Not many years ago, Karnataka was considered among the best states in the country. We had an abundance of natural blessings, a flourishing science and technology industry, proven leadership in politics and administration, and much more. As a result, we were the cradle of a flourishing intellectual and cultural life. Today, we have slipped from that high pedestal. Several rounds of government by Congress, JDS and BJP have proved unsuccessful one after the other, and today we have reached a situation where the greatness of the past seems like a distant memory. The ugly word ‘corruption’ is everywhere around us. It is up to us, the people of this great State, to restore the greatness that has been lost. We must achieve this progress together, and we must do this in all aspects of public life - in our economy, society, government, and much more.

Dr. Jayaprakash Narayan (Dr. JP), National President of Loksatta party

Dr. JP is a very rare public leader, particularly in current times. Through his sincerity and single-minded dedication to public service he has improved the lives of lakhs of people all over the country. Born and brought up in a village, educated in a govt. school but through dedicated hard-work he went on to top the IAS examination. After diligently working as a public servant for 16 years, he gave up all powers and committed his life to the service of the people. Under his leadership, Loksatta party has continually fought for the progress of the people by ensuring farmers get good price for produce, for better services for the poor, envisioning urban development and empowering people with information.

economic PROGRESS A comprehensive government-supported agricultural insurance programme to cover farmers against weather risks and market price fluctuations. One agri-clinic for every 3000 acres of land where farmers can get guidance on adoption of organic farming methods, along with access to high-quality seeds, natural and other pesticides, free soil-testing and market information. 12 hours of three-phase uninterrupted power supply to every village in Karnataka. Concessions on power rates would be applicable for irrigation pump-sets up to a capacity of 10 HP. Cold storage facilities for agricultural products in every district Access to consumption loans to farmers, similar to those available in cities.

economic PROGRESS Local economic development strategy for all Tier2 and Tier3 cities. No more land acquisition by planning authorities, only 'joint development' of land so that farmers also gain along with those who develop the land. Easier access to bank loans for all self-employed persons and small business owners. Every person who wants to learn a new skill will be provided job-related training, with industry support. There must also be comprehensive job-search support for all those who seek work. Mentoring and career guidance will be introduced in high schools. A minimum wage for all work, adjusted for cost of living in different areas. No more exploitative labour.

social PROGRESS Every police station is mandated to have at least one women officer. All police officers will undergo training on how to handle and register sensitive cases. A comprehensive program to ensure women's safety in public transport system, including awareness, harsher penalties for offenders, a helpline for emergency assistance, and speedy trial for accused. Free education for rural girls and women at ALL levels of education in government institutions. Equal pay for equal work by men and women Minimum of 30% admission to girls in all colleges and universities.

Comprehensive health insurance programme covering all the poor, in association with recognised private healthcare provides. A scholarship programme for meritorious economically weak and rural graduates to support their post-graduate and doctoral education. Education scholarship program for children each year to attend any school of his/her parents' choice. Vocational training in school itself from Std 9 onwards in government schools. 60,000 low-income houses will be built every year throughout the State.

Establish a Karnataka Heritage Commission to promote awareness about the history and heritage of different parts of the State, and to preserve historically important places. Establish an “Children’s Arts and Theatre Fund” to provide learning new learning opportunities in government schools. Establish centers to teach Kannada as a Spoken Language, for non-native speakers, to promote rapid adoption of language in everyday use. Establish a Karnataka Competitive Sports Commission to identify and support sporting achievement across the state, especially for children from low income families.

governance PROGRESS Separate planning from administration, by creating a metropolitan planning body for all social and economic development. Ward Committee members in municipal corporations will be 'elected', not nominated by corporators. All bore wells will be registered and regulated. Minimum guaranteed levels of water quality through rigorous testing and treatment. Dumping Saaku – law to ensure that Bangalore and other major cities manage municipal waste within their jurisdiction limits. Every lake will be restored, and local communities will be empowered to maintain and manage them. 3-meter footpaths compulsory on all 60-feet or wider roads (if necessary, motorable space will be reduced). Bengaluru: Karnataka’s capital, India’s best city.
