1.0 IntroductionParklife Football Hubs Programme – London
InEngland,around1.8mpeopleparticipateweeklyinsomeformoffootballrangingfromthetraditional11v11gamethroughtoinformalsmall-sidedandrecreationalfootball.Inadditiontotheplayers,thereareanestimated1.5mvolunteerswhoarealsoinvolved–asparents,coaches,referees,ground-staffandadministrators.Asa‘NationalGame’,footballhasalwaysplayedanimportantroleinthecommunity–notonlyofferingopportunitiestogetinvolvedinsportandphysicalactivitybutalsoasanimportantmeansofdeliveringawiderangeofpositivesocialoutcomesinareasofhealth,education,communitydevelopmentandsafety.Thescale,reachandrelevanceofthegamehasneverbeengreater.Despitethis,therearesomedifficultchallengesbeingfacedwithinmanycommunitiesaslocalgovernmentsubsidiesaregraduallyreducedandchanginglifestyleshasmeantthatplayers,ascustomers,wantamorevariedfootballoffer.
TheFA,thePremierLeagueandSportEnglandhaveforsome time been working together to develop aprogramme of investments that target areas wherepressures on the local game are greatest – this isknownasthe‘ParklifeFootballHubsProgramme’
The Programme will provide significant newinvestmentintolocal,accessiblefacilitieslocatedintheheartofcommunitiesacrossthecountry
ItdiffersfromtraditionalfootballinvestmentstreamsastheFundingPartnersarekeentoseeaportfolioapproachtoprovideanareawidesolution,ratherthanoneoffsiteinvestment
The programme will tap into theexcitementaswebuildtowardstheEuro2020championships,the final stagesofwhich arebeing held in London, andhelps to deliver thecommitment tosecurealegacyfromtheevent

The national Funding Partners - The FA,PremierLeagueandSportEngland-havecommittedtoaninvestmentprogrammeoverthenextfiveyearsandthereisanimmediate opportunity for LondonBoroughstobecomeinvolvedaspartofalocalbidconsortiummadeupofarangeofotherlocalpartners.
Inadditiontothemainfundingpartners, theprogrammeinLondonisbeingsupportedthrough additionalinvestment from TheMayorofLondon.

Potential partners
Itisanticipatedthatlocalconsortiawillinclude:
• Local authorities, offering political and senior officer leadership and access to keypersonnelinrelevantlocalgovernmentfunctionsincludingplanning,financeandlegal
• Local county football associations,reflectingthespecificneedsoflocalclubsandleagues

Inreturn,theFundingPartnersofferanewinvestmentstream,on-the-groundofficersupportandongoingadviceandassistancetoensurethattheresultanthubsitesarehighqualityfinanciallysustainablefacilitiesthataremanagedinaprofessionalway,butthattheyarealsocatalystsforthedeliveryofpositivesocialandeconomicoutcomesinthecentreofthecommunitiestheyserve.
The London Programme
LondonisanimportantcityfortheFundingPartnersasithasgreatpotentialtodeliverpositiveoutcomesagainsttheprogramme’saims.Londonisbeingdeliveredinanearlypathfinderphaseaheadofanationalprogrammeinordertodemonstratehowthehubmodelcansucceedagainstsomeoftheuniquechallengesthecapitalfacessuchashighpopulationdensity,highdemandtoplaythegameandlimitedspacestoplay.
This document sets out the details of the programme, funding process and the journey to deliver a new sustainable model for grassroots football hubs in London.

The Parklife Programme will lead to a step change in the provision of grassroots football in England. Over the next five years, we have laid out the ambitious target of creating a network of new football hubs across London to support the delivery of FA and County FA youth development and coach education programmes and to improve the quality of grassroots provision for clubs and teams.

Background
Wherepeopleplaysportmatters.Whetherit isthepitchyouplayonortheparkyouhaveakickaboutin,easyaccesstotherightfacilitiesisimportant.Buildingtherightthingsintherightplacesmakestakingpartinsportandphysicalactivityarealisticoptionformanymorepeople,andleadstoabetterexperienceforthosealreadyengaged.
Thisisespeciallyrelevantatatimewhenlocalauthoritiesandotherpublicsectorprovidersareundersignificantfinancialpressureandarelookingtostrategicallyreviewandrationalisefacilitiestomaketheirofferascosteffectiveandfinanciallyviableaspossible.
Grassrootsfootballisparticularlyexposedtotheseissuesasover80%ofthefacilitystockisinpublicownership.Despitesignificantinvestmentinlocalprojectsoverrecentyearsthroughlocalauthorities,sportslotteryprogrammesandtheFA,PremierLeague,SportEnglandandtheMayorsSportsLegacyFund(viatheFootballFoundation)therehasbeenageneraldeclineinthequalityoffacilities.Inaclimateofgreatlyreducedlocalauthoritydiscretionaryspend,thequalityandperceivedvalueformoneyofferoffacilitiesinpublicownershipisoneofmanyfactorsthathascontributedtoadeclineinregularfootballparticipation.
TheFACommissionReportofOctober2014recognisedthepotentiallongtermimpactoftheseissuessetinabroadercontextofadecliningnumberofEnglandqualifiedplayersatthenationallevel.TheReportproposedanewsustainablemodel forgrassroots facilitiesownershipanddeliverythroughFootballHubscentredonnew,high-qualityartificialgrasspitches(AGPs)inupto30ofthelargestpopulationcentresinEngland.
TheCommissionoutlinedthefollowingkeyobjectives:
• Reduce football’s reliance on local authority subsidies;
• Build significantly more AGPs; and
• Build a sustainable model that makes this change happen.
TheFA,PremierLeagueandSportEngland(backedbyGovernment)supportedbyadditionalfundingfromTheMayorofLondonhavethereforeagreedtoincreasetheirinvestmentintofootballfacilities.
TheinvestmentintoParklifeFootballHubswillprovideanewinvestmentroutefocussedsolelyonstrategicarea-wideplansforfootball.InLondon,thiswillmeanaborough-wideplanasaminimum,orneighbouringboroughsworkinginpartnershipacrosslocalboundaries.

Againstthisbackground,theFundingPartnershaveagreedtodevelopajointNationalFacilitiesStrategyforFootballwhichwillbecompletedbyAutumn2016.
This will help inform thepriorities of a national rolloutoftheParklifeFootballHubsProgramme laterthisyear.
Strategic Context
ParklifeFootballHubsare apriority in theGovernment’s newSportingFuture strategy. Thestrategyhassetawidercontexttoexpandthefocusbeyondincreasedparticipationinsportandphysicalactivitywithanoverarchingaimtoharnessthepowerofsporttohelpchangepeople’slivesforthebetter.
Withinthiscontext,theFundingPartners–TheFA,thePremierLeagueandSportEnglandhaveallrecognisedtheParklifeProgrammeasakeystrategicpriorityoverthenext5years.Thebestarea-wideplanswillseeablendofprogrammesbeingdeliveredincluding:
• Traditionalcompetitive11v11and9v9formatsofthegamesupportedthroughlocalleaguesandcountyfootballassociations-thereisatargetofaminimumof50%ofminisoccerand9v9footballbeingplayedon3GpitcheswheretheParklifeProgrammereaches
• Opportunitiestoplayacrossall formatsof thegamethroughtargetedprogrammingandgreateropportunitiesforinformalsmall-sidedfootball
• Awidersportingoffer(tobedeterminedlocally)perhapsincludingrugby,cricket,dance,andbroader exercise-based classes where demand exists and to further enhance financialsuitability
• Educationopportunities– ranging fromcoachingandvolunteering through tonon-sportrelatedprogrammesincludingICT,job-readiness,socialenterprisedevelopmentandsoon
• Communitydevelopmentprogrammestargetinghealth,lifestylechoices,out-reachandotherlocallyrelevantinterventions.TheFundingPartnersarekeentoseeamulti-agencyapproach.
TheFundingPartnersrecognisethatthebestbidswillbethosethatarederivedfromalocalconsortia or common interest groups which will include the local authority, local footballrepresentation,thelocalprofessionalfootballclub(s),educationpartnersandotherstoreflectlocalcircumstances.Cross-boroughworkingandpartnershipsarealsopositivelyencouraged.

FortheinitialStage1ExpressionofInterest(EOI),applicantsarerequiredtodemonstrate(andwhereappropriateevidence)commitmenttothefollowingkeyprogrammeprinciples:
1. Evidenceof strong relationshipswith key local football partners and local organisationscapable of driving positive changes in football participation and achieving wider socialoutcomes.Asaminimum,thefollowingagenciesshouldbeinvitedtoprovidewrittensupporttotheEOI-CountyFootballAssociation,CommunityFoundationsofthelocalpro-clubs,keylocalgrassroots leaguesandclubs.Educationproviders,privatesectorpartnersandthecharitablesectormayalsobeinterestedinsupportingyourapplication
2. High-levelpoliticalandofficerlevelsupport(Councilleader/CEO)andidentifiedresourcestodeliverParklifeFootballHubsinthearea
3. Commitmenttoworkwithfootballpartnerstodevelopclear,validatedlocaldataregardingcurrentandpotentialfootballparticipationtrends
4. Commitmenttoraisepartnershipfundingof40%oftotalcapitalcostsperarea(pleasenotethiscanbeaggregatedacrossanareaandmultiplesites)
5. Demonstrateacommitmenttobringaboutwidersocialoutcomessuchashealth,educationandsocialcohesionthroughanarea-widefootballdevelopmentplan
6. Commitmenttoprovideclearevidenceofstrategicneedforproposedfacilitiesincludinganup-to-datePlayingPitchStrategy(PPS),oracommitmenttoundertakeoneaspartoftheParklife Football Hubs Programme process. Also a commitment to undertake demandmodellingbasedontheParklifetemplatemodel
7. AbilityandwillingnesstoestablishorbeapartofaSpecialPurposeVehicle(SPV)/TruststructuretomanageandmaintainfacilitieswhereassetsareofferedacrosstotheSPVonalong-termpeppercorn lease.Therevenuegeneratedby theSPVshallbering-fencedforreinvestmentintograssrootsfootballinthelocalarea
8. Commitment tomaintain the required levelof football revenuesubsidy toallowtheParklifeFootballHubsProgrammesitestomatureanddemonstratefinancialsustainability.AnylongertermreductioninsubsidyshouldbeagreedbytheSPVandbeinlinewiththeoutcomesofthemodellingfortheareabasedonareductioninpitchesbeingrequiredtobemarkedforfootball
9. AbilityandwillingnesstoprocureadedicatedOperatorandtotakeaninnovativeapproachtothefinancialmodelatalocallevel,includingconsideringtherolethatincomegenerationthroughcommercialsportandleisurefacilitiescouldplaywithinParklifeFootballHubs
10. Willingnesstousenewprogrammespecificconsultancyandconstructionframeworkstoachievevalueandconsistencyofdesignacrossthecountry
11. Commitmenttoprogressarea-wideplansatspeed.Ifallocatedwithinthefirsttrancheoforganisationstheremaybearequirementforinyearspendin2017/18.

Football Trust Special Purpose Vehicle (SPV)
TheFundingPartnerswillestablishanewCharitableTrusttoprovidestrategicmanagementandoverviewoftheParklifeFootballHubsProgramme.TheTrustwillbeabletoholdpropertythroughpeppercornleasearrangements,holdlifecyclefundsfor3GreplacementandmanageoperatorrelationshipsacrossthehubsnetworkinLondon.TheFundingPartnersbelievethatthisisakeycomponentthatallowsfootballtotakemoreresponsibilityandinvolvementinthemanagementofgrassrootsfacilities,andwillprovideaconsistentcustomerexperienceandlessrelianceonthepublicsector.
Anylicensefeesreceivedfromanoperatoratboroughlevel(orcrossboroughpartnerships)willberingfencedforthatborough/partnershiptoreinvestbackintofootballfacilitiestoeitherreduceongoingsubsidy,increasepitchmaintenanceregimestoprovidebettercustomerexperienceortominorcapitalinvestmentintootherfootballsitesthatcouldbeleasedtothefootballtrust.
ThecostofestablishingtheCharitableTrustwillbecoveredbytheFundingPartnersanddetailsofhowboroughswillinteractwiththeTrustwillbeoutlinedatStage2andwillbuilduponthekeylearningsfromthepathfinders.
TheBoardofTrusteeswillreflectthedesireforfootballtotakemoreresponsibility-TheFAandprofessionalgamewillhavetheabilitytoappointTrusteesalongsideotherkeystakeholders,butthe board will include independent representation in order to provide skilled and diverseleadership.
Iftherearesomekeyfootballsites inaBorough’sportfoliothatcannotbetransferredtotheFootballTrust,thefundingpartnersmaydecidetoenterintoaprofitsharescenariothatwouldseetheownershipandmanagementremainwiththeexistingorganisation.However,acrosstheportfoliothisshouldbeintheminorityandeachsitewillbeconsideredonacase-by-casebasis.
Any concerns over the management and operational structure outlined aboveshouldbedetailedwithinacoveringletterforreviewbytheFundingPartnersatStage1EOI.

3.0 The Funding Process
Stage 1 – Expression of InterestEligibleorganisationsareinvitedtosubmitanEOIformviaemailtoSportEngland at [email protected] with supporting evidence (whererequired)outliningtheircommitmenttothekeyprinciplesofthefundby4pmonFriday15thJuly2016.
Stage 2 – Submission of Area-wide Plan Successfulorganisationswillthenbeinvitedtodevelopadetailedarea-wideplansettingoutaportfolioofParklifeFootballHubsitesagainstwhichanoverallfundingenvelopecanthenbeconsidered.TheFundingPartnerswilloffer support at a local level towards producing a business case, outlinedesigns and an appropriate evidence base for investment. The ProjectInvestmentGroupwillconsiderthebusinesscaseandstrongsubmissionswillbegivenatargetfundingenvelopeforStage3.
Applicants are able at this stage to apply for Project Development Coststowardsexpenditurerelatedtofeasibilityanddesignofpitchandconstructionworks.
Stage 3 – Submission of Individual Hub ApplicationsSuccessful organisations will be invited to develop individual grantapplicationsonasite-by-sitebasisforconsiderationforafundingawardviatheFootballFoundation.AtthisstagetheFoundationteamwillworkwithapplicantsprovidinggrantsandtechnicalexpertisetodevelopbidstoanappropriate levelof readiness.Anassessmentwill beundertakenby theFootballFoundationwhowillgrantanExchequerawardtobespentwithinthegivenfinancialyear.

OrganisationsconsideringsubmittinganExpressionof Interest (EOI)shouldbeawareof theminimumeligibilitycriteriaforthefundintheFrequentlyAskedQuestions.

Beforeapplying,youneedtoconsiderwhetheryouarereadytoengagewiththeprocesstodriveamajorstructuralchangeinthedeliveryoffootballfacilitiesandfootballopportunitiesacrossyourarea.
Issuesyouwillhavetoembracewillincludeastrategicreview,rationalisationandare-provisionoffacilities.Thiswillinvolveassettransferoffacilitiestoanewarea-wideFootballTrust–youwillhavetoprovidelong-termleases,andwillceasetooperateorcontrolpolicyandprogrammingofanumberofstrategicallyselectedsites.
Youwillneedahigh levelofcommitment fromyourorganisation.LocalauthoritieswillneedelectedmembersupportandofficersupportfromyourleaderandCEOdowntofrontlinestaff.
YouwillneedanominatedStrategicLeadtoactasSeniorResponsibleOfficer(SRO)andresource(s)todriveworkwithinandacrosstheCouncil (typicallysport,parks,health, regeneration, legal,planningandeducation).Experiencesuggeststhataminimumofonefull-timepostwillberequired.
‘Buyin’fromkeylocalpartnerswillalsobeneeded-theCountyFootballAssociationandlocalprofessionalclubcommunityfoundation(s)willneedtobefullycommittedtotheprocess.Youwillalsoneedtoengagewitharangeoflocalstakeholders.
Timescales
TheopportunitytosubmitanEOIviathefirstcompetitiveapplicationroundwillopenon24thMay2016andcloseon15thJuly2016at4pm.
IfyourEOIissuccessfulyouwillthenworktowardssubmissionofadetailedarea-wideplanwhich,withsupportoftheFundingPartners,islikelytotakebetweenaminimumof3upto12monthsdependingonthecomplexityoftheschemeandlevelofworkrequired.
Followingapprovalofthearea-wideplanbytheFundingPartners,applicationsforindividualhubsitestotheFootballFoundationwillbeconsideredonaregularbasis.
Key Performance Indicators (KPIs)
KPIstomeasuresuccesswillformpartofanemergingMonitoringandEvaluationFrameworklinkedtotheGovernment’sSportingFuturestrategy.
Thesewillbedevelopedbylocalpartnersagainstanationalframeworkinrelationtoparticipation,socialdevelopmentandfinancialsustainability.
TheKPIswillformpartofthebusinesscaseandapplicationprocessatStage2.
4.0 Are you Ready?

The Funding Partners require measurement and data capture to be fully embedded in theoperationofsuccessfulfacilities.Appropriatedigitaltechnologycapabilitywillneedtobebuiltintothedesignofthefacilitiesandsupportingoperationalinfrastructure.
ThemeasurementdatawilltransfertoaDataHubcapturinganonymisedpersonaldatatosetstandards, tracking participants for use by both Partners and Trusts/Operators to informcontinuousimprovementandfurtherlocalplanninganddelivery.
Successful applicantswill alsobe required toprovide informationon financial performance,footballoutcomesandsupply/demandinrelationtofootballparticipation.
Decision making
AProjectInvestmentGroup,madeupofDirectorsrepresentativeofeachoftheFundingPartners,underdelegatedauthorityfromtheirrespectiveorganisations,willmakedecisionsonStage1EOIandStage2area-wideplanssubmissions.
AtStage1,allEOIswillbeconsideredbytheProjectInvestmentGroupandthosebestmeetingtheProgramme’skeyprincipleswillbeinvitedtoStage2.
AtStage2,thefollowingfundingcriteriawillbeappliedinordertomeasuretherobustnessofthefootballhubarea-wideplanproposals.
• Impact-LA’swillbeaskedtoprepareafootballdevelopmentplanwhichdetailshowtheproposalswillimpactonParklifeFootballHubsProgrammeaims
• Sustainability–LA’swillneedtodetailhowtheneedanddemandfortheareahasbeenestablishedaswellaspreparingabusinessplantodemonstratehowthefacilitieswillbeoperatedandfinanciallysupportedovera25-yearperiod(minimum)
• Deliverability–LA’sshould,withtheirappointeddesignteam,prepareacapitaldeliveryplandemonstratingreadinesstoundertakethecapitalbuildanddrawdownExchequerfunding,normallywithinagivenfinancialyear.
Inaddition,theleadorganisation(andtheirprojectteam)willrequireFundingPartnersign-offatkeystagesofdesignandprocurement.AmemberoftheParklifeFootballHubsProgrammeteamwillworkcloselywiththeapplicantthroughthisprocess.
AtStage3,decisionsonindividualsiteapplicationswillbemadebytheFootballFoundationwhichwillfallunderthreecategories:
• Award–anofferofgrantthroughanExchequerFundingAgreement
• Deferral–furtherworktobeundertakenontheapplicationpriortoanawardtobereconsidered
• Rejection–theapplicationisnotsupportedforspecificreasonsalignedtothecriteriaofthefund.

Sheffield Parklife Football Hubs Programme
ThequalityofSheffieldCityCouncil’spitcheshasdeclinedover time.Likemany localauthorities, the Council no longer has sufficient resources to maintain pitches to anacceptablestandarddespiteprovidingasubsidytothegrassrootsgameduringthe2015/16season.Theplayingpitchstrategyidentifiedashortfallofpitchesacrossanumberofsportswhichwouldbenefitfromahubapproach.Thequalityofstockandthecouncil’sfinancialpositionwasconsideredunsustainableandTheFAtogetherwiththeCouncilpioneeredthehubportfolioapproachinSheffield.
TheSheffieldprogrammecurrentlycomprisesofthreehubsitesacrossthecitywithtwoAGPsateachsiteandassociatedbuiltfacilitiesforcoacheducation,changingprovisionandsocialspace.Oneofthethreesiteshasagymandstudiotoimprovefinancialreturns,whilstalsoaddressingagapinlocalhealthandfitnessprovision.Itisanticipatedthattwofurther3Gpitcheswillbebuilttofullycompletethedeliveryoftheprogramme.Eachofthehubsiteshasagrasspitchofferandthereisamulti-sportapproachontwoofthethreesites.
Thesiteswillbeleasedtothenewlyformedcharity‘TheSheffieldFootballTrust’whointurnhaveprocuredanoperatortomanage,maintainandoperatethethreesitesprovidingasustainablemanagementsolution.
The commercial viability of the Trust is important to deliver the overall Football Huboutcomesandhelp cross-subsidise future siteswithin the city. TheTrust is currentlydevelopingastrategicvisiondocumentthatwilloutlinehowtherevenueswillbereinvestedlocallytosupportfootball,healthandphysicalactivityoutcomes,butaclearfocuswillbeonaddressingthequalityofthekeyoutlyinggrasssitestobringthemundertheTrustsownershipandreduce,ifnotcompletelyremove,thecouncilssubsidyintofootball.Intime,theSheffieldFootballTrustwillallocatebookingsandberesponsibleforthemajorityofSheffieldCityCouncil’skeyfootballsites.

IndependenttrusteesarealsobeingrecruitedtoensuretheTrusthasaskilledanddiverseboardthatisrepresentativeofthelocalarea.
AlthoughParklifeFootballHubsisaninfrastructuredrivenprogrammethatwillmakethegamemoresustainableatalocallevel,itwillalsoprovideTheFAandpartnerswithagreatdealmoreinsightonhowtoengagewithexistingplayersandencouragethemtoparticipatemoreeachmonth.Alsotoattractnewpeoplefromeverybackgroundtoregularlyandmeaningfully takepart.Workingwith theoperator and local partners challenging keyperformanceindicatorscanbesettohelpdrivegrowthinkeyareasofthegameandsupportwidersocialagendas.Datacapturesystemswillallowthepartnerorganisationstobetterunderstandfootballdemandatalocallevelandtargetprogrammesandincentivestodriveupparticipationlevels.

7.0 Further Information and GuidanceArea-wide Plan requirements
OrganisationswhoaresuccessfulatStage1EOIwillberequiredtodevelopadetailedarea-wideplanforfootballdescribingtheportfolioofFootballHubs.
InLondon,anareaisconsideredtobeboroughwideasaminimumoranareastretchingacrossneighbouringboroughs.Theplanshouldsetoutthepotentiallocation,facilitymixandoutlinecost of the portfolio of hub sites anddescribe the overall participation and intended socialoutcomes,businesscaseviabilityandstrategicplanningevidencethatunderpinstheproposal.
SupportfromtheFootballAssociation,PremierLeagueandSportEnglandwillbeonhandduringthistime.Asaguide,thefollowingareconsideredtobekeycomponentsofanarea-wideplan:
• FootballDevelopmentPlan
• BusinessPlanincorporatingParklifeDemandModelling
• RelevantsupportingevidencefromanadoptedPPS(andBuiltFacilitiesStrategyifappropriate)
• Projectdeliveryplanincorporatingoutlinedesigns,specificationandcostsofindividualsiteproposals
• Evidenceofpartnershipfundingincludingcapitalandon-goingrevenuesupport
• EvidenceofLocalAuthoritycabinetapproval.
Thearea-wideplanwillbereviewedbytheFundingPartnerswhowilldeterminewhetherthereisasuitablebusinesscasefor investment.Ifthebusinesscaseisapproved,applicationsforindividualsitewillbeinvitedagainstanindicativefundingenvelope.
Parklife Demand Model
TheFAhasdeveloped a supply anddemandmodel that builds uponSport England’sPPSMethodology.ThemodelwillinformhowanAGPhubbasedapproachtofacilityplanningcouldbeimplementedacrossalocalauthoritylandscapetohelpreducetheimpactoflocalauthoritysubsidypressuresonfootball.
TheParklifedemandmodelcalculatesthesupplyrequirementsforbothAGP’sandgoodqualitygrasspitchesbaseduponthedemandfromcurrentlocalauthoritypitchhirers.Themodelallowsflexibilityatalocalleveltoamendthescopetoincludeapercentageofdemandfromcurrentusersofothersiteproviders(e.g.clubleasedsitesetc).Thiscanhelpaddresslocalsupplyissuesandcanhighlightthepotentialrevenuesavingsandcapitalrequirementsassociatedwithdeliveryatalocallevel.
Playing Pitch Strategy development – a flexible approach
AcommitmenttoproducingaPPSisoneofthekeyprinciplesoftheParklifeFootballHubsProgramme. The Funding Partners recognise the resource commitment required by LocalAuthoritiestoundertakesuchastudyandSportEnglandhasdevelopedaflexibleapproach.ThereisscopetotwintrackthepreparationofthePPSwiththefundingapplicationprocess.Inanyevent,aPPSmustbeinplacepriortoaward.
Framework Procurement
TheParklifeFootballHubsProgrammerequiresapplicantstoadoptaframeworkapproachtoprocurementinorderthatreplicablemodelsofhigh-qualityconstructioncanbeachieved.TheFundingPartnershaveprocuredOJEUcompliantframeworkswhichwillhelpachievebestvalueandhigh-qualityfacilities.
