    1.0 INTRODUCTION & AIM

    The Tenant Liason Manual has been prepared by Al Futtaim Carillion (AFC) to

    the Tenant and the Tenants Fit out Contractors in regards to execution of w

    logistics and provisions/services to be provided by AFC.

    The enclosed set of procedures, controls and checks have been develo

    construction and fit out works and to clearly define what AFC’s scope of service

    The intent of this manual is to give clear guidance in regard to the logistics op

    with which the Tenant Fit out Contractor shall comply therefore creating a

    environment.

    This document forms the basis of the logistics package and may be subject

    on the ongoing site conditions or conditions specific to Tenants or tenancies.

    This manual is to be read in conjunction with all other documents issued by

    part of the Tenant Fit-out contract documents. Any discrepancies between

    discussed with the Client for clarification.

    The Tenant Fitout Contractor is responsible for their personnel’s Health and

    working inside their respectful units within the City Walk Project. AFC will not b

    any works being carried out within the unit or in the event of any accident o

    occur within the unit. AFC is responsible for overall site safety and logistics

    Fitout Contractors, being outside of their units, are obliged to follow AFC’s

    practice including but not limited to full PPE and logistics routes.

    1.3: FITOUT WORKS POST MALL OPENING

    In the event that a Tenant fitout works are not complete prior to the Op

    works carried out whilst the Mall is open for trading, the obligations

    document are superseded and will no longer be applicable.

    2.0 PROJECT LOCATION AND SITE OPENING H

    2.1: SITE LOGISTICS PLAN

    The Tenant will be provided with a copy of the Site Logistics Plan, show

    tenant’s unit, and the routes to and from the same. The Tenant is re

    personnel adhere to those routes (see next page).

    This plan attached also identifies the location of the Welfare facilities (i.e.

    2.2: PROJECT LOCATION AND SITE OPENING HOURS

    Refer to Appendix E, for project location and site logistics plans.

      Day shift – Saturday to Thursday 07:00am – 5:00pm

      Night shift – Saturday to Thursday 6:00pm – 3:00am

    4.2: EMERGENCY EVACUATION OF SITE

    The site emergency evacuation procedure will be issued to Tenants an

    at the site induction. Any subsequent revisions will be notified to T

    contractors by the Client as they occur. The Tenant and Tenant’s con

     As a minimum the Client should ensure that the following is in place with

    5.0 ACCIDENTS AND INCIDENTS REPORTING

    Tenants and Tenants Fitout Contractors will comply with the AFC Incid

    accident reporting procedures and report all incidents, accidents, environmcomplaints which occur outside of their works, as soon after the incident/ac

    incidents or accidents which occur within the units will be managed v

      An incident/accident report form must be completed and submitted w

    6.2: HEALTH AND SAFETY INDUCTION

     All the employees of the Tenant Fitout Contractor and his subcontra

    Following receipt of the Induction Booking Form (Refer Appendix B1), the

    will notify the Tenant of the date and time of their induction session.

      On the date of the scheduled Induction, the Tenant’s personnel are

    time and must be in possession of all the personal protective equipmen

      Site access cards will not be issued until personal data has been v

    6.4: PERMITS TO WORK OUTSIDE THE UNIT

     Any works to be executed outside of the unit must be done so in accordaand Safety procedures. A permit is to be obtained via AFC and full Method

    to issuing said permits. Copies of all permits to work should be displayed o

    to allow easy inspection by the AFC HSE staff.

    6.5: COSHH REGISTER

     A list or register of all materials kept in the unit that are hazardous to hea

    and a copy displayed on the unit notice board. Where material safety dat

    supplied with the materials, a copy of the MSDS must also be retained in t

    available should an accident occur. The MSDS must be shown to the att

    doctor in the event of an incident. All hazardous material to be removed

    6.6: TOOLBOX TALKS

     AFC recommend that the tenant fitout contractor conducts a daily toolb

    workforce on the current days work activities and ensure that all and any ha

    6.7: HOUSEKEEPING

    Good housekeeping in the unit is mandatory for the safety of the works an

    6.9: COMPETENT PERSONS

    6.10: FIRST AID BOX

     All units are required to hold a first aid box containing sufficient items to cov

    6.11: MISCONDUCT

    The Tenant’s Fitout Contractors are to conduct themselves in a profes

    manner at all times. AFC will not tolerate written, spoken or implied abus

    site, and offenders will be removed for any misconduct.

      Failing to adhere to an instruction from any AFC management personn

    6.12: FIRE EGRESS PLAN

      The Tenant Contractor must display a copy of Fire Exit or Emergenc

    site within the unit.

      Fire exit routes and vehicle access routes will be clearly explained in

    Safety Officer. AFC will provide one copy of fire egress plan to Tenant

      AFC will provide assembly point and plan to all Tenant Fitout Contract

    7.0 WELFARE

    7.1: TOILET FACILITIES

    The Tenant Fitout Contractor and his subcontractors will be permitted to

    toilets provided by AFC. These are located around the site and indicated on

    (Appendix E). AFC is responsible for the regular cleaning and maintenance

    7.2: DRINKING WATER POINTS

    The AFC will provide ‘drinking water’ stations around the site as indicate

     AFC is responsible of maintaining these areas tidy and clean between th

    7.4: PRAYER AREA

     AFC has a designated area for all contractors and subcontractors to

    8.0 TEMPORARY POWER, LIGHTING AND WATER

    8.1: TEMPORARY POWER SUPPLY

    The AFC will be responsible for the distribution of a shared temporary singl

    to all the Retail Units. AFC will supply distribution boards at 110V, in line

    within the pricing document.

    The Tenant Fitout Contractor shall submit a written application to Funtastic

     Any requirements for 220V or 380V power provisions are to be forw

    8.2: TEMPORARY THREE PHASE POWER SUPPLY

    The Tenant Fitout Contractor shall provide all task lighting to provide an ad

    to install their works in a safe manner.

    Fluorescent light fittings will be used. LED lights are also encouraged to b

    lights.

    8.4: TEMPORARY WATER SUPPLY

     AFC will provide temporary water points within the units. The quantum of w

    The Tenant Fitout Contractor shall submit a written application to Fun

    provision of temporary water supply in the Unit. The Tenant Fitout Con

    8.5: CABLING AND SOCKETS

    Tenant Fitout Contractor must use IEE regulations and HS code of practice

    Industrial sockets must be used only. No open joints in cables. All cab

    sealed with insulation tape. Meraas should ensure they are satisfied within

    the units.

    8.6: SAFE WORKING PRACTICE

    Power Supply

    Only 110V temporary power supply is to be used at site. It is the Tena

    responsibility to manage the use of this power supply in accordance wi

    wiring and connections shall be in accordance with the IEE Regulations, H

    and AFC’s permit to work system (outside the unit). The Tenant Fitou

    interfere with provisions installed by the AFC at any time.

    Water Supply

    The Tenant Fitout Contractor will be entirely responsible for the control and

    9.0 SECURITY OF UNITS

    9.1: RETAIL UNIT SECURITY

    The Tenant Fitout Contractor is entirely responsible for the security of th

    10.1: WORK METHOD STATEMENT AND RISK ASSESSMENT

     AFC will not be responsible for the checking, approval, administration

    contractors activities within the unit.

     Any works executed outside of the unit require a Method Statement and

    prepared by the Tenant Fitout Contractor unit (including roof and basem

    Statement and Risk Assessment in AFC format must be completed an

    contractor for approval prior to execution of the works:

      Identify all risks and hazards associated with the job.

      Select a method of carrying out the job with the least risks or hazards i

    The Tenant’s Fitout Contractor is strongly encouraged to establish acce

    other parties required to work inside their unit. AFC will not be responsib

    participating in any works within the units.

    10.3: HOT WORKS

     A Hot Works Permit is required for any work involving open flame, heat o

    welding, gas cutting, grinding, metal cutting, soldering, brazing, etc.

    Contractor is required to ensure that all safety precautions as listed in the

    applied before work outside of the unit starts (Refer Appendix G). The tena

    need to liaise with Meraas for requirements within the building unit.

    10.4: REMOVAL OF SAFETY CONTROLS

    Safety controls are put in place to prevent accidents or incidents happenin

    but are not limited to, edge protection (e.g. Guardrails, tow boards etc) an

    and horizontal openings (shaft/riser covers). Before works commence withis to be formally issued to AFC to enable the removal of safety controls et

    10.6: CONFINED SPACE ENTRY PERMIT

     A confined space can be described as any space of an enclosed nature wdeath or injury from hazardous substances or dangerous conditions (e.g. la

    of oxygen or poisonous gases present). Some adverse conditions may al

    confined space but others may arise due to work being carried out (e.g. ga

    welding or the use of solvents, adhesives, etc). Before any work can begi

    outside of the unit a Work Method Statement, Risk Assessment and Confin

    must be completed (Refer Appendix K).

    10.7: ACCESS PERMIT TO ROOF AREAS

     A permit is required before access will be granted to any roof area outside

    roof space. The permit must detail the works to be carried out and be a

    Tenant Liaison Manager (Refer Appendix P).

    10.8: ACCESS PERMITRISER/LIFT SHAFTS

    No access will be permitted to any riser or lift shafts without a permit to ente

    for any work in the riser shafts and must detail the works to be carri

    11.0 MATERIALS DELIVERY AND ACCESS

    11.1: SITE ACCESS

    11.2: BULK DELVERY

     All bulk deliveries are to be notified to the AFC using the Delivery Advice F

    name, telephone number, delivery date and time is to be stated on the

    (Refer to Appendix ).

    The Tenant Fitout Contractor will be required to give 3 working days notic

    ensure arrangements are in place to accommodate same.

     All deliveries will be met by a representative of the Tenant Fitout Contracto

    and escorted to the designated loading bay indicated on Tenant Logistic Pl

    E2).

    Each delivery will be given 1 hour in the loading bay as a general rule. Unp

    be accommodated if there are vacant delivery slots, however there ar

    available and unplanned may be turned away.

     A Mobile crane (35 ton) and/or telehandler will be provided to Tenant F

    request (Refer Appendix S) for material handling outside the unit. This will

    unloading, loading and relocation (one time relocation). In the first instan

    Material delivery will go to Tenant Liaison Manager who will organize site lo

    case of any changes, TFC will be notified accordingly.

    11.3: MATERIAL OUT-PASS

    The Tenant Fitout Contractor can remove unused or excess material, toosite only through submission of Material Out-pass form (Refer Appendix T

    given to Morganti for approval who shall be responsible to check that ta

    machinery belongs to Tenant Fitout Contractor. No vehicles will be allo

    11.8: DELIVERY/LOADING DOCKS

    It is the Tenant’s responsibility to ensure that their delivery drivers are informemanual.

    13.0 ACCESS EQUIPMENT AND SCAFFOLDING

    13.1: ACCESS EQUIPMENT AND SCAFFOLDING:

    Will be the sole responsibility of the Tenant Fitout Contractor.

      System scaffolding, Putlog type scaffolding can be used for demandi

    works. Aluminium scaffoldings can be used for light weight works or

    (up to 4m). Static and Mobile scaffolding tower can be used.

    14.0 REMOVAL OF TENANT’S WASTE

    It is the Tenant’s responsibility to place all waste in designated skips or w

    remove; with the exception of hazardous waste.

      No loose waste is to be placed outside of tenant’s demises. Tenants

    not complying with this will be issued with a clean up notice. This will b

    18.0 CO-ORDINATION MEETINGS

    Cooperation and coordination is essential to ensure communication is m

    stake holders on the project. This will include attendance by the Tenants a

    19.0 PLANT, EQUIPMENT AND TOOLS

     All Tenants, Tenant Fit-Out contractors, contractors, sub-contractors, suppand any other agents acting on behalf of or for Tenants are required to follow the scontractors.

    The following rules apply:

      Ear and respiratory protection must be worn when the task requires.  Full PPE must be worn at all times - Safety footwear, HiViz vest, safety he

    Reversing on site is forbidden except under the control of a trained Banksmen.

    Passengers must not be carried on items of plant except where the manufacturer’s fitted passenger seat.

    Do not stand at the back of, or on the blind side of machines, plant or vehicwithout warning. Make sure the driver/operator knows you are there.

    Engines are to be switched off when plant is not in use or left unattended.

    Fuel and oil spillage' are to be reported and cleaned up as soon as practicwhere the emergency spillage kit is located.

    Scaffolds must not be altered except by trained /competent scaffolders. Mobonly to be erected and altered by trained personnel.

    Edge protection in the form of toe boards, handrails and mid rails are to be scaffolding including mobile towers that exceed 2m in height. However, Riskwarrant that these measures be taken for platforms lower than 2m.

    Ladders are only to be used for short duration work and must be either tied anfirmly held by a co-worker before use.

    This site safety briefing sheet must be read and signed by all visitors to the City Wa

    On the Unit access date a hoarding is required to be fitted by the Tenan

    scheduled to be fitted on this date and is to remain in position until the shop front ins
