved in various aspects of security management since he was Security Team Leader in the Israeli Consulate in Munich in 1981-’82, following his national service in a combat unit in the IDF. He has been involved in the private security sector in the UK since 1991, where he is recognised as one of the leading trainers of all aspects of security management. He holds an MSc in Security and Risk Management from Scarman Centre, Leicester University, is a Visiting Lecturer and Dissertation Supervisor on their Terrorism, Security & Policing MSc programme, and from 2009-’10 was a Visiting Fellow at the Security and Resilience Department, Cranfield University at the UK Defence Academy, specialising in Terrorism & Public Policy and Strategic Management & Leadership. David runs his own consultancy, David Rubens Associates, based in London, UK but operating world-wide. As well as running operations in over twenty countries over the last three years (including extraction operations from Egypt, Bahrain and Libya), he is widely experienced at developing, delivering and managing large-scale strategic security operations, and has worked with government agencies and academic institutions in Asia, Africa, Middle East, Caribbean and Eastern Europe. David spent five years in Japan in the 1980’s, and as a Japanese speaker has written on various aspects of Japanese security management, as well as translating a number of Japanese reports relating to national security and intelligence.

Guy Matthias Chair, UK Pharmaceutical Industry Security Forum (PISF)

Guy has been responsible for both defensive & pro-active operations against single issue extremist campaigns for thirty years. Prior to this quiet and undemanding spell of his career, he has worked in the pharmaceutical industry, as well as providing security consultancy, and advice, to a number of sectors and organisations around the world.

He is an industry expert on single issue extremism, and as such, has delivered numerous presentations on the history of UK advocacy campaigns to a variety of wide-ranging audiences. He also presents on the threat posed by ‘single-issue’ extremist infiltration’s into the UK industrial sectors. Guy is a Fellow of the Security Institute, member and occasional Chair of the Validation Board and Chair of the Pharmaceutical Industry Security Forum.

He has provided mentoring on Single-Issue Extremism & Business Continuity programs to high-ranking officers and practitioners at a number of UK Police training establishments, and has also been a regular contributor to the Police, BIS & UK Government “Extremism” guides and training workshops. In November 2007, Guy won the prestigious “UK Security Manager of the Year award”.
