TheScenario• BeingthebiggestportinYemen,Hodeidaisthepreferredentrypointforallcargoenteringthecountryand
destinedforthenortherngovernorates,whileAdenservessoutherngovernorates.However,withthecurrent
securitysituationinthewesterncoastalregionofYemen,aconsiderabledecline inportactivitiesand/ora
potentialclosureoftheportisalikelyevent.
• ShallthePortofHodeidabecomeinaccessible(partially–i.e.forcontainerizedcargo,ortotally),inadditionto
theactivitiescateredforinitsConceptofOperations(http://www.logcluster.org/document/yemen-concept-
operations-march-2017) and included in the YHRP, the Logistics Cluster will put in place the following
mitigatingactivities.
Background• ThePortofHodeidahplaysamajorroleinYemenpipelineandfooddeliveries,contributingtoalmost70-80%
ofhumanitarianassistanceviabothcharter&linerservices.Additionally,themajorityofcommercialcargo,
including fuel,entersYemenvia thePortofHodeidah.According to themost recentavailablestatistics, in
November2016some70%ofallYemeniimportsenteredthecountrythroughHodeidah.
• Duetosecuritydevelopmentsinthearea,on31JanuaryUNVIM1wasinformedbytheCoalitiontosuspend
theissuanceofclearancecertificatestorequestersforaninitial96hours;forthreedays,allvesselsstationed
intheCoalitionholdingareasandRedSeaports’anchorageareaswereinformednottoproceedfurtheruntil
the situation was stabilized. Even though UNVIM resumed the issuance of clearances after 24 hours, a
considerabledeclineinthenumberofclearancerequestsreceivedhasbeenregistered(sourceUNVIMDaily
Reports).
• EventhoughnoofficialsuspensionforchartervesselsheadingtoHodeidahasyetbeencalled,themajorityof
containershippinglinersarereluctanttoacceptbookingsforHodeida,andcargohasalreadybeendivertedto
Adenortranshipmentports(i.e.Jeddah,Shalala,Djibouti,andKingAbdullah).
• Indeed, in thepast twomonths, a considerable decline ofmaritime trafficwaswitnessed inHodeidah; in
February,onaverage4vesselswereatanchorage.Thisrepresentsamajordeclinecomparedto2016.Dueto
slow down in arrival of commercial shipping lines vessels calling at Hodeida port and reported delays of
1TheUNInspectionandVerificationMechanismforYemen(UNVIM),operationalizesandmanagesservicesoftheimpartialverificationandinspectionmechanismonbehalfoftheUnitedNationsandMemberStates,asmandatedbyUNSCResolution2216.ShipoperatorsorvesselmastersarerequestedtosubmittheirrequestsforclearancetogetherwithrequireddocumentstoUNVIMuponthedepartureofrelatedvesselfromtheirportoforigin.UNVIMwillreviewthoserequestsaccordingtoitsStandardOperatingProceduresandinternalguidelinesforverificationandinspectionandnotifyCoalitionForcesandtherequestingpartywithin48hoursabouttheresultsofthereview.MoreinformationonUNVIMcanbefoundat:https://www.vimye.org/about-unvim.

• Adenporthandlesabout20%oftheoverallimports.AlSaleefPortisanextensionofHodeidahportandisonly
usedtohandlebulkcargo.
• Mukalla Port has limited capacity and mostly handles small vessels bringing supplies to Hadramout
Governorate.WFPusesMukallaporttotranshipcommodities(smallquantityofnutritionsupplies)toSocotra.
ContingencyPlan:LogisticsClusterMitigatingActivities
Coordination
• Tominimiseduplicationofeffortsandcompetitionbythehumanitariancommunity,theLogisticsClusterwill
organiseregularcoordinationmeetings,toevaluateneedsandlogisticsgapstobefilled.Thefrequencyofthe
meetingswillbedecidedaccordingtotheneedsexpressedbytheparticipants;meetingswillbeorganisedin
Sana’a,Djiboutiandotherlocationsasneeded/permitted,toensurebothupstreamanddownstreamsupply
chaingapsarebeingaddressed.
• Forbetterplanningpurposes,ad-hocthematicmeetingswithorganisationsusingservicesfacilitatedbythe
LogisticsClusterwillbeorganised,withtheaimofhavingdetaileddiscussionsonlogisticsgapsandbottlenecks,
accessconstraintsetc.
• Forthesamepurpose,theLogisticsClusterwillliaisewithOCHAandthemainactors,tohaveaclearpicture
ofavailablecontingencystockcurrentlyinYemen,byclustersandsectors.
• TheLogisticsClusterwillcontinuetostrengthenitscooperationwithOCHAandtheAccessMonitoringGroup,
toensurelogisticsconstraintsaretakenintoaccountwhenaccessisnegotiatedanddiscussed,andtofurther
disseminatetherelevantaccessinformationamongitsparticipants.
• TheLogisticsClusterwill continuetoadvocatetomaintain themaincorridorsandsupply routesopenand
operational.
FuelDistribution
• AcontingencystockoffuelwillbemaintainedforpartnersoperatinginYemen,anddistributedinAden,Sana’a
andHodeidah.FuelwillbeprocuredlocallythroughYPC,andshallthisnotbefeasible,internationallywiththe
supportofWFPProcurementUnit.

• In the event of instability in the city of Hodeidah, WFP, as the lead agency of the Logistics Cluster, will
coordinatewithEHOCtoensuresafetyof the fueldistributionpoint.Shall thepaceofeventsnotallowto
transferthestockstoSana’a,additionalmeasureswillbetakentofurtherstrengthensecurityanddistribution
atfuelstations.
• Thecurrentavailablefuelcapacity,whichwillbemaintainedthroughouttheoperation,amountsto:
o Sana’a:300,000litresdiesel&180,000litrespetrol;
o Hodeidah:332,000litresdiesel&180,000litrespetrol;
o Aden:100,000litresdiesel&92,000litrespetrol.

UpstreamSupplyChain
Airlifts
• AccesstoairliftsfromDjiboutitoSana’awillbefacilitated;theservicewillbeprovidedbyWFPAviation/UNHAS
at no cost to users, and the frequency will be contingent upon needs expressed by the humanitarian
community,andonavailabilityoffunding.TheLogisticsClusterwillreceiveandconsolidatecargomovement
requests.
Seacargotransport
o ScenarioA:commerciallinersstopcallingatHodeidah,buttheportremainsopen
The LogisticsClusterwill facilitateaccess todhows fromDjibouti to anyport in Yemen, including
Hodeidah.Transporttothelatterhoweverwillbesubjecttocoalition’sclearances,andcargomight
bedivertedtoAden,Saleeforotherportsasrequired.
o ScenarioB:closureofHodeidah
The Logistics Cluster will facilitate access to sea cargo transport to Aden, on board of theWFP-
charteredpassengers’vesselandfacilitatingaccesstodhowstoallaccessibleportsinYemen,ona
frequencycontingentuponneedsandavailabilityoffunding.SeeAnnexIIforalistofaccessibleports
inYemenandsupplychainroutes.
• Todefinetheabovescenarios,afeasibilitystudyonYemenientryportswasconducted,withthefollowing
results:

privatelyownedtwosiloshaveastoragecapacityofbulkcargoforsome250,000MT.However,shall
allcargobedivertedtoAden,thereisaconcreteriskofcongestion,resultinginconsiderabledelays
andhighdemurragecosts.Preferredalternative.
o Al-Saleefport:duetogeographicalproximitywithHodeida,shallthelatterbeinaccessible,theportis
alsoexpectedtobeblocked.Notconsideredasapreferablealternative.
o Mukalaportisbeingusedtoimportvariousconsignments,howevertheporthaslimitedcapacityand
ismainlyusedforlocaldhows.Notconsideredasapreferablealternative.
o Mukhaporthaslimitedinfrastructure(twosmallberthsandpoorhandlingequipment).Theportdraft
restrictionsandshallowwaterallowonly limiteddhow/ATHSoperations.Theport isclosedsince
2015.Notconsideredasapreferablealternative.
In-landtransport
• ForcargoenteringYementhroughAden,theuseoftheAden–Sana’a,andAden–Hodeidahcorridortomove
humanitarian cargo from South to North will have to be tested. While evidence suggests that
commercial/privatecargocaneasilyflowfromSouthtoNorth,andfromNorthtoSouth,humanitariancargo
inthepastwassubjecttosomebureaucratichindrancesandimpediments.
• Shallaccesstonorthernseaportsbelimited,andinlandtransportacrossthelinesnotbefeasible,theLogistics
Clusterwillcoordinatehumanitarianconvoysthroughtwoalternativeroutes:
o OmantoYemen,throughShahenlandport(1,478kmeastofSana’a,averagetrucks’traveltimethree
days).Shahenentrypoint,whichisusedbyprivatebusinessestoimportdifferenttypesofcargofrom
Oman.Authoritiesreportedlyfacilitatecargomovementbetweenthetwocountriesandsometraders
have rentedwarehouses and have offices at Almazyunah free zone in Salalah port. Consignments
throughShahenentrypointaredeliveredtoallgovernoratesofYemen
o SaudiArabiatoYemen,throughAlwadiahlandport (733kmnorth-eastofSana’a,averagetrucks’
traveltimetwodays).ThisentrypointisusedtoimportcargooriginatedfromSaudiArabia,mainly
from Jizan entry port, and consignments coming through Alwadia are delivered to northern and
easternregionsofthecountry.Thisentrypointisrelativelysmallandisreportedasheavilycongested.
Inaddition,theroadfromAlwadiahtotherestofthecountryisbusyandinneedofconstructionwork.
Averagetransittime:2days.Coalitionpresenceattheborder,andthecurrentprospectsfornorthern
governorates,maketheuseofthiscorridorhardlyfeasible

As a last resort, convoyswill be coordinated in close collaborationwithOCHA/AccessMonitoringGroup, and
buildingonWFP’s footprint. The LogisticsClusterwill be in chargeof centralisingandconsolidatingall service
requests.SpecificTermsofReference(ToRs)forthisConvoyCoordinationCellhavebeendrafted(seeAnnex3).
DownStreamSupplyChain
Storage
• Inadditiontofacilitatingaccesstotheexistingin-countrystoragefacilities(Aden,Sana’aandHodeidah),the
LogisticsClusterwill also facilitate access to an additional volumeof commonwarehousing for temporary
storageasneededbyhumanitarianorganisations,inbothSana’aandAden.Whereapplicableandcontingent
onaccess,WFPwillbilaterallyprovidehumanitarianorganisationsadditionalMobileStorageUnits(MSUs)to
furtheraugmenttheirstoragecapacityuponrequest.
• Additionally,theLogisticsClusterhasmeanstofurtherexpanditsstoragecapacity inAden(2MSUs),soto
provideorganisationswithatemporarystagingareatoconsolidatecargoenteringYementhroughtheportof
Aden.ShallHodeidanotbeaccessible,existentstoragefacilitiesinSana’aandHodeidawillbeusedasbackup.
Overlandtransport
• Basedontheorganisations’needs,accesstooverlandtransportwillbefacilitated.Transportwillbecontingent
uponsecurity,andphysicalaccessibilityofroads.Asof15February2016:
o Hodeidah-Sana’a:functionalwithdetoursandsub-roadsarounddamagedbridges;
o Hodeidah-Taiz:partiallyaccessibleonlytocertaindistrictsinTaiz.Duetotheprevailingsecuritysituation
inTaiz,accessisparticularlycomplicated;
o Themainroadsinthenortherngovernoratesaregenerally ingoodconditionexceptforsomebridges
whichwererecentlytargeted.
TheLogisticsClusterwillregularlyupdatetheAccessConstraintsmap,andplanoverlandtransportaccordingly.
• TheLogisticsClusterwillalsofacilitatethenecessarypermissionsforthemovementofcargoinsideYemenon
behalfoftherequestingorganisations.
§ Tostreamline theprocess, theLogisticsClusterwill also facilitate training sessionsaimedat strengthening
organizations’knowledgeofRITA(ReliefItemsTrackingApplication)andtheothertools(suchastheService
RequestForm,SRF).

• The current staffing set-up, including 1 Cluster Coordinator, 1 Deputy Cluster Coordinator and 3 Logistics
Assistants in Yemen (Sana’a), and 1 IMO, 1 FundsManager, 1 Logistics Officer and 1 Logistics Assistant in
Djibouti,willbemaintained.
• Shallthesituationrequireso,theLogisticsClusterwillappealtotheWFPRegionalBureauinCairoandtheGlobal
LogisticsClusterSupportCellinRomeforastaffingsurge.
• IncaseofanevacuationofinternationalstaffoutofYemen,theLogisticsClusterwillworkinclosecollaboration

Annex3–ConvoyCoordinationCellTORs
Background• Given the current situation in thewestern coastal regionof Yemen, increased volumeof cargodestined for the
northerngovernoratesisexpectedtoenterYementhroughthePortofAden;tosupporthumanitarianorganisationstomovetheircargoacrossthefrontlines,fromSouthtoNorth,theLogisticsClusterwillworkinclosecollaborationwithOCHAandWFPLogisticsUnittosetupaconvoycoordinationcell.
• Withclearlydefinedrolesandresponsibilitiesforeachmemberoftheteam,thecellobjectivewillbetoensureasmoothcoordinationamongallpartiesinvolved(serviceusers,transporters,localsecurityforcesandtheCoalition)intheconvoys.

- Acts as the liaison withtransporters;
- Links with authorities tonegotiateaccessandensuresafepassageofconvoys;
- Actsastheliaisonwithpartners,manages the SRFs and entersdata into the cargo trackingapplication(RITA);
- Monitors and records accessconstraints and documentslessonslearned.
- CoordinateswithWFPLogisticstotender transporters and sharerelevant information anddocuments(PLetc.);
- Raises internal POs/PRs andmanagesthebudget;
- InformsorganizationsofconvoysETD/ETA.
