Description of Proposal

Harvesting of native forestHarvesting of native forest using Single Tree Selection Silviculture subject to theSouthern Region, IFOA requirements will be undertaken within this planning unit.Timber harvesting will be licensed under the EPL.The primary product of the harvesting is high quality large sawlogs (quota logs), smallhigh quality sawlogs, veneer logs, girders, poles & piles where timber markets areavailable. Parts of felled logs that do not meet high quality log specifications aresegregated and graded into other classifications such as salvage sawlogs, pulp logs &miscellaneous timbers e.g. split & round posts, firewood, mining timbers & craftwood.The availability of miscellaneous timbers depends mainly on forest types, logdefectiveness & market conditions at the time of harvesting.

Clause 22 – Integrated Forestry Operations Approval (IFOA) ConsiderationAll relevant factors have been reviewed taking into account the volume and monetaryvalue of each forest product to supply Term Agreement Holders. The harvestingoperation also complies with Clause 22 of the IFOA.

Riparian and other exclusion zones are explained within the relevant sections of thisHarvest Plan and indicated on the HPOM.Where practicable, snig track patterns should be designed to double as bare earthcontrol lines to prevent fire entering specified burning exclusion zones and othertenures, i.e. Smoky Mouse, Southern Brown Bandicoot & significant Cultural Heritagesites.Where this is not practical, the Contract Coordinator is to assess the need for a bareearth break to be constructed close to harvesting exclusion boundaries and seekadvice and approval from the Harvesting Team Leader for the additional earth works.Specific areas identified during the planning stage which require a mineral earth breakare identified in the burning plan.

Site Specific Identified Hazards

Assessment of existing hazards was undertaken at the time of planning. Thesehazards are in the attached table and where appropriate, control strategies have beenapplied. Where no control strategy has been described, the contractor must developappropriate strategies as part of the contractors Safety Management Plan. A copy ofthe hazard assessment and control strategies is provided to assist in the developmentof the contractors Safety Management Plan for this harvesting area.

All additional site hazards identified during harvesting must be assessed anddocumented in the SFO and Contractor copies of the site specific plan.

2 Where practicable, trucks avoid using The OldHighway road on weekdays between 7.30-8.30am and 3.30-4.30 pm. Drivers to be vigilantfor children crossing or playing on or near theroad.

Traffic management/road closuresThe logging contractor is responsible for traffic control on all roads when felling is withintwo tree lengths of the tallest tree to be felled of the road or snigging on roads orloading is occurring within 10 metres of a road.

Warning of trucks entering must be displayed 200 metres either side of all StateForests road approaches to warn motorists of emerging log trucks.

Warning of timber harvesting operations must be displayed 200 metres either side ofall thoroughfare State Forest road approaches leading to areas where harvestingoperations are in progress.

This plan identifies haulage from the compartment will be south via Tuross River Road,turning left onto Tinpot Road, then right onto Wild Horse Creek Road where it turns intocouncil owned road at the end of Bodalla State Forest.

Haulage will also turn right form Tinpot Road onto Dignams Creek road, turning intocouncil owned road at the end of Bodalla State Forest.

Road intersections outside the control of Forests NSW are not covered by this plan orany Forests NSW Traffic Control Plan. Haulage contractors must abide by RTA roadlaws and standard operating procedures in relation to haulage routes outside thecontrol of Forests NSW.

Dust, noise and school bus routesDust and noise – Where log haulage routes pass close to rural housing along naturalsurface/gravel roads dust and noise must be minimised to the greatest extentpracticable. Trucks should reduce speed, restrict use to daylight hours and minimisethe use of engine brakes through these areas.

School bus route - The Old Highway road is used by school buses between the hoursof 7:30am to 8:30 am and 3:30pm to 4:30pm. On weekdays, to the greatest extentpracticable, log haulage should avoid school bus times on the above roads.

Silvicultural PlanningSingle Tree SelectionThe STS Tract (357ha) is a predominantly mixed aged forest and will be harvestedunder a heavy (one cut regeneration harvest) Single Tree Selection (STS) regime. Theobjective within the 207ha harvest area for this operation (Resource Unit One) is toremove the commercially mature and defective trees to create canopy openings forregeneration, whilst retaining and minimising damage to young regenerating stems,seed trees, habitat and recruitment trees.

It is envisaged that the next harvesting operation in this compartment would be onaverage 30 years time.

The STS tract for IFOA purposes includes the entire Net Harvest Area of 3064 asindicated on the HPOM.

Single Tree Selection (STS) must remove no more than 45% of the basal area(BA), while retaining a minimum average BA of 10m2 per hectare across the tract.

The areas west of 3064/1Road and south of 3064/5Road have undergonehighly selective lightlogging on the 1960’s.The remaining areas havenot been logged at all dueto market conditions at thetime and their poor sitequality.

Uneven aged, mature to over mature andmoderately stocked (BA range 26-30m2/ha).These stands have limited further growthpotential.

The condition of these these stands can bedescribed as being poor to average, with theremnant overstorey in very poor timbercondition, and advanced growth average andshowing average vigour and form.

This area was relativelylightly selectively logged in2005.

Highly variable unevenaged across the unit.Areas of more intensive logging are mostlystands of regeneration with scatted patchesovermature trees throughout them.Areas that were missed or very lightly loggedare mostly overmature with scattered patchesof regeneration throughout them.The condition of these stands can bedescribed as being average to good, with theremnant overstorey in very poor timbercondition, and regrowth and advanced growthshowing good vigour and form.

FMZ 3A – Harvesting and harvesting machinery are not allowed in the FMZ 3A.Prescribed burning is only permitted in these areas where fire does not conflict withunderlying protection zones e.g. rainforest, cultural heritage etc. (Refer to culturalheritage flora and fauna sections of this plan and the standard harvest plan conditionsfor more detail).

IFOA Required Approval of Forestry Activities

Approvals have not been obtained for snig track construction and/or use and loghaulage in FMZ 3A. If the Contract Coordinator identifies the need for harvestingrelated activities to occur within FMZ 3A during the operation, the Harvest Plannermust be contacted to seek Regional Manager approval.

All areas of Rainforest require prior OEH approval and Stream Exclusion Zones requireprior Regional Manager approval before forest harvesting related activities (e.g. road orsnig track construction & reopening) can be undertaken in them. It is the responsibilityof the Contract Coordinator to identify any exclusion areas which will need to becrossed during harvesting. The Contract Coordinator should then contact the HarvestPlanner to obtain the necessary approval.

Cultural Heritage

Cultural Heritage - There no Cultural Heritage sites within the compartment. Allrelevant representatives have been consulted &/or inspected Compartment 3064. Dueto the confidentiality of the Cultural Heritage sites, a Cultural Heritage site map will onlybe attached to the specific copies of the plan. All 10 metre radius exclusion buffers areto be marked in the field as hard exclusion zones (i.e. pink & yellow tape) wherelogging and/or road works are scheduled to be undertaken. All operators must betaken to each site within the planned area before any activities are commenced.

Flora and Fauna

Refer to TSL Booklet for ConditionsMark-Up ConditionsDuring the pre-harvest mark up the SFO/Contract Coordinator must search for andrecord threatened species habitat features consistent with Conditions 5.2 and 8.6 of theTSL. Legal Conditions

In 2001, the Commonwealth and NSW Governments signed a Southern RegionalForest Agreement which, among other things, allows for the supply of timber for 20years from public lands under the following NSW legislation:

• Forestry Act 1916, and• Forestry & National Park Estate Act 1998

The latter Act provides for the Southern Forest Agreement and Southern IntegratedForest Operations Approval (IFOA), both approved by NSW Government Ministers inMay 2002. This harvest plan is issued under the authority provided within the IFOA.

BURN AREA INFORMATION

Fuel loads: 50-150 tons per hectare of logging slash, 10 – 20 tons per hectare in between tree heads.

Fuel arrangement: Multi-tiered structure (litter, grasses, shrubs, eucalypt regeneration and mature trees)

Terrain: 0%>30°, 10% @ 25°-30°, 28% @ 20°-25°, 52% @10°-20°, 10% @ 0°-10° slope.

Time since last burn: 1997IMPORTANT BURNING PRESCRIPTIONS• A small test burn must always be lit prior to main burn. This will assist in determining FIRE BEHAVIOUR and IGNITION

PATTERNS.

• Seek information from Contract Coordinator on regrowth excluded burn areas.

• Sections will be lit by drip torch to a determined ignition pattern.

• Areas will generally be burnt from ridge tops down and into the wind to minimise excessive fire behaviour.

• Minimise fire intensity in regrowth stands.

BURN OBJECTIVES

• To reduce fuel loads to 4-8 tonnes/ha. (assisting future fire suppression)

• A burn coverage between 60-80%

• To contain fire within designated boundaries.

• To observe and record data, assisting in future high fuel load and advanced regrowth area burns.

• To minimise crown scorch; not exceeding 10% of dominant and co-dominant crowns.

• To minimise defect damage to retained regrowth stems.
